3 5. AFTER NOMINATION The infrmatin in this guide prvides details n the Ontari Immigrant Nminee Prgram. The Gvernment f Ontari reserves the right t change any aspect f the Ontari Immigrant Nminee Prgram, including any time limits, nminatin categries, eligibility criteria, distributin f nminatins by categry and supprting dcumentatin requirements, at any time and withut ntice. 4 INTRODUCTION: NOMINEES The Ontari Immigrant Nminee Prgram (OINP) ffers an pprtunity fr Internatinal Students Masters Graduates t live and wrk permanently in Ontari. Prspective nminees applying under the Masters Graduate stream can apply withut a jb ffer. Applicants can send nminee applicatins directly t OINP. The applicatin fee fr Masters Graduates is $1500. This fee must be included in the nminee applicatin package. OINP n lnger accepts incmplete nminee applicatins, and will return them t applicants. In cases where OINP returns incmplete applicatins t applicants, OINP will als return the enclsed applicatin fees. Applicants submitting applicatins in persn must nte that receptin staff are nt authrized t prvide applicatin advice r review the cmpleteness f applicatins. 1. ELIGIBILITY T be eligible t apply as a Masters Graduate, the applicant must meet the fllwing criteria: have graduated r have met degree requirements frm a Masters Degree prgram that is at least ne academic year, cmpleted full-time at an eligible publicly-funded university in Ontari (Visit the OINP website fr a list f eligible publicly-funded Ontari clleges and universities), applying within tw years f the date n which their Masters Degree was granted, have legal status in Canada (i.e. study permit, wrk permit, visitr recrd), currently reside in Ontari, intends t live and wrk in Ontari, demnstrate high fficial language prficiency equivalent t Canadian Language Benchmark 7 Demnstrated thrugh the fllwing Internatinal English Language Testing (IELTS) General Test scres and Test d Evaluatin de Français (TEF) scres in each language cmpetency: 1

5 Listening: IELTS 6 r TEF Reading: IELTS 6 r TEF Writing: IELTS 6 r TEF Speaking: IELTS 6 r TEF , demnstrate a minimum level f savings/incme t supprt themselves and their dependents, demnstrate at least 12 cumulative mnths f residence in Ontari in the 24 mnths prir t the submissin f the applicatin, and must nt be intending t pursue further academic studies in Ontari. OINP will nt accept applicatins frm Internatinal Students in their final semester f studies. Applicants must have met all the degree requirements at the time f applicatin. Refugee claimants with an applicatin t remain in Canada that is pending are nt eligible t apply fr OINP. A refugee claimant whse claim has been rejected, abandned r withdrawn must exit Canada prir t applying fr OINP. Refugee claimants may nly apply t OINP nce they have left Canada. 6 2. PREPARING THE APPLICATION 2.1 OBTAINING THE FORMS The Nminee Applicatin frm is available fr free dwnlad n the OINP website. The frm has tw parts which are dwnladed separately: Nminee Applicatin Frm fr Internatinal Students PhD and Masters Graduates (required) Authrizing r Cancelling a Representative Frm (ptinal) Detailed instructins fr cmpleting the Nminee Applicatin Frm can be fund in Sectin 3.1: Cmpleting the Nminee Applicatin Frm. 2.2 AUTHORIZING A REPRESENTATIVE Applicants are nt bliged t hire a representative. Hwever, if the applicant receives help frm an individual in applying fr OINP and the applicant wishes t authrize this individual t act n their behalf with OINP, the applicant must submit the Authrizing r Cancelling a Representative Frm with their applicatin. An applicant may nly have ne representative at a time, and this representative may nly be appinted thrugh the Authrizing r Cancelling a Representative Frm. If a new representative is appinted, the previus representative will n lnger be authrized t cnduct business n behalf f the applicant, r receive infrmatin abut the applicatin. Paid Authrized Representatives are defined by the Immigratin and Refugee Prtectin Act (IRPA). Paid Authrized Representatives are: immigratin cnsultants wh are members in gd standing f the Immigratin Cnsultants f Canada Regulatry Cuncil (ICCRC), lawyers wh are members in gd standing f a Canadian prvincial r territrial law sciety, alng with students-at-law under their supervisin, and Ntaries wh are members in gd standing f the Chambre des ntaires du Quebec. 3

