5 統 計 資 料 シリーズの 発 刊 に 際 して 日 本 経 済 統 計 文 献 センターは 1971 年 以 来 統 計 データの 整 備 加 工 システム 化 について 新 しい 活 動 を 開 始 した この 活 動 は 1800 年 代 以 降 の 日 本 経 済 に 関 する 統 計 資 料 の 発 掘 所 在 調 査 を 行 い 統 計 原 データを 一 定 の 基 準 において 連 続 する 系 列 と して 整 理 採 録 し またこれらのデータを 加 工 して 経 済 分 析 上 有 用 な 統 計 量 を 推 計 し さらにそれらをシステム 化 してデータ バンクとしての 機 能 を 発 揮 し すべて の 研 究 者 に 情 報 を 提 供 して 共 同 利 用 の 実 をあげることを 目 標 としている このようなセンターの 活 動 にともなって 統 計 文 献 に 関 する 調 査 や 統 計 データの 整 備 開 発 が 行 われるが それらの 成 果 を 発 表 し 広 く 統 計 データ 利 用 者 の 便 宜 に 供 することとした ここに 統 計 資 料 シリーズ として 発 表 するものがそれであ る 上 述 のセンターの 活 動 には その 対 象 によっては きわめて 長 時 間 の 作 業 を 必 要 とするものもあるし また 比 較 的 短 時 間 にそれを 完 了 することのできるものもあ り 作 業 成 果 は 必 ずしも 定 期 的 に 得 られるわけではない したがって このシリー ズは 定 期 的 に 刊 行 するわけではなく センターの 活 動 の 進 展 にともない 成 果 のま とまった 段 階 で 随 時 発 表 する 予 定 である 1972 年 12 月 8 日 * 日 本 経 済 統 計 文 献 センター 長 石 川 滋 * * 1988 年 4 月 8 日 付 で 日 本 経 済 統 計 情 報 センター と 改 組 された 2002 年 4 月 1 日 付 で 社 会 科 学 統 計 情 報 研 究 センター と 改 組 された

11 大 槻 正 男 自 計 式 農 家 経 済 簿 記 とその 理 論 : 英 語 版 について 1 ) 尾 関 学 1. はじめに 一 橋 大 学 が 進 めている 戦 前 日 本 の 農 家 経 済 調 査 個 票 のデータベース 化 の 作 業 に 合 わせて, 農 家 経 済 調 査 データベース 編 成 報 告 書 を 刊 行 してきた.そこで, 本 稿 の 解 題 と 関 連 する 限 りにおいて,これまでの 内 容 について 触 れておきたい. まず, 戦 前 日 本 の 農 家 経 済 調 査 の 実 態 を 明 らかにするため,(1) 農 林 省 統 計 調 査 要 項 ( 農 家 経 済 調 査 の 部 ) 2) を 刊 行 した. 次 に,その 資 料 論 に 関 する 研 究 会 を 開 催 し,(2) 農 家 経 済 調 査 の 資 料 論 研 究 : 斎 藤 萬 吉 調 査 から 大 槻 改 正 まで 3) を 刊 行 し,データベースのシステムについての 解 説 である(3) 農 家 経 済 調 査 データ ベース システム 4) を 刊 行 した.その 後, 農 家 簿 記 の 理 論 的 枠 組 みを 理 解 するた めの 講 習 会 を 開 催 し,その 成 果 を(4) 戦 前 期 の 農 家 簿 記 と 農 林 省 農 家 経 済 調 査 : 京 大 式 簿 記 を 中 心 に 5) として 刊 行 し, 戦 前 日 本 の 農 家 経 済 調 査 の 形 成 に 大 きな 役 割 を 果 たした 大 槻 正 男 による 京 大 式 農 家 経 済 簿 記 のちには 自 計 式 農 家 経 済 簿 記 と いう 名 称 になった のマニュアルである(5) 京 大 式 簿 記 マニュアル 集 成 6) を 刊 行 した. 以 上 の 農 家 経 済 調 査 データベース 編 成 報 告 書 刊 行 の 流 れをみてゆくと,それ は 日 本 における 農 家 経 済 調 査, 農 家 経 済 簿 記 の 形 成 と 重 なり 合 う.すなわち, 海 外 からの 農 家 経 済 簿 記 の 導 入 から 日 本 の 農 家 経 済 調 査 がはじまり,それが 受 容 され, 定 着 していった 過 程 である.その 一 端 を(1)で 述 べた 7). 今 回 は, 日 本 から 海 外 への 発 信,すなわち 日 本 で 形 成 された 農 家 簿 記 を 英 訳 し, 海 外,とりわけ 開 発 途 上 国 に 向 けての 発 信 について, 本 稿 であつかいたい.それが 今 回 復 刻 された 自 計 式 農 家 経 済 簿 記 とその 理 論 : 英 語 版 である. 今 回 復 刻 される 大 槻 正 男 の 二 著 作 は,それぞれ 原 本 に 該 当 すると 思 われる 著 作 と 論 文 が 大 槻 正 男 著 作 集 に 収 録 されており, 大 槻 の 教 えを 受 けた 研 究 者 による 簡 にして 要 を 得 た 解 説 がある.そこで 本 稿 では,その 解 説 を 利 用 することをはじめに お 断 りしておきたい.さらに, 大 槻 が 形 成 した 京 大 式 農 家 経 済 簿 記 については, 上 記 の(3),(4),(5)に 所 収 の 浅 見 (2009), 水 田 (2009), 浅 見 編 (2011), 草 処 (2012)に 詳 細 が 記 されおり, 今 回 復 刻 した 自 計 式 農 家 経 済 簿 記 英 語 版 の 理 解 を 深 めるうえで,ぜひ 読 まれることをお 薦 めしたい 8). 1

