11 Policy background An "Electronics strategy for Europe" proposed in spring 2013 COM Communication in May 2013 (COM (2013)298) In line with the KET strategy Showing the importance of Electronics to the whole economy In addition to being an important sector by its own Aiming at: Reversing the trend of losing production capabilities in Europe Reinforcing Europe's attractiveness to private investment A bold strategy: Stepping-up and focusing Europe's effort in R&I Aligning regional, national and EU level investments Supporting specialisation, collaboration, skills development,.. Addressing the whole value chain A key pillar of the strategy: An ECSEL JTI Possibly an important project of common European interest 11

Leverage substantial resources and build on industry drive and commitment Industrial and research stakeholders are committed to engage in a research and innovation program of EUR 100 billion up to 2020 creating an additional direct and induced jobs Allow for longer term planning which is essential for the industry Avoid fragmentation and duplication, ease participation and align strategies with Member States Put smart specialisation in action EU up to B of which M for administrative costs 1.2 B by participating Member States In-kind contribution of 2.4 B from industry of which 1.7 B from the constituent members (and their affiliates). 17
