2 About the service This service registered with the Care Inspectorate in October Happy Days Out of School Care is operated by a private provider. The service is based in Westwood Parish Church in East Kilbride. The service is registered to accommodate 60 primary school age children. It operates Monday - Friday from 7:30am to 9am then 3pm - 6pm during term time and 8am - 6pm during school holidays. During the operating hours the service has sole use of a large hall, two rooms, toilets, kitchen and outdoor area. The service collects children from 11 different primary schools in East Kilbride. Some children walk with staff from school although most children are transported by either the service mini buses or staff cars. Included in the service aims and objectives is to provide a "safe place to benefit young people with East Kilbride to advance education and provide facilities in the interest of enjoyment." From April 2016, we will carry out a quality audit, to gather information relating to "How Good Is Our School Aged Childcare." The audit will focus on the quality of children and young people's play experiences and how their rights to play and have fun are promoted and protected. The Getting it Right for Every Child (GIRFEC) framework - SHANARRI, Playwork Principles and Article 31 will underpin a list of outcome focused questions developed for Inspectors to work from when inspecting. The information gathered will form the basis of an end of year report 2017, along with information on service demand for school aged childcare throughout Scotland. Further information can be found at The Hub at What people told us On the first day of the inspection there were 47 present with 52 children attending on the second day. Children were observed to be happy and settled within the service. They engaged in a range of activities with their friends and staff. We spoke with 30 children who told us that they enjoyed coming to the after school care. One activity which was enjoyed by many children during the holidays was a visit from the Computer Explorers. Children told us that they did really exciting things and learned about robotics and fingerprints. Children were happy to share their views about why they liked the service with the inspector. Children's comments included: "It is really good fun." "We go on lots of good outings in the summer holidays." "You can play with your friends and make new friends." "The staff are nice." "There is always lots of things to do and play with." "We get to go outside to play." We received one completed parental questionnaires before the inspection and had the opportunity to speak with a further eight parents. Both written and verbal feedback was of a positive nature. Parents told us about the outings and activities their children participated in. One parent stated "the trips organised are well thought out and offer excellent experiences and learning opportunities for the children" with another commenting "they make great use of the outside garden and local parks." Some parents spoken with had just started using the service and confirmed they were happy. One parent told us "the problem is getting my children to leave" with another parent commenting "my child enjoys coming which I find reassuring." page 2 of 12
3 Self assessment The care Inspectorate received a fully completed self assessment from the provider. The provider identified what it thought the service did well and gave some examples of areas they wanted to improve. From this inspection we graded this service as: Quality of care and support Quality of environment Quality of staffing Quality of management and leadership 4 - Good 4 - Good 4 - Good 4 - Good Quality of care and support Findings from the inspection The service used a range of paperwork to record information about the children attending the service. This provided parents with the opportunity to share details of their child's individual needs including medical and dietary requirements. The service recently developed a new form in relation to children with additional support needs. This has provided good communication between parents and staff with a clearly written account of any support needed. Another new inititive was the introduction of an interest sheet. This provided staff with a record of the children's current interests which they used to plan activities and resources. This encouraged the children to engage in activities they enjoyed and learn new skills. We viewed evidence that confirmed that children were involved in decisions within the service. Consultation took place regarding what topics they wanted to explore. When more than one topic was suggested a voting system was used. This ensured that all children had a voice within the service. To encourage children to take responsibility for their own behaviour and safety they were split into teams. Points were awarded for completing a variety of tasks for example tidying up, sharing resources, helping staff and being kind to their peers. At the end of the month the team with the most points were given a sum of money which they could spend on a treat, outing or buying resources. This project helped the children to feel responsible, included and valued. They also learned negotiation and compromising skills. Most staff had a good knowledge of their role and responsibility in safe guarding children. New staff should access training to update their knowledge in this area. (See recommendation 1) A policy was in place which had been shared with parents. Since the last inspection the service had reviewed how they provided snack for the children. The new system offers the children the opportunity to socialise in smaller groups with their peers. Staff recently employed within the service should access food hygiene training to ensure their knowledge is up to date. (See recommendation 2) page 3 of 12