12 2. 自 計 式 農 家 経 済 簿 記 英 語 版 について 今 回 復 刻 される 自 計 式 農 家 経 済 簿 記 英 語 版 が 刊 行 された 経 緯 について, 大 槻 の 教 え 子 のひとりで 翻 訳 にたずさわった 阿 部 亮 耳 に 説 明 してもらおう. 大 槻 正 男 先 生 は 昭 和 三 十 三 年 三 月 十 二 日 に 停 年 退 官 されたが,その 前 年 は 退 官 の 準 備 で 極 めてご 多 忙 であった. 先 生 の 英 文 著 書 はすべて 昭 和 三 十 三 年 の 出 版 であるが, 次 の 三 冊 である. 1 Book-keeping System for Family Farm, No.1, The nstitute of Farm Accounting, Kyoto Univ. 2 Theoretical nvestigation on General Accounting and Farm Accounting, No.2, The nstitute of Farm Accounting, Kyoto Univ. 3 Conceptions of Farm Size and ntensity of Farming, No.76, Memories of the college of Agriculture, Kyoto Univ. No.1とNo.2とは 養 賢 堂 からも 出 版 されたが,このNo.2の 内 容 は 次 の 四 論 文 の 英 訳 である. 1 貸 借 および 雇 用 の 経 済 学 的 理 解 と 農 業 経 営 概 念 の 規 定 ( 昭 二 十 六 四 ) 著 作 集 第 一 巻 ( 農 業 経 営 論 Ⅰ) 第 四 所 収 2 簿 記 における 取 引 概 念 ( 昭 十 五 一 ) 3 勘 定 理 論 の 吟 味 ( 昭 十 四 二 ) 4 自 計 式 農 業 簿 記 の 理 論 構 造 ( 昭 十 六 八 ) 2 4は 著 作 集 第 二 部 簿 記 理 論 所 収 9) 今 回 復 刻 されるのは, 上 記 のNo.1とNo.2の2 冊 である.No.1は, 京 大 式 農 家 経 済 簿 記,のちに 自 計 式 農 家 経 済 簿 記 と 呼 ばれる 大 槻 の 主 著 の 内 容 を 中 心 にまとめられ ている.No.2は, 彼 の 農 家 経 済 簿 記 の 背 後 にある 理 論 をあつかった 諸 論 考 から 構 成 されている. 次 項 からNo.1とNo.2のそれぞれについて, 先 述 のとおり 大 槻 の 教 えを 受 けた 研 究 者 による 解 説 を 利 用 して,その 内 容 を 紹 介 したい. 2.1 京 大 式 農 家 経 済 簿 記 と 簡 易 式 農 家 経 済 簿 記 について OHTSUK, Masao. BOOK-KEEPNG SYSTEM FOR FAMLY FARM The nstitute of Farm Accounting, Kyoto; The College of Agriculture, Kyoto University, 大 槻 によると, 本 書 は1956 年 に 国 連 食 糧 農 業 機 関 (FAO) 国 際 連 合 の 後 援 によ り 開 催 された 農 家 経 済 簿 記 の 講 義 をもとに 執 筆 された 10) Part Ⅰ. 13 パートⅠでは,パートⅡ 以 降 の 内 容 の 農 家 経 済 簿 記 の 理 解 を 進 めるため, 簿 記 と 農 家 経 済 の 構 造,それぞれについての 概 観 を 説 明 する. Part Ⅱ. Kyoto University Self-accounting Book-keeping System for Family Farm パートⅡは, 日 本 の 農 家 経 済 簿 記 に 多 大 な 影 響 を 与 えた 大 槻 正 男 の 京 大 式 農 家 経 済 簿 記 の 概 要 であり,モノグラフとしては,1938 年 に 刊 行 された.その 特 色 は, 菊 池 (1978)によると 三 点 ある 11). (1) 第 一 の 特 色 は,この 簿 記 の 記 録 計 算 の 対 象 を 農 家 経 済 においたことにより, 農 業 経 営 だけでなく 農 外 部 面 も 対 象 とすることにある.しかし,それらを 単 一 の 経 済 としてとらえる 農 家 経 済 単 一 簿 記 ではなく, 農 家 経 済 を 所 得 経 済 部 面 と 家 計 経 済 部 面 とに 二 分 して, 所 得 経 済 の 成 果 を 把 握 できる 農 家 経 済 所 得 簿 記 として 考 案 され た.この 点 が, 経 営 を 対 象 とする 企 業 簿 記 と 大 きく 異 なる. (2) 第 二 の 特 色 は,この 簿 記 が 企 業 複 式 簿 記 の 複 記 貸 借 式 の 記 録 方 法 をとらず, 単 記 収 支 式 の 記 録 方 法 を 採 用 したことである.その 理 由 は, 農 家 の 経 済 活 動 になじ みやすいという 実 用 性 を 考 慮 したためである.しかし,この 簿 記 原 理 は 複 式 簿 記 と ほぼ 同 一 である.すなわち, 取 引 の 把 握 による 動 態 的 計 算 と 財 産 の 把 握 による 静 態 的 計 算 とをあわせもち, 両 方 の 計 算 結 果 による 自 己 検 証 が 可 能 な 複 計 算 方 式 を 採 用 している.この 意 味 で 単 記 複 計 算 の 簿 記 と 呼 ぶことができる. (3) 第 三 の 特 色 は,この 簿 記 の 理 論 的 な 基 盤 についてである.その 多 くは 従 来 の 複 式 簿 記 原 理 に 共 通 しているものの,かなり 重 要 な 部 分 において 大 槻 の 独 創 的 な 考 え 方 が 幾 つか 見 られる. 1まず 取 引 についてみると, 財 産 を 増 減 させる 一 切 の 出 来 事 を 取 引 とみなす 一 般 的 な 簿 記 の 考 え 方 に 対 して, 大 槻 は 取 引 を 財 産 の 増 減 変 化 を 把 握 するための 一 つの 手 掛 かりとしてとらえた.そして,この 動 態 的 な 見 方 とあわせて 財 産 の 棚 卸 しを 手 がかりとする 静 態 的 な 見 方 を 重 視 し, 両 者 を 併 用 して 相 補 的 な 決 算 を 考 えた. 2さらに 取 引 財 の 分 類 において, 大 槻 は 不 流 動 財 と 流 動 財 という 概 念 を 用 いる. そこでは, 実 際 の 固 定 財 の 交 換 取 引 と 流 動 財 の 損 益 取 引 を 財 産 棚 卸 しによって 修 正 し, 現 実 の 経 済 活 動 と 一 致 させた.この 方 法 は, 年 度 初, 年 度 末 の 在 高 をすべて 取 引 化 しようとする 複 式 簿 記 の 手 法 とは 全 く 異 なる.その 基 本 的 な 考 えは, 複 式 簿 記 の 原 理 ではその 対 象 となる 営 業 経 済 を 期 間 的 に 独 立 したものとみているのに 対 し, 彼 は 永 続 する 営 業 経 済 (going concern)の 時 点 間 の 動 きと 状 態 をとらえようとし ている. Part Ⅲ. Simplified Self-accounting Book-keeping System for Family Farm パートⅢは, 京 大 式 農 家 経 済 簿 記 の 基 本 的 な 考 えを 維 持 しつつ, 農 家 が 記 帳 から 3

