2 The location of Łomża The city is located in the north-east of Poland in the region of Podlasie by the Narew River, in the land of Łomża.

3 The location of Łomża Łomża has the area of ha with the population of inhabitants ( including the outskirts). Łomża is the seat of the district and the capital of the district municipality. Łomża is situated: by the Narew River, belongs to so-called Green Lungs of Poland, the part of the country with unpolluted environment and unforgettable landscape at a distance of about 140 km from Warsaw and the eastern and northern borders of Poland on VIA BALTICA trans-european transport corridor which runs through Poland and connects the countries of western and southern Europe, with the Baltic countries. 4 The economic advantages of Łomża The advantages of investing in Łomża: Excellent location, at a distance of about 140 km from Warsaw as well as the eastern and northern borders of Poland, on the trans-european transport corridor "Via Baltica". The establishing of the Special Economic Zone and the Industrial Park in Łomża is expected in Well-developed infrastructure, attractive investment land, competitive property prices. Potential labour force and well educated staff based on the existing schools of higher education. Relatively low labour costs. Good economic opportunities, investment incentives and tax exemptions including property tax.

5 The economic advantages of Łomża. The Special Economic Zone in Łomża Conducting business in the Special Economic Zone offers the following advantages: Exemption from income tax up to 70% of investment outlays (depends on the size of the entreprise) The plots offered for sale, are equipped in complete technical infrastructure. Their competitive prices can be negotiated. The local authorities create good economic and investment climate for investors. The Investor Service Center, operated in the City Hall of Łomża, provides full and professional assistance at every stage of the enterprise and investment implementation. The ISC employees speak English and Russian. Young and well-educated workforce, based on the existing schools of higher education such as The State College of Computer Science and Business Administration in Łomża, The Academy of Agribusiness in Łomża. The costs of labour are among the lowest in the country. Minimum requirements to conduct business in the SEZ are: A permission to conduct business in the SEZ Minimum investment outlays EUR Minimum planned employment 2 people

6 The economic advantages of Łomża. The location of Łomża promotes the development of food industry, the production of beer, wood industry, furniture industry, construction industry, electronics, tourism, agritourism. The largest dairies in Poland, known throughout Europe are located nearby. Furthermore, one of the largest manufacturers of potato starch and derivatives, and a brewery which is respected in the country as well as abroad are both situated in Łomża. The city has prepared many investment opportunities for setting up new plants and companies in the Special Economic Zone in Łomża.There are attractive offers of investment plots, as well as the investment projects planned for implementation under the PublicPrivate Partnership. Details can be found in the following slides.

7 The location of the project: At road junction Sikorskiego St. and Legionów Ave. (the Warsaw Suwałki route) - about vehicles passing per day; At the existing main intercity bus station for suburban and urban public transport; In the immediate vicinity of a marketplace about people handled per day. The project is currently related to another investment project in Dworcowa St, where the existing marketplace will be replaced by a new market hall. The new market hall construction will be implemented exclusively by the authorities of the city of Łomża and is not the subject of the Public-Private Partnership.

12 The aims of the project are: the change of land development for the area, which currently consists of a bus station (Sikorskiego St. road junction with Legionów Ave.), in the immediate vicinity of a marketplace creating a municipal bus interchange centre for PKS intercity buses, suburban and urban public transport as well as private carriers delivering new infrastructure that will combine several functions, among which the following may be mentioned as examplary: transportation, administration, retail, services, offices, accommodation (hotel), banking and insurance services, dining or entertainment. The final number and range of functions provided by the facility will be determined through negotiations with potential private partners (City of Łomża is open to the private sector suggestions). The implementation of the project is expected as a public-private partnership (PPP).

13 The main assumptions concerning the object: The building is recommended as a two-storey construction however the 3rd floor is also taken into consideration. In addition, introduction of a dominant height is possible. The facility has to be designed as a shopping mall resembling multi- level and multi-functional building The front elevation should imply a special architectural approach in order to introduce the high aesthetic values. The building seen from the side of Legionów Ave. and Sikorskiego St. should maintain continuity of its form with an indication of the use of modern shapes and high standard materials

14 The main assumptions concerning the object: The guardhouse building (including its gate) located at Legionów Ave. No. 50 has to be ratained as it is a residue of old barracks and warehouses entered into the Register of Historic Monuments (No. A on 12th December 1990 has to be retained). In terms of car parks the following options are being considered: underground, ground, multi-level overground parking lots as well as a car park under the building. The usable floor space is approximately m2. The total area of land suitable for constructing the Public Urban Centre is approximately m2

15 Transport connection dual connection of the facility to the city traffic: from the side of Sikorskiego St. (optionally moving the entrance further away from the junction) and Legionów Ave. through Dworcowa St. (around vehicles per day pass in the investment immediate vicinity), constructing an interchange node according to the users requirements PKS, MPK and others. potential extension of Dworcowa St. through the rail area and creating an internal connection towards Sikorskiego St., Technical infrastructure Connection to the following municipal networks will be provided: sewage and rainwater, gas, water and energy supply, telecommunications, heating - all according to the conditions specified by relevant units.

To achieve public goals: construction of a bus station with a waiting room the central point of the city transport network, an interchange node with possible future access to the adjacent rail station (potential reactivation of the railbus passenger transport), office space for the Municipal Office in Łomża

17 The considered options. To achieve commercial goals: Retail (no hypermarket type),smaller areas for small business retail, Banking, finance and insurance services, Dining Entertainment (bowling alley, cinema) Conference and training room Other commercial and utility functions. The City of Łomża does not limit the utility functions of the facility and remains open to potential private partners proposals related to the project scope.

19 Legal basis for cooperation: The subject of the public-private partnership is a joint implementation of project based on task- and risk- sharing between the public entity and a private partner. The City of Łomża prefers to implement the Project by making an own contribution in the form of the investment property and then letting the private partner carry out the construction works and manage the newly created infrastructure. A preliminary analysis of the Project guidelines implies that the venture will be a self-financing enterprise, therefore the selection of the private partner will be carried out in accordance with the Act on Concessions, The contracting authority does not preclude the transfer of ownership of assets involved in the Project or generated through it.