Standard 3: Health and Wellbeing Grade: 4 - good Quality of environment Findings from the inspection A range of measures were in place to ensure areas used by the children were safe. These included a daily visual check and risk assessments. The secure entry system which was monitored by staff kept children safe from any unauthorised visitors. Staff signed the children in and out of the service. This process ensured that staff knew exactly how many children were present in case of evacuation. The inspector was requested to sign in/out of the premises which again ensured that staff were aware of visitors in the service and the purpose of their visit. Parents told us they had no concerns about their child's safety at the service. Effective infection control procedures encouraged children to practice good hand hygiene. During the two visits the children were observed to participate in a range of activities and had access to a variety of resources which were age and stage appropriate. Management and staff listened to children views and took them onboard. An example of this was that the children in the Primary 1 - Primary 3 room felt that the large building blocks they had were to babyish for them. This resulted in more lego being purchased so children in both rooms had access to it. Since the last inspection the service had reviewed and increased their resources, the outcome of this was that children were observed to be fully engaged in activities and enjoyed playing with the resources provided. Daily sheets recorded the activities and resources on offer with children encouraged to share their views. This helped children to feel included, respected and valued within the service. Staff provided the children with a range of activities to encourage them to be active and healthy. These included trips to the local park, playing outside with footballs and the parachute. Children also had the opportunity to take part in physical activities indoors with the use of the large hall. On the first day of the inspection children were observed having great fun playing with the paracute indoors. On the second this activitiy was transferred to the garden were again a lot of fun and laughter was noted. Due to the weather being very hot that day the staff ensured that the children had plenty of access to water and juice. page 4 of 12
5 Requirements Number of requirements: 0 Recommendations Number of recommendations: 0 Grade: 4 - good Quality of staffing Findings from the inspection We audited the files of two staff members employed since the last inspection and found the recruitment procedure had been completed before the staff members began employment. Checks included Protection of Vulnerable Group Scheme (PVG) membership, references, medical information, checking qualifications and Scottish Social Services Council (SSSC) registration. To further improve this process management should ensure that medical forms are fully completed and updated PVG carried out when required. Every new staff member took part in an induction process. This gave them an insight into the service and the expectations required of them in their new role. Staff employed within the service had registered with the Scottish Social Services Council (SSSC) and were aware of their codes of practice. This helps protect people who use services and helps raise standards of practice and professionalism. Management were aware of the timescales for new staff registering with the SSSC. Staff had or were working towards a qualifications which helped create good outcomes for the children attending the service. Staff confirmed that they had opportunities to develop their skills and learning by attending a range of training courses. Staff now used the SSSC pro forma for recording heir training. This new paperwork encouraged staff to reflect on what they learned and how it would impact on their practice and improve the outcomes for children. Management should continue to support staff with this recording system. A staff appraisal system had recently been introduced. This allowed staff and management to discuss any concerns or ideas raised or support needed. This system allowed management to reflect on staff skills and experience and provide training and support where needed. In discussion with staff it was noted that some of them were unaware of the Playwork Principles. The inspector advised that copies of this document be sourced for staff to assist them in their role as playworkers. (See recommendation 1) Requirements Number of requirements: 0 page 5 of 12

Standard 5: Quality of Experience Grade: 4 - good Quality of management and leadership Findings from the inspection The service was a member of the Scottish Out of School Network which kept them updated to any changes to legislation. Management and staff were committed to the improvement and development of the service to help ensure they were providing positive outcomes for children. We found that the management team involved staff, parents and children in the quality assurance process. This happened informally as well as formally. A written complaints procedure was in place and available to parents. This procedure included contact details for the Care Inspectorate. The manager worked as part of the staff team which allowed her to monitor staff interaction and activities. Any issues or changes required were discussed and implemented. The management should record this information to evidence the impact any changes made have had on the outcomes for the children. (See recommendation 1) In discussion with the service provider who at present is the manager of the service it was noted that the assistant manager was now undertaking the role of manager. The inspector reminded the service provider that a notification should have been submitted to the Care Inspectorate prior to this happening. This is in order to comply with The Social Care and Social Work Improvement Scotland (Requirements for Care Services) Regulation 2011 (SS1 2011/2010) - regulation 4(1)(a) Timescale: Immediate This requirement was made on 26 February Action taken on previous requirement The management discussed with staff the importance of this and reviewed how staff are deployed. During the two inspection visits children were supervised at all times. 8 Action taken on previous requirement Arrangement have been put in place for some children to go on an outing the one day per month when the service are later in assessing the church hall. This will ensure that the spacing standards are adhered to. Standard 5: Quality of Experience The service had purchased new resources which were age and stage appropriate for the children attending the service. Recommendation 4 The provider and staff should reflect on how snack is offered to the children to ensure that they can enjoy social interaction with both staff and their peers and that their independence is encouraged.
