7 Pre-Feasibility study Main Questions: 1. Is it economically and socially wise to continue the work on the feasibility study? 2. Under which circumstances fixed link would be viable? 3. How to take the project (idea) further? Objective The final objective of this study is to give a complete and substantiated picture for the authorities of the Estonia, Finland and the EU if the project seems viable enough to justify a full scale feasibility study and to propose a concrete coherent plan on how to complete the full-scale study.

10 What Next English channel lesson planning process too short. Results: Cost 2x higher, delay of completion; Technical difficulties during operation, flow of traffic over-estimated (up to 2x); Minimal local impact, insufficient level of cooperation. Good practice from Femern Belt project process (Great Belt, Öresund experience): 1995 political committee (national and regional level) 2015 start of the construction Objective: maximizing the benefits of the link. TALSINKIFIX next study: more detailed technical, environmental and economic impact study. Suggestion: to establish high level cross-border (political)body to coordinate and represent the process. 10
