3 ENERCON, THE GERMAN SPECIALIST WIND TURBINE MANUFACTURER, IS PURSUING ITS EXPANSION IN PICARDIE In France, ENERCON opened its branch in 2004 near to Compiègne, in Picardie and celebrated the installation of its 1000th wind turbine in France on November at the opening of the wind farm of Le Chêne located in the districts of Buigny-Les-Gamaches, Gamaches and Maisnières-en-Vimeu in the Somme region. The five E82 wind turbines of this wind farm are equipped with new generation concrete towers manufactured in Picardie at the WEC Mâts Béton factory of Longueil-Sainte-Marie. This factory, opened by the Environment Minister in October 2012, has just obtained the ISO 9001 certification and currently has 90 employees. What s more, in order to provide the after-sales service for its wind farms in the Somme, ESF has just set up a unit in Amiens at the «Eco-village Pôle Jules Verne II» business park with the support of Somme Développement. 4 WITH WINDLAB, WIND TURBINES ARE HEADING IN THE RIGHT DIRECTION IN PICARDIE Dedicated to the jobs of the wind turbine sector, the WINDLab centre has been providing a training course for qualifying as a wind farm maintenance technician since September 2013 in Amiens. An initiative of the Regional Council, working closely with the businesses of the sector. In particular, ENERCON is consolidating its partnership with the Picardie Region. Indeed, ENERCON provided a nacelle, worked on putting together the teaching content and finally welcomed the trainees at the Enercon Service France maintenance centres of the North of France. The technical platform consequently has a workshop with two nacelles with gear boxes, an Enercon E-40 direct drive nacelle and several teaching test benches for the different working parts of wind turbines. Finally, the platform is also equipped with a training tower for courses on working at heights. WINDLab also aims to become a resource and orientation centre, welcoming businesses for operations related to research and development. More generally, it aspires to stimulate the business development strategy of the wind energy sector in Picardie. «As a job creator in all domains, not only the industrial maintenance domain, our sector has a lot of potential for future growth», points out Cécile Maisonneuve, administrative manager of Enercon France. By 2020, the pool of wind turbines in Picardie should rise from the current figure of 500 to about The requirements in terms of new jobs should reach 250 and even 400 if you include the bordering regions, like Upper Normandie with which the Picardie Region has entered into a partnership to facilitate the admission of trainees from Upper Normandy. At the centre of a significant zone of wind farms, Picardie is seeking to become a leading region in the area of wind turbine training. These are goals that WINDLab can help to achieve. 6 THE DEVELOPMENT OF WIND FARM IN PICARDIE In 2012, the Picardie region s wind farm produced 1.9 Twh of electricity. Today, it counts with nearly 1300 MW of electricity in production. Picardie will experience a very sustained development of wind farm on its soil in the in-coming years. Projects for MW are granted with building authorization. This increase is facilitated by the Regional Climate Air Energy Pattern and the Regional renewable energy network Pattern both adopted this year. The first one targets MW of wind energy projects from here to 2020 and indentifies the areas where the next wind farms could be established. The second one proposes a development plan for the electrical transport network infrastructures to achieve the pattern s goals. OFFSHORE WIND TURBINE INVITATION TO TENDER The energy regulation commission (CRE) published the specifications of the second invitation to tender for offshore wind turbines second appel d offres éolien en mer with a total capacity of 1000 mw in March This second invitation to tender concerns the construction and operational management of two wind farms located off the coast near to Le Tréport and between the islands of Yeu and Noirmoutier for a maximum electricity production capacity of 500 mw each. These two projects will each be made up of 80 to 100 wind turbines (generating a total power of 480 to 500 MW) and the progressive construction and installation of these two farms is expected for Unlike the first invitation to tender, the specification document introduced an elimination ceiling for the electricity price set at 220 Euros per megawatt-hour (MWh) The requirements in terms of the candidates financial and technical capacities will also be evaluated in order to highlight «the strongest» projects and contribute to ensuring that the projects are effectively completed. Two consortiums have submitted their bids before the application expiry date. On the one hand, DGF Suez has joined forces with the Portuguese company, EDP Renewables, Neoen Marine and Areva, putting forward an 8 MW turbine for this project. On the other hand, EDF Energies Nouvelles, the German WPD Offshore and Alstom with its Haliade MW.

7 A SUCCESSFULL COLLABORATION BETWEEN MERSEN AND THE UNIVERSITY OF PICARDIE: SIGNAL TRANSFER SYSTEMS: TECHNOLOGICAL LEAP TO CONTACTLESS SYSTEMS A wind turbine is a complex mechanical system, where downtime and maintenance should be reduced. Ensuring its availability is today a challenge for all players of the wind power world. Thanks to its proven solutions, MERSEN is a global supplier for wind turbine manufacturers and operators. One of the most significant solutions is unquestionably the Signal Transfer System (STS). Also called slip ring unit, it is an electromechanical system allowing the transfer of power and information (from sensors and actuators) between the static and the rotary parts of the machine through sliding contacts consisting of wires and rings. Requiring regular maintenance (e.g. lubrication) and the use of expensive precious materials, the overall cost of this system becomes more and more important. The aim of this project is to study all locks to be able to suppress the sliding contacts, and to substitute them by an embedded system using a wireless technology. The researchers developed a test bench integrated to slip ring with a Bluetooth Bridge for CAN Bus. We also integrated a display device and a control box in order to see the temperature sensor data and the light signal and to monitor the 7-segment display. DR
