Nottingham & Nottinghamshire is a region with a clear sense of history and heritage, which has also embraced the technology and innovation of the 21st century. We can boast international-quality cultural and sporting facilities as well as leading infrastructure and great connectedness to other parts of the UK. Marketing Nottingham & Nottinghamshire is bringing together the functions, staff and funding of three predecessor organisations to form one new, unified organisation focused on inward investment and visitor attraction. We are one of the first regions in the country to take such a joined-up approach to how we present ourselves to the outside world and are proud to represent a true partnership across all the major stakeholders in our region. Our Board is business-led, with 8 of our 11 directors - including me - coming from a private sector background. The other three directors are elected Council Members and almost half of our funding currently comes from local authorities. We work with an extensive range of other partner organisations too including Local Economic Partnerships and our two local universities. We have an ambitious mission. We believe we can put Nottingham & Nottinghamshire firmly on the map as a top UK destination for both inward investment and tourism, and we believe we can ensure our region features consistently in the upper quartile of UK and European benchmarks for attractiveness of the visitor economy, the business environment and quality of life. We are now looking for our first Chief Executive to help us achieve our mission and ensure we become known as one of the leading place-marketing organisations in the UK, recognised for an outstanding track-record of successful delivery. You will help represent Nottingham and Nottinghamshire at a senior level locally, nationally and internationally. 3 Overview of Marketing Nottingham & Nottinghamshire and the role of Chief Executive Place marketing organisation (PMO) for Nottingham and Nottinghamshire The PMO is a not-for-profit company, registered as Marketing Nottingham & Nottinghamshire Ltd which, by April 2016, will bring together the functions, staff and funding of Experience Nottinghamshire (tourism), Invest in Nottingham (inward investment currently delivered by the City Council) and Nottingham Means Business (business engagement). The re-purposed company was established by changing the name of Experience Nottinghamshire Ltd, although for the time being this will continue to be used as trading name alongside Invest in Nottingham and Nottingham Means Business. It is one of a number of local destination marketing organisations in the UK recognised by central Government. Only a few destinations (e.g. Manchester, Birmingham, Edinburgh) have taken the step to combine their place-marketing operations in a single organisation. The PMO s board is business-led, with 8 of its 11 directors - including the Chair, Paul Southby - coming from a private sector background. The other directors are local councillors and almost half of the company s funding currently comes from local authorities (City, County and one District). The PMO s mission is to: put Nottingham & Nottinghamshire firmly on the map as a top UK destination for inward investment and tourism be the principal voice of the visitor economy sector in Nottingham & Nottinghamshire lead a unified approach to place-marketing within Nottingham & Nottinghamshire. be one of the leading place-marketing organisations in the UK, recognised for its outstanding track-record of successful delivery The success of the PMO will be measured primarily by its contribution to local economic growth, including more jobs from inward investment and increased visitor spending.
4 The combined operations of the PMO will have an initial staffing complement of around 30. The PMO is projected to have income of some 2m in 2016/17, including some 300k from membership schemes and 400k from ESIF (decision on bid awaited). The Chief Executive of Experience Nottinghamshire stood down at the end of 2105 and an interim CE - David Wallace - has been brought in to lead the initial integration process and to develop and deliver an interim business plan for the PMO, until a permanent CE is appointed. The immediate priorities of the PMO, pending the appointment of the permanent Chief Executive, will be to: ensure business continuity during the transition process and deliver some quick wins consult key partner organisations - including the BIDs, the universities and local authorities on strategic priorities for place-marketing develop a shared narrative for the Nottingham & Nottinghamshire offer Purpose of the role The key tasks and challenges facing the successful candidate will be to: Put in place a 3-year business plan for delivering the PMO s strategic objectives. Bring together local partners behind a shared narrative for the city and county, with clear, consistent and compelling messages to the PMO s target audiences. Establish a unifying culture for the PMO, which will combine functions previously delivered by a not-for-profit company (EN), a local authority (IIN) and a business club (NMB), and whose staff will come from private and public sector backgrounds and will be on different terms and conditions following a TUPE transfer into the company. Manage the high expectations of local authority funders at a time of change, and initially with limited resources available for new marketing campaigns. Grow the capacity of the PMO (funding and expertise) in order to achieve its aspirations.