14 決 算 まで,みずから 容 易 に 行 いやすいように 大 槻 が 考 案 した 簡 易 式 農 家 経 済 簿 記 の 概 要 と 思 われる.その 特 色 は, 菊 池 (1978)によると 二 点 ある 12). (1) 第 一 の 特 色 は,この 簿 記 による 投 入 産 出 主 義 とは, 利 益 と 損 失 の 把 握 をでき るだけ 対 外 的 な 金 銭 の 取 引 過 程 によらず, 物 財 の 投 入 と 生 産 物 の 算 出 という 物 的 な 流 動 過 程 を 通 して 行 おうとする.この 点 は, 従 来 の 取 引 簿 記 の 発 想 とはまったく 異 なるものであった.この 発 想 は 大 槻 が 携 わってきた 各 種 の 聴 取 調 査 様 式 から 出 てき たように 思 われる 13).この 特 色 は, 農 家 による 日 々の 取 引 記 帳 を 軽 減 させ,その 一 方, 農 家 のもつ 強 い 技 術 的 関 心 をうまく 簿 記 記 帳 に 活 かして 記 録 と 決 算 をできるだ け 容 易 にしようとしたことにある. (2) 第 二 の 特 色 は,この 簿 記 の 本 簿 ( 農 家 経 済 設 計 実 績 簿 )に 設 計 欄 が 設 けら れていることである. 従 来 の 取 引 簿 記 で 設 計 欄 を 設 けることは 極 めて 困 難 なことで あった.だが,この 簿 記 は 物 的 な 把 握 を 基 本 としており, 前 年 度 の 実 績 に 照 らして 損 益 の 設 計 を 立 てるのが 比 較 的 容 易 である.その 結 果, 前 年 度 と 当 年 度 の 実 績 を 比 較 して 検 討 することが 可 能 となる.この 特 色 は,この 簿 記 の 技 術 的 な 分 析 と 経 営 の 設 計 における 利 便 性 を 広 げた. しかし,これらの 特 色 が 簿 記 の 正 確 性 にマイナスの 影 響 を 与 えた. この 簿 記 は 以 上 に 述 べたような 特 色 と 利 点 を 有 するがゆえに, 反 面 その 正 確 性 に おいて 劣 るという 弱 点 を 免 れることはできない.たとえば 物 的 な 把 握 から 損 益 を 計 算 しようとすれば, 当 然 評 価 の 過 程 が 入 るし, 物 的 な 把 握 の 困 難 な 取 引 を 記 帳 から とらえようとすれば,ある 程 度 記 憶 にたよらざるを 得 ない.しかし,これらの 弱 点 は 簡 易 化 のためにやむなく 生 じたものである.つまり, 正 確 性 と 簡 易 化 実 用 性 の いずれを 選 ぶかは 個 々の 農 家 の 判 断 によるべきことであり, 正 確 性 をある 程 度 犠 牲 にしてもその 簡 易 化 と 実 用 性 により 大 きな 魅 力 を 感 ずる 農 家 にとっては,この 簡 易 農 家 経 済 簿 記 がきわめて 適 切 なものになりうる. Part Ⅳ. Cost Accounting for Farm Products パートⅣでは, 農 家 経 済 簿 記 の 根 幹 ともなる 農 業 生 産 費 についての 諸 問 題 をあつ かう.それは, 従 来 簿 記 記 帳 を 行 ってこなかった 農 家 が 生 産 費 概 念 を 精 確 に 把 握 するために 必 要 と 考 え, 本 冊 の 一 部 に 組 み 込 まれたものであろう.なお, 大 槻 正 男 著 作 集 第 三 巻 農 業 簿 記 論 Ⅰ 第 1 部 に 所 収 された 論 文 が, 内 容 的 に 対 応 する と 思 われる. Part Ⅴ. Valuation Problem パートⅤは, 各 種 評 価,すなわち 農 業 経 営 の 視 点,および 価 格 政 策 の 視 点,それ ぞれから 見 た 会 計 のための 評 価 についての 内 容 である.この 点 は, 先 のPartⅢの 欠 4

15 点 としてあげられていた 損 益 計 算 における 評 価 の 問 題 をあつかっており,その 欠 点 を 補 完 する 意 味 において 本 冊 に 含 まれるべくして 含 まれたかたちとなっているのか もしれない.なおこちらもPart Ⅳ 同 様 に 大 槻 正 男 著 作 集 第 三 巻 農 業 簿 記 論 Ⅰ 第 1 部 に 所 収 された 論 文 が, 内 容 的 に 対 応 すると 思 われる. 2.2 自 計 式 農 家 簿 記 の 理 論 について OHTSUK, Masao. Theoretical Construction of Farm Book-keeping 著 作 集 第 四 巻 第 二 部 簿 記 理 論 第 三 章 自 計 式 農 業 簿 記 の 理 論 構 造 大 槻 は 著 作 集 が 刊 行 されるほど 沢 山 の 研 究 を 成 したが,なぜ 英 語 版 にこの 四 論 文 を 選 んだのだろうか.この 点 も 阿 部 に 説 明 していただこう. 大 槻 先 生 は 御 自 分 の 論 旨 を 海 外 に 紹 介 されるため, 特 にこの 四 論 文 を 選 ばれたのであり, 真 中 の 二 つは 会 計 学 界 誌 に 掲 載 されたものである.その 意 味 では, 大 槻 先 生 のご 専 門 の 精 髄 を 改 めて 拝 聴 する 特 別 の 研 究 会 でもあり, 私 にとっては 願 ってもない 機 会 であった.そ れは 一 字 一 句, 論 文 の 内 容 と 同 時 に, 先 生 の 論 理 の 進 め 方, 思 考 方 法 の 隅 々にまで 渡 った. 山 本 修 さんは 時 々 鋭 い 質 問 をされて, 先 生 はじっと 眼 を 閉 じて 改 めて 考 え 込 まれた 後,し みじみと 説 明 されたこともあったが, 渡 辺 先 生 は 終 始 一 貫 まじめにおつきあいをされたこ とである. 先 生 は rving Fisher, -The Nature of Capital and ncome, 1906によって, 初 め て 簿 記 というものを 経 済 学 的 に 理 解 し, 小 農 簿 記 組 織 様 式 を 組 みたてる 研 究 にとりかかる 5

