Introduction Bearing in mind that in the period from the PRSP Update of 23 October (agreed upon by the President of the ERO for the term from 2013 to 2017 on 4 February 2013) PSE S.A.: 1. issued four additional conditions for connection for the total capacity of MW, including two concerning Wind Farms with a total capacity of MW; 2. concluded 5 new contracts for connection for the total capacity of MW, including three contracts for wind farms with a total capacity of 456 MW, and in connection with the approval of the Investment Plan for the period 2014 to 2018 by the Board of PSE S.A. (Resolution No. 569/50/2013 dated 25 September 2013) the circumstances defined in Art. 16 paragraph 14 of the Energy Law resulting in the need to develop the project of a further Update of the PRSP occurred. The submitted Revision includes the investments tasks planned for the years 2014 through Changes compared with the previous Update of the PRSP for the period result mainly from the following reasons: o o o o o o o shifts in time of the planned dates of commencement of the implementation of tasks or the extension of attainment deadlines due to external causes, including primarily due to shifting deadlines of starting new blocks or suspending the decision of investors building generating units, and delays in the implementation of renewable energy sources, mainly wind farms, lack of positive settlements of the proceedings for the award of the contract and thus the need to carry out repeated proceedings, extension of procurement procedures as a result of appeals of tenderers or extending the date of opening of tenders, update expenditures as a result of unresolved procurement procedures, changes in the schedules of the implementation of tasks arising from unforeseen network events, changes in the material scope of investment tasks planned for implementation resulting from the accepted concept of their implementation, cancellation of investment tasks planned for implementation. System analysis performed to determine the conditions for connection defined the new modernization tasks. Among the new tasks, not included in the PRSP for the period arising from the issued the connection conditions and connection agreements include: 1. Modernization of the 400 kv line Płock-Miłosna (Oltarzew) in order to adapt to the increased power flows, 2. Modernization of the 2 x 400 kv line Żarnowiec-Gdańsk/Gdańsk Przyjaźń-Gdańsk Błonia in order to adapt to the increased power flows, 3. Modernization of the 400 kv line Krajnik-Morzyczyn in order to adapt to the increased power flows, 4. Expansion of the 400/110 kv substation Żarnowiec in order to join the IMF Baltica3. The submitted PRSP Revision for the years includes the details of the planned investment plans divided by each year. It should be emphasized that the directions of expansion of the transmission network included in the PRSP Update draft, submitted for negotiations, are consistent with the previous PRSP Update. The investments related to the connection of new generation sources to the grid, which apply to both the conventional and RES units were changed, and new tasks arising from the technical assessments were introduced. Changes in the planned expansion of the transmission grid included in the PRSP Update are, among others, the result of decisions of investors planning to build power generation sources. The need to 3

4 create the network conditions for the connection of new generation units results from the implementation of one of the primary responsibilities of PSE S.A., namely ensuring the security of energy supply and electric power in different time horizons. Therefore, any change in the location of new generation sources, or the changes concerning the planned date of their launch result in changes in the planned expansion of the transmission network. 2. Planning period Revision of PRSP for the term includes: continued investment projects (started before 2014) - resulting from the ongoing Plan of Investments PSE S.A. for 2013, intentions / investment projects newly launched from 2014 onwards, which at the date of the submission of the proposals to this plan by the organizational units, had defined property levels and specific estimated capital expenditures, and which were approved by the Board of PSE SA and acquired, if it results from the provisions of the Statute of PSE SA, the required corporate approvals, investment plans funded under the works related to the preparation of plans / investment tasks, purchases of finished capital goods, reserve for the financing of expenditure, unforeseen at the stage of plan development. The source of investment initiatives are: system analysis indicating the need for expansion of the transmission network, the construction of the 400 kv lines and the HV stations, and the need to increase the capacity the existing lines. The needs regarding the expansion of the transmission network result from the forecast of growth of customer demand for power and electricity, requirements of customers as regards supply reliability and the investments necessary for the connection and power output of the new units. The needs regarding the expansion of the transmission network also stem from EU legislation on the proportion of renewable sources RES in electricity production and the requirements relating to the expansion of cross-border connections, connection applications concerning the construction and restoration of generation sources, the location of which determines the needs of network expansion for the creation of the conditions for the output of the planned capacity. The system analyses developed for the connection of generating units, of both conventional and RES type, show the need for expansion of the transmission network, the construction of the 400, 220 and 110 kv lines, as well as the need to increase the transmission capacity of the existing lines. The directions of the planned expansion of the transmission network are the result of actions stemming mainly from the planned connection of new generating units, including RES. The development of wind farms also creates new conditions for shaping the network, and in particular the links between the areas, their location through the network and the system sources, network development plans prepared by the OSD (distribution system operator), from which results the need for the location of the new energy supply spots, i.e. the construction of HV substations. Integrating the meshed network development plans is also - after the restructuring of the electricity sector - the new part of the process of planning the development of the transmission network, conclusions resulting from the assessment of the state of NPS operation conducted to date in two main areas: in the area of dispatching - the evaluation of power system operation carried out by the dispatch services, with respect to the operational reliability and capacity to meet the current demand for electricity, in the maintenance area - the evaluation of the technical state of the network and its individual components in the context of keeping the assumed parameters of faultless operation, led by the operational services. The conclusions of the evaluations are an important element in the process of planning the development and modernization of the transmission network, as they are in fact crucial to the prospects of short-term and medium-term planning, conclusions drawn from the analysis of the needs concerning the ICT infrastructure and buildings, purchase of finished capital goods and innovative work. 4