7 If an applicant authrizes a paid representative wh des nt qualify as a paid Authrized Representative, the applicant will be cntacted by OINP and advised that the individual must be remved r replaced as the representative. If the applicant designates a new authrized representative, any cmmunicatins will be frwarded t the new representative. Otherwise, prcessing f the applicant s file will cntinue withut representatin. See Sectin 3.2 fr mre infrmatin n cmpleting the Authrizing r Cancelling a Representative frm. 2.3 SUPPORTING DOCUMENTS IMPORTANT: DOCUMENT TRANSLATION If a supprting dcument is nt in English r French, the applicant must prvide a cpy f the dcument and a cmplete, certified translatin f the dcument. If the applicant is applying frm within Ontari, the translatins must be cmpleted by a certified translatr accredited by the Assciatin f Translatrs and Interpreters f Ontari (ATIO). Fr mre infrmatin n certified translatrs in Ontari, please visit ATIO s website. If the applicant is applying frm utside Ontari, the translatin can be cmpleted by any translatr. Hwever, the translatin must be ntarized. OINP reserves the right t require applicants t submit translatins cmpleted by a certified translatr accredited by ATIO if the ntarized translatin is deemed insufficient by fficers assessing the applicatin. OINP applicatins with translatins that are nt cmplete, certified r ntarized are cnsidered incmplete and will nt be prcessed. Translatins that are cmpleted by the applicant, the applicant s representative, r ther individuals with persnal ties t the applicant are nt acceptable in any case even if these individuals are certified translatrs. The Nminee Applicatin frm must be accmpanied by a number f supprting dcuments which help establish that the applicant meets OINP eligibility criteria. Applicants can use this checklist t ensure that they have included all f the supprting dcuments within their applicatin package. 4

8 CRITERIA SUPPORTING DOCUMENTS CHECK Have graduated r have met the degree requirements f a Masters Degree prgram that is at least ne academic year, cmpleted full-time, at an eligible, publiclyfunded university in Ontari If the degree has been granted: A certified true cpy f applicant s Masters Degree granted frm an academic institutin in Ontari. Official transcripts OINP submitted by the applicant as part f a cmplete applicatin package must be in the riginal sealed envelpe frm the academic institutin in Canada that has granted the degree. If the degree has nt yet been granted: AND Applying within tw years f the date n which their Masters Degree was granted Official letter (n institutin letterhead) frm the academic institutin in Ontari which will be granting the degree cnfirming: that degree requirements have been successfully cmpleted by the applicant, that there are n utstanding fees t be paid by the applicant, and the scheduled date n which the applicant s degree will be granted. Official transcripts submitted by the applicant as part f a cmplete applicatin package must be in the riginal sealed envelpe frm the academic institutin in Canada that has granted the degree. 9 CRITERIA SUPPORTING DOCUMENTS CHECK All dcuments must shw the applicant s full name and Ontari address. Nte: Applicants will als be asked t list all travels t Ontari and utside f Ontari (including internatinal travels) within the tw years prir t the applicatin. See Sectin 3, Part E f this applicatin guide. Have legal status in Canada (i.e. study permit, wrk permit, visitr recrd) Cpy f applicant s entire passprt must include clear cpies f each page including all blank pages, Temprary Resident Visas, entry stamps, and/r any ther immigratin stamps. Yu must als include cpies f Wrk Permits, Study Permits, and/r any ther Canadian immigratin dcuments. the passprt must