16 ことができるようになった と 言 われるが, 神 田 の 簿 記 学 校 にも 通 ってみたことがあると もいわれたし, 吉 田 良 三 氏 の 商 業 簿 記 も 学 習 されたようであった. 14) 上 述 の 第 1 冊 (No.1)による 菊 池 の 解 説 において, 大 槻 の 自 計 式 農 家 経 済 簿 記 の 特 色 のひとつに 簿 記 を 経 済 学 的 に 理 解 することが 挙 げられていた.それは,アー ヴィング フィッシャーの The Nature of Capital and ncome (1906)の 所 得 概 念 にもとづく 把 握 であった.そして 本 書 (No.2)は, 大 槻 がみずからの 研 究 内 容 を 明 確 にするために 編 まれた 論 文 集 として 位 置 づけられる.すなわち, 彼 の 自 計 式 農 家 経 済 簿 記 の 背 後 にある 理 論 についての 論 文 から 構 成 されている. 以 上 が, 今 回 復 刻 する 自 計 式 農 家 経 済 簿 記 英 語 版 の 概 要 であるが, 次 に 簿 記 記 帳 の 方 法 について 触 れておきたい.すなわち, 大 槻 がこだわった 自 計 式 という 概 念 についてである. 2.3 自 計 式 農 家 経 済 簿 記 の 意 義 自 計 式 と 他 計 式 について 今 回 復 刻 される 大 槻 の 英 文 著 作 は 海 外 に 発 信 された.それは, 明 治 以 降 に 海 外 か ら 導 入 されて 始 められた 農 家 経 済 簿 記 が 定 着 し, 理 論 的 な 発 展 と 記 帳 の 容 易 さをと もない, 今 度 は 海 外 へ 波 及 していったことを 示 すだろう.その 過 程 は, 大 槻 が 考 案 した 自 計 式 農 家 経 済 簿 記 により, 簿 記 を 記 帳 した 農 家 が 決 算 まで 行 うことによっ て, 農 民 自 らが 自 家 経 営 を 省 みて, 改 善 し,さらに 効 率 的 な 経 営 を 目 指 し, 農 家 経 営 の 進 展 をうながす 要 因 のひとつとなったと 推 測 されうる.そこで 大 槻 がこだわっ た 自 計 式 農 家 経 済 簿 記 の 定 義 を 明 確 にしておきたい.それは, 統 計 調 査 における 自 計 式 と 他 計 式 の 違 いとなってあらわれてくる.この 点 を 佐 藤 (2012)か ら 確 認 したい. 京 都 大 学 浅 見 淳 之 教 授 のご 教 示 によれば, 農 業 簿 記 の 考 え 方 では, 農 家 が 簿 記 上 の 決 算 まで 自 分 でする 方 式 を 自 計 式,そうでないものを 他 計 式 として 区 分 するとのことで ある. 本 章 では,しかし,こうした 農 業 簿 記 上 の 厳 密 な 定 義 に 基 づくものとしてではなく, 統 計 調 査 史 で 一 般 的 に 用 いられてきた 意 味 でこれらの 語 を 使 うことにする.すなわち, 調 査 員 が 調 査 対 象 から 情 報 を 聞 き 取 って 調 査 票 に 記 入 するのを 他 計 式, 調 査 対 象 が 自 らに 関 わる 情 報 を 調 査 票 に 記 入 するのを 自 計 式 とする.この 場 合, 農 家 が 決 算 まではしな いが, 日 記 帳 等 に 自 ら 記 入 し,それを 農 会 職 員 などの 他 者 が 決 算 集 計 するシステムでも, 自 計 式 ということになる. 15) 農 家 経 済 調 査 は, 政 府 が 農 家 の 経 済 状 態 を 把 握 するために 行 う 調 査 である.その 方 法 は, 農 家 が 日 々の 経 済 活 動 を 記 録 し,それを 農 家 経 済 調 査 技 術 員 の 指 導 のもと 6

17 農 家 経 済 簿 記 の 記 帳 に 合 うように 仕 分 けて, 集 計 し, 決 算 を 行 う.つまり, 日 々の 記 帳 を 行 う 主 体 は 農 家 であるが, 決 算 という 自 己 の 農 家 経 営 と 向 き 合 う 作 業 は, 他 者 の 助 けを 借 りる,ということになろう.この 点, 大 槻 が 目 指 したのは, 農 家 みず から 決 算 まで 行 う 自 計 式 簿 記 であった. 日 本 においては, 大 槻 が 中 心 となっ て, 全 国 で 簿 記 講 習 会 を 開 催 し, 自 計 式 簿 記 の 普 及 に 努 めた.だが, 記 帳 するには 何 らかの 意 義 が 求 められるかもしれない.その 点 について, 節 をあらためて 少 し 考 えてみたい. 3. 自 計 式 農 家 経 済 簿 記 の 記 帳 と 海 外 への 普 及 について 農 家 経 済 簿 記 の 記 帳 と 決 算 によって, 自 己 の 経 営 状 態 を 把 握 して 経 営 改 善 に 努 め てもらうのが, 簿 記 を 作 成 した 大 槻 正 男 の 目 的 であった.そこで 本 節 では, 日 本 に おける 簿 記 記 帳 について,および 海 外 への 自 計 式 農 家 経 済 簿 記 の 普 及 について 述 べ たい. 3.1 自 計 式 農 家 経 済 簿 記 の 記 帳 について 京 大 式 農 家 経 済 簿 記,すなわち 自 計 式 農 家 経 済 簿 記 の 記 帳 を40 年 継 続 していた 滋 賀 県 の 一 農 家, 河 瀬 義 夫 氏 の 記 録 と 調 査 主 体 であった 京 都 大 学 農 学 部 の 教 員 が 主 な 執 筆 者 である 土 に 生 きる: 農 業 簿 記 と 共 に 四 十 年 という 著 作 がある. 本 書 は 当 然 ながら 日 本 の 事 例 であるが, 大 槻 の 弟 子 のひとりである 貝 原 基 介 が 海 外 への 自 計 式 農 家 経 済 簿 記 の 普 及 について 示 唆 的 なエピソードをあげており,はじめにそれを 紹 介 したい. もう 数 年 も 前 のこと,マレーシヤから 私 の 研 究 室 にヒンドン,タヘールさんという 女 子 の 研 修 生 が 来 ていた. 彼 女 は,クワラルンプール 大 学 で 経 済 学 を 修 めた 頭 の 良 い 人 であっ た. 六 か 月 間 の 彼 女 の 研 修 期 間 を 通 じて, 私 はあなたの 国 で 農 業 に 従 事 する 人 々の 所 得 水 準 が 高 まって, 農 民 すべてが,ともかくも 安 定 した 生 活 を 営 み 得 るようになることが, 国 の 経 済 発 展 の 目 標 でなければならない,と 折 につけ 説 きつづけた.そして, 結 局 は,わが 国 の 実 例 として 河 瀬 さんを 訪 問 したのである. うす 黒 いはだをしたマレーシヤの 娘 さんを 案 内 したが, 河 瀬 さん 御 夫 妻 は,にこやかに 迎 えて 下 さった. 英 語 で, 私 の 通 訳 をとおして 河 瀬 さんと 語 った 揚 句, 彼 女 は 大 きくため 息 をついて, われわれは, 日 本 の 農 民 を 目 標 にも, 参 考 にも,できそうにない, 余 りにも 富 裕 すぎるから! という. 私 は 河 瀬 さんにお 願 いして, 三 十 数 年 にのぼる 農 家 簿 記 の 記 録 をみせて, 河 瀬 さんの 今 日 には,このように 記 帳 した 三 十 数 年 にわたる 営 農 改 善 努 力 の 歴 史 がある. 一 朝 にして, 経 済 発 展 が 成 立 するわけはない.と 話 すと, 彼 女 は 深 い 感 銘 を 受 けたようであった. 16) 7