5 Role Profile Chief Executive Marketing Nottingham & Nottinghamshire Limited Reports to: Responsible for: Chair of the Board A budget of c 2m per annum (current as at April 2016) and a workforce of c30 Role Context The PMO brings together the operations of Experience Nottinghamshire (tourism promotion and growing the visitor economy), Invest in Nottingham (attracting Inward investment), and Nottingham Means Business (business engagement in support of the local growth agenda). Its mission is to: put N&N firmly on the map as a top UK destination for inward investment and tourism and for attracting graduates be the principal voice of the visitor economy sector in N& N lead a unified approach to place-marketing within N&N be one of the leading place-marketing organisations in the UK, recognised for our outstanding track-record of successful delivery Job Purpose In line with the PMO s mission, develop and deliver strategies that increase jobs created and safeguarded across N& N, to meet and exceed the targets in the PMO s business plan Increase inward investment activity across N&N so that it is recognised as a leading region within the Core Cities for inward investment profile and activity Raise the profile of N&N so that the region features consistently in the upper quartile of relevant UK and European benchmarks for attractiveness of the visitor economy, business environment and quality of life
6 Job Accountabilities Ensure that the PMO maximises its contribution towards local growth and local/national strategic objectives, primarily measured by GVA and new jobs As a Director of the company, support the PMO s chair and board in providing a clear vision and strong strategic leadership on inward investment and placemarketing Develop a shared narrative for N&N with associated branding Develop and deliver a 3-year PMO business plan and budget setting out the action and resources required to deliver the place-marketing strategy Ensure that the PMO s customers and targets (primarily potential inward investors and visitors) receive a high-quality service Ensure that the PMO delivers against its service level agreements with funders and delivers timely information to its funders Ensure that the subscribing members of the PMO receive a high-quality service and make an effective contribution towards the achievement of the PMO s objectives Deliver successful marketing and reputation management campaigns promoting N&N as an attractive, business-friendly and vibrant destination for inward investors and visitors; and ensure the co-ordination and consistency of branding by the PMO and across the wider place marketing family Lead and enable the local place marketing team - ensuring that the PMO has excellent people and processes, and that there is an open and trusting relationship with partner bodies in the wider place marketing family Develop the capacity of local partnerships as necessary to support the delivery of the PMO s objectives Develop strong working relationships with influencers internationally, nationally and locally, including in Government bodies, in the business community, in local authorities, in LEPs and in local universities Develop the PMO s ability to undertake robust market research that informs future priorities Ensure an integrated approach to place marketing operations, exploiting synergies between inward investment and tourism Ensure that the PMO is sufficiently resourced to deliver against its strategic objectives, exploiting new opportunities for raising funds from commercial sources, from public bodies and from bids/applications for grant funding Prudently manage the PMO s budgets, ensuring the appropriate use of public funding Promote a commercial, private sector ethos within the PMO, at the same time meeting the requirements of a local authority influenced company
7 Person Specification Knowledge, Experience and Skills Place Marketing Strong marketing background in the private sector brand marketing experience desirable Highly-developed understanding - based on senior-level experience in the public or private sectors - of the fundamental requirements of and best practice in place-marketing, preferably including destination marketing & management, and inward investment lead generation, account management & conversion Experience of having led successful marketing campaigns - preferably with a track-record in inward investment and tourism In-depth understanding of the requirements of inward investors (in the UK and internationally), ideally having managed successful operations to attract inward investment and managed company relocations; or with a track-record of success in securing major investments or in leading company re-locations Awareness of the public policy and funding landscape for inward investment and tourism A good understanding of the property and development sector and its relationship to inward investment and tourism would be desirable Strategy Experience of having developed and implemented place marketing strategies Creativity, innovation and commercial flair Ability to combine strategic thinking and vision with a strong understanding of what it takes to deliver quality services and support to inward investors and visitors Good understanding of the role of inward investment and tourism in generating economic growth Leadership Experience of having successfully led high-profile marketing operations in the private or public sectors Senior-level experience in re-shaping a business to changing circumstances and having the vision and agility required to drive and positively motivate the organisation through change Experience of leading and managing high-performing teams
8 Partnership Highly-developed political awareness in building trusting relationships and forging partnerships with a wide range of organisations in the public and private sectors, ideally having worked with City, County and District Councils, BIDs, universities, and Government bodies The ability to develop partnerships and work closely with related, overlapping and competing organisations in a collaborative manner Experience of maximising the contribution of boards of directors involvement with public-private boards would be an advantage Commercial Extensive knowledge and experience of how to foster business growth and investment in the private sector, ideally with a good knowledge of the priority sectors in N&N Entrepreneurial acumen to build commercial activity - e.g. through subscriptions, sponsorships and co-investment - that can build and sustain the business Experience of running an organisation based in the private sector Communication Gravitas and presence to be an ambassador for Nottingham & Nottinghamshire at senior level, locally nationally and internationally Strong presentational and influencing skills Ability to provide the voice of inward investment and the voice of the visitor economy for N&N, and where required in partnership with other adjacent place marketing organisations on a wider regional level Delivery Demonstrable experience of meeting the administrative, managerial and financial challenges of running an organisation in a results-driven environment with challenging targets Financial Senior-level experience of developing and implementing business plans and of raising funding for the running of organisations from within the private sector and from public bodies Strong financial management background and an awareness of the standards of probity required in the public sector Some experience of public sector financing would also be desirable, particularly in relation to ESIF
