2 まえがき 私 学 高 等 教 育 の 国 際 比 較 研 究 を 日 本 人 としてどのような 形 で 進 めるべきか? 20 年 近 くの 歳 月 がたってしまったが 私 学 を 中 心 とした 高 等 教 育 の 発 展 という 切 り 口 で 日 本 の 高 等 教 育 の 特 質 をとらえ 世 界 の 高 等 教 育 研 究 に 影 響 を 与 えた 天 野 郁 夫 先 生 たちや 一 足 先 を 行 くアメリカの 高 等 教 育 の 動 向 を 示 し 続 けることで 日 本 の 高 等 教 育 に 大 きな 影 響 を 与 えた 喜 多 村 和 之 先 生 などは 私 たちの 世 代 の 日 本 の 高 等 教 育 研 究 者 の 目 標 となってきた 高 等 教 育 研 究 の 国 際 化 は 着 実 に 進 んでいる アルトバック 先 生 とともに 英 語 でアジアの 高 等 教 育 についての 著 書 をまとめられた 馬 越 徹 先 生 のお 仕 事 は アジア 人 によるアジア 高 等 教 育 研 究 の 水 準 が 高 まっていることを 見 事 に 示 した また 21 世 紀 に 入 って 日 本 人 そして アジア 人 の 高 等 教 育 研 究 者 による 英 語 での 発 信 は 飛 躍 的 に 増 加 している 同 時 に 現 在 の 英 語 での 出 版 事 情 は すでに 日 本 という 国 に 市 場 価 値 を 見 いだせなくなっており 日 本 人 の 研 究 者 は アジア OECD など 国 際 的 な 地 域 やグループの 一 部 として 自 らの 高 等 教 育 システムをとらえ 分 析 し 発 信 しなければならない 時 代 となっている 他 方 で 高 等 教 育 研 究 のなかでの 比 較 研 究 の 立 場 は 非 常 に 難 しくなってきている 外 国 の 高 等 教 育 のあり 方 を 日 本 語 で 書 くとき その 教 育 システムや 社 会 全 体 がもつ 文 脈 を 十 分 語 らなければ なぜ ある 政 策 手 段 が 選 択 され ある 効 果 が 起 きるのかは 説 明 できない そうすると 日 本 へのインプリケーションをいち 早 く 得 たい 読 者 に 対 し 前 提 ばかりが 妙 に 長 いとの 印 象 を 与 える 比 較 研 究 はそこまで 大 変 な 仕 事 なのに 最 近 は 英 語 が 共 通 語 と して 普 及 することで 簡 単 に 外 国 人 と 出 会 い あるいは 一 度 も 会 ったことのない 外 国 人 と インターネットを 通 じて 共 同 研 究 ができ 誰 とも 連 絡 を 取 らずとも ウェブサイトを 覗 くだけである 種 の 論 文 は 書 けてしまう おまけに 各 国 の 高 等 教 育 研 究 のコミュニティ が 拡 大 し 実 践 との 結 びつきが 増 す 中 で 分 野 が 細 分 化 し 純 粋 な 比 較 高 等 教 育 研 究 は 日 本 のみならず 米 国 の 高 等 教 育 学 会 などでもマイナーな 存 在 となっているようである グローバル 化 は 国 際 比 較 研 究 を 日 常 化 させ 同 時 に その 手 軽 さのなかで 日 本 語 でも 英 語 でも 誰 をオーディエンスとし 何 を 問 題 として 提 示 するのかが 不 明 確 になっている 日 本 語 で 英 語 以 上 に 早 く 国 際 比 較 の 情 報 を 書 き 続 けることは 不 可 能 である 英 語 もまた 世 界 が フラット 化 して 国 籍 を 問 わず 誰 もが 国 際 比 較 研 究 をリードできる 時 代 が 訪 れた のはよいが 国 境 を 越 えて 資 金 を 得 て 多 様 な 国 の 人 々をネットワークし その 分 野 にお いて 世 界 で 一 番 働 いて リーダーとなっていくことは 並 大 抵 のことではない アジアの 高 等 教 育 研 究 者 がもっとも 身 近 に 感 ずる 私 学 というフィールドで 自 ら 国 際 研 究 を 組 織 し 新 しい 研 究 領 域 を 切 り 開 き 世 界 に 向 けて 発 信 することができないかと 思 い 私 どもは 標 記 のテーマでのワークショップを 2006 年 12 月 に 開 かせていいただい た 私 学 高 等 教 育 研 究 所 の 英 語 名 が 示 すとおり 私 学 が 独 立 independent を 意 味 する ii

3 のであれば 国 境 は 関 係 ない アジア あるいはさらに 広 い 地 理 的 社 会 経 済 的 広 がり の 中 で どう 自 らの 世 界 を 定 義 し 研 究 枠 組 みを 確 立 し 世 界 に 発 信 するのか?また ア ジアの 私 学 高 等 教 育 のために 働 く 人 たちとどう 連 帯 し 還 元 できるのか? ワークショップでは ニューヨーク 州 立 大 学 のレヴィ 教 授 が 彼 の 私 学 高 等 教 育 研 究 プ ロジェクト(PROPHE)の 成 果 に 基 づいて 世 界 的 動 向 の 中 で アジアの 私 学 高 等 教 育 の 特 質 について 整 理 した その 中 で 特 に 指 摘 されたのは 量 的 な 存 在 感 の 大 きさと 同 時 に アメリカのような 威 信 の 高 い 研 究 大 学 はアジアを 含 め 世 界 のどこにも 存 在 しない とい う 論 点 であった 特 に 後 者 については 世 界 的 に 見 ればそう 見 えてしまうのかという 感 想 と 同 時 に アジア 人 の 研 究 者 の 間 には 違 和 感 が 残 った 次 に 東 京 大 学 の 金 子 元 久 教 授 が オーナーシップという 観 点 から 日 本 の 私 学 高 等 教 育 をとらえ 直 す 刺 激 的 な 話 を 展 開 した 非 営 利 を 基 本 とする 私 学 高 等 教 育 という 考 え 方 は 日 本 のみならず アメリカの 影 響 を 受 けた 多 くのアジア 諸 国 に 共 通 するが 同 時 にそのお 膝 元 を 含 めて 営 利 の 大 学 が 出 現 し 淘 汰 を 含 めた 市 場 競 争 的 な 政 策 が 出 されるほど そのオーナーシップは 厳 しく 問 われる ブリストル 大 学 のモック 教 授 は 日 本 を 東 アジアの 主 要 国 の 政 策 動 向 を 網 羅 する 形 で こ の 地 域 を 席 巻 する 新 自 由 主 義 と 私 事 化 との 関 わりを 整 理 した また 彼 の 口 頭 発 表 では アジアの 高 等 教 育 のアイデンティティへの 熱 い 思 いが 発 せられた このあと デリー 大 学 のグプタ 博 士 北 京 大 学 の 鮑 博 士 からインド 中 国 の 私 学 高 等 教 育 のもつ 文 脈 についての 報 告 があり つづいて 広 島 大 学 のマッキニス 教 授 から オーストラリアの 文 脈 を 踏 まえた コメントが 寄 せられた 東 アジアの 地 理 的 定 義 は 難 しく 実 際 には 南 アジア オセアニ アと 密 接 に 関 わる 形 で 私 学 高 等 教 育 が 展 開 している その 中 で 我 々の 頭 の 中 にはどうし ても 馬 越 モデルのような 発 展 段 階 的 ともいえる 発 想 があるわけだが 同 時 に もっとフラ ットな 共 通 枠 組 みも 必 要 なのだろうと 感 じられた 翌 日 焦 点 は アジアの 私 学 高 等 教 育 研 究 がおかれた 文 脈 に 移 った 北 京 大 学 のヤン 教 授 からは 彼 が 中 国 フォード 財 団 の 助 成 を 受 けて 進 めている 西 安 での 私 学 高 等 教 育 に 対 す るスタッフ デベロップメントを 主 体 としたアクション リサーチの 紹 介 があった また 馬 越 教 授 からは 日 本 と 韓 国 での 私 学 高 等 教 育 機 関 職 員 を 対 象 としたアドミニストレータ 養 成 の 大 学 院 プログラムについての 報 告 がなされた 私 学 高 等 教 育 研 究 に 対 して 投 じられ る 資 金 は 世 界 的 にも 驚 くほど 小 さい レヴィ 教 授 の 率 いる PROPHE は 米 国 フォード 財 団 の 資 金 を 得 た 国 際 プロジェクトであるが これを 除 けば 東 欧 南 米 などで 細 々とした 資 金 が 得 られるか 得 られないか というのが 現 状 である その 中 で 中 国 韓 国 日 本 で は 私 高 研 自 体 がよい 例 であるように 私 学 高 等 教 育 自 身 から 研 究 資 金 が 投 じられ 私 学 の 高 等 教 育 研 究 をもり 立 てるべきだという 動 きがある では このような 研 究 者 にとっ てありがたい 環 境 の 中 で 私 学 に 実 務 として 関 わる 方 々と 一 緒 に どのように 研 究 をもり 立 てることができるか 同 時 に 国 際 的 な 学 術 共 同 体 に 対 して どのように 学 術 的 貢 献 が できるか という2つの 異 なる 目 的 の 間 のバランスを 考 えることが アジアらしい 私 学 高 iii