18 このように 日 々の 簿 記 記 帳 が 農 家 経 済 の 効 率 的 な 経 営 に 寄 与 することが, 経 済 発 展 の 礎 となりうることは, 十 分 理 解 されうる.すなわち, 個 々の 経 済 主 体 である 農 家 みずからが 簿 記 記 帳 をなし, 決 算 を 通 じて 自 己 の 経 営 と 向 き 合 うことにより, 経 営 を 改 善 してゆく.その 個 々の 農 家 の 経 営 改 善 による 生 産 量 の 増 加 は, 一 国 経 済 全 体 の 生 産 量 増 加 へとつながり, 経 済 発 展 における 要 因 のひとつとなる.この 意 味 で 上 記 のエピソードは, 今 回 復 刻 した 自 計 式 農 家 経 済 簿 記 英 語 版 の 海 外 での 普 及 が, 現 地 の 農 家 経 済 の 経 営 改 善 への 手 がかりとして, 日 本 の 農 家 経 済 調 査 および 農 家 経 済 簿 記 に 関 わった 人 びとの 想 いを 海 外 へ 伝 えることにもつながるであろう. 本 来 ならば, 今 回 復 刻 した 自 計 式 農 家 経 済 簿 記 英 語 版 がどの 程 度 海 外 で 普 及 した か, 何 らかの 形 で 知 ることができれば 良 い.しかし, 筆 者 の 手 許 には, 先 述 の ま た, 東 南 アジヤのFAOの 会 議 等 では,No.1がよく 紹 介 され, 農 業 簿 記 研 究 施 設 を 訪 れる 海 外 からの 研 究 者 はほとんどこれを 手 にし, 先 生 の 農 業 簿 記 の 業 績 は 広 く 海 外 に 紹 介 されたのである. 17) という 記 述 しか 手 がかりが 無 い.そのため, 少 し 視 野 を 広 げてこの 問 題 を 考 えてみたい.それは, 途 上 国 における 読 み 書 きの 問 題 であ る. 3.2 途 上 国 における 読 み 書 きと 紙 の 消 費 量 途 上 国 の 経 済 発 展,さらには 生 活 水 準 の 向 上 に 教 育 が 果 たす 役 割 の 重 要 性 につい ては, 広 く 認 識 されている.この 問 題 をあつかった 研 究 は 数 多 くあるが, 本 稿 と 関 連 づけるならば,そのなかでも 読 み 書 きの 問 題 に 焦 点 を 当 ててみたい. いくら 優 れた 簿 記 でも, 実 際 に 使 う 人 が 使 えなくては 意 味 が 無 く, 使 う 環 境 が 整 っていない 限 り, 使 えない.そこで 少 し 問 題 を 広 げて 紙 への 筆 記 について 考 えて みたい. 現 在 の 私 たちは 紙 を 安 価 に 購 入 でき, 使 うことができる.このことは, 紙 に 筆 記 するという 技 術 を 習 得 する 上 でとても 大 切 なことである.もし, 紙 が 高 価 で 人 びとが 容 易 に 利 用 することができなければ, 筆 記 という 技 術 そのものを 習 得 する ことが 困 難 となる.つまり, 紙 を 日 常 的 に 利 用 できることが, 筆 記 という 技 術 の 習 得 においては 重 要 である.この 点 を 考 えるために, 途 上 国 におけるリテラシーの 問 題 をあつかったモノグラフである 中 村 (2009)を 取 り 上 げたい 18). 彼 は, 国 連 食 糧 農 業 機 関 (FAO) 今 回 復 刻 される 大 槻 の 自 計 式 農 家 経 済 簿 記 は, 前 述 のとお りFAOの 後 援 による 講 義 をもとに 執 筆 され, 東 南 アジアでのFAOの 会 議 でよく 紹 介 された の2003 年 の 統 計 データにもとづき, 印 刷 筆 記 用 紙 と 新 聞 用 紙 年 間 消 費 量 を 合 算 したものを 国 民 総 人 口 で 除 して( 以 下, 中 村 による 1 人 当 たり 年 間 紙 総 消 費 量 と 省 略 ), 人 間 開 発 指 標 (Human Development ndex, HD)を 構 成 する 三 つの 指 標,すなわち 平 均 寿 命 知 識 国 内 総 生 産 (Gross Domestic Products, 8