have been valid fr at least tw years prir t submissin f the nminee applicatin. If the passprt has nt been valid fr at least tw years (i.e. previus passprt expired less than tw years befre the submissin f the nminee applicatin), then cpies f all f the pages f the previus passprt must als be included. the passprt must be valid fr at least tw mre years. If the applicant is unable t renew the passprt prir t applying t the prgram, they must apply with the current passprt with an explanatin f why the passprt culd nt be renewed at the time f the applicatin. Demnstrate high fficial language prficiency equivalent t CLB 7 Please prvide dcumentatin t supprt the statement where pssible (i.e. cpy f jb ffer, cmpleted vlunteer applicatin frms, lease agreements, etc.). 11 CRITERIA SUPPORTING DOCUMENTS CHECK Demnstrate a Prf f Savings/Revenues: minimum level f Accumulated funds and expected revenues fr savings/incme t 12 mnths fllwing nminatin and frm the supprt themselves time f applicatin submissin t nminatin. and their dependents. The minimum amunt f funds is based n family size in accrdance with the Lw Incme Cut-Offs (LICO). These amunts are updated every year n the Immigratin, Refugees and Citizenship Canada (IRCC) website. T determine the settlement funds required fr yur family size, please review IRCC s LICO chart. If the applicant has sufficient mney in their bank accunt(s): Cpy f bank statements fr the six mnths prir t the submissin f the applicatin t OINP frm the applicant's persnal bank accunt in Canada. The bank statements must: Demnstrate a persnal accunt standing/final balance that meets r exceeds the LICO; AND Include the applicant s name. Applicants can submit verseas bank accunts but must prvide six mnths f riginal up-tdate bank statements frm a recgnized financial institutin. The bank statements must: Demnstrate a persnal accunt standing/final balance that meets r exceeds the LICO; AND Include the fllwing details: The applicant s name; Accunt number; Transit and institutin number; Accunt balance; and Currency. If the applicant des nt have sufficient mney in their bank accunt(s): Persnal Funds Explanatry Letter addressed t OINP, signed and dated by the applicant, which explains the level f savings and revenue surces that the applicant has, and shws hw they meet 8 the minimum level f savings/revenues required fr their family size. Cpy f applicant s birth certificate. r an acceptable natinal dcument if an riginal Birth Certificate is nt available (i.e. letter frm apprpriate gvernment authrity indicating why birth certificate is nt available). Cpy f each dependent s passprt page shwing his/her pht and persnal infrmatin. Tw riginal phts f the applicant: Dimensins: final frame size f the pht must be at least 35mm by 45mm (1 3/8 x 1 3/4 ), shwing full frnt view f the head, with the face in the middle f the phtgraph and including the tp f the shulders. Head, frm chin t crwn, must be between 31mm and 36mm (1 1/4 r 1 7/16 ). The backgrund f the pht must be white. The applicant s name and date f birth must be written n the back f each pht. The phts must be placed in a small envelpe and attached t the first page f the applicatin t enclse with the applicant s applicatin package submissin. Nte: Phts that are unclear r f lwquality will nt be accepted. 9

13 Applicants must nly send cpies f supprting dcuments unless therwise stated. D nt submit riginals f civil dcuments (i.e. birth certificate r passprt) as the applicatin will nt be returned. Applicants are strngly encuraged t create a cpy f their cmplete applicatin package prir t submissin. Officers assessing the applicatin may request ther dcuments nt listed abve if they deem that these dcuments are necessary t assess the applicatin. Failure t prvide the requested dcuments in the timelines requested by fficers will result in the refusal f the applicatin. IMPORTANT: PRIVACY AND CONFIDENTIALITY Althugh the applicant may cnsider sme infrmatin in the applicatin frm r the supprting dcuments submitted t OINP t be prprietary r cnfidential, any such material may be disclsed t a third party, in accrdance with the Applicant s cnsent, and where required by law r if required by a curt r tribunal. 