1 UNIVERSITY OF WISCONSIN-MILWAUKEE INSTITUTIONAL PROFILE The University of Wisconsin-Milwaukee (UWM) seeks a Chancellor with the strategic vision, personal integrity, energy, and leadership skills to direct a large, dynamic, urban institution within a statewide public higher education system. To that end, the University of Wisconsin System invites applications and nominations for the position of UWM Chancellor. UWM enjoys a growing national reputation for excellence in research, quality student education and sustained community engagement. In Southeastern Wisconsin, the university is increasingly seen as an engine for economic development that is creating unique partnerships to the benefit of faculty, staff, and students, along with business, industry, and the local community. The university is located in one of Milwaukee s most attractive neighborhoods alongside Lake Michigan, and a short distance from downtown Milwaukee. The metropolitan area is alive with theaters, restaurants, museums, professional sports, parks, concert halls, and ethnic festivals. Background One of two doctoral-granting institutions in the University of Wisconsin System, UWM was founded in 1956 based on the belief that Milwaukee would need a great public university to become a great and thriving city. To fulfill its mission as a major research university and to meet the diverse needs of Wisconsin s largest metropolitan area, UWM is committed to the following mutually reinforcing academic goals: to develop, maintain, and provide access to high quality undergraduate, graduate and continuing education programs; to engage in sustained research efforts which will enhance and fulfill the University s role as a doctoral institution of academic and professional excellence; and to continue development of a balanced array of high quality doctoral programs in disciplines that will stimulate development, innovation, and leadership within their respective research communities. Thus, quality education, excellence in research, and community service are all central to the University s mission in the city and Southeastern Wisconsin. UWM s $698 million operating budget includes: State appropriations: $119,723,600 (17.1%) Operations receipts: $309,862,100 (44.4 %) 1
2 Federal aid, grants & contracts: $255,453,400 (36.6%) - including $210 million for student aid, much of which is used by students to pay tuition and fees, which are included in the $309.8M in operations receipts Gift fund income: $13,165,100 (1.9%) The university s workforce of almost 8,000 includes 838 faculty, 867 instructional academic staff, 950 administrative staff, 1,153 graduate assistants, 4,887 student workers and 1,518 classified personnel (both represented and non-represented). The university is a significant contributor to Wisconsin s economy with an estimated annual impact of about $1.5 billion. Economic activity from this operation pays back the state s annual investment 12 times (based on state funding levels). Dollars spent by UWM, as well as its employees, students and visitors total about $713 million annually and result in more than 29,000 jobs (not including the university s workforce). For example, UWM s international students contribute $33.2 million in annual spending in the region. Exceptional growth has occurred recently with two new academic schools established. The UWM School of Freshwater Sciences is the first graduate school in the United States dedicated solely to the study of freshwater. The UWM Zilber School of Public Health is working toward becoming the first accredited public health school in Wisconsin. UWM alumni are increasingly distributed around the world. Living university graduates now total nearly 142,000. While nearly three-quarters of them can be found in Wisconsin, the rest reside in every other state plus more than 90 countries. They serve as corporate CEOs and teachers, government leaders and architects. One, Jim Rygiel, is a three-time Academy Award winner and another, Satya Nadella, was recently named the CEO of Microsoft, Inc. Students: In Fall 2013, UWM enrolled 27,813 students 23,031 undergraduates and 4,782 graduate students. UWM is the second largest graduate degree-granting institution in the state, enrolling 2,953 master s students, 1,396 doctoral students and others in specialist and non-degree programs. With more than 5,300 graduates annually, Milwaukee s largest university enrolls more Wisconsin residents than any other four-year university, yet also enrolls students from all other states. UWM emphasizes the academic progress of students once they have enrolled. The centerpiece of this effort is Access to Success, a comprehensive blue print that addresses enrollment management, achievement, retention and diversity through a continuum starting with recruitment and culminating in graduation. First-year students are strongly encouraged to participate in Freshman Seminars, classes that are smaller in size and broader in scope which stress the process of learning at the college level. Access to Success reports show students who participate in the program are significantly more likely to have satisfactory academic performance and enroll in the following semester. Diversity: Each year, UWM grows its diversity in many ways: Already, UWM has the largest enrollment of underrepresented students of color (nearly 5,000) in the University of Wisconsin System. UWM enrolls more than 1,300 international students. To help further grow its 2
3 international enrollment, UWM has expanded its recruitment efforts with a special emphasis on drawing more students from China, South Korea, Taiwan and Brazil. UWM educates more individuals age 30 and older than any other UW System institution, and enrolls nearly one-third of all UWS students who are age 60 and older. There were 1,446 students attending UWM in who received Military Education Benefits the largest total in the UW System. Academic Programs: UWM is home to outstanding departments, academic centers, institutes, and laboratory facilities with worldwide reputations for innovation and excellence. UWM s 180 degree programs include 94 undergraduate degrees, 53 master s degrees, 1 specialist and 32 doctoral programs, through 14 schools and colleges: Architecture and Urban Planning, Peck School of the Arts, Sheldon B. Lubar School of Business, School of Continuing Education, Education, Engineering and Applied Science, Freshwater Sciences, Graduate School, Health Sciences, Information Studies, Letters and Science, Nursing, Joseph J. Zilber School of Public Health and Helen Bader School of Social Welfare. Highly regarded professional schools and colleges broaden and deepen the academic quality of UWM. Three schools at UWM have academic program offerings that are unique within the University of Wisconsin System: Architecture and Urban Planning, Peck School of the Arts and Freshwater Sciences. Academic programs are built around the theme of integrated teaching and scholarship. The same faculty