3 Head of Socio-Economic Regeneration, Tottenham Generic Role Profile: Leadership Level: Tier 3 Role Purpose, Context and Scope: Accountable for leading and managing specific Council services at a tactical delivery level, providing professional expertise, leading on a complex programme or the commissioning of services for the Council. Post holders will provide strong leadership management and guidance regarding the allocation of resources, risk management, change management and behaviours within a specific service area. Indicative Accountabilities: Lead and work collaboratively across all service areas with other senior managers (including those from partner organisations and agencies) in order to deliver services, generate efficiencies and create synergies wherever possible. To influence and contribute to delivering objectives set out in the corporate plan. Instil in direct reports the imperative for accountability, responsibility, collaboration and integration with other areas across the Council. Drive significant cultural change through the corporate infrastructure in order to drive service excellence. Lead, manage and develop staff so that they are capable of and motivated to achieve the corporate and service aims and objectives. Be totally accountable for associated budget, and have affordable plans in place to deliver the Medium Term Financial Plan. The post holder must ensure that Health & Safety legislation and the Council s Health & Safety requirements are complied with and monitored within. Be aware of and comply with the Council s Equal Opportunities Policy. Indicative Dimensions: Management of People priority in the Tottenham Regeneration programme (corporate priority) specific service areas or specific programmes or providing professional expertise or commissioning of services with some integration with external partners. Financial management of People team and budget Decisions taken are consistent with Council policies and procedures. There is managerial control exercised through the review of results. Management qualification (e.g. DMS, MBA etc.) or equivalent experience. Excellent communication skills in order to lead and motivate employees, negotiate with partners etc. Ability to exercise initiative and good judgement in delivering service and Council aims and objectives. Ability to manage complex service delivery within a challenging and political environment. Understands the commercial context of the service they provide. Ability to work with high level internal and external stakeholders. Good IT skills, including MS Office. 4 Job Specific Job Title and Service Area: Head of Socio-economic Regeneration Tottenham Regeneration, Planning and Development directorate Role Purpose: 1. To structure and drive delivery of a comprehensive socio-economic regeneration programme (People Priority) as part of the Tottenham Regeneration programme, as set out in the Tottenham Strategic Regeneration Framework and Delivery Plan (2014). Main Responsibilities (in addition to indicative accountabilities overleaf): 1. To lead on the strategic development and drive delivery of the People priority in the Tottenham regeneration programme. 2. To co-ordinate and hold to account through the Council s Corporate Plan the service areas responsible for delivery of key People services in Tottenham (including but not limited to Economic Development, Public Health, Early Help, Schools and Learning, Commissioning, Adult Social Services, and Community Safety), and track progress of interventions to improve the performance of key indicators. This will include joint working to develop targeted interventions, and acting as a link between services, both within council and with external partners such as the Police, schools. 3. To oversee the programme reporting of the People programme, this will include projects being delivered by the Tottenham Regeneration team, and by other service areas through the Priority Board structures. 4. To manage the People team (organisational structure below) and budget. 5. To shape optimal service models for the new facilities in Tottenham that will be delivered through the regeneration programme, e.g. new healthcare, education, community facilities provision, working with other service area leads and the Area Regeneration Managers. 6. To lead engagement with key stakeholders such as the GLA, Police, schools, GPs on the development and delivery of the People programme. 7. To be the outward-focused Voluntary and Community Sector lead within the Tottenham Regeneration team, working with Commissioning and other service areas as required. 8. To seek new funding opportunities that enhance the quality and impact of socio-economic regeneration. 9. To establish an effective monitoring and evaluation framework for the People priority. This is expected to include establishing a research partnership. 10. Oversee and develop the overall approach to community engagement taken by the regeneration programme, working with Area Regeneration Managers, Regeneration Communications Officers and the Programme Director. 11. To be accountable to Members and other stakeholders for the delivery of the People priority, reporting as required through the usual local democratic processes, and through the programme reporting structure. Knowledge, Qualifications, Skills and Experience (in addition to those stated overleaf): 1. Has experience or in depth knowledge of working in regeneration or associated service areas. 2. Has worked at a Senior Manager level in a team environment 3. Experience of leading complex socio-economic regeneration or related projects