3. COMPLETING THE APPLICATION 3.1: Cmpleting the Nminee: Internatinal Student (PhD and Masters Graduates) Frm The fllwing sectin is with regards t the Nminee Applicatin Frm fr Internatinal Students PhD and Masters Graduates. Each sectin title (i.e. Part A, B, C, etc.) crrespnds with the sectin in the applicatin frm. Please print clearly. All fields in the frm must be cmpleted. If questins are nt applicable, mark the space with N/A, with the exceptin f date and number fields, which must be left blank. The applicatin will nt be prcessed if it is illegible r incmplete. T begin the applicatin, select Masters. This applicatin guide applies nly t Masters Graduates. Applicants shuld review the Applicatin Guide: Internatinal Students PhD Graduates if they are a PhD graduate wh cmpleted a PhD prgram at an eligible publicly-funded university in Ontari. 10

It has fur numbers, a hyphen, and fur mre numbers (Example: ). Expiratin date f Current Citizenship and Immigratin Dcument. If the applicant, their spuse r cmmn-law partner, r their dependent children have applied fr Permanent Residency: IRCC File Number, Visa Pst where the applicatin was submitted; and, Date f the applicatin submissin. If the applicant, their spuse r cmmn-law partner, r their dependent children have applied fr Nminatin in anther prvince r territry: Explanatin (i.e. which prvince/territry, status f applicatin). Part C: Learning Abut Ontari Immigrant Nminee Prgram OINP is interested in hw the applicant learned abut the prgram. This infrmatin will be used slely fr Prgram evaluatin purpses. The applicant shuld check nly ne bx. Part D: Occupatin and Educatin Prvide the fllwing infrmatin fr the applicant: Highest graduate degree btained in Ontari 12

18 Educatin Level Use a separate sheet if necessary. Part G: Fees The applicatin fee fr Masters Graduates is $1500. The applicatin fee is per applicatin. The fee must be submitted with the applicatin package, r the applicatin will nt be prcessed. All fees must be made payable t the Ontari Minister f Finance. Payments must be made in Canadian dllars nly. N ther currency will be accepted. Check the apprpriate bxes t indicate the methd f payment and the amunt enclsed. Acceptable Methds f Payment: Mney Order Cashier/Certified Cheque Pstal Mney Order Bank Draft Nte that OINP will nt accept: Cash Persnal cheques Credit card payments. IMPORTANT: NON-REFUNDABLE APPLICATION FEES Fees are nn-refundable. The prvince f Ontari charges fees t partially recver the cst f administering OINP. Since the applicatin fee helps pay fr the cst f prcessing applicatins, it will nt be refunded even if the applicatin was nt successful, if the applicant withdraws their applicatin at any stage f the prcess, r if the prvince cancels r withdraws the nminatin. Any amunt f funds ther than $1,500. Part H: Applicatin Checklist Check the apprpriate bxes t indicate that all f the required supprting dcuments have been included in applicatin package. 15

19 Part I: Applicant s Statements and Authrizatin Applicants shuld carefully read and understand the authrizatins and certificatins set ut in this applicatin. Any applicant that des nt agree with any f these, r is nt prepared t abide by them, shuld nt submit an applicatin. If any amendments are made t the authrizatins and certificatins in the frm, the applicatin will be treated as an incmplete applicatin and will be returned t the applicant. Part J: Accmpanying Spuse r Cmmn-Law Partner s and Accmpanying Dependents (aged 16 and ver) Statement and Authrizatins. Applicant s accmpanying spuse r cmmn-law partner, and accmpanying dependents (aged 16 years and ver) must read and understand the Statements and Authrizatins and enter their full name(s) and sign and date the apprpriate sectin. Appendix A: Cntact Authrizatin (fr Internatinal Students nly) Applicants must cmplete this sectin t give the Ontari Ministry f Citizenship, Immigratin and Internatinal Trade the authrity t cntact the Canadian academic institutin where they studied t cllect additinal infrmatin as required. 