4 等 教 育 研 究 につながるのではないかと 感 じた 続 いて 私 学 高 等 教 育 の 国 際 的 文 脈 に 話 題 が 移 り ブリュネル 大 学 のキム 博 士 から 韓 国 の 私 学 高 等 教 育 及 びその 教 員 がもつ 国 際 的 な 背 景 が 語 られた レヴィ 氏 の アメリカ 以 外 に 威 信 が 高 い 私 立 の 研 究 大 学 は 存 在 しない という 話 は 韓 国 の 事 例 を 通 してもきれい に 覆 ったわけであるが 植 民 地 や 社 会 主 義 の 経 験 をもつ 多 くのアジア 諸 国 にとっての 私 学 の 持 つ 意 味 合 いに 対 して 阿 部 義 也 先 生 の 名 訳 が 出 版 されたルドルフが 指 摘 している アメリカの 私 学 のアイデンティティ 問 題 と 併 せ 複 雑 さと 同 時 に 歴 史 的 重 みを 改 めて 感 じ た また 熊 本 大 学 の 大 森 教 授 からは この 地 域 に 不 可 欠 な 国 境 を 越 えた 高 等 教 育 の 展 開 についての 発 表 がなされた 氏 の 議 論 は 日 本 が 実 践 的 な 部 分 を 含 め 国 際 的 政 策 対 話 に 貢 献 を 果 たした 大 きな 成 果 のひとつである この 日 の 午 後 には 今 後 の 研 究 の 方 向 性 についての 自 由 な 議 論 が 行 われた 主 催 者 とし て 結 論 的 に 感 じたのは 地 道 な 研 究 を 通 しての 交 流 の 重 要 性 である それぞれの 国 内 オー ディエンスと 英 語 を 通 した 国 際 オーディエンスの 両 方 に 対 してアンビバレントな 立 場 にあ るアジア 私 学 高 等 教 育 の 比 較 研 究 にとっては まずは 質 の 高 い 学 術 的 成 果 を 蓄 積 し 発 信 することを 通 して 関 心 を 持 つ 者 のネットワークを 広 げていくのがもっとも 実 際 的 な 戦 略 ではないか iv

5 Preface From the perspective of a researcher in Japanese higher education How should we, as Japanese researchers, proceed with cross-national research on private higher education? For approximately 20 years, two pioneers of higher education research in Japan have been good influential models for younger generation of Japanese researchers. Kazuyuki Kitamura, former Chief Researcher at the Research Institute for Independent Higher Education (RIIHE), had a great influence on Japanese higher education policies and research by introducing American trends which were relevant to the Japanese situation. Ikuo Amano developed his research on private higher education from the beginning of modern government, and gave a certain impact to the international academic community. The internationalization of higher education research is steadily advancing. The recent, co-edited work of Toru Umakoshi, Asian Universities (Altbach. P. G. and Umakoshi, T., Eds. 2004: Johns Hopkins University Press), certainly revealed improvement in Asian higher education research being conducted by Asians. After entering the 21st Century, the number of publications in the English language by Asians as well as Japanese higher education researchers has been rapidly increasing. At the same time, Japan as a single country case no longer has market value in English publications. Therefore, it is inevitable for Japanese researchers to take, analyze and publish on their own higher education systems as a part of regional group such as Asia, Asia-Pacific, or of other group categories such as OECD countries. On the other hand, the position of comparative researchers in higher education towards their own language communities is also becoming unstable. For example, when a Japanese researcher writes something on higher education on a non-japanese country in the Japanese language, he or she has to have enough knowledge on the education system and the society of that country so that he or she can explain why a certain policy tool has been selected, and why a certain effect was observed. Moreover, articles of comparative researchers tend to be lengthy in introduction, while readers wish to go directly to the implications for Japanese higher education. Although it is highly time consuming to explain the adequate contexts of foreign countries as a professional comparative researcher, now, it is quite easy for anyone to meet and communicate with researchers of other countries, or to implement joint research, even without meeting physically. Some types of research are possible merely through checking websites, without any contacts. v

6 Adding to this, the expansion of higher education research communities in numbers of countries and increasing connections between research and practice lead to the segmentation of higher education research into specific areas such as finance, quality assurance, and etcetera. From this point of view, pure comparative higher education research appears to be a minor exercise in countries with large higher education research communities such as the US and Japan. Globalization makes comparative research an easy daily exercise and for Japanese comparative researchers, it is becoming unclear who is the targeted audience of their research regardless whether they write in English or Japanese. In the English speaking world, although it is very good that the world is becoming flat, it is extraordinarily difficult to be a global leading scholar through networking with researchers of various countries and obtaining research funds which are distributed across the countries. We, the members of the RIIHE research group on privatization of higher education, organized a workshop under the title of Frontier of Private Higher Education Research in East Asia at Tokyo in December, By utilizing the topic of private higher education, which is quite familiar for most East Asian higher education researchers, we aimed to plant a seed for our own international research, create a new research area, and raise the voice of East Asian researchers to the world. RIIHE uses the term independent higher education to refer to private higher education. If private higher education means independent from government, there is no national border in private higher education. How could we define our higher education world in Asia and in the wider geographical, social and economic space? How could we establish our research framework and how to raise our voice to the world? How could we contribute to and collaborate with people working for private higher education in Asia? In the workshop, Daniel Levy (SUNY, Albany) presented a clear map of global trends in private higher education and characteristics of private higher education in Asia, based on the research projects by PROPHE (which he directs). Two points were especially impressive: First, private higher education in Asia is quantitatively large; and second, there is no distinguished elite private university outside of the United States. Among Asian researchers from countries such as Korea and Japan, this was a shocking statement because it must be true that outsiders tend to regard Asian top private universities as not distinctive enough. Motohisa Kaneko (University of Tokyo) then led a stimulating discussion on Japanese private higher education from the viewpoint of ownership. The non-profit status of private higher education has been widely shared among most Asian countries having an vi

