Provides early intervention services in the home or through visits to sites located throughout Baltimore County. This program serves children ages birth to Child Find Hotline (age 3 20) Services Provided: a process used to identify children ages 3 through 20 who may be in need of special education and related services. 4. Baltimore County Head Start -- YMCA of Central Maryland Dunmanway Baltimore, Maryland Services provided: child development program providing comprehensive education and social services to pre-school children birth through age 5 and their low-income families. Provides a single point of access to services, including: health screenings, medical referrals, immunization services, developmental therapy and treatment, low-income housing assistance, legal aid referrals, parenting education and support classes, substance abuse prevention, and recreational activities for the entire family. 5. Learn more about Baby Booster Kits available at your local library, get a list of good night stories, or find some sing-along compact discs or cassettes for those long car trips. Baby Boosters Story Times for children ages birth to 23 months and/or the Story Timers story times for ages 2 to 6 years are offered at your local library. 6. Baltimore County Public Schools - Early Intervention and Family Literacy 9610 Pulaski Park Drive, Suite 219 Baltimore, Maryland Even Start Family Literacy Program or 2345 Services provided: This free program provides early childhood education, parenting and adult education focusing on the needs of the entire family. During the parent's adult education time, the 6

Serves parents who are eligible for Academic Skills Enhancement (ASE), General Education Diploma (GED), or English for Speakers of Other Languages (ESOL) classes, and who have at least one child age 10 or younger at the time of registration. Website: H.I.P.P.Y. (Home Instruction for Parents of Preschool Youngsters) Services provided: Weekly home visits are made by trained paraprofessionals who role-play scripted activities with parents. A parent is requested to work with each child 15 to 20 minutes each day to support classroom instruction beyond the home visit. Website: Baltimore County Public Schools Resource Centers for Families and Schools: Services provided: 5 centers provide educational and instructional resources for teachers and Baltimore County families. Each center is equipped with materials and staff to assist parents, daycare providers, and community-based organizations with educational resources that support learning. Offers disability support, parent materials, home school liaison and an outreach library. Provides instructional materials and production equipment, lending library of instructional materials for Baltimore County Public School (BCPS) teachers, a Parent Information Center, and an Outreach Library for Baltimore County Public School parents, programs/workshops, information and support to strengthen the instructional programs for all Baltimore County students. Parent Support in Special Education Center -- White Oak Center 8401 Leefield Road Baltimore, Maryland ; Special Needs contact: Services Provided: Provides information and support for parents and families for students with disabilities ages birth to 21. Center assists families of children with disabilities in locating and obtaining services for their child. Workshops to inform parents of their rights pertaining to the education of their child. Maintains a lending library of articles, books and videotapes on a wide range of special education topics such as special education law, types of disabilities, support groups and recreational opportunities. Provides facility for the development of instructional materials. Computers at the resource center are available for family use. Website: The Community College of Baltimore Co. (Essex Campus) Children's Developmental Clinic 7201 Rossville Boulevard, P-3 Baltimore, Maryland Services provided: Clinic for ages 1 to 14 utilizes "movement and fitness therapy", geared toward total developmental needs of each child. It serves children with emotional, social and physical challenges and their parents, in a recreational and educational environment. Acceptance on referral basis only, but concerned parents may call to be referred to a private physician to confirm need for therapy. Referrals from professional personnel usually are for faulty neuromuscular control and/or physical fitness or other types of developmental problems. It is not a formal medical, physical therapy, occupational therapy or psychotherapy program. Children are matched with trained volunteer clinicians who guide them as they play and learn. The Parentmobile -- Baltimore County Public Schools Stemmers Run Road Baltimore Maryland Services provided: A traveling resource center with technological and material resources to assist parents in helping their children learn. The Parentmobile travels to Baltimore County schools, community fairs, apartment complexes, and local businesses. Parent Services Assistants on the bus help parents and community members access information about Baltimore County Public Schools programs and resources. Visitors can learn about the services and resources available to them and their children that promote learning and increased student achievement. Website: 8