19 GDP) 19) との 関 係 を, 両 方 のデータが 得 られた166 国 について 調 べた.その 結 果, HDが 上 がるにつれて,1 人 当 たり 年 間 紙 消 費 量 の 方 は 加 速 度 的 に 増 大 する 傾 向 が 認 められた.さらに,1 人 当 たり 年 間 紙 総 消 費 量 とHDの3 要 素 の 間 にも 相 関 性 が 認 められることを 示 した.そして, 彼 は 次 のように 述 べている. 続 いて, 少 し 時 間 をさかのぼって 長 期 的 な 変 化 を 見 てみよう. 資 料 が 得 られる1961 年 以 降 の1 人 当 たり 年 間 総 紙 消 費 量 のグラフを 見 ると, 世 界 的 にほぼ 一 貫 して 増 え 続 けているこ とがわかる. 日 常 での 実 感 はともかく, 途 上 国 においても 身 の 回 りの 紙 の 量 は 日 を 追 うごと にじわじわ 増 えてきているようである. 20) 中 村 の 推 計 による1961 年 以 降 の 紙 消 費 量 の 増 加 は,それだけ 人 々が 紙 を 使 う 機 会 が 増 えたことを 示 すであろう.もちろん,この 推 計 が 直 接, 今 回 復 刻 した 自 計 式 農 家 経 済 簿 記 英 語 版 の 海 外,とりわけ 開 発 途 上 国 での 普 及 を 意 味 するわけではない. すなわち, 読 み 書 き 技 術 の 改 善 を 前 提 として, 自 計 式 農 家 経 済 簿 記 が 普 及 するよう になると 思 われる.しかし, 前 提 となる 読 み 書 き 技 術 の 改 善 のひとつの 手 段,ない しは 方 法 として, 大 槻 の 自 計 式 農 家 経 済 簿 記 英 語 版 がFAOなどの 機 関 を 通 じてひ ろく 普 及 していったこともまた 望 みたいのである. 4. 自 計 式 農 家 経 済 簿 記 とその 理 論 : 英 語 版 刊 行 の 意 義 おわりにかえて 本 稿 のまとめとして, 大 槻 正 男 が 形 成 した 自 計 式 農 家 経 済 簿 記 とその 理 論 : 英 語 版 刊 行 の 意 義 について 述 べたい. 以 前 筆 者 は, 大 槻 正 男 の 農 業 経 済 学 研 究 を 理 論 的 な 側 面 と 実 証 的 な 側 面 から 論 じた 21).とくに 開 発 経 済 学 の 主 要 な 分 析 モデルの ひとつであるハウスホールド モデルにつながる 農 家 主 体 均 衡 論 の 形 成 過 程 を, チャヤーノフから 大 槻 正 男 へ,そして 田 中 修 と 中 島 千 尋,さらに 中 島 による 英 語 で の 紹 介,という 流 れで 示 した. 一 方, 実 証 的 な 側 面,すなわち 本 稿 で 取 り 上 げてい る 自 計 式 農 家 経 済 簿 記 については,あまりふれることができなかった.そこで, 上 記 の 農 家 主 体 均 衡 論 の 流 れに 対 応 する 形 で 自 計 式 農 家 経 済 簿 記 の 形 成 を 捉 えるなら ば, 次 のような 流 れを 描 けそうである. 日 本 における 本 格 的 な 農 家 経 済 調 査, 農 家 経 済 簿 記 は,スイスのラウルによる 農 家 簿 記 を 参 考 に 佐 藤 寛 次 が 農 家 の 簿 記 を 著 すことからはじまった.その 後, 大 槻 が 経 済 学 的 思 考 を 取 り 入 れた 京 大 式 農 家 経 済 簿 記 を 形 成 し,1942 年 には 日 本 の 農 家 経 済 調 査 のスタンダードとなった.そして,1958 年 の 大 槻 の 停 年 退 官 とほぼ 同 時 期 に 英 語 版 が 刊 行 されたのである.それは, 大 槻 が 京 大 を 離 れることと, 京 大 式 農 家 経 済 簿 記 という 名 称 を, 農 家 が 決 算 まで 自 ら 行 えることをあらわす 自 計 式 農 家 経 済 簿 記 という, 彼 の 目 指 した 内 容 をより 明 確 に 示 した 名 称 を 前 面 に 出 して 海 外 への 9

20 普 及 がすすめられた,とも 言 えそうである. 以 上 の 流 れからみるならば, 大 槻 正 男 の 研 究 は 二 重 の 意 味 において,ある 種 の appropriate technology( 適 合 技 術 )といってよいかもしれない.すなわち, 大 槻 は 海 外 からの 知 識 を 適 合 させて, 自 計 式 農 家 経 済 簿 記 および 農 家 主 体 均 衡 論 のプロ トタイプとなる 理 論 を 形 成 した.そして, 彼 が 形 成 した 知 識,とりわけ 本 稿 で 取 り 上 げた 自 計 式 農 家 経 済 簿 記 を 海 外 へ 広 めることにより, 海 外 で 日 本 の 知 識 が 適 合 さ れることとなった,とも 考 えられないであろうか.そして, 自 計 式 農 家 経 済 簿 記 が 導 入 された 国 々で,それが 着 実 に 人 々の 間 で 受 容 され, 定 着 した 結 果, 個 々の 農 家 の 経 営 改 善 がすすみ, 人 びとの 暮 らしが 改 善 されることが 大 槻 の 望 みであったであ ろう. もし, 今 回 復 刻 した 自 計 式 農 家 経 済 簿 記 による 記 帳 結 果 が 海 外,とくに 開 発 途 上 国 において 存 在 しているならば, 開 発 途 上 国 の 経 済 発 展 という 視 点 からふたつの 比 較 研 究 が 可 能 であるかもしれない.ひとつは, 開 発 経 済 学 におけるデータの 取 り 方 と 扱 い 方 について, 黒 崎 (1996)が 農 業 と 家 計 として 紹 介 している 農 村 経 済 の 家 計 個 票 データ,すなわち 世 界 銀 行 の 生 活 水 準 指 標 調 査 (Living Standards Measurement Survey), 国 際 食 糧 政 策 研 究 所 (nternational Food Policy nstitute) の 家 計 データ, 国 際 半 乾 燥 熱 帯 作 物 研 究 所 (nternational Crop Research nstitute for the Semi-Arid Tropics)などの 村 落 データと 比 較 した 研 究 である 22).もうひと つは, 経 済 史 からのアプローチとして, 過 去 に 開 発 途 上 国 であった 日 本 の 農 家 経 済 調 査 や 京 大 式 農 家 経 済 調 査 簿 などと 比 較 した 研 究 である.さらには,これらふたつ のアプローチを 統 合 した 上 述 の 黒 崎 を 中 心 とした 研 究 プロジェクト 途 上 国 におけ る 貧 困 削 減 と 制 度 市 場 政 策 : 比 較 経 済 発 展 論 の 試 み(PRMCED) も 現 在 す すめられている. 以 上 の 点 からも, 大 槻 正 男 の 自 計 式 農 家 経 済 簿 記 の 英 語 版 の 復 刻 が, 開 発 途 上 国 の 経 済 発 展 についての 研 究 にこれから 貢 献 する 可 能 性 は,きわめて 大 きいものになるのかもしれない. 注 1) 本 稿 は, 科 学 研 究 費 補 助 金 基 盤 研 究 (A) 課 題 番 号 : 戦 前 期 農 家 経 済 の 実 証 研 究 :パネルデータ 化 の 試 み ( 研 究 代 表 者 : 一 橋 大 学 経 済 研 究 所 北 村 行 伸 教 授 )による 研 究 成 果 の 一 部 です. 一 橋 大 学 戦 前 期 農 家 経 済 調 査 データベース,およびそのデータを 用 いた 研 究 においては 皆 さまからのご 教 示 に 多 くを 依 っております.とりわけ, 浅 見 淳 之, 北 村 行 伸, 草 処 基, 黒 崎 卓, 斎 藤 修, 佐 藤 正 広, 仙 田 徹 志, 高 島 正 憲, 林 幸 司, 丸 健, 水 田 隆 太 郎, 安 田 聖 の 各 氏 へ 謝 意 を 表 させていただきます.また, 本 稿 の 執 筆 に 際 しては, 佐 藤 正 広 氏 に 草 稿 をお 読 みいただきコメントを 頂 戴 いたしましたこと, 山 本 千 映 氏 と 10