7 American influence. However, nowadays, the rapid development of for-profit higher education is observed in the United States, Japan and in other newly developed higher education systems in Asian counties. There, the ownership issue is becoming more critical though strengthened policies towards market competition. Kaho Mok (University of Bristol) cast light on the relationship between neo-liberalism and privatization in East Asia, covering policy trends of major countries in this area. Furthermore, he emphatically articulated the need to establish the identity of Asian higher education in his oral presentation. Subsequent presentations of Indian (Asha Gupta, University of Delhi) and Chinese (Bao Wei, Peking University) contexts of private higher education were given. Craig McInnis (formerly of University of Melbourne, now of Hiroshima University) also offered thoughtful comments based on the Australian context. The definition of private higher education in East Asia as a geographical area is actually difficult. Namely, private universities in this region are developing closely alongside trends in Oceania. Views of Umakoshi s (2004) developmental stage model are relatively strong among Japanese researchers when we discuss the development of Asian private higher education. In reality, there are many variations among private higher education systems, and a more flat comparative framework may become more relevant. On the second day of the workshop, the focus of discussion shifted to the contexts in which private higher education research in Asia is implemented. Fenqiao Yan (Peking University) introduced his action research project for private higher education institutions in Xi an, supported by the Ford Foundation China. Toru Umakoshi made a presentation on graduate school programs for training administrative staff in the private higher education institutions in Japan and Korea. If we take a global perspective, the capital invested in private higher education research is surprisingly small, except for the example of PROPHE, which is supported by the Ford Foundation. However, in East Asia, associations or groups for private higher education themselves are willing to offer grants and support private higher education research. RIIHE is a good example of this tendency. By utilizing this research-conducive environment, we should continue to discuss how we might work with practitioners of private higher education through research. At the same time, we also should contribute academically to the international research community. Thinking about the balance between these two different purposes is crucial for the future direction of Asian private higher education research. The topic then moved to the international context of private higher education. Terri Kim vii

8 (Brunel University) gave a discussion on Korean private higher education and the international background of its academic staff. Korean private higher education is a good example whereby some private higher education institutions within an Asian country can enjoy high prestige and be regarded as elite, research-oriented universities. At the same time, Kim s presentation reminded us of the importance of the historical context underlying the public-private distinction, especially in countries which experienced colonization. Kumamoto University s Fujio Ohmori followed with a presentation on the development of cross-border higher education, which is one of the key features of the Asia-Pacific region. His argument is a product of international policy dialogues among countries on the Pacific-rim and other areas. In the afternoon on the second day, a free discussion was held on the direction of research. As an organizer, I felt strongly the need for continuous exchange through steady research efforts. Comparative research on Asian private higher education tends to take an ambiguous position to satisfy both domestic and international audiences. We should accumulate and publish high quality research, and we should develop networks with others interested in this area. I would like to express gratitude to Professor Takizawa and RIIHE for their gracious support in making our project a success. 10 アジアの 高 等 教 育 研 究 者 が 最 も 身 近 に 感 じる 私 学 というフィールドで 自 ら 国 際 研 究 を 組 織 し 新 しい 研 究 領 域 を 切 り 開 き 世 界 に 向 けて 発 信 することができないかと 思 い 昨 年 の 12 月 14 日 と 15 日 馬 越 徹 田 中 義 郎 大 森 不 二 雄 森 利 枝 の 各 氏 とと もに 東 アジアにおける 私 学 高 等 教 育 研 究 のフロンティア と 題 する 英 語 での 国 際 ワーク ショップを 東 京 市 ヶ 谷 のアルカディア 市 ヶ 谷 を 中 心 に 開 かせていいただいた 私 学 高 等 教 育 研 究 所 の 英 語 名 が 示 すとおり 私 学 が 独 立 independent を 意 味 するのであれば 国 境 は 関 係 ない アジア あるいは さらに 広 い 地 理 的 社 会 経 済 的 広 がりの 中 で ど う 自 らの 世 界 を 定 義 し 研 究 の 枠 組 みを 確 立 し 世 界 に 発 信 するのか また アジアの 私 学 高 等 教 育 のために 働 く 人 たちとどう 連 帯 し 還 元 できるのか ワークショップでは ニューヨーク 州 立 大 学 のレヴィ 教 授 が 氏 の 私 学 高 等 教 育 研 究 プ ロジェクト(PROPHE)の 成 果 に 基 づいて 世 界 的 動 向 の 中 でのアジアの 私 学 高 等 教 育 の 特 質 について 整 理 した その 中 で 特 に 指 摘 されたのは 量 的 な 存 在 感 の 大 きさと 同 時 に アメリカのような 威 信 の 高 い 研 究 大 学 は アジアを 含 め 世 界 のどこにも 存 在 しないとい う 論 点 であった 特 に 後 者 については 世 界 的 に 見 れば そう 見 えてしまうのかという 感 想 と 同 時 に アジア 人 の 研 究 者 の 間 には 違 和 感 が 残 った 次 に 東 京 大 学 の 金 子 元 久 教 授 が オーナーシップという 観 点 から 日 本 の 私 学 高 等 教 育 をとらえ 直 す 刺 激 的 な 話 を 展 開 した 非 営 利 を 基 本 とする 私 学 高 等 教 育 という 考 え 方 は 日 本 のみならず アメリカの 影 響 を 受 けた 多 くのアジア 諸 国 に 共 通 するが 同 時 に その お 膝 元 を 含 めて 営 利 の 大 学 が 出 現 し 淘 汰 を 含 めた 市 場 競 争 的 な 政 策 が 出 されるほど そのオーナーシップは 厳 しく 問 われる ブリストル 大 学 のモック 教 授 は 日 本 を 東 アジアの 主 要 国 の 政 策 動 向 を 網 羅 する 形 で この 地 域 を 席 巻 する 新 自 由 主 義 と 私 事 化 との 関 わりを 整 理 した また 彼 の 口 頭 発 表 では アジアの 高 等 教 育 のアイデンティティへの 熱 い 思 いが 発 せられた このあと デリー 大 学 のグプタ 博 士 北 京 大 学 の 鮑 博 士 から それぞれ インド 中 国 の 私 学 高 等 教 育 の 持 つ 文 脈 についての 報 告 があり 続 いて 広 島 大 学 のマッキニス 教 授 か ら オーストラリアの 文 脈 を 踏 まえたコメントが 寄 せられた 東 アジアの 地 理 的 定 義 は 難 しく 実 際 には 南 アジア オセアニアと 密 接 に 関 わる 形 で 私 学 高 等 教 育 が 展 開 している その 中 で われわれの 頭 の 中 には どうしても 馬 越 モデル のような 発 展 段 階 的 ともいえる 発 想 があるわけだが 同 時 に もっとフラットな 共 通 の 枠 組 みも 必 要 なのだろうと 感 じられた 翌 日 焦 点 は アジアの 私 学 高 等 教 育 研 究 がおかれた 文 脈 に 移 った 北 京 大 学 の 閻 教 授 からは 氏 が 中 国 フォード 財 団 の 助 成 を 受 けて 進 めている 西 安 での 私 学 高 等 教 育 に 対 す るスタッフ ディベロップメントを 主 体 としたアクション リサーチの 紹 介 があった ま た 桜 美 林 大 学 の 馬 越 教 授 からは 日 本 と 韓 国 での 私 学 高 等 教 育 機 関 職 員 を 対 象 とした x

