4 SCADA systems SCADA stands for Supervisory Control And Data Acquisition. It is a software application specially designed for monitoring and controlling a process. SCADA refers to the combination of telemetry and data acquisition and encompasses the collecting of the information, transferring to a central site, carrying out any necessary analysis and control, displaying the information on a number of operator screens or displays and conveyed the required control actions back to the process. The term SCADA usually refers to centralized systems which monitor and control complexes systems spread out over large areas (anything between an industrial plant and a country). 4

7 Integrated Water Resources Management Integrated Water Resources Management (IWRM) is the process which promotes the coordinated management and development of water, land and related resources, in order to maximize the sustainability of ecosystems. Integrated Water Resource Management is a systematic process for the sustainable development, allocation and monitoring of water resource use in the context of social, economic and environmental objectives. Implementing IWRM process depends on the area, capacity, political will, and understanding of IWRM concepts and their implementation. 7

9 Application of SCADA systems in IWRM The needed of a holistic approach to water resources, taken into account the water resources exploitation, the water environment protection, the prevention and mitigation of damages, the public awareness, etc, makes the SCADA based networks a powerful tool for the River Basin Organizations, or for others decision makers, to develop an integrated policy for water management. 9

12 HOW DOES THE SCADA BASED NETWORK WORK? In every hydrological basin data are collected by means of different sensor devices and transmitted to a communication network. Water Level (Dams, Wells, Reservoirs) Submerged Quartz Transducer, Float-Counterweight Water Flow (Channel, Pipeline) Electromagnetic Flowmeter Ultrsonic Flowmeter Valves Position Rain Gauges Etc. 12
13 Data are transmitted to a Control Centre where they are processed by a SCADA, and presented to the user, who can evaluate with a better knowledge the conditions of each basin. Water resources exploitation in normal circumstances is optimized, facilitating the saving and reducing losses. Forecasting hydrological models are also widely used to facilitate the development of water policies for IWRM. 13

24 With a population of 45 M people, Spain has a hydrological renewable resources of about M of m3, close to the m3 / inhabitant and year. However its distribution is very irregular both in space and in time, due to this irregularity, associated effects from drought and floods have risen. The control of these effects has promoted the development of hydrological infrastructure where there objective is to help the decision makers to optimise the exploitation of the resource and to guaranty the security in cases of floods. Spanish water resources are divided into 10 main hydrological areas, managed by some organisms called Confederaciones Hidrográficas. 24