9 9 Early Intervention Support Services 1. Baltimore County Healthy Families Abilities Network, Inc LaSalle Road Towson, Maryland Fax: Services provided: services that focus on successful parenting through individualized intensive home visitation support to families of children from the prenatal stage through age 5. Initial contact must occur from the prenatal stage through two weeks following the birth. Services are voluntary and available to families in specific communities in Baltimore County. Website: 2. Baltimore, MD Services provided: case management, home visiting and outreach to pregnant women and children with the goal of improving pregnancy outcomes, reducing infant mortality, and enhancing family health and well-being. Who is Eligible?: Pregnant Baltimore County residents of any age who have Medical Assistance and are at risk of having a pregnancy with medical or psychosocial difficulties. Risk is defined by one or more factors such as age; use of tobacco, alcohol or other drugs; history of previous birth complications; lack of access to medical care; health conditions of the mother; or lack of basic necessities (food, shelter, or income). How Services Are Obtained: A Maryland Risk Assessment Form should be submitted by the prenatal health care provider to the above address. Website: 3. 11 11 Crisis Intervention Programs 1. Baltimore County Crisis Team: 24/7 Hotline: (410) Mobile Crisis Team: (MCT) Staffed by specially trained County police officers and mental health clinicians, MCT can respond on-site to calls from the eastern portion of the County. Hours of operation: Daily 10:00 a.m. 1:00 a.m. In Home Intervention Team (IHIT): Staffed by mental health professionals, IHIT can provide non-crisis, on-site assistance County-wide, beginning January 2006, Monday -Friday, 12:00 p.m. 8:00 p.m. Urgent Care Clinic: Two locations available 7 days/week, Monday-Friday evenings, Saturday/Sunday daytime. The clinic can provide an appointment within 48 hours for urgent cases requiring assessment and brief treatment. 2. Baltimore Crisis Response, Inc. (BCRI) (Baltimore City): (410) Hotline: Available 24 hours/day, 7 days/week, the hotline provides help to people who are having a psychiatric crisis and to people who are homeless. Crisis Team Services: From 8:00 a.m. - 8:00 p.m. 7 days/week, the Crisis Team will go to where the individual is located to provide crisis services. The Crisis Team provides services to adults who are residents of Baltimore City. The Crisis Team will go to the individual's home, the emergency department, a clinic or any other location in or near Baltimore City. BCRI provides beds to people in psychiatric crisis, including people in need of drug or alcohol detoxification. BCRI provides aftercare and provides assistance in applying for benefits. BCRI cannot assist people with major non-psychiatric medical problems. 3. Baltimore Child And Adolescents Response System (B-CARS): B-CARS provides crisis services to people under 18 years old who are having a psychiatric crisis and who are residents of Baltimore City. B-CARS provides crisis services to youths in their homes. B- CARS helps arrange for any other necessary services. B-CARS provides follow-up services to youths who have been discharged from a hospital. B-CARS takes calls 24 hours a day everyday. Emergency Department personnel can call from 9:00 a.m. to 8:00 p.m. The crisis teams will go to where the youth is located, including the home, the emergency department, a clinic or other locations. 4. Baltimore County Department of Social Services hours, 7 days a week referral line to connect you to a wide range of services and people who can best help you. All reports of suspected child or adult abuse and neglect, as well as all requests for services to families, adults or adolescents are handled by this unit. 5. Grassroots Crisis Intervention Center Hotline Local crisis intervention services, including suicide, are available 24-hours a day, 7 days a week. Professional counseling staff and trained volunteers will listen, provide support and make referrals. Crisis intervention counseling is available by phone or in person for anyone in need of immediate assistance with a personal, situational, or mental health crisis. Services are free of charge and confidential. 6. New Behaviors Group provides alternative ways of dealing with anger and conflict for those persons who have been violent towards family members.