11 アドミニストレータ 養 成 の 大 学 院 プログラムについての 報 告 がなされた 私 学 高 等 教 育 研 究 に 対 して 投 じられる 資 金 は 世 界 的 にも 驚 くほど 小 さい レヴィ 教 授 の 率 いる PROPHE は 米 国 フォード 財 団 の 資 金 を 得 た 国 際 プロジェクトであるが これ を 除 けば 東 欧 南 米 などで 細 々とした 資 金 が 得 られるか 得 られないかというのが 現 状 である その 中 で 中 国 韓 国 日 本 では 私 学 高 等 教 育 研 究 所 自 体 がよい 例 であるよう に 私 学 高 等 教 育 自 身 から 研 究 資 金 が 投 じられ 私 学 の 高 等 教 育 研 究 を 盛 り 立 てるべきだ という 動 きがある では このような 研 究 者 にとってありがたい 環 境 の 中 で 私 学 に 実 務 として 関 わる 方 々 と 一 緒 に どのように 研 究 を 盛 り 立 てることができるのか 同 時 に 国 際 的 な 学 術 共 同 体 に 対 して どのように 学 術 的 貢 献 ができるのかという 2 つの 異 なる 目 的 の 間 のバランス を 考 えることが アジアらしい 私 学 高 等 教 育 研 究 につながるのではないかと 感 じた 続 いて 私 学 高 等 教 育 の 国 際 的 文 脈 に 話 題 が 移 り ブリュネル 大 学 のキム 博 士 から 韓 国 の 私 学 高 等 教 育 及 びその 教 員 が 持 つ 国 際 的 な 背 景 が 語 られた レヴィ 氏 による アメリ カ 以 外 に 威 信 が 高 い 私 立 の 研 究 大 学 は 存 在 しないという 話 は 韓 国 の 事 例 を 通 しても き れいに 覆 ったわけであるが 植 民 地 や 社 会 主 義 の 経 験 を 持 つ 多 くのアジア 諸 国 にとっての 私 学 の 持 つ 意 味 合 いに 対 して 阿 部 義 也 先 生 の 名 訳 が 出 版 されたルドルフが 指 摘 して いる アメリカの 私 学 のアイデンティティの 問 題 と 併 せ 複 雑 さと 同 時 に 歴 史 的 重 みを あらためて 感 じた また 熊 本 大 学 の 大 森 教 授 からは この 地 域 に 不 可 欠 な 国 境 を 越 え た 高 等 教 育 の 展 開 についての 発 表 がなされた 氏 の 議 論 は 日 本 が 実 践 的 な 部 分 を 含 め 国 際 的 政 策 対 話 に 貢 献 を 果 たした 大 きな 成 果 のひとつである この 日 の 午 後 には 今 後 の 研 究 の 方 向 性 についての 自 由 な 議 論 が 行 われた 主 催 者 とし て 結 論 的 に 感 じたのは 地 道 な 研 究 を 通 しての 交 流 の 重 要 性 である それぞれの 国 内 オー ディエンスと 英 語 を 通 した 国 際 オーディエンスの 両 方 に 対 して アンビバレントな 立 場 にあるアジア 私 学 高 等 教 育 の 比 較 研 究 にとっては まずは 質 の 高 い 学 術 的 成 果 を 蓄 積 し 発 信 することを 通 して 関 心 を 持 つ 者 のネットワークを 広 げていくのが 最 も 実 際 的 な 戦 略 ではないか そのあとのことは また そのあとで 考 えたいと 思 った ( 教 育 学 術 新 聞 アルカディア 学 報 268 平 成 19 年 1 月 10 日 号 より) xi

12 東 アジアにおける 私 学 高 等 教 育 研 究 のフロンティア 国 際 ワークショップ 報 告 1 森 利 枝 国 際 ワークショップの 開 催 今 回 から3 回 にわたり 昨 年 12 月 に 行 われた 国 際 ワークショップ 東 アジアにおける 私 学 高 等 教 育 研 究 のフロンティア について 報 告 する このワークショップは 私 学 高 等 教 育 研 究 所 とニューヨーク 州 立 大 学 アルバニー 校 私 学 高 等 教 育 プログラム(PROPHE)とが 共 催 したもので 同 時 に 私 学 高 等 教 育 研 究 所 のプロジェクト 高 等 教 育 における 私 事 化 と 政 策 に 参 加 している 研 究 メンバー( 米 澤 彰 純 馬 越 徹 田 中 義 郎 大 森 不 二 雄 筆 者 ) と 当 該 プロジェクトの 研 究 業 績 を 核 として 実 現 されたものである このワークショップの 概 要 に 関 しては すでに 教 育 学 術 新 聞 2258 号 (2007 年 1 月 10 日 )の 本 欄 (268 回 )で 米 澤 彰 純 研 究 員 から 開 催 の 意 図 とそれ 以 降 の 研 究 遂 行 の 戦 略 を 含 めて 報 告 されているが 今 回 ワークショップの 報 告 書 Frontier of Private Higher Education Research in East Asia が 私 立 高 等 教 育 研 究 叢 書 として 私 学 高 等 教 育 研 究 所 から 刊 行 される 運 びとなったことにあわせて おのおののプレゼンテーションの 内 容 にわたって 詳 細 に 紹 介 することとしたい なお 本 ワークショップは 英 語 を 用 いて 行 われた もので 今 回 刊 行 される 報 告 書 もほぼ 全 編 が 英 語 で 記 されている 本 欄 での3 回 の 連 載 と 併 せてご 参 照 いただければ 幸 いである リーダーシップへの 視 点 本 欄 268 回 の 米 澤 研 究 員 の 報 告 においても 触 れられているが 今 回 日 本 中 国 イン ド 韓 国 およびアメリカ オーストラリアという 各 国 出 身 の 高 等 教 育 研 究 者 が 一 堂 に 会 し 東 アジアの 高 等 教 育 において 最 も 特 徴 的 な 問 題 のひとつである 私 学 の 問 題 を 扱 ったの は ひとつにはワークショップの 開 催 を 通 じて 東 アジアの 私 学 高 等 教 育 の 現 状 に 関 する 最 新 の 情 報 を 収 集 交 換 し 東 アジアに 共 有 される 課 題 をあぶり 出 し かつそれらの 課 題 に 対 する 高 等 教 育 研 究 者 の 責 務 に 関 して 討 議 するという 最 大 の 目 的 があったためである し かし 同 時 に 国 ごとにモードの 差 こそあれ 私 学 高 等 教 育 が 政 策 上 の 課 題 となっている 東 アジア 各 国 における 私 学 高 等 教 育 研 究 のネットワーク 化 をはかるにあたって 日 本 の 私 学 教 育 研 究 のひとつの 拠 点 である 私 学 高 等 教 育 研 究 所 がいかにすればリーダーシップを 果 た しうるかという 自 問 に 答 えるという 課 題 も 今 回 の 試 みのうちに 内 包 されていたのである 東 アジアの 私 学 高 等 教 育 の 論 点 これら2つの 問 いのうち 後 者 への 答 えは 連 載 の 後 半 に 譲 るとして ここではワークシ xii

