It is a not-for-profit community service group with a core set of services and business operations that support the multicultural communities and the disadvantaged in the region. Diversitat commenced operation in Geelong in 1976 and was known as the Geelong Migrant Resource Centre, which later changed its name to Geelong Ethnic Communities Council and now trades as Diversitat. The change in name to Diversitat in 2005 reflected the broader diversity of services across a wider geographic area. Today Diversitat offers services in Immigration & Welfare, Youth Services, Aged Care, Training & Employment and Arts & Events. It also manages 94.7 The Pulse community radio station, Wholefoods Café/Shop & Catering and a Creative Recycling service for reusing clean industrial waste for art and craft projects. Diversitat represents over 70,000 people of all ethnic and cultural heritages throughout the Geelong region and has 38 affiliated communities. From a single office of five staff in 1976, Diversitat has grown to operate over 10 sites in Geelong and one in Colac. Since its inception, the core mission of the GECC has been to ensure that ethnic groups, organisations and individuals are given the opportunity to develop their potential and fulfil their aspirations as equal members of the community. Today Diversitat operates as a registered charity delivering a wide range of programs and services throughout Geelong, the Barwon Region, Victoria and Nationally Our Vision To empower individuals and communities to reach their full potential. Our Mission Building on our proud history of migrant services, Diversitat aspires to provide an innovative and high quality response to the changing needs of a culturally diverse community. Position Area Diversitat Training is a Registered Training Organisation which has delivered quality training solutions to industry and individuals in the Geelong region since Diversitat Training offers a range of nationally accredited qualifications, including: Education Support, Aged Care and Health, Disability Care Services, Community Services, Youth Work, Children s Services, English Language, and Work and Transition Education. Diversitat Training delivers training using Victorian Training Guarantee (VTG), Adult Migrant English Program (AMEP) and Adult Community and Further Education (ACFE) funding as well as fee for service. Title Program Manager Youth Education Internal Liaison Establish and maintain good working relationships with, team leaders, administration manager, program managers, Manager Training & Education, quality & compliance and all Diversitat staff. Position Support This key management role will be supported through a range of avenues; Regular meetings with program teams Access to the Manager Training and Education Annual management appraisal Professional and personal development opportunities Position Purpose The Program - Youth Education is responsible for overseeing the operation and reporting of You Turn Trade, Xpress, Young Parents Program and SWEET education programs whilst working closely with program teams within the department. Key Duties Role specific Ensure program management of high quality educational services that effectively engages young people and supports the delivery outcomes for students Develop and implement a broader suit of education programs and services in line with Diversitat s vision Grow the programs through promotion to industry and community Manage delivery of youth services, information and referral services to clients (where appropriate) Lead policy and program development and identify new programs/opportunities for clients Encourage client feedback and deal with complaints in a respectful manner Position Description Page 2 of 5

3 Professional Development Data and records management Planning and Review Professional conduct Key Selection Criteria Ensure program comply with funding and service agreements, professional standards and relevant legislation, policies and guidelines Manage and minimise the adverse impact of critical incidents on students and staff Manage and monitor student behaviours Monitor student enrolments and course delivery development Work with Student Welfare Support team to ensure retention and transition of students Ensure Programs are appropriately and adequately advertised/marketed to ensure student targets are reached Ensure Memorandums of Understanding (MOU) are developed and implemented with appropriate school and DET as required Ensure all Quality Assurance, Moderation and Auditable items are appropriately completed, recorded, collated and stored for the purposes of audit Ensure all program staff are assisting students to develop Managed Individual Pathways and have confirmed pathways to further education, training or employment at the completion of their course. Assist in the transition of students to confirmed pathway as required Maintain ongoing liaising, consultative and cooperative arrangements with the local networks as well as major government departments and schools in the region Attend, participate in, and represent Diversitat in relevant external meetings and forums Implement, monitor and meet all allocated budgets Ensure program staff have access to internal and external moderation and validation Provide professional supervision and support to staff Identify and ensure program staff have appropriate and adequate access to Professional Development opportunities Liaise with People and Organisational Development to ensure program is adequately staffed within budget constraints and staff have appropriate contracts in place Conduct yearly appraisals and issue key performance indicators as identified Update staff position descriptions as required (minimum yearly) Coordinate and write government tenders and other relevant funding submissions Prepare budgets and pricing associated with training and assessment services including external consultancy services Implement, monitor and meet all allocated budgets Maintain industry currency by attending and participating in industry workshops, seminars, expos or other relevant industry professional development Maintain industry networks, memberships and associations where applicable. Attend staff development meetings as required Be aware of and actively implement ASQA standards and funding contracts requirements Maintain the highest possible professional standards in relation to industry, government funding bodies, colleagues and students to positively promote the social justice and diversity mission of the organisation Attend and contribute to team and organisation planning meetings Reflect on, critically evaluate and improve professional knowledge and practice Oversee the maintenance of accurate records in accordance with ASQA standards, funding contracts and internal procedures Respond to stakeholder queries in a timely and efficient manner Suggest improvements to work flow and organisation Check for accuracy and completeness of work Oversee the maintenance of accurate and secure administrative and student records Consult with industry Review the planning, delivery and assessment of each program Follow Diversitat s Code of Conduct, policies and procedures Maintain confidentiality of student and company matters at all times Liaise with other members of the training team in order to foster a cooperative team approach to assisting our clients Position Description Page 3 of 5

4 Position Criteria Capabilities Knowledge and Experience Qualifications Capacity to supervise, mentor and develop other staff Capacity to influence other stakeholders in the interest of clients Strong organisational skills Excellent written and verbal communication skills Ability to work effectively and accurately with minimal supervision Sound understanding and experience in developing strategies to meet the educational needs of disengaged young people Ability to be sensitive to the needs of young people from different economic, social and cultural backgrounds Demonstrated experience in coordinating Youth Programs Experience in delivery and reporting of AQTF and VCAA accredited courses Understanding of and sensitivity to needs of young people and staff Sound knowledge and understanding of the social justice principles, access and equity issues A comprehensive understanding of how RTOs operate in a business context Relevant Qualification in Youth Work or Teaching and demonstrated experience within the Adult Community Education sector Cert IV in Training and Assessment(TAE 40110) Approved Working With Children Check (WWC) Workplace Health and Safety (WHS)/Charter of Human Rights All Staff to adhere to Diversitat s Equal Opportunity policies, as well as act in accordance with the Charter of Human Rights. Other Terms and Conditions of Employment Access to Salary Packaging 6 weeks annual leave pro rata Salary payment by direct banking to a designated account on a fortnightly basis Employment is subject to the satisfactory completion of Work Rights Check, a Police Record Check, Medical Check and/or Working with Children Check. Diversitat will pay for the costs associated with a Police Record Check and /or requested Medical Check. The Working with Children Check cost will be the responsibility of the employee. Prior to any person being appointed to this position it will be required that they disclose full details of any previous Workers Compensation claims. A current Victorian Driver s Licence is required. All other conditions as per Diversitat s Policies and Procedures Manual Whilst these conditions are generic in an attempt to provide an overview, specific terms and conditions pertained to an employee are contained in the employment contract. It is not the intent of the position objectives/duties to be entirely prescriptive. The position objectives/duties are a description of the key areas. There may at other times be activities which will be required which are not described herein, however they will not be outside of the position purpose statement and will at all times be made in consultation and agreement with the incumbent.
