1 JOB DESCRIPTIONS CORPORATE COMMUNICATIONS DEPARTMENT Directr Crprate Cmmunicatins Jb Summary: The incumbent directs the develpment f an efficient Parliament where stakehlders have access t relevant infrmatin and can utilise cmmunicatin technlgies t perfrm their functins f law making, representatin, cmmunicatin and versight effectively. The jb will als require the develpment f strategic plans fr the Crprate Cmmunicatins department, in rder t achieve the visin f the Parliament. The incumbent shuld pssess the leadership ability necessary t articulate a visin fr the Crprate Cmmunicatins Department, merge the frmerly separated units int ne and inspire the staff t cmmit t this visin. Reprts t: The Clerk f the Huse. Supervises: A team f three (3) Managers and Administrative Supprt Staff Key Respnsibilities: Leads team members f the Crprate Cmmunicatins Department t execute all cmmunicatin, Public Educatin and prductin activities f the Parliament. Develps and implements strategic plans fr the Crprate Cmmunicatins Department t facilitate the achievement f the Parliament s visin. Supervises the research, develpment and implementatin f a Cmmunicatin strategy, standards and practices rganisatinal-wide that elicit, as well as prmte the eths f the rganisatin. Analyzes stakehlder research findings as part f develping a cmpelling visin fr the Crprate Cmmunicatins Department. Establishes a knwledge management system t facilitate cntinuity at each level f the Crprate Cmmunicatins Department. Identifies and implements effective techniques fr fstering public participatin in the Parliamentary prcess. Manages relatins, and builds relatinships with key industry media. Builds and maintains strng relatinships with internal and external key stakehlders t ensure prper disseminatin f the Cmmunicatin and Public Educatin Services f the rganisatin. Advances an interactive and technlgically based media t build cmmunicatin between the electrate and parliamentary representatives. Takes the lead in Emergency Disaster Management cmmunicatin. Institutes persnal and prfessinal develpment prgrammes and initiatives fr staff Develps and manages the Department s budget. Practively cultivates relatinships with internal and external stakehlders rganisatin that will prmte the wrk and reputatin f the Department Perfrms related wrk as required. Minimum Qualificatins and Experience: A Masters Degree in Mass Cmmunicatin r Marketing; Diplma r Bachelr s degree in the Scial Sciences r the Humanities fllwed by a minimum f five years f prfessinal services in marketing and cmmunicatins leadership rles. Extensive public relatins experience required. Experience in media, cmmunicatins r jurnalism. 1

3 Prductin Manager Jb Summary: The incumbent plans and supervises televisin bradcast and prductin activities and must perfrm wrk within strict bradcasting deadlines. Typically supervises a technical crew in the perfrmance f prductin activities. Reprts t: Directr Crprate Cmmunicatins Supervises: Senir Bradcast Technician, Bradcast Technicians, Script Writer and Designer/Animatr Key Respnsibilities: Supervises a multi disciplinary prductin team. This includes setting the example f excellent wrk habits and inspiring creativity Manages all prductin activities and peratins fr the Parliament Channels including studi and remte site prductins. Manages the scheduling f equipment and persnnel. Prepares cst estimates fr individual prductin budgets Directs prductin staff in research, in-huse and field filming, set-up and peratin f remte site prductin activities. Maintains prductin standards and quality cntrl. Prduces and directs special events r prjects. Participates in annual Crprate Cmmunicatins Department budget preparatin and prvides input in lng range televisin prductin planning. Wrks clsely with the Crprate Cmmunicatins Manager, and Digital Archivist t ensure the achievement and develpmental f departmental gals. Supervises and engages in the editing f film, using digital technlgy and specialist cmputer sftware r, if necessary, manually. Supervises and engages in the strage f uncut recrdings fr archiving purpses Evaluates and selects scenes in terms f stry cntinuity. Screens, reviews and edits film Caches junir technical persnnel in the Unit Perfrms related duties as required. Minimum Qualificatins and Experience: Bachelr's degree in Radi/Televisin, Jurnalism r related field frm an accredited cllege r university Fur years experience in the peratin f televisin prductin services which include tw years supervisry experience r any equivalent cmbinatin f experience, training and/r educatin apprved by Human Resurces. Additinal experience in brand identity and packaging A+ wuld be an asset. Cnsiderable knwledge and experience in bradcast and film standard and equipment. 5 Crprate Cmmunicatins Officer Jb Summary: The incumbent will assist the Crprate Cmmunicatin Manager and interface with internal and external stakehlders fr the successful implementatin f public educatin and cmmunicatin prgrammes related t the activities f the Parliament. Reprts t: Crprate Cmmunicatins Manager Supervises: Nne Key Respnsibilities: Develps and delivers a wide range f infrmatinal, educatinal, and prmtinal material cncerning the activities f the Parliament Implements internal and external marketing and cmmunicatin tls and strategies. Organizes turs f the Parliament and ensures that visitrs experience f Parliament is hspitable. Maximizes audience awareness f the services f the Office f the Parliament, in cllabratin with the Crprate Cmmunicatins Manager Develps and maintains psitive relatinships with all vendrs and media partners t help achieve challenging audience develpment and ther departmental targets. 