13 ョップを 企 画 する 際 に 主 催 者 側 特 にホストとなった 私 学 高 等 教 育 研 究 所 の 側 が 東 アジ アの 私 学 高 等 教 育 の 現 状 のうちどのような 側 面 を 討 議 すべき 課 題 としていたかをご 紹 介 し ておきたい まず 課 題 の 設 定 にあたって 注 目 した 東 アジアの 私 学 高 等 教 育 の 特 徴 は 次 のようなものであった 発 達 過 程 の 多 様 性 東 アジアの 私 学 高 等 教 育 には かなりの 多 様 性 が 看 取 される たとえば 日 本 や 韓 国 フ ィリピンなどの 私 学 高 等 教 育 とマレーシアの 私 学 高 等 教 育 とではその 歴 史 の 長 さに 大 きな 違 いがある 私 学 高 等 教 育 が 学 術 の 卓 越 性 を 形 成 することにおいて 相 当 の 貢 献 を 行 ってい る 国 もあれば 拡 大 する 高 等 教 育 への 需 要 の 吸 収 をもっぱらとすると 見 られている 国 もあ り そこには 社 会 的 に 果 たす 機 能 の 多 様 性 が 指 摘 される 法 的 な 位 置 づけも 教 育 機 関 と して 制 度 化 されているものから 営 利 企 業 として 位 置 づけられているもの あるいは 法 的 な 位 置 づけがない ものもある これらの 多 様 性 には 国 単 位 で 観 察 されるものもあれば 一 国 における 機 関 間 で 観 察 されるものもある 需 要 の 拡 大 東 アジアに 限 らずアジア 全 体 に 関 していえることは 先 にも 述 べたが 高 等 教 育 への 需 要 が 拡 大 していることである この 需 要 に 対 する 供 給 源 には 二 種 類 ある 国 内 の 高 等 教 育 機 関 と 外 国 の 高 等 教 育 機 関 である また 一 般 に この 需 要 吸 収 の 機 能 は 主 に 私 学 高 等 教 育 機 関 が 果 たしているとされているが 公 立 の 機 関 であっても 同 様 な 機 能 を 果 たすことは 可 能 であり またそのような 実 態 も 観 察 される 拡 大 する 需 要 にいかに 対 応 するかという 問 題 に 関 しては 実 際 には 私 立 公 立 という 二 局 面 だけで 分 析 することは 難 しくなっている のかも 知 れない むしろ 伝 統 的 非 伝 統 的 という 分 析 の 軸 のほうに 意 味 が 出 てきている とも 考 えられる 非 伝 統 的 高 等 教 育 しかし 現 状 を 見 る 限 り 非 伝 統 的 高 等 教 育 の 主 たる 担 い 手 が 私 立 機 関 であることは 否 め ない 高 等 教 育 の 供 給 の 調 節 弁 としての 私 立 機 関 の 役 割 が 注 目 されるところである ここに 指 摘 される 新 規 性 とは たとえばe ラーニングなどの 新 たな 授 業 配 信 方 法 で あり あるいはまた 職 業 訓 練 外 国 大 学 とのフランチャイズ 展 開 学 位 を 与 えない 課 程 の 提 供 国 によっては 授 業 料 の 徴 収 営 利 大 学 の 設 置 などに 見 られる 新 たな 価 値 観 である すなわち 私 学 高 等 教 育 に 関 する 議 論 とは 高 等 教 育 の 名 の 下 に 行 われる 多 な 新 しい 試 みの 正 統 性 に 関 する 議 論 であるとも 整 理 できる 以 上 のような 現 状 認 識 に 基 づいて 私 学 高 等 教 育 研 究 所 では PROPHE との 討 議 を 重 ね ながら 今 回 のワークショップのアジェンダを 以 下 のように 設 定 し 各 国 からの 参 加 者 にプ レゼンテーションを 依 頼 した 各 国 における 私 学 高 等 教 育 の 起 源 各 国 における 私 学 高 等 教 育 機 関 の 法 的 位 置 づけ xiii

14 私 学 高 等 教 育 が 果 たしている あるいはそれに 期 待 されている 社 会 的 経 済 的 機 能 私 学 高 等 教 育 あるいは 高 等 教 育 全 体 の 将 来 の 見 通 し なかでも 最 後 の 点 に 関 して 東 アジアあるいはアジアの 高 等 教 育 の 将 来 像 に 関 する 見 通 しの 欠 如 があらかじめ 指 摘 された また 今 回 のワークショップに 限 らず 今 後 東 アジア 全 体 にわたって 高 等 教 育 の 現 状 を 切 り 取 る 切 り 口 としては 次 のような 視 点 からの 考 察 が 求 められることが 呈 示 された すなわち 国 境 を 越 えた 学 生 の 移 動 国 境 を 越 えた 教 員 の 移 動 国 境 を 越 えた 教 育 サービスの 移 動 これら 国 境 を 越 えた 高 等 教 育 の 流 動 化 ( 学 生 及 び 学 位 や 単 位 の 互 換 )を 支 える 各 国 の 政 策 に 関 する 現 状 と 求 められる 改 革 についてであ る ネットワーク 化 の 試 み このような 問 題 意 識 のもとにワークショップが 行 われた2 日 間 は 東 アジアにおける 高 等 教 育 の 将 来 を 見 通 すという 命 題 を 中 心 に 高 等 教 育 研 究 と 高 等 教 育 研 究 者 にはどのよう な 役 割 を 果 たすことが 期 待 されているか 東 アジア 域 内 でどのように 共 同 することができ るか そしてそのネットワーク 構 築 のために 誰 がどのようにリーダーシップをとるべきか ということ(そしてその 点 において 私 学 高 等 教 育 研 究 所 がいかなる 役 割 を 果 たしうるかと いうこと)について 何 らかの 絵 を 描 くことを 問 う2 日 間 でもあった おのおののプレゼン テーションと 議 論 の 詳 細 は 連 載 の 次 回 以 降 に 譲 るが この 私 学 高 等 教 育 研 究 所 が 2006 年 に 行 ったワークショップが 東 アジアの 高 等 教 育 研 究 者 のネットワークを 議 論 する 場 で あると 同 時 に そのネットワークを 構 築 することをめざしていたことは 先 にも 述 べたとお りであり また 研 究 所 としてはそのための 一 歩 を 踏 み 出 すことができたと 信 じている ワ ークショップの 開 催 から 約 一 年 を 経 て 現 在 問 われているのは このネットワークのサステ ィナビリティをいかに 保 証 するべきかということでもある (つづく) ( 教 育 学 術 新 聞 アルカディア 学 報 304 平 成 19 年 11 月 14 日 号 より) xiv

15 東 アジアにおける 私 学 高 等 教 育 研 究 のフロンティア 国 際 ワークショップ 報 告 2 米 澤 彰 純 今 回 は 昨 年 12 月 に 行 われたワークショップ 東 アジアにおける 私 学 高 等 教 育 研 究 の フロンティア の 報 告 の 第 2 回 目 として 世 界 的 動 向 を 扱 った ダニエル レヴィ 氏 ( 米 国 ニューヨーク 州 立 大 学 オルバニー 校 PROPHE ディレクター) 東 アジアの 動 向 を 自 身 の 枠 組 みから 議 論 したカホー モック 氏 ( 英 国 ブリストル 大 学 東 アジア 研 究 センター 教 授 ) さらに 日 本 の 高 等 教 育 を 比 較 の 枠 組 みから 整 理 した 金 子 元 久 氏 ( 東 京 大 学 教 育 学 研 究 科 長 )の3 氏 の 議 論 の 概 要 を 紹 介 する ダニエル レヴィ 氏 私 学 高 等 教 育 の 世 界 的 動 向 : 東 アジアへの 展 望 私 学 高 等 教 育 の 規 模 私 学 高 等 教 育 の 規 模 は 世 界 全 体 では 30% 程 度 と 考 えられているが それでもこれは 十 分 大 きな 数 字 となる これは 国 や 地 域 で 多 様 であり 例 えば 米 国 は 約 20% 西 ヨーロッ パは 最 も 私 学 高 等 教 育 が 少 ない 地 域 であるが それでも ポルトガル ドイツなどで 私 学 高 等 教 育 の 発 展 が 最 近 拡 大 している 他 方 東 ヨーロッパは 社 会 主 義 圏 の 崩 壊 にともな い 特 に 経 済 拡 大 が 著 しい 地 域 で 急 速 に 私 学 が 発 達 し 中 東 および 北 アフリカでもある 程 度 同 様 の 傾 向 が 認 められる サブサハラアフリカも 近 年 私 学 高 等 教 育 の 発 達 が 著 しい ま た 中 南 米 もすでに 1980 年 代 から 約 40%に 達 している このなかで 東 アジアは 私 学 高 等 教 育 の 学 生 数 が 最 も 多 い 地 域 であり 中 国 では 私 学 高 等 教 育 のシェアが 低 いが 成 長 は 確 認 できる これは 研 究 者 や 世 界 銀 行 などの 注 目 してき たところであるが おそらく 東 アジアモデルの 健 全 性 は 高 等 教 育 急 拡 大 以 前 に 広 く 教 育 を 受 けた 市 民 層 が 発 達 していたことによるものだと 言 えるだろう 成 長 パターン 私 学 高 等 教 育 の 成 長 パターンとしては 宗 教 や 少 数 民 族 などを 背 景 とするものがあるが 東 アジアで 特 に 注 目 したいのは エリート 私 学 高 等 教 育 である しかし 上 海 交 通 大 学 の 最 近 の 世 界 大 学 ランキングでは 世 界 で 米 国 以 外 の 私 学 は 六 大 学 しか 含 まれておらず 米 国 以 外 ではエリート 大 学 の 存 立 がまれであることが 明 らかになった また 国 公 立 不 合 格 者 の 受 け 皿 として 私 学 が 機 能 する 傾 向 があることから セミ エリート というカテゴリ ーを 用 いたいと 考 えている 他 方 需 要 吸 収 型 の 高 等 教 育 は 移 行 経 済 や 新 興 のパターン としてみられるが 多 くみられるパターンとして 無 政 府 的 に 突 然 広 がり そのあとで 規 制 が 後 追 いするというパターンで これは 中 国 インド タイなどが 典 型 例 である また xv

