Service Overview This document is a Service Definition for the ArcGIS Online School Locator Service offered by Esri UK as Software as a Service (SaaS) through the Government Procurement Service G-Cloud Catalogue (RM1557). The service significantly improves the school admission experience for both parents or guardians and school admissions staff. It provides an intelligent school routing system that substantially improves the school application process. The service is delivered to the users by Esri UK s custom-built School Locator web application powered by data from Esri UK s widely deployed ArcGIS Online mapping and geographic information software. The service comprises: School Fact Finder: for creating your own custom web-site including extensive local geographic, social and economic information. 4 2. Service Functionality 2.1. Service Components Access to the ArcGIS Online School Locator Service is via a Web Browser or an API. The service consists of two core Software-as-a-Service (SaaS) components: - A complete School Fact Finder website, suitable for both internal and public use, accessed via a standard Web Browser - A School Route Calculator, which can be integrated with your existing school admissions system and is accessed via an API. Typically local authorities use the full School Fact Finder website (which includes the School Route Calculator). However, if they have an existing solution for school admissions, then can choose the option of integrating their solution with the school route calculator API. The service includes access to a range of datasets required to perform the routing and provide contextual mapping. You just need to provide school and school catchment data, which will be held by either your school s team or your GIS team. The SaaS component is hosted on Esri UK s Online Services platform. The data services are hosted in Esri s ArcGIS Online. 5 School Fact Finder The School Fact Finder is a modern, easy-to-use hosted web application that is built into your existing Local Authority website and which can be customised to match your colour scheme and styles. Key features are: Simple wizard-driven tool enables rapid creation of a public facing website Easily configured to create websites themed for different types of schools for example: nurseries, primary, secondary, Post 16 Fully interactive map presents key information to the public: Nearest schools as measured by highly accurate walking or driving distances Safe walking routes based on your local expertise and knowledge Catchment area(s) Distance from home to other schools nearby. Additional background information, which is easy to configure and change: Catholic and Church of England parishes Priority areas for schools Special policy area relating to school intakes Link to websites and Ofsted reports for the nearest schools. 7 School Route Calculator The School Route Calculator provides an accurate distance-to-school route calculator that can be linked to your in-house school admissions solution. 8 3. G-Cloud Specific Features 3.1. General Information The ArcGIS Online School Locator Service is offered as a public cloud, multi-tenancy Software-as-a-Service. Optionally, the service can integrate with your existing Local Land and Property Gazetteer (LLPG), which can remain on-premise if that suits your needs better. Our service includes the necessary advice and guidance to help you make the right decision Backup / Restore / Disaster Recovery ArcGIS Online infrastructure data is regularly backed up. Customer data is replicated to redundant infrastructure. ArcGIS Online provides customers with the ability to delete their data. However it is the customer s responsibility to manage data retention to their own requirements. Unless a backup service is arranged with Esri UK, each Contracting Body shall retain a backup of all data used with the services. Recommended methods for backing up data are described in this article. The ArcGIS Online cloud infrastructures have business continuity plan policies and plans that are in alignment with ISO27001 standards. ArcGIS Online has a contingency plan and utilises redundant cloud infrastructure to minimise outages On-Boarding and Off-Boarding On-Boarding An organisation is required to purchase a 12 month subscription in order to use the ArcGIS Online School Locator Service. Order processing, account creation, account management and billing functions for all chargeable services are handled by Esri UK. Please contact Esri UK Sales via the details in Section 1.1 to discuss your specific requirements and to set-up your ArcGIS Online School Locator Subscription. The subscription includes different levels of on-boarding depending on the level of solution chosen. 11 Off-boarding User-uploaded content can be downloaded by permitted users from their user-specific content repository. Maps and layers created by users and uploaded to ArcGIS Online may be made private or deleted. Administrators may remove the accounts of users who are registered as members of their organisation. At least one Administrator account must be maintained whilst a subscription is active. Further information on administering an organisation is published here. Hosted School Locator web application(s): Once a subscription expires to the ArcGIS Online School Locator Service, Esri UK will close down the customer portal on the Esri UK hosted application infrastructure, removing all customer registered administrative users If Ordnance Survey ITN data has been hosted as part of the solution, at the end of the subscription all customer data will be removed from the hosted server by Esri UK Data Standards. Spatial data may be stored in CSV (text), GPX (XML) and Esri Shapefile formats. Esri Shapefile format is an open standard with a published specification: Open Standards Esri UK supports the Government Open Standards Principles. The Open Geospatial Consortium, Inc. (OGC) is an international specification for making your maps and data available in an open, internationally recognized format over the web. OGC services provide open access to geographic data and software functionality, allowing organizations to incorporate GIS into any application on a variety of computing and mobile devices. These open services help improve the sharing and interoperability of spatial information. ArcGIS Online currently supports four OGC specifications: Keyhole Markup Language (KML) Web Map Service (WMS) Web Tile Map Service (WMTS) GeoRSS ArcGIS Online does not publish data to these standards. Instead, you add references to existing services to your map. These services could be your own existing services, those from other public sector organisations e.g. published on data.gov.uk or from private sector organisations Data extraction/removal Data can be easily downloaded as CSV or Shapefile using the tools within ArcGIS Online. All uploaded data and generated data will be available for extraction at the normal download credit rate. Esri UK 2014 December

Service Management Please see Section Service Constraints Please see the Terms and Conditions document attached to this GCloud Service Service Levels and Support Service Levels comprise both those for ArcGIS Online and Esri UK Online Services. The full Service Level Agreements for both ArcGIS Online and Esri UK s Online Services are available in the separate Esri UK Terms and Conditions document attached to this Digital Marketplace entry. Full help and documentation is available online. Additionally, our service includes access to our UK technical support desk. The Technical Support desk will be operational from 9.00 am to 5.30 pm UK time Monday to Friday, excluding English Public Holidays. Support Calls can be logged via Phone or at [email protected]. The full Support Policy is available in the separate Esri UK Terms and Conditions document attached to this Digital Marketplace entry Financial Recompense Model Subscribers to ArcGIS Online benefit from the financial recompense model described in the Service Level Agreement for ArcGIS Online, which is available in the separate Esri UK Terms and Conditions document attached to this Digital Marketplace entry. Users of the Esri UK Online Services benefit from the financial recompense model described in the Esri UK Online Service Level Agreement, which is available in the separate Esri UK Terms and Conditions document attached to this Digital Marketplace entry Training Separate training is not required for the ArcGIS Online School Locator Service as training is covered in the on-boarding process described in Section above Ordering and Invoicing Process The ordering and invoicing processes for subscriptions to ArcGIS Online are described at Section 3.3, On-Boarding and Off-Boarding, above Termination Terms Termination terms are covered in the separate Esri UK Terms and Conditions document attached to this Digital Marketplace entry. 13 3.11. Data Restoration/Service Migration The terms of the ArcGIS Online service provide for a period of time for the Contracting Body to extract its data upon termination of the service. No other data restoration or service migration capabilities are offered with ArcGIS Online. It is recommended that the Contracting Body retains a local copy of its data for restoration to ArcGIS Online and / or for service migration Consumer Responsibilities Consumer Responsibilities are available in the separate Esri UK Terms and Conditions document attached to this Digital Marketplace entry Technical Requirements A standard broadband connection and modern web browser are the sole requirements. For the best performance, try and use the latest version of Firefox or Chrome, or use Internet Explorer 9 or above. Internet Explorer 6.0 is not supported. IE 7 and 8 are supported with some limitations Trial Service A trial subscription to ArcGIS Online is available free of charge for evaluation on a 30- day term. More information is available here Data Storage & Processing Locations Any data loaded into ArcGIS Online will reside on United States soil, within the confines of within the confines of Amazon Web Services US Regions (East, West) and Microsoft Azure US Regions (South Central, East, West). Customers will be notified if Esri proposes storing any of their data outside US soil. An overview of the security, certifications and standards, including TRUSTe Certified Privacy Seal and EU Safe Harbour can be found in the accompanying document ArcGIS Online Security Overview. Esri UK Online Services, which for the purposes of the ArcGIS Online School Locator Service counts as a data processing location, is hosted in Amazon Web Services Eurpean region (within the EU, in Dublin). All our services support the ICT Strategy and the Greening Government ICT Vision by reducing the need for on-premise IT infrastructure and consolidating IT infrastructure in a shared cloud environment.