3.2 COMPLETING THE AUTHORIZING OR CANCELLING A REPRESENTATIVE FORM Review Sectin 2.2 fr infrmatin n Authrizing Representatives. Applicant must check the apprpriate bx t indicate whether they are appinting a representative r cancelling an appintment f a representative. Applicants appinting a representative must cmplete Sectins B, C and E. Applicants cancelling a representative must cmplete Sectins B, D and E. Part A: Cmpany Signing Infrmatin This sectin applies nly t Emplyers and is nt relevant t the Internatinal Student Masters Graduates. Please write N/A n each field. Part B: Prspective Nminee Infrmatin Prvide the fllwing infrmatin fr the applicant: Last name (family name), first name (given name), middle name(s) Date f Birth 16

20 Part C: Appintment f a Representative Applicant must read and ensure that they understand the authrizatin statements at the beginning f Part C. The applicatin may be deemed incmplete if: the Nminee Applicatin Frm is illegible r incmplete (all fields must be cmpleted and questins that are nt applicable shuld be marked N/A ), the required supprting dcuments are nt prvided, dcuments requiring translatin are nt certified r ntarized, r The applicatin fee is nt included in the applicatin package r is submitted in an incrrect amunt. Applicatin fees included in the applicatin package will als be returned t the applicant if the applicatin is deemed incmplete. 22 4.1 CHANGES IN PERSONAL INFORMATION OINP must be ntified if there are any changes t the infrmatin prvided n the nminee applicatin frm, including (but nt limited t): change in immigratin status (expiratin r change in wrk/study permit) change in cntact infrmatin change in family cmpsitin due t: marriage r cmmn/law relatinship birth f a child change f custdy f a child divrce/separatin death. The applicant must cmplete the Change f Persnal Infrmatin frm if there are any changes t their persnal infrmatin. This frm can be dwnladed frm the OINP website. Cmpleted frms shuld be submitted t OINP by mail, fax r attachment. Failure t ntify OINP f any changes t persnal infrmatin will impact the utcme f OINP and IRCC applicatins. Nte that changes in persnal circumstances that result in additinal dependents in yur husehld (e.g., marriage, birth f a child, etc.) will require additinal settlement funds, regardless f whether r nt the additinal dependent(s) is/are accmpanying yu t Canada. Failure t ntify OINP f this change and failure t prvide evidence f the required funds will result in the denial f yur applicatin. Additinal supprting dcuments may be submitted by mail, fax r if they are related t changes in the applicant s mailing address, cntact address, accmpanying dependents, designated representatives, and educatin, r if the additinal infrmatin is specifically requested by OINP. If OINP specifically requests additinal credit card statements, applicants may submit these nly by fax r in-persn at the abve address. Hwever, sending sensitive persnal infrmatin thrugh unsecured channels is risky, and is strngly discuraged by OINP. Users assume the risk assciated with any electrnic transfer f infrmatin t OINP. AFTER NOMINATION If the applicatin is successful, the applicant will receive a Letter f Nminatin alng with the applicant s (nw nminee) Ontari Immigrant Nminee Prgram Cnfirmatin f Nminatin dcument. Successful nminees must apply t IRCC fr Permanent Resident status within six (6) mnths f being nminated by OINP. IRCC prcesses and apprves wrk permits and applicatins fr permanent residence in Canada. Extensins t Cnfirmatin f Nminatin dcuments will nly be granted in cases where applicants can demnstrate that the deadline fr applying t IRCC cannt be r was nt met because f mitigating circumstances. The nminee must include a cpy f the Letter f Nminatin and a cpy f the Ontari Immigrant Nminee Prgram Cnfirmatin f Nminatin dcument n tp f the Permanent Residency Applicatin submitted t IRCC. IMPORTANT: FEEDBACK FOR THE PURPOSES OF PROGRAM EVALUATION OINP may seek feedback frm the nminee and the emplyer up t 5 years after the nminatin fr permanent residency. 20
