7 7 MANAGEMENT APPROACH Managing a large complex program requires an approach that provides control, effectiveness and responsiveness. The most control and effective management is achieved with a skilled project team on the project site (hands on management); the most responsive to the client is a central office in constant direct contact. We believe the approach for our clients plan is to implement adequate numbers and skilled managers on each site, and knowing there will be a multitude of sites working simultaneously, the Project Mangers for each will report to a Program Manager that is in an executive position in a central office. The central office will be established solely for our clients program and function as the direct link to the client and each project site. This is not the same as a PMO managing remotely or using lower level site supervisors. Each site will be managed by a competent qualified Project Manager with proper authority and adequate staff in accordance with the project size and complexity. The functionality will be decentralized for effectiveness and control, and the authority/reporting lines will be centralized for responsiveness and consistency. Planning and monitoring will be at the central office and work execution at the project level. Accountability will be at both levels. Without increasing bureaucracy or reducing the staff capacity to execute work, we are capturing several benefits with this approach: Separate monitoring function from the delivery function enhances reporting integrity Centralized planning and reporting provides consistent client service and management of risks Single point of contact enhances communication and reduces confusion Decentralized execution allows flexibility, which enhances quality and cost/schedule control The management activities will be specifically defined in the Project Delivery Plan. 8 PROGRAMME MANAGEMENT APPROACH Modulemetrix uses a methodology for managing projects that has worked very well in the past on projects. Upon the inception of a project, Modulemetrix urges the client to form a project steering committee. This committee should have representation from all areas that will be affected by the scope of the project. establish a clear and frequent communication channels, removing project roadblocks, identifying and resolving issues quickly, utilizing proven tools The steering committee acts as a roundtable of representatives that oversee the project objectives. Modulemetrix uses the Project Management Institute Project Management Body of Knowledge (PMBOK) as its standard rules for critical path methodology and over project management principles. Modulemetrix has long been a member of the Project Management Institute as both a corporate member as well as private memberships held by some of Modulemetrix s project management consulting staff. Modulemetrix encourages all Modulemetrix Project Management Consultants to complete all PMBOK courses offered by the Project Management Institute (PMI) to fulfil the requirements needed to gain their certification as a Project Management Professional (PMP). Modulemetrix has developed and trained based on these PMI principles. Modulemetrix employs consultants that have developed Project Management Solutions for many different industries. 10 10 The crucial functions of the project management team will be to establish clear and frequent communication channels, removing project roadblocks, identifying and resolving issues quickly, utilizing proven tools like Earned Value Analysis to determine project performance, and quantifying / qualifying elements of risk. P3 s suite of tools will facilitate establishing and controlling these requirements. Modulemetrix methodology is to put a Lead Consultant in charge of the overall project or contract. An Modulemetrix Director will review the project status on weekly basis with the Lead Consultant. The Lead Consultant will set review meetings with the client to make sure that all goals are being met in a timely manner. We also encourage the client to make any problems or perceived problems known to Modulemetrix management at any time. Modulemetrix professionals will interview and ask probing questions to best develop a detailed review of current business practices. The business practices will be compared to the most recent developments in the industry for efficient practices. our consultants will develop a schedule based on the client s requirements, desires and objectives When working with Primavera P6, it is very important to invest time at the beginning of the project to clearly define the coding structure to be used. A well-defined and flexible code structure will facilitate quick and accurate reporting and will also allow for future expansion of the project. Our consultants will develop a schedule based on the client s requirements and desires and objectives. The project plan will go through several stages: initial plan, review, re-modification, resource assignment and loading, re-planning and then customer acceptance. These activities will then be costed out to show what will be done, who will do it, where each parties responsibilities lie, and the time based schedule of what tasks will be accomplished and when they are to be done.

Ability to work with engineers, scientists, and managers in a highly technical environment and with little guidance or supervision. Must be able to evaluate schedule performance, forecast completion dates, and recommend corrective actions. A strong working knowledge of Primavera software as well as other supporting software (spreadsheets, word processors, and databases) is required. Cost Engineers Project Control Engineers Are competent in two or more of the three areas above. Minimum experience requirements for all labor categories above Level I 2-5 years experience Level II 6-10 years experience Level III >10 years experience Ability to develop and maintain cost/schedule baselines in an Earned Value Management System. Experience in measuring, analyzing, forecasting, and reporting project performance. Must be able to work on project teams in a technical environment. Familiar with cost structures, commitment systems, and trend programs. Proficient in basic software tools (spreadsheets, word processors, and databases) as well as earned value measurement software applications. Cost Estimators Able to develop detailed cost estimates for engineering and construction projects. Experience in using engineering drawings, technical documents, and project team input to organize and develop cost estimates for complex activities. Knowledge of engineering and construction management from practical experience or course of specialized study. Good computer skills with working knowledge of a commercial estimating software package as well as spreadsheets, word processors, and databases. 12

14 RELEVANT EXPERIENCES Reem Island Project Phases 2 & 3, Abu Dhabi Mishrif Sewage Pumping Station, Kuwait The project consists of marine quay walls and revetment works, piling works, bridges, roads and all service utilities as well as gas distribution lines. Doha West Sewage Treatment Works, Doha, Qatar Modulemetrix (MM) was responsible for the profitability, planning, coordination & construction of the civil portions for both the new and the renovation portions of these treatment works, for the PWA. The contract was valued at (QAR 280 mill) US$ 75 million. USA Base Camps, Kuwait MM was responsible for the profitability, planning, coordination & construction of the civil works on various infrastructure projects for the US Army, in their Kuwait Base Camps Both Naval and Army. These projects consisted of the infrastructure portions of potable water, fire fighting, sewage pumping reticulation systems as well as the various gravel and asphalt roads, concrete hard standings and army tank concrete test tracks. A fully functional Dental Clinic, numerous fully insulated warehouses, heavy duty wash bays for heavy military and other various types of Military equipment in Camp Arifjan and the Kuwait Naval Bases was also within his scope of works. These projects were valued in excess of US$ 20 million. MM was responsible for and overseeing the construction of the Pumping Station and relevant incoming and outgoing pipe reticulation systems. These systems were split into open cut and pipe jacking crossings under the many freeways and national roads in the area. The project was valued at US$ 150 million. Eritrea-Water Treatment Works MM oversaw the final construction and installation and the commissioning of a 120,000 m3/day pump station, including the commissioning of a Dam, a 13km long x 600mm diameter pipeline, to a new water treatment works in Asmara. The total value of this contract was in the region of US$ 125 million.