16 公 と 私 が 連 携 するパターンとして ガーナなど 私 学 が 公 立 大 学 と 連 携 しなければ 存 在 を 認 められないなどの 例 を 見 ることができる また 日 本 は 典 型 だが 女 子 高 等 教 育 におい て 私 学 が 大 きな 役 割 を 果 たすパターンもある 私 学 高 等 教 育 の 発 達 への 障 害 私 学 高 等 教 育 の 発 達 を 妨 げる 要 因 としては まず 理 念 として 公 立 の 高 等 教 育 が 先 に 存 在 する 場 合 私 学 が 知 られないか あるいは 教 育 と 私 との 関 係 が 理 解 されないという 場 合 である 次 に 考 えられるのが 政 治 経 済 的 な 要 因 であり 例 えば 学 費 への 規 制 やアク レディテーション さらに 公 立 機 関 の 私 事 化 もまた 大 きな 障 害 となりうる また 日 本 の 場 合 少 子 化 が 大 きな 障 害 となるが 私 学 が 市 場 から 退 出 することは 一 概 に 悪 いこ ととは 言 えない 最 後 に 営 利 の 大 学 であるが これは 基 本 的 には 私 学 のパターンを 踏 襲 しつつ よりダ イナミックで 過 激 であるものととらえている カホー モック 氏 国 内 的 な 力 学 がグローバルなトレンドに 出 会 うとき: 東 アジアの 高 等 教 育 の 自 由 主 義 化 アジアにおける 高 等 教 育 の 私 事 性 の 拡 大 を 説 明 する 社 会 経 済 政 治 的 要 因 を 検 討 したい ここでは グローバルな 力 学 と 国 内 的 な 力 学 が 相 互 作 用 を 経 ながらこのような 方 向 へ 変 化 していくと 考 える グローバルな 力 学 グローバルな 競 争 力 を 向 上 させるため 世 界 各 国 地 域 では 高 等 教 育 システムの 再 構 築 が 進 んでいる 中 国 や 台 湾 などの 東 アジアの 開 発 国 家 の 間 では 市 場 促 進 国 家 market acceleration state ( 強 力 な 国 家 と 自 由 な 市 場 )が 形 成 されている 日 本 もまた 新 自 由 主 義 や 経 営 主 義 などと 無 縁 ではなく 国 立 大 学 の 法 人 化 などのガバナンス 改 革 が 進 んでい る また 法 人 化 は シンガポールやマレーシアなど 東 南 アジアでも 盛 んである 他 方 アジアでは 高 等 教 育 の 私 事 性 が 拡 大 しており 高 等 教 育 を 市 場 における 商 品 ととらえる 考 え 方 が 浸 透 してきている これは 高 等 教 育 がGATSでサービス 商 品 とし て 取 り 上 げられ 各 国 に 外 国 大 学 のブランチキャンパスが 設 立 され 留 学 生 市 場 の 一 層 の 拡 大 が 見 込 まれていることなどからみてとれる 香 港 シンガポール 日 本 などの 先 進 国 地 域 では 国 境 を 越 える 高 等 教 育 を 収 入 源 ととらえる 傾 向 があるのに 対 し マレーシア 中 国 などは 高 等 教 育 への 需 要 圧 力 に 対 しての 機 会 拡 大 としてとらえる 傾 向 がある 国 内 の 力 学 アジア 諸 国 には これに 加 えて 教 育 政 策 を 方 向 付 ける 国 内 的 な 要 因 がいくつか 存 在 する まず アジア 諸 国 の 多 くは 日 本 英 国 などの 植 民 地 であったことと 米 国 の 影 響 力 を 強 く 受 けている また 儒 教 的 価 値 観 の 影 響 が 教 育 の 消 費 や 私 的 な 教 育 の 発 展 を 促 していると いう 指 摘 が 繰 り 返 しなされている さらに これらに 加 え 高 等 教 育 の 大 衆 化 への 対 処 と xvi

17 しても 高 等 教 育 の 私 事 性 が 拡 大 する 傾 向 がある また アジア 諸 国 には キャッチング アップをし 終 えてさらに 先 を 目 指 している 国 々と キャッチング アップの 途 上 にある 国 々 があるが 前 者 は 産 学 連 携 後 者 は 家 計 からの 学 費 支 出 などにより 私 的 な 資 金 をその 発 展 の 源 泉 に 活 用 する 傾 向 がある 以 上 のように アジア 諸 国 の 高 等 教 育 へのグローバル 化 の 影 響 力 については 国 家 がグ ローバルな 力 学 を 変 化 の 加 速 に 活 用 しており また 文 化 伝 統 歴 史 などの 要 素 も 重 要 な 役 割 を 果 たしていることを 認 識 する 必 要 がある 金 子 元 久 氏 転 換 期 にある 日 本 の 私 立 大 学 現 在 の 日 本 の 私 立 大 学 を 巡 る 諸 問 題 について 適 切 な 理 解 をするためには 日 本 の 高 等 教 育 システムや 各 高 等 教 育 機 関 の 起 源 などの 歴 史 的 背 景 の 検 討 が 不 可 欠 である 特 に 1960 年 以 降 は 1 市 場 圧 力 下 の 急 拡 大 (70 年 代 半 ばまで) 2 規 制 された 市 場 (90 年 まで) 3 構 造 変 動 ( 現 在 まで)の3 段 階 を 経 ている また 創 立 の 分 類 としては 1 自 発 的 協 会 2 社 会 団 体 の 支 援 3 企 業 的 があり これは 米 国 と 大 きく 異 なる また 高 等 教 育 機 関 は 創 立 の 後 組 織 を 拡 大 し 教 育 と 研 究 での 高 い 水 準 へ 到 達 するという 発 展 段 階 を 取 る 傾 向 がある また 制 度 的 な 背 景 ガバナンス 財 務 構 造 などにも 固 有 の 特 徴 がある 世 紀 の 転 換 点 をむかえ 日 本 の 私 立 大 学 は 18 歳 人 口 の 減 少 により 財 務 構 造 が 緊 縛 度 を 増 すなかで 小 泉 政 権 下 で 規 制 緩 和 の 中 におかれることになった このような 縮 小 市 場 の 中 で 現 在 までのところ 閉 校 に 追 い 込 まれた 事 例 は 少 ないが 今 後 は 予 断 を 許 さない これに 対 して 政 府 は 質 の 管 理 財 務 破 綻 の 場 合 の 消 費 者 ( 学 生 ) 保 護 ガバナンスや 財 務 の 透 明 度 の 強 化 などの 政 策 で 対 処 しようとしている また 大 学 では 財 務 やガバナンス の 変 質 具 体 的 には 任 期 制 教 員 の 増 加 などによる 支 出 カットや 意 志 決 定 の 集 権 化 などが 進 んでいる 将 来 への 方 向 性 としては より 公 的 な 領 域 へと 進 もうとするグループと 私 的 なオーナ ーシップを 守 り 防 衛 を 図 るグループと 二 極 化 する 傾 向 が 見 られるが 後 者 は 皮 肉 にも 新 たに 出 現 した 営 利 大 学 による 挑 戦 を 受 ける 格 好 となっている (つづく) ( 教 育 学 術 新 聞 アルカディア 学 報 305 平 成 19 年 11 月 21 日 号 より) xvii

