1 RESPONSE TO GIS SERVICES RFP 1. What version of ArcGIS software are you using? If it is not the latest, is there a plan to upgrade? We are currently using ArcGIS 10.x as follows: ArcGIS for Desktop - Mixed install between 10.0 and (looking to update all clients to in the near-term) ArcGIS for Server (although not really using the services) ArcSDE We are on a paid ESRI maintenance plan and looking to upgrade everything to at least version The chosen consultant shall provide advice on migrating to version 10.3 based on our needs and integration with other system components. 2. With the City's GIS requiring restructuring and enhancement to provide for web based GIS Services, does it also require it to mobile-ready (accessible on smartphones, tablets, and other mobile devices) Services as well? We expect that the new services will be enabled to be delivered on all devices (desktop, tablet, smartphone, etc) through responsive design. 3. Will it need to support people with disability in view the information? Only if required by law. 4. What Operating System are you planning to run on your Central Data and/or Application Server? Windows Server 2008 Standard 5. What Operating System will the CRW TRAKiT software be running on?

Is there an allocated budget for the project that can be shared with The City would like to enter into a contract with a consultant that can provide services on a time and materials basis, with a not to exceed budgeted amount of $25,000. Phase 2 may require additional funds that would require further authorization, which has not been budgeted or approved. 8. Is there a planned completion date/timeframe that can be shared with Upon completion of the contract and City authorization, the City intends to immediately to commence work with the consultant on Phase I tasks. Based on the City's current schedule, CRW TRAKiT integration will be completed by December Currently, there is no defined schedule for completion of Phase II. 9. Will questions from other responders and answers be provided to all All questions and responses from potential responders to the RFP will be posted to the City website. 10. Is the City looking for the scope to involve an analysis and design of the required interfaces (specifically with TRAKiT) only and any development work to be a separate, follow on scope of work? Or should the scope and pricing include all development work? The City recommends that the responses provide a clear description of tasks, scopes of work for those tasks, and associated costs. The City, at its discretion may review and authorize the consultant to work on specific tasks or as otherwise negotiated and as determined in the final contract.

3 Page 3 of Is the City looking for the "Phase 2: City-wide GIS Assessment" to be of a architectural and technical nature only or also an examination of the key business processes and needs for the various City departments? The Consultant will need to collaborate with City staff to determine which business processes are already using or could use (if not currently using) geospatial tools/services and which could be enhanced. Based on that evaluation, the Consultant shall provide the technical/architecture needs of the system (software, hardware, other components, etc) as well as key datasets and practical tools and workflows for managing the system. 12. Is CRW TRAKiT hosted on the City s Infrastructure or is it a Cloud Solution? See No. 5 above. 13. What is the current size of GIS data (Shapefiles, Personal/File/Enterprise Geodatabases, Aerials, Etc.) There are over 100 layers of vector and raster based geospatial data in a variety of storage formats. The total size of the data is approximately 25GB, however, maybe more or less because data is not stored in a central repository and there is some duplication (same data stored in two or more locations; data stored in two or more formats; same raster data stored in different formats and resolution). 14. What kind of applications/functionality is City looking for in Phase 1, Point #10 Web maps and applications to enhance or augment those services provided through the CRW TRAKiT system? The CRW TRAKiT system GIS viewer will primarily be designed to provide information and interactivity to enhance the permitting and code enforcement/city response activities. Other information and uses of web based maps may be desired by the City and not provided for through the CRW TRAKiT GIS viewer. 15. Is there any chance of postponing the RFP responses due date? As the RFP released on 12 th Jun 15 and due date is 29 th Jun 15. The City will not be extending the deadline for RFP responses. 16. What is the budget for section 1? 17. Do you have a budget or annual budget for section 2?

4 Page 4 of Is having access to ESRI software on a SAAS platform basis with other layers of data important to the City or is having the software and data on site more important? The City may entertain all data storage and service delivery models at this time, however, for the CRW TRAKiT and other system integrations, the City will require managing GIS web services using ArcGIS for Server. The Consultant shall provide deployment scenarios, both hosted on-site and in the cloud. 19. Is having standard layers of data streaming from the cloud automatically updated such as aerial imagery/parcel data/available elevation data etc important in what you are looking for as to save time and costs of obtaining this data your selves? Based on the GIS web services (i.e. layers) that are widely available for free from commercial and other providers and current web mapping platforms, we assume that these would be available and integrated into our design, as needed. The City also maintains its own data and is not looking to purchase additional data or systems solely for the purpose of any additional data they may offer. 20. Is it important to eliminate (or minimize) cost associated with training in-house staff GIS staff, and instead have easy access to software that will enable even non-technical staff to do GIS functions with minimal training? The City intends to maintain the GIS system with City staff that have specific technical skills. The system enhancement should strike a balance between functionality, complexity, and skills needed to maintain and manage. Some training and the associated cost may be necessary to extend existing skills, however, the City will evaluate as part of the overall system enhancement proposal. It is assumed that the enhanced system will provide some internally delivered GIS web services for broader City staff use that does not require substantial technical training. 22. Can the City specify the maximum budget amount available for this effort? 23. What is the ArcGIS (Server and Desktop) version installed?

5 Page 5 of 5 See No. 1. above. 24. Would it be possible to have a copy of the 2002 GIS Needs Assessment Plan? See No. 6 above. 25. Does the entire work have to be done on-site, or the majority of the work can be done remotely? It depends on the work. At this time, it is expected that some work will need to be done on-site. For purposes of efficiency and cost, the Consultant may conduct some work remotely (and as technically feasible) at the discretion of the City. The City is receptive to conducting some work via online collaboration tools (i.e. screen sharing, webinar, file sharing, etc). 26. What is the budget for this project? 27. What is the desired timeline for this project? See No. 8 above. 28. Does the City have a preference for local vendors? A local business shall be given a one percent preference (calculated on the total taxable amount of the purchase), over a bidder that is not a local business. In cases where considering this one percent preference, two or more bids are judged to be equal on the basis of price, quality and service, the local bidder shall be preferred. 29. Does the City currently utilize ArcGIS Online? If so, in what capacity and how many logins does the City have? The City has sampled ArcGIS Online, but not currently actively using it. At this time and based on paid ESRI maintenance, the City has access to 12 named users and 1,200 of credits.