33 AUTHOR'S PREFACE Dr. Henry C. Taylor, one of the most distinguished scholars of agricultural economics in the United States of America, stated in his "Outline of Agricultural Economics" (p. 173, 1925 Ed.) as follows:--" The typical American farm is a family farm. Limiting this statements to America is unnecessary. The statement is equally true of France and of Germany. f the farmers of the whole world were considered, it would still be true that the typical farm is a family farm. The world over, farming is very generally organized in accordance with what has been called about the domestic system in industry." t is still true today that the agriculture of the world is operated mostly by family farm, except in some country where collective farming is being compelled under regimes of communism. Especially in an old settled country like Japan where agricultural population is exceesive, her agriculture has been developed historically in the form of family farm. After the World War in our country further reinforcement of family farm system was made through the "Land Reform" program which aimed at the establishment of owner-family-farm system. n consequence, the national productivity of agriculture has been increased and the standard of living of farmers has been also obviously raised. The family farm system, however, embodies the following two serious defects which are responsible for the low adaptability of agricultural production of the nation to the dynamic condition of social economy with ever progressing production techniques of to-day. One of the two defects is that promotion of organic structure of capital and increasing expansion of farm scale depend on the number of labour-forces which are supplied by the family. The other one is that small family farmers are generally too much traditional and conservative and also deficient in ability to adopt new production techniques progressively and to adapt themselves quickly to changing economic situation. n advanced countries, sufficient measures of encouragement could be effectively taken for the promotion of agricultural cooperative associations which are economic organization of farmers to remove the defect described as the former one, and also for the reinforcement of agricultural extension system to remove the defect described as the latter one. n Japan also special efforts, as the major agricultural Policies following the "Land Reform," have been made to promote agricultural cooperative associations and to reinforce the agricultural extension system. However, in the countries like Japan where the scale of family farm is extremely small, managing ability of individual farm proprietors is poor and their selfconsciousness as a independent farmer is very weak. Therefore, it is hardly possible for such family farmers to remove the defects by taking advantage 23

34 ( 2) of those above mentioned measures efficiently. n the result it is often observed that the situation of agriculture is far behind the times comparing with those of other industries. The two types of book-keeping system presented in this volume are neither the type of book-keeping system for research of students and scholars, nor that with purpose to acquire necessary data for formulation of agricultural policies of the government or other organizations. The two types of farm book-keeping system being presented are means for individual small family farmers to improve and to rationalize their own family farm managements and economies. One of the most essential factors which enable small family farmers to improve and rationalize their farm managements and economies, believe, is to make them comprehend the real status and circumstances of their own farm managements and economies. Once they thoroughly comprehend the status and circumstances of their own, they can realize, that there are many defects and irrationals in their own farm managements and economies. And once the defects and irrationals are recognized, it is very common practice of human nature to have spontaneous. desire to improve and rationalize them by some way or other. Farmers in such a country where family farms are small in scale are generallylikened to " non-thirsty horses " in an old proverb. Such horses do not drink water even if they are brought to a river. Be the new techniques ever tried to be extended among farmers carefully and patiently through the powerful farm extension organization, yet such farmers may be indifferent and non receptive even to those available techniques and facilities. However, if the measures to make the farmers recognize the actual status and circumstances of their own farm managements and economies by means of self-accounting book-keeping are taken in advance, the farmers would hold such an attitude of mind alike "thirsty horses " without exception. They would spontaneously accept suggestions and guidances of extension agencies. Thus agricultural extension system will be developed fully. n other words, efficiency of agricultural extension system can. be raised up to hundred per-cent, and at the same time managing ability of farmers also can be brought up. Furthermore, they will realize indispensable significance of agricultural cooperative associations as cooperative organizations of family farmers for the purpose to attain betterment of family farm management and economy, and take advantage of cooperative associations by promoting development of the organizations. As the type of book-keeping system for the purpose to make farmers recognize the actual status and circumstances of their own farm managements and economies, the form of book-keeping should not be that of non-self-accounting bookkeeping as to require some accounting experts to classify, compute and close books. The type of book-keeping system has to be self-accounting type as to enable the farm proprietor to make entry, calculation and closing of books by themselves. 24