19 が 進 んだ 民 営 高 等 教 育 の 需 給 の 対 応 構 造 については 独 立 学 院 が 基 本 的 に 公 共 セクターに 入 学 できなかった 層 の 代 替 としての 機 能 を 果 たしているのに 対 し 職 業 教 育 を 志 向 した 民 営 高 等 教 育 機 関 は 独 自 の 機 能 市 場 を 開 拓 したと 指 摘 できる しかし 民 営 高 等 教 育 機 関 の 歴 史 が 浅 く 資 金 や 資 源 も 不 十 分 であるなど 今 後 の 発 展 に 向 けての 課 題 は 多 い アーシャ グプタ 氏 インドの 私 学 高 等 教 育 の 新 たな 動 向 インドの 私 学 高 等 教 育 の 歴 史 は 紀 元 前 618 世 紀 にさかのぼることが 出 来 るが これは 学 費 徴 収 ではなく 喜 捨 に 基 づくものであった 現 在 でも 営 利 の 私 学 高 等 教 育 は 理 念 的 にはタブーであるが 実 際 には 新 しい 私 学 の 多 くは 莫 大 な 利 益 をあげている 植 民 地 時 代 に 建 てられたキリスト 教 系 のものも 含 め 1974 年 のインド 独 立 時 点 で 20 のユニバー シティと 496 のカレッジが 存 在 していた そして 私 学 高 等 教 育 は 1990 年 代 には 高 等 教 育 セクターの 75%を 占 めるなど 大 きな 役 割 を 果 たしている なお 私 立 大 学 は 協 会 や 法 人 立 となるが 現 在 でも 学 位 授 与 権 がある 私 学 のユニバーシティは 350 校 にとどまり 残 りは ユニバーシティに 附 属 する 形 で 教 育 を 行 うインド 型 のカレッジとして 活 動 してい る インドは 多 民 族 文 化 により 構 成 される 連 邦 国 家 であり 連 邦 と 州 それぞれが 教 育 に 対 しての 行 政 権 を 持 ち その 間 に 矛 盾 がある 場 合 には 連 邦 の 判 断 が 優 先 される また 私 は キリスト 教 などの 宗 教 系 や 英 語 による 教 育 などとしての 意 味 合 いで 使 われることが 多 く 財 政 的 には 州 の 財 政 に 依 存 しているものが 大 部 分 である なお 以 前 は 入 学 時 に 高 額 の 手 数 料 を 徴 収 する 習 慣 があったが 1992 年 の 最 高 裁 判 所 の 判 決 によりこ れが 禁 止 され 同 時 に 上 限 を 定 めた 授 業 料 を 徴 収 することが 可 能 となり 独 立 採 算 への 道 が 開 かれた インドでは 連 邦 州 いずれのユニバーシティ 及 びカレッジも 独 立 採 算 で 専 門 職 教 育 プ ログラムを 運 営 することが 許 されている また インド 工 科 大 学 など 特 定 の 産 業 やビジ ネスのニーズに 合 わせて 高 額 の 特 別 プログラムを 提 供 している 例 もある さらに ユニバ ーシティは 私 学 のカレッジや 外 国 の 大 学 のフランチャイズに 参 加 することができる ま た 少 数 民 族 に 対 しての 教 育 機 会 を 提 供 する 私 学 も 存 在 する 高 等 教 育 機 関 の 多 くは 財 政 を 州 政 府 および 家 計 に 頼 っているため 連 邦 レベルの 大 学 基 金 委 員 会 (UGC)などによる 規 制 は 公 私 双 方 の 高 等 教 育 機 関 から 激 しい 挑 戦 を 受 ける ことになる さらに インドにおいて 国 家 レベルでのビジョンや 方 向 性 規 制 などが 欠 落 しているため 私 学 高 等 教 育 の 問 題 は 頻 繁 に 司 法 による 介 入 を 受 ける また インドは 被 差 別 カーストの 教 育 問 題 も 抱 えている xix

23 Chapter1 Seeking Frontier of Private Higher Education Research in East Asia: Aims of Tokyo RIIHE International Workshop Rie Mori Background This prefatory chapter introduces the entire report, Frontiers of Private Higher Education Research and East Asia, which is an outcome of a two-day international workshop of the same name held in Tokyo, Japan on 14 and 15 December, This inaugural workshop was sponsored by the Tokyo-based Research Institute for Independent Higher Education (RIIHE, hereafter), in collaboration with the Program for Private Higher Education (PROPHE, hereafter), operated at the State University of New York, Albany. The workshop was planned to serve two primary purposes. One was to explore possible frameworks for research in private higher education (PHE, hereafter) in East Asia. The other was to establish networks among researchers interested in PHE trends particular to the region. PHE, which is sometimes referred to as independent higher education or non-public higher education, has been one of the main focal issues in global higher education research for years. It is also true, however, that the importance, status or market share of PHE varies from country to country. East Asia is one of the regions in which this kind of variation among countries in region appears excessive. It is also a region where some national systems of higher education are shifting from public-monopoly to public and private co-existence. The aim of this chapter is to clarify the fundamental issues considered at the Tokyo gathering, as well as to outline the general and common purpose of the following chapters. 1

24 Central issues The circumstances leading to the establishment of RIIHE are worth reviewing prior to entering into a detailed discussion of the underlying purpose of the Frontiers workshop. RIIHE was established in 2000 under the umbrella of the Association of Private Universities of Japan (APUJ), an organization representing some 370 private colleges and universities in Japan. RIIHE was established to promote research in higher education, especially among institutions belonging to the private domain. However, RIIHE focuses not only on domestic private higher education but also on public or international higher education. A limited number of people are employed by the organization on a full time basis, with many activities being carried out by research associates from other institutions. Mr. Hiromitsu Takizawa, successor to RIIHE s founding director, Dr. Kazuyuki Kitamura, oversees several research projects by supporting studies carried out by associates. Associates at RIIHE have clearly identified the issue of privatization as a key current issue in Japanese and global higher education. The expansion of higher education itself virtually ensures a simultaneous expansion of PHE. This trend has already become evident in countries where PHE institutions had been very limited or non existent until only recent times. The expansion of PHE is stretching the boundaries of the larger enterprise known as higher education. Such expansion is partly the result of a growth in non-traditional higher learning opportunities provided by vocational, e-learning, non-degree-granting, tuition-fee-taking, foreign-franchised or for-profit institutions. Another issue which has come to the fore is the lack of attention being devoted to PHE in policy-making processes. Many discussions concerned with higher education policy focus mainly on public institutions. To be more precise, in East Asia these discussions are highly public-oriented in terms of both topics and the academic backgrounds of participants. In Japan, for example, the private sector of higher education is dominant to the extent that some seventy percent of 2

