Basic terminology - Monitoring Array: a seismic or infrasound array, including from 1(4) to 20 Remote Elements (RE) and one Central Recording Facility (CRF). - Remote Element: a monitoring array element, seismic or infrasound, located up to 10km away from the array s Central Recording Facility. Usually it includes an equipment vault/enclosure, a number of external masts, a communication tower in case of radio communication system, and a wind noise reducing system (WNRS, for infrasound elements only). The elements are fenced; a normal fenced area varies from 12mx12m to 40mx40m. Usually there is no mains power available. - Central Recording Facility: monitoring array s recording facility, which collects, reformats and forwards data to the International Data Centre (IDC) in Vienna or to a node of an Independent Sub-Network (ISN). Usually it consists of a manned or unmanned building with computer and communication equipment. Mains power is available. For CRF with DC power only, a different modified design is applicable. 2. General technical design The purpose of the external alarm system is to protect externally-installed and mounted structures, equipment and other infrastructure of the station as well at the Remote Elements as at the Central Recording Facility against unauthorized access by providing: - Visual and audible alarm signal adequate to intimidate persons accessing the area of the array elements, repeater sites (if any) and of the CRF. - Capability of visual identification of all persons accessing area of the array elements, repeater sites (if any) and of the CRF - Issuance of an alert signal and message to the operators. - Historical log of all triggers. - Adequate security hardware and software keys and a key management system. The external alarm system is fully automated and includes the following sub-systems: - Remote Element sets (at the REs) - Video monitoring sub-system - Communication sub-system - Central Recording Facility set, including a control unit and monitoring PC at the CRF of the IMS station. 4 The external alarm system is deemed neither to generate any electrical noise which is detectable by the seismic or the infrasound equipment installed at the array elements nor to have any other type of influence on the performance of this equipment installed at the remote array elements. In summary, the main technical and environmental conditions for the operation of the system - unless otherwise specified - are: a) Temperature range: Temperature range from -40 C to +50 C for the remote elements external sensors, -30 C to +50 C for outdoor camera systems, -10 C to +50 C for the Remote Element internal equipment, 0 C to +40 C for the CRF equipment; b) Relative humidity: Relative humidity from 10% to 95%, non-condensing for the CRF equipment; c) IP rating: IP55 or better for the Remote Element sets, IP20 or better for the Central Recording Facility; d) Operating Voltage: 12VDC (alternatively 24VDC) at the remote array elements, 220/230VAC (alternatively 110/115VAC) at the Central Recording Facility; e) Power consumption: Less than 30W in peak mode (transmission / alarm mode) and less than 15W in normal mode for each remote set, less than 1kW for the Central Recording Facility set, including monitoring PC including video monitoring sub-system, communication sub-system not included; f) Data rate: Less than 2 Mbps per array element. 3. Remote Element sets The Remote Element sets basically consist of the Remote Alarm Box and periphery. The Remote Alarm Box includes a professional Telenot 3216S (alternatively comxline 2516 when available from August 2009) Transmission Device, a PR 7000 keypad, basic wiring on a Standard Euro PCB, cable ducts and and screw-mount terminals. The periphery comprises a number of detectors and/or the audio and/or visual alarm units. The Transmission Device is connected via Ethernet to the comxline AE device in the Central Recording Facility by use of the LAN based intra array communication system, either existing or seperated. If necessary, appropriate interface converters (RS485/RS422/RS232 or any other to Ethernet) can be used, but should be avoided if possible. The periphery includes the necessary number of motion detectors (infrared, microwave, combined ) and intrusion switches (maximum 8), the audio and/or visual alarm units, interconnection signal and power cables. Additional fake cameras can be installed. Page 4 of 30

5 The power requirement of the Transmission device is 12VDC (10,2 to 15VDC) with a typical current consumption of 60mA. 4. Video monitoring sub-system The video monitoring sub-system consists of 1 or 2 LAN camera systems with or without integrated motion detection at each Remote Element and at the Central Recording Facility. These cameras are integrated in appropriate outdoor housings (where necessary). Suitable camera systems will not need additional heating, which would break the mould regarding power consumption. There are several suitable LAN cameras available, see attachments. The LAN cameras data will be transmitted via the LAN based intra array communication system, either existing or separated, to the CRF. Several modes of operation can be used (reduction of data rate, internal trigger, external trigger). The optional use of professional video surveillance software (SeeTec) on the monitoring and control PC inside the CRF is highly recommended. Technical details can be found in chapter 3, Video Monitoring Sub System. 5. Communication sub-system (optional) The communication sub-system transfers Ethernet-based data between the Remote Elements and the Central Recording Facility. Either CAT5 or better wiring (if available) can be used, otherwise communication interface boxes and PoE modems (point-to-multipoint wireless (WL) connection) or media converters for fibre optic (FO) transmission are used. The optional Communication sub-system is used only at stations where the existing intra array communication system is not sufficient. Technical details can be found in chapter 4, Communication sub-system (optional). 6. Central Recording Facility set The Central Recording Facility set consists of a professional Telenot comxline AE device which receives the alarm data from the elements over TCP/IP, a Telenot comline 1004 S (GSM) module, and a Telenot complex 400 alarm system. The connection between the monitoring and control PC (visualisation software) and the comxline as well as the complex 400 is established via RS-232 interface. When an alarm either from one of the Remote Elements or from inside the CRF is received, the comline 1004 S alerts the responsible person via GSM. However, an additional Telenot 3216S can be used instead of the complex 400 alarm system. Page 5 of 30

6 7. Level of Reliability The components have 99% reliability calculated over one year period within the Mean Time Between Failures (MTBF), which is calculated to be at hrs. or more. However, false alarms (due to environmental or weather conditions, animals, ) are beyond consideration. 8. System Lifetime The system, serviced regularly, is capable for normal operation for 10 years. Regular service also comprises the exchange of wear parts like, but not limited to, batteries, fuses, lamps. 9.
