1 Directive # QH-HSD-039:2013 Effective Date: 01 July 2013 Review Date: 01 July 2016 Supersedes: Nil Landing Sites Planning, Implementatin and Management Purpse The purpse f this Health Service Directive is t ensure Landing Sites (HLS) perated by Hspital and Health Service facilities are safe fr use, readily available and enable the rapid and efficient transfer f patients, retrieval staff and related equipment. Scpe This Health Service Directive applies t all Hspital and Health Services. Principles Outcmes Safety the safety f helicpter ccupants and persns n the grund is maintained at all times. Effiency and readiness the best pssible clincial utcme fr patients is supprted by HLS which enable rapid and clinically effective transfers. Equity HLS supprt equitable access t emergency specialist care acrss Queensland. Value fr mney and chesiveness the efficient use f helicpters t prvide rapid transfer f patients, and assciated imprved patient utcmes, is achieved thrugh an effective netwrk f strategically lcated HLS. Hspital and Health Services when participating in the planning, implementatin and management f HLS shall ensure they are safe, available and clinically effective t supprt imprved patient utcmes. Hspital and Health Services shall ensure that suitably lcated infrastructure is available t enable effective utilisatin f current and future helicpter resurces. Mandatry requirements Hspital and Health Services shall cmply with the fllwing requirements and use the Queensland Health Landing Site Guideline in cnjunctin with suitable expert advice when participating in the planning, implementatin and management f HLS. 2 Landing Sites Planning, Implementatin and Management Hspital and Health Service shall maintain HLS Operatin dcumentatin and manuals fr each HLS in the frm f a HLS Register and systems fr tracking and mnitring HLS use and HHS invlvement in activites thrughut the HLS lifecycle including planning, design, cnstructin, peratin, maintenance and auditing as detailed belw. Planning - Liaise with Queensland Medical System Crdinatin Centre (QCC) and the Retrieval Services and Cunter Disaster Unit when planning the establishment, upgrade r decmmissining f HLS. Future HLS and redevelpments shall be recrded n facility master plans. Design and Cnstructin - ensure that HLS are cmpliant with current aviatin requirements including Civil Aviatin Safety Authrity (CASA) requirements, best practice and nging CASA bligatins in relatin t the Internatinal Civil Aviatin Organisatin Standards and Recmmended Practices. Ensure that peratinal requirements f helicpter peratrs, and HHS agency partners, clinical and safety requirements are taken int accunt in the design f HLS and related infrastructure. Ensure that generic infractructure requirements are met in accrdance with the relevant building cdes and current Queensland Health minimum requirements (fr example Queensland Health Capital Infrastructure Minimum Requirements). Ensure that apprpriate building, zning and envirnmental apprvals are gained with the relevant agencies. Operatin - ensure the safety and availability f HLS thrugh peratinal prcedures and readiness checks cnducted immediately prir t, after and between helicpter peratins. Maintenance cnduct maintenance in accrdance with the HLS Maintenance Task Specificatin encmpassing equipment peratinal and cnditin checks, preventative maintenance and infrastructure checks against apprved plans and risk mitigatins. Auditing - cnduct cmprehensive reviews at a minimum every five years f infrastructure t ensure cmpliance with regulatry requirements, CASA requirements, best practice and the peratinal requirements f helicpter service prviders. Marginally cmpliant r high risk HLS shall be assessed t determine whether mre frequent audits are required. Cnduct detailed structural inspectins f high risk sites (five yearly r as recmmended by a suitable expert). Reprting Apprpriately reprt incidents (Transprt Safety Investigatins Regulatin 2003 Part 2). The EHN cmprises Gvernment helicpter service prviders and nn-gvernment helicpter service prviders wh prvide services thrugh funding deeds and ne cntractual arrangement. The prviders have been recgnised as meeting a minimum level f requirements t deliver 24/7 services fr aermedical, search and rescue, and supprt t plice and fire services. A HLS is a defined area used whlly r in part fr the arrival, departure and surface mvement f helicpters and refers t all HLS used by HHS, including thse lcated n nn- HHS wned land. service prviders include EHN apprved helicpter prviders r peratrs apprved by the HHS t utilise the HLS. These agencies may be invlved in the nrmal peratin f the HLS r have disaster planning requirements that will impact n the HLS. High Risk Sites Internatinal Civil Aviatin Organisatin (ICAO) Queensland Medical System Crdinatin Centre (QCC) Suitable Expert Elevated sites (including rf tps) where infrastructure is susceptible t damage frm envirnmental factrs r usage and cnsequences f failure are significant. The ICAO Standards and Recmmended Practices (SARPS) set ut the internatinal requirements fr the safe cnduct f civil aviatin activities and as a signatry t the Cnventin n Internatinal Civil Aviatin (Chicag, 1944), the Australian Gvernment has undertaken t apply the ICAO SARPS, except where specific differences have been ntified t ICAO. The Australian Gvernment has given effect t the ICAO SARPS thrugh the Air Navigatin Act The multidisciplinary cllabratin between QH and QAS t prvide clinical crdinatin f all aermedical respnses in Queensland with: Retrieval Services Queensland, QH prviding clinical advice, authrisatin and clinical crdinatin fr aermedical retrievals; and Queensland Ambulance Service (QAS) prviding cmmunicatin and lgistical supprt, fr aermedical retrievals and fr the emergency helicpter tasking prcess. Individual apprpriately qualified and experienced in the assciated area f expertise (fr example, pilts, structural engineers, maintenance engineers, aviatin engineers, manufacturers, aviatin cnsultants r gvernment departments).