9 Senir Administratr Jb Summary The incumbent will be respnsible fr the efficient and effective management f the administrative, secretarial and custmer related duties in Crprate Cmmunicatins Department. Reprts t: Directr Crprate Cmmunicatins Supervises: Administrative Secretary (2 psitins) Key Respnsibilities Plans and directs the administrative and secretarial functins f the Crprate Cmmunicatins Department. Prepares, keys in, edits and prfreads crrespndence, invices, presentatins, brchures, publicatins, reprts and related material frm any surce using cmputers. Sets up and maintains manual and cmputerized infrmatin filing systems Arranges interviews and makes appintments n behalf f the Directr and ther managers in the Department Reviews all letters, memranda r ther dcuments prepared fr the signature r attentin therwise, f the Directr Crprate Cmmunicatins Cmpiles data, statistics and ther infrmatin and may cnduct research. This wrk requires sme degree f independence, initiative and judgment but is subject t the Department s plicies and is reviewed by the Senir Administratr. Reprts t: Senir Administratr Key respnsibilities: Crdinates the prvisin f administrative and secretarial services required fr the day t day peratins f the Office Prepares memranda and letters under the guidance f the Senir Administratr. Reprts t: Senir Bradcast Technician Supervises: Nne Key Respnsibilities: Operates all Bradcast and Transmissin equipment and systems. Mnitrs strength, clarity, and reliability f incming and utging signals, and adjusting equipment as necessary t maintain quality bradcasts. Regulates the fidelity, brightness, and cntrast f vide transmissins, using vide cnsle cntrl panels. Sets up, adjusts, and perates audi/visual equipment such as cameras, film, sund and vide equipment. Operates and maintains sund and visin recrding, mixing and prductin equipment in the Radi and Televisin Cntrl Rms. Assists in the prvisin f first-line supprt, including n-the-spt diagnsis and rectificatin f minr faults f all AV equipment including digital and analgue cameras, DVDs etc. as and when they ccur. 16 Infrmatin Technlgy (IT) Specialist Jb Summary: The IT Specialist is respnsible fr the management f the Infrmatin Technlgy (IT) functinality f the Crprate Cmmunicatins Department in cnsultatin with the Manager Infrmatin Systems. Wrk is perfrmed with a high degree f independence and initiative. Reprts t: Directr Crprate Cmmunicatins Supervises: Bradcast Technician IT Key Respnsibilities Plans, manages and reviews the IT infrastructure fr the Crprate Cmmunicatins Department in cllabratin with the Infrmatin Systems Manager and cntributes t the ffice s plicy with regard t its quality, and standards. Supervises the implementatin and management f all IT requirements stipulated in the Strategic and Operatinal plans. Implements strategic Infrmatin Systems plans fr the Crprate Cmmunicatins Department. Analyses and assesses IT trends and determines their usefulness and relevance t the Department. Makes recmmendatins t the Manager Infrmatin Systems n the prcurement f all sftware, perating systems, netwrk, web and database develper sftware and end user applicatin sftware fr use in the Crprate Cmmunicatins Department. Assists in the design, evaluatin and management f the Crprate Cmmunicatins Department s Multimedia Netwrk and related systems (cable and managed televisin systems); Develps, directs and plans fr the security f data, netwrks and all equipment purchased fr the Crprate Cmmunicatins Office. A+, Net+, Micrsft Certified Prfessinal (MCP), 2-3 years experience as a cmputer technician. Experience in supprting peratins f large and small-scale cmputer systems, Experience in supprting Micrsft perating systems, XP, Server 2000, 2003, Experience in netwrking cmputer systems (UTP cabling, Ethernet, IP prtcls) Required Cmpetencies Cnsiderable knwledge in the management and peratins f extensive IT envirnments and f high tech cmputer-based bradcasting equipment fr televisin and radi Cnsiderable knwledge f databases and the ability t manage databases Knwledge f perating characteristics, capabilities, capacities, and limitatins f cmputer, netwrk and related peripheral equipment. 18 Script Writer Jb Summary: The incumbent will write scripts fr specific audiences t fill a certain time slt and assist in the branding f the department Reprts t: Prductin Manager Supervises: Nne Key Respnsibilities: Selects subject matter based n public interest r cmmissined by the Prductin Manager and writes scripts fr the particular audience. Develps the technical skills f writing and maintaining riginality t reflect the cntent f issues addressed in Parliament Uses literary skills t develp themes fr apprpriate scripts. Wrks t tight deadlines, especially fr televisin prductin Engages in research fr infrming and verifying factual cntent f written wrk. 19 Vide Editing Technician Jb Summary: The incumbent assists the Designer/Animatr in assembling the final vide prduct as a sequence cnsisting f shts frm the raw camera ftage, dialgue, sund effects and graphics. Reprts t: Designer/Animatr Supervises: Nne Key Respnsibilities: Receives a brief, and maybe, an utline f ftage, and/r a sht list, r screenplay fr interpretatin and editing. Assembles all raw ftage, with the camera shts either recrded r manually transferred nt high-frmat vide tape in preparatin fr inputting int the cmputer Inputting uncut rushes and sund, and synchrnizing and string them int files n cmputer Digitally cuts the files t determine the sequence f the film and determining what is usable Creates a rugh cut f the prgramme/prductin and determines the exact cutting fr the next and final stages Re-rders and tweaks the cntent t ensure the lgical sequencing and smth running f the vide Assists in any media prductins.