Categories of plans / investment tasks of PRSP Updates 3.1 Projects financed from EU funds KSP development program for the Poland-Lithuania connection The project to build a power connection between Poland and Lithuania is an important element in the creation of a common European energy market by closing the so-called Baltic ring. Therefore, the European Union, by Decision No 1364/2006/EC assigned a priority status to the project and participates in its costs. The purpose of the " KSP development Programme as regards connections between Poland and Lithuania" (hereinafter the Program) is to create a connection with the transmission system of Lithuania in the national transmission system with the necessary reinforcement of the Polish transmission network in north-eastern Poland in order to ensure the quality and reliability of power supply for electricity customers and increase the security of its supply. For the purpose of obtaining funding from the aid funds, the investments included in the Programme are referred to as the "The electroenergetic connection of Poland-Lithuania " Project (hereinafter the Project), which was originally in Phase I (2015), has been divided into 6 applications for funding covering 11 investment tasks. The electroenergetic connection of Poland-Lithuania Project, implemented by PSE SA, is cofinanced from the Infrastructure and Environment Operational Programme for the years , Priority X "Energy security, including diversification of energy sources", Measure 10.1 "Development of electricity, natural gas and crude oil transmission systems, as well as the construction and reconstruction of natural gas storage facilities. " The Phase I, for which the possibility of accounting for expenditure of OPI & E ends in 2015, includes the following investments: Construction of the 400/220/110 kv substation Ołtarzew, Construction of 400 kv line Narew-Łomża- Ostrołęka, Expansion of the 220/110 kv substation Ostrołęka by adding a 400 kv switching station along with the modernization of the 220 kv switching station and construction of a new 110 kv switching station - Phase I, Expansion of the 400 kv switching station in the 400/110 kv substation Narew, Construction of the400 kv line Ełk Bis-Łomża, Construction of the 400/110 kv substation Ełk Bis - Stage I and II, Construction of the 400 kv substation Łomża Construction of the 400 kv line Miłosna- Siedlce Ujrzanów, Construction of the 400/110 kv substation Siedlce Ujrzanów, Construction of the 400 kv line Ełk Bis- Border of the Republic of Poland (direction of Alytus), Construction of the 400 kv line Stanisławów. The Poland- Lithuania connection will enable the transfer of power from Lithuania to Poland at the level of 500 MW. The expansion project of the power station Słupsk in order to connect wind farms The project implementation is associated with the connection of renewable energy sources in the northern part of the country, i.e. Słupsk wind farm, Potęgowo wind farm and Drzeżewo IV wind farm with a total capacity of about 660 MW. The scheduled task will also implement the objective of strengthening the power supply of the OSD network by installing AT2 400/110 kv, 450 MVA autotransformer. The aim of the investment is: ensuring the connection of wind farms to the transmission network and creating favourable conditions for the development of the renewable energy market, and thus supporting the process of diversification of sources of electricity generation at both the national and regional levels, implementation of the EU Directive on the promotion of energy from renewable sources 5

