General context Smart Water Management is a major challenge for society and offers an enormous market potential to water utilities and industries providing smart water solutions. Cáceres is part of the National Network of Smart Cities. The Council is aimed to deploying smart management solutions both in infrastructures and general urban services. ACCIONA Agua was awarded in 2011 with a 24-year contract to provide the 100,000 inhabitants of Cáceres with municipal drinking water supply and wastewater treatment services. ACCIONA Agua leads the SMARTWATER4EUROPE activities that will be conducted in Cáceres demo site and will contribute to make Cáceres a Smartwater City.
Objectives The overall objective of Cáceres demo site is to optimize the water supply management in the city in order to provide a better service and save O&M costs. The specific technical objectives envisaged are: To detect water quality events in the network as well as to optimize the use of chlorine using generic sensors. To detect and localize water leaks using smart meters at household level and heterogeneous data sources. To integrate both solutions in a real-time data storage, processing and visualization infrastructure combined with response strategies. Water Service Management Water meters Gateways Concentrators Backbone network Users
Particularities & hurdles The old town of Cáceres is part of the UNESCO World Heritage. The demo site comprises 74 km of the distribution network in the city (19 % of the overall) of which 22 km are in the historical centre. The demo site serves households of which 40 % are in the historical centre. Chlorinated network. The individual water meters have been customer property until September 2011 which causes a lack of regulation for their location. Highly versatile system with high potential for exportation to any other country.
Technical features Existing demonstration infrastructure and equipment water meters: mechanical (single jet with radio modules) electronic 5 remote stations for real-time control of flow, pressure and residual chlorine Pressure reduction valves. Software/applications: water meter information system, GIS software, customer billing service software, communication protocols with database, SCADA. Central server for data storage. Forthcoming actions on the demo site Connect the meters network to the backbone net of City Hall access. Develop a complex SCADA for communications and meters management. Develop a Business Intelligence. Integrate all control and management software with the BI.
Activities within the SMARTWATER4EUROPE project WP1 (RTD) Integration requirements WP11 (MGT) WP2 (RTD) Development of sensors WP3 (RTD) Development of data management and data processing tools WP4 (DEMO) Preparation of demonstration sites WP5 (DEMO) WP6 (DEMO) WP7 (DEMO) WP8 (DEMO) Management Demonstration of early water quality management Demonstration of leak management Demonstration of energy optimization Demonstration of customer interaction WP9 (DEMO) Demonstration of smart water management and response strategies WP10 (OTHER) Dissemination
Participants & tasks Participant Tasks Coordinator of activities in Cáceres demo site. Leader of WP4 Preparation of demonstration sites and WP9 Demonstration of Smart Water Management and response strategies. Acciona Agua will carry out activities in WP: 1, 3, 4, 5, 6, 9 and 10. Implementation of the communication network infrastructure. Contributes to the demonstration and evaluation of the technology in WP9. WP 3: development of technologies for: Different and heterogeneous data sources in a big data centre structure. Performing calculations on these data and providing services to access these data from different applications. Providing visualizations of these data for different roles. WP 4 6 and WP9: Demonstration of the solutions in real field. WP 4 6 and WP9: supply, install, maintain, operate and evaluate a network of Eventlab system to monitoring on-line the water quality.
Expected results & impact On-line water monitoring will enhance the quality of water services. The customers health and satisfaction will be improved. To reduce the amount of Non Revenue Water: It is assumed that the water leak technology will have a 7% improved performance Hm3 of water were produced in Cáceres in 2012, meaning that water savings of m3 are expected. The associated economic impact will be of 0.5 M. ~ 600 water-leak related reparations are done annually, each one costing 600-2,000. Leak detection technology will make possible to detect such damages earlier and consequently, to reduce the cost of the reparations. Reduction of exploitation cost and resources efficiency. It will be possible to prioritize capital expenditures according to the predictive analysis obtained from the business intelligence unit. Possibility to use the results of the project in the 70 management contracts that ACCIONA Agua currently carries out, serving 50 million people in 20 countries.