35 The two types of book-keeping system described in this book are devised to be as simple and easy as possible to meet the requirement of small family farmers with little book-keeping knowledge in advance to make entry, computation and closing of books by themselves. "Kyoto University Self-accounting Book-keeping System" is devised to be the.simplest system as far as the general book-keeping principles permit. "Simplified Self-accounting Book-keeping System" is devised to be far simpler than the former by adopting some forms alike questionnaire. But it is not necessarily made in accordance with the general book-keeping principles, and so it may be not acceptable as a book-keeping system in a strict concept. Nevertheless it can be acknowledged successful not only in extreme simplification but also in including annual farm planning and budgeting. X X X The translation of this volume into English was motivated by my lecture made on "Farm Book-keeping System and Method of Cost Accounting in Japan" at «The Development Center of Farm Management for Asia and the Far East" sponsored by F AO, U.N. which was held in Tokyo, October, This book is primarily based on the draft of the above mentioned lecture which has since then been supplemented more or less. This humble volume is dedicated to Professor 0. E. Laur, the most respected teacher of my oversea study in Switzerland, who personally instructed my study on "Farm Book-keeping". The nstitute is also executing itself the research by book-keeping method on large number of family farms in the prefectures near Kyoto by the hands of the students of our College, making them to contact with the individual family farms. t has been proved that it was good practice for students to make them research directly the actual farms by means of book-keeping. 39 Part. The Principle of Book-keeping and Structure of Family Farm Economy. Principle of Book-keeping The task of book-keeping is to record and count, by quantitative comprehension, the changes in form and increases-decreases in amount of the property which belongs to a certain economic unit such as the enterprise economy, the merchant economy and the family farm economy, derived in the course of their economic activities. There can be two ways of comprehension. One is the static observation or recording method, that is, a way to grasp the status of assets and liabilities at any points of time. 40 -2- That is to say, the amount of net increase of property during a fiscal year can be derived by subtracting the amount of property at the beginning of the fiscal year from that at the end of the year. The most direct way to grasp the amount of "Net increase of property" of family farm economy, which is the final financial result of the fiscal year, is obtainable by this static method. The defect of this method, however, is that it does not clarify the details of how and why such a result is obtained. The method which enables one to clarify these processes and causes in detail is the dynamic observation method, which will be explained as follows :- The other way of the comprehension, namely dynamic observation or recording method, is a way to grasp in the course of transactions the changes in the form and increases-decreases in the amount of the property which took place during a certain period of time, for example during a fiscal year. t is needless to say, the type of economic society of today is monetary economy, and in most cases transactions are exercised in terms of money, nevertheless there are some other cases, though rather rare, of non-monetary transactions. However, these non-monetary transactions, such as barter and on credit, can be analyzed into two kinds of monetary transactions. For example, barter transaction can be analyzed into sale-receipt transaction and purchase-payment transaction, on the assumption that the goods given forward are sold and with their proceeds the goods received are purchased. Likewise, purchase on credit transaction can be interpreted to the effect that borrowing-receipt transaction and purchase-payment transaction are made, and sale on credit transaction can be interpreted to the effect that sale-receipt transaction and lending-expenditure transaction are made. Thus, since all sorts of transactions can be taken to be monetary transactions, as illustrated in the following chart, all external transactions can be, without exception, taken to be incoming and outgoing of goods and services accompanying money payment from and receipt to the family farm economy. Transactions in which goods, uses and services are acquired and cash of equivalent value is paid are called cash-purchase transactions, and on the other hand, transactions in which goods, uses and services are given forward and cash of equivalent value is received are called cash-sale transactions. Transactions in which promises (or deeds) payable are given forward (or liabilities are increased) and cash of equivalent value is received are called borrowing transactions, while, transactions in which promises payable are received (or liabilities are decreased) and cash of equivalent value is paid are called loan payment transactions. Consequently, according to the types of transactions made, the structural form of of property which belongs to that economic unit changes from time to time. Furthermore, in the process of economic activities, dissipation of property (or 30

The method to comprehend increases and decreases of property (or gain and loss) along with the course of transaction can be interpreted as follows; in the case of purchase transaction of goods, uses and services to be dissipated immediately or in a short period (described later as flowing use-goods), the property decreases as a result of dissipation just after the transaction, and this diminution of property or loss can be taken to be caused directly by the transaction itself. And in the case of sale transaction of goods, uses and services to be produced immediately or in a short period (described later as flowing produced goods), the property increases as a result of production just before the transaction, and this increase of property or gain can be taken to be caused directly by the transaction itself. These types of transactions are called loss and gain transactions (or revenue transactions). n comparison with this, other transactions (namely sale or purchase transactions of goods other than flowing ones) are called pure exchange transactions and these exchange transactions are not taken into account of the gain and loss, because it is simple exchange of property which causes neither increase (gain) 31

42 -4- nor decrease (loss) of property as a whole, even if cash is received or paid through the transaction. The following chart illustrates the difference between loss and gain transaction and exchange transaction in connection with the classification of property as described before. Surplus gain during the year=total of gain receipts-total of loss expenditures. " Surplus during the year " thus calculated is equal to the " Net increase of property" counted by static recording method, in other words, "Net increase of property" is nothing but the static amount of net economic outcome obtained m the economic process during the year. But in reality two figures derived m different ways are not always equal in amount. Because, loss and gain transactions are treated as loss and gain in full amount and exchange transactions are treated as transactions which are not accompanied by any loss and gain, though in reality it is not necessarily so. Therefore the equation to count "Surplus during the year" must be modified by the figures calculated from property ledger book wichh shall be explained later. 32

43 -5-. Structure of Family Farm Economy The unit economy can be classified into two kinds of economy. One is the legal person's economy such as a corporation economy. The other is the natural person's economy such as a wage earner's household economy. Farm in the democratic countries except England is generally operated in the natural person's economy, namely the individual family farm economy. Therefore, the object of farm book-keeping, especially in a country like Japan where family farms are prevalent, must be family farm economy. The essential point of difference of family farm economy which is a kind of natural person's economy from legal person's economy is that in the natural person's economy family living (consumption) activity section is not yet differentiated from the family farm economy as a whole, in other words, both sections of family living and business activity co-exist in an economic unit. t can be also said that family farm economy has two functions, on the one hand, it takes charge of social production, for example the production of food to feed the nation, receiving due share of the national income distributed through the price mechanism of social economy as a whole, and on the other hand, with the income thus received private family living is carried on. Therefore, at first social function (or business) side and private function (or family living) side should be counted separately, then both accountings should be integrated to find out the final financial result of the family farm economy as a whole. The chart No. 4 is an illustration of economic structure of family farm economy simplified as much as possible. The large circle indicates family farm economy. The left side of the large circle indicates income activity section of the economy, and the right side indicates consumption activity section. There are two rectangulars side by side in the center of the large circle. The rectangular on the left indicates both family labor-force and property as the source of labor and that of property use respectively. The one on the right indicates the source of desire for consumption goods and services. The small circle at the left side indicates the pattern of how products are produced by combination of labor from family labor-force, capital goods uses from property and purchased labor, land uses and capital uses from outside market. The triangle portion (~J at the lower end of the rectangular indicates the portion of property dissipated and refilled during the past fiscal year. Some of the portion dissipated is refilled with the goods purchased from outside market, and some is refilled with the goods produced within the farm such as seeds, straw and stable manure as can be seen in the chart No 4. A part of products is directly allocated to consumption activity section to fulfill consumption desire of family members. This is called " Farm products 33