6 strengthening the power supply of the transmission network in the area of the 400 kv "Northern Rail". Expansion of the Słupsk substation is an investment that will contribute to the elimination of a significant barrier to the renewable energy development, which is the lack of a sufficiently developed transmission network in areas where the units of electricity generation from RES are constructed. Thanks to the realization of the project in the National Power System, conditions will be created for the connection of wind farms in the future. 3.2 Cross-border connections Planning cross-border connections stems from the assumptions of the Polish Energy Policy until 2030 and action strategies for energy security policy of EU countries, including the network development plans drawn up within the ENTSO-E organization. The priority is the electroenergetic integration with the Baltic States (Lithuania, Latvia and Estonia), including the construction of an electroenergetic connection with Lithuania together with the expansion of the electroenergetic system in north-eastern Poland and the construction of a new connection with Germany. According to the assumptions cross-border connections should be developed, which affect the energy security of the national system. The scheduled cross-border connections are implemented following a division into: A. Synchronous cross section Includes the expansion of the western part of the NPS to increase the possibility of exchange at the synchronous cross section, including the installation of phase shifters. B. Asynchronous cross section Includes international connections on the eastern border. In this area, the following intentions / investment projects related to the expansion of existing and construction of new cross-border connections are implemented, planned and considered: Poland- Lithuania: - the construction of a 2-track 400 kv line Ełk Bis- Border of the Republic of Poland (Alytus), together with the necessary expansion of the Polish transmission system are being implemented. Poland- Ukraine: - the implementation of the investment (restart of the 750 kv connection) is dependent on the arrangements with the operator of the transmission system in Ukraine. 3.3 Connections The PRSP Update includes the intentions / investment tasks related to the connection of new generation capacities to the transmission grid. The included connections relate to the conventional coal and gas-steam, as well as RES renewable energy generating units - wind farms (FW). Connection of new generation capacities included in the PRSP update is on different stages of implementation. Some of them have a signed contract for the connection (connection contract is the basis for the start of the preparation of pre-investment documentation, and the 6

7 implementation of design, as well as construction and assembly works), while for some the conditions for the connection were issued (connection conditions are the basis for the start of preinvestment works, are valid two years from the date of their determination, if an operator does not conclude a connection contract within two years from the date of the determination of the connection conditions, they lose their validity). 3.4 Modernization of the population of transformers As part of the modernization of the transformer population in PSE SA, the task entitled. "Modernization of the population of 220/110 kv and 400/110 kv transformers - installing additional AT 220/110 kv and 400/110 kv in substations - Stage I is currently being executed. In 2013, Stage V was launched, and in subsequent years of the planning period the next stages of the project concerning the modernization of the population of transformers, i.e. stages VI and VII are planned for launch. The supply contract for the delivery of the transformers in the years is also during implementation as part of stage IV intended for the tasks covered by the "KSP development Programme as regards connections between Poland and Lithuania". The primary objective of the project, involving the exchange of auto-transformers and installing the additional auto-transformers (220/110 kv 275 MVA, 400/110 kv 330 MVA, 400/110 kv 450 MVA, 400/220 kv 500 MVA) is to ensure the continuity and reliability of power supply of the 110 kv distribution network, required by the currently existing contracts concluded with consumers. The expected effects after the completion of the project are: - improving the security of electricity supply, - improving the effectiveness of the internal market, - reduction of auto-transformers operating costs and the costs of transmission losses. 3.5 Compensation of reactive power in KSP The optimal development of the network infrastructure is also associated with the need to ensure adequate reactive power reserves in the nodes of the transmission network in order to maintain the ability to adjust the voltage and maintain the required level of voltage stability. The basic range of the stepless control of the voltage level and reactive power in the transmission network is provided by synchronous generators cooperating with the regulators of the transformer voltage through the overload change of their transmission. Appropriately selected devices for reactive power compensation are used as an additional measure to control the voltages, including: - chokes compensate for excess capacitive reactive power resulting from the natural generation of HV lines in the low load periods, - capacitor banks compensating for the effect of HV lines at peak load periods (with transmission greater than natural), - capacitive- inductive compensators of the SVC type. Assessment of the voltage stability under various conditions of network operation made for the development of the "Transmission Network Development Plan for meeting the current and future demand for electricity in the years " and "Analysis of development needs" documents showed the need to install additional devices for reactive power compensation. These documents discuss in detail the issue of reactive power compensation in KSP in the long term perspective for the current and planned infrastructure. The primary means of improving the stability of the transmission system is the construction of new transmission lines. Along with their construction it is essential to manage the devices for capacitive reactive power compensation, properly matched in terms of location, size, power, scope and level of voltage. It is connected with the necessity of installation of inductive, reactive power sources, which will provide compensation for transmission lines charging power in the low load periods. Therefore, in the PRSP Update the investment intention involving the purchase, supply and installation of compensation chokes is scheduled for implementation in the following stations: Narew, Olsztyn Mątki, Ostrow, Rzeszow, Siedlce and Tarnów Ujrzanów. The PRSP Update

8 2018 includes the investment intention titled "Construction of the Ełk Bis - Stage I and II", the material scope of which also includes the supply and installation of compensation chokes. 4. Summary Given the external conditions and obligations arising from the Energy Law, PSE S.A. should have the ability to carry out tasks included in the PRSP and long-term financing of capital from their own resources (tariff) as well as external ones. Ensuring the appropriate level of capital funding sources is a necessary condition for the realization of planned investments necessary to ensure the current and long-term safe operation of the electricity transmission system. The ability to perform the material and financial scope of tasks and investment plans presented in the PRSP also largely depends on the gradual resolution of the identified problems associated with the investment process. 6.
