3 NRM Investment NSW Monitoring, Evaluation & Reporting (MER) Strategy , has three main priorities; Resource Condition state of the catchment reporting Program Performance reporting on investment Data Management - facilitate sharing of datasets Program Performance MER (PPMER) has attracted funds to demonstrate a process to standardise reporting of NRM investment across NSW. PPMER Demonstration Project will be evaluating LMDB System for the spatial recording of NRM Investment for government agencies. Develop standardised methodologies to ensure NRM investment data sets can be linked to financial, client and performance information for reporting. 3

4 Background to LMDB LMDB System is currently supported by OEH, with software development, technical support, training and reporting. System Management - Nik Henry (OEH) Software Development Rod Waski (OEH) Technical Support Zoie Hathway (OEH) System born from a necessity for multi attribute mapping of Land Use, Saline Outbreak and Land Management Practice. A standardised attribute list was compiled using descriptions based on multi-attribute mapping needs and presented in a report: State Wide Needs and Uses for Land Management Practice Information (LMPI) by Nik Henry (2005) Microsoft VB6 ArcGIS Toolbar plug-in developed (2001) to provide frontend/backend methods for recording multi-attribute descriptions against spatial features (inc. points, lines and areas). 4

6 Background cont. Client side MS ACCESS database having 40 tables which have the full range of attributions needed by each workgroup. Client side ESRI Geo-databases are used to create each new dataset having over 70 tables, including; 40 linked tables from the ACCESS database 4 spatial tables 30 data tables for attributions ESRI Australia was contracted to migrate original VB6 project to VB.net for ArcGIS 10. New VB.net project includes original functionality and business processes, with; Toolbar AddIn providing main toolbar with menu and tools Dock-able window AddIn displays attribution progress Forms AddIn provides core attribution forms Preferences AddIn preferences and system management forms 6

7 System Principles Integrate with Other systems provide the ability to link LMDB datasets to other important systems Based on agreed standards use agreed/standardised descriptions for attribution Promote efficiency provide mechanism where data can be used for multiple purposes to reduce data redundancy over time Community driven high-end users of the system form the technical working group which drives agreed updates and changes to the system. Network independence public can use the system 7

8 Current System Usage Currently 14 workgroups, with 12 Catchment Management Authorities, Sydney Catchment Authority and Crown Lands using LMDB. Several OEH (DECCW) and DPI groups are also interested participating, with; Over 400 users and rising LMDB Technical Working Group comprises members from each workgroup, this group forms the community that drives development/customisation. Workgroups have agreed to fixed attribution pathways to enable each workgroup to control how data is recorded, to ensure consistency and quality assurance. System is configurable for each workgroup, controlling; - storage of client side datasets - system functions that are available for users. 8

10 Current System Usage Central data repository (EDBP) mirrors client side geo-database schema for easy compilation of state wide datasets. Over 20,000 datasets (agreements or contracts) created, these get compiled onto the central repository (EDBP) and include; 149,000 features created (as points, lines and polygons) 466,000 on-ground activities recorded 31,600 images uploaded to repository EDBP datasets are supplied back to the user as spatial views, currently over 30 layers supplied, including; Workgroup specific spatial data, integrated with client data Performance specific data, showing range of investment 10

13 Tailored for NRM Agencies Workgroup preferences control which attributes are accessible by users. Real-time live data is provided back to workgroups as tailored spatial and tables views for each workgroup. Web Map Services (WMS) are also provided, including; - Spatial representation of each type of funded onground activity - Spatial representation of all reportable outputs and targets. 13

14 Tailored cont. Crystal Server (reporting) functionality standardises data access for workgroups, providing a single point of truth for reporting. Detailed attribution of NRM Investment allows reporting to a range of funding milestones; - National investment outcomes - State Wide Targets - NSW Standard Outputs Agreement level data can roll-up to Programme, Catchment area, NRM region or State wide. 14

Develop LMDB Flex application for Dekho, based on Desktop functionality Create Map Services for use in Dekho platform, including; - Feature and Geometry Services - Feature Template service Test and evaluate Dekho plug-in for all LMDB workgroups Migrate Desktop towards using new Map Services.
