The greatest weakness, however, is the comparatively limited capacity to convert scientific breakthroughs and technological achievements into industrial and commercial successes. 5 1997: The first action plan for innovation in Europe!! Top priority To foster a genuine innovation culture. 2 nd priority To set up a legal, regulatory and financial framework conducive to innovation. 3 rd priority To gear research more closely to innovation at both national and community level.

6 Treaty on the Functioning of the European Union!! Article The Union shall have the objective of strengthening its scientific and technological bases by achieving a European research area in which researchers, scientific knowledge and technology circulate freely, and encouraging it to become more competitive, including in its industry, while promoting all the research activities deemed necessary by virtue of other Chapters of the Treaties.