25 students belong to PHE institutions 1. Focusing on these and other PHE issues, in 2005 RIIHE and interested associates launched a new project, called Privatization and Policy in Higher Education. The expectations of this project were two-fold: First, to more closely examine the mechanisms of privatization of higher education and second, to foresee what is going to happen in the future and to consider relevant preparatory measures. As a case study in the privatization of higher education and policies governing the trend (i.e., those which foster or hinder privatization), East Asia is one of the most interesting regions to consider. Indeed, the selection of the word frontier in the workshop title seems well suited to the reality at hand in East Asia. RIIHE staff had started to prepare for the 2006 Tokyo workshop several months in advance, while involved in a separate, yet not unrelated project, Privatization and Policy in Higher Education, which is mentioned above. Fortunately, RIIHE was able to receive contributions by HE researchers as presenters from various countries such as Japan, China, India, Australia, the United States and the United Kingdom. Two leading researchers, Dr Daniel Levy from PROPHE and Dr. Motohisa Kaneko from the University of Tokyo offered keynote presentations. The general administration of the entire workshop, including the articulation of particular aims and objectives, was collaboratively shared by RIIHE and PROPHE; Dr. Levy, the director of the latter organization, was particularly involved in meeting preparations and implementation. East Asia is a region with growing PHE in terms of the importance and size (or market share). This expansion involves various sub-effectives, such as: The high diversification of PHE in terms of history (some institutions are old, some are new and others are very new; backgrounds of the establishment of PHE vary according to place), function (some are spearheading the academic excellence of the nation, while others are sheltering younger members of the population which would otherwise be unemployed), legal status (some are described in statues as educational institutes, others are treated as 3

26 commercial enterprises and still others are in the status of legal laissez-faire), and etcetera. This diversity is found both at the system (or national) level and at the institutional level; A large pool of students to be absorbed both by local and foreign higher education institutions (this point is addressed later in this chapter); and Students ethnic distribution is not necessarily consistent with national demographics. Compared to institutions in Europe, North America or Oceanian countries, there are limited numbers of non-asian international students in any given institution in East Asia; there is, however considerable intra-asia student enrolment. For many institutions in Europe, North America or Oceanian countries, East Asia is a reliable source of mobile students. Without students from East Asia, many of these countries institutions could not maintain their status in terms of tuition revenue, assisting work in teaching and research or academic vividness in classrooms. As seen in these sub-effectives, PHE in East Asia exhibits both many commonalities as well as variety in circumstances. Returning to the aforementioned issue of absorbing students, the public sector is able, and indeed has already started to serve this function in the face of the quickly growing demands of higher education. Hence one cannot view the expansion of higher education solely in the context of a private-public dichotomy. There must be an axis of analysis, with traditional and non-traditional ideas of higher education taken into consideration. However, it is again true that the transformation of higher education has being brought about mainly by the private sector. In other words, PHE has a stronger tendency to accord with non-traditional curricula and methods of instructions. In this sense, the private sector is perceived to serve as a kind of control valve, to adjust to fluctuations in the demand for higher education - on the condition that demand continues to grow. The private sector meets the demand raised by student applicant populations (many such applicants represent the first generation in their respective family histories to enter higher education) by implementing innovative instructional methods and novel ideas of value, including vocational 4

27 training, e-learning, non-degree conferrals, tuition-fee-taking, foreign-franchising or for-profit endeavors, as previously mentioned. Consequently, PHE invited debate as to the legitimacy of new initiatives taken in the name of higher education. Approaches to private higher education issues in East Asia Studies on PHE in East Asia must begin by considering the very nature of private and public higher education systems. With this in mind, RIIHE and PROPHE collaboratively set out to examine the contexts that shape PHE in East Asian nations and surrounding regions, including following: The origin of PHE in each country; The legal status of PHE in each country; The social and economic function expected of and played by PHE; and The future outlook of PHE and higher education as a whole Another issue that should be taken into consideration is the lack of regional communities for research in East Asian PHE. The actual situation which surrounds PHE, not only in terms of research but also of social status in East Asia can be summarized as follows: Policy makers are, by and large, unconcerned with PHE; Despite large numbers of people being involved in the management and operation of PHE institutions on day to day basis, there is very little international discourse among those people; PHE research communities are a new phenomenon and are distinguishable especially in East Asia. It is true that the Asia Pacific Quality Network (APQN) is playing a decidedly significant role; this organization, however, tends to focus mainly on quality assurance. Though quality assurance is pertinent to the theme of the 2006 Tokyo workshop, the establishment of research frameworks was the larger, overarching focus. There is a lack of regional consensus on the future vision for Asian or East Asian higher education. We are in a time of great transformation not only for East Asian PHE but also that of every region in the world; in that this is so, 5

28 it is difficult enough to specify who we are and where we are from - let alone where we are headed. Despite an apparently chaotic situation, researchers are given the responsibility to react in order to establish frameworks, to analyse current realities and introduce measures to effectively prepare for future challenges. Communities where people exchange ideas about PHE will likely be exclusively comprised of researchers. Here, ultimate questions are: What can be done by researchers?, and How will research prove sufficient? To summarize those activities in which PHE researchers ought to be engaged, it is helpful to focus on the frontiers aspect of the 2006 workshop theme. In the process of preparing for the workshop, it came to be believed that researchers are responsible to the following: Policy study: both in terms of theories and practices in higher education; Forming associations or groups of PHE institutions: RIIHE is a local effort in this sense and is currently involved in a project on privatization, among other projects focussing mainly on practices in higher education. Admittedly, the scope of the project pales in comparison to the significance of the issue; however, an unusual fact about RIIHE is that it was formed by the strong initiatives of managers. As mentioned above, the mother institution of RIIHE is the Association of Private Universities of Japan, which is comprised largely of private institutions as high level management. These private entities were aware enough of the importance of research to help in establishing and financing RIIHE; Institutional research, which is recently increasing in East Asia, and Faculty and staff development, again new in the East Asian region. Related to the research in East Asia aspect of the workshop theme, the 6

29 question What is needed for international comparative research? arises. Participants of the workshop sought direction in terms of achieving regional frameworks for comparative research in the international context. To this end, it is useful to divide the above question into two phases of comparative studies and international context. In comparative studies, requirements may include: To examine the global trends of privatization, marketization, and so on; To assemble analyses of national cases, especially of PHE but also of entire systems of higher education; and To seek a regional theory in East Asia sui generis. So far, influential research studies with comparative perspective in this regional framework are few in number. One is by Dr. Toru Umakoshi of Obirin University 2. Indicated are the private-peripheral and public-dominant type (China, Vietnam or Malaysia), the private-complementary type (Indonesia, Thailand) and the private-dominant type (Japan, South Korea or Philippines). This model is one of a few influential ideas about recent higher education in Asia, which can be cited. Other models to analyze higher education in East Asia or ones that compliment this model are expected to emerge from the workshop and subsequent studies by its participants. An alternative approach to the question of comparative research is to examine the international context of problems we share. Each of the following can be a focus of international research: Students cross borders, thanks to growing marketing efforts for prospective international students (countries and higher education institutions export and import students; many East Asian nations are sought as exporters); Academics cross borders, thanks to the common language of English and scientific discourse; Educational services cross borders, thanks to information technology, alliances between nations and other developed means of delivery; and Changes in policies and systems which support cross-border exchange include those related to credit (or student) transferability or the quality assurance of higher learning. Summary This introductory chapter is devoted to questions which were raised during and subsequent to the 2006 Tokyo workshop, Frontiers of Private Higher Education Research and East Asia. There are two additional questions for future consideration. First, What material and human resources do we have at our disposal? Maintaining international networks is costly even in this time of information communication technology. Recruiting qualified people who can contribute their efforts remains a difficult task, and one which approaches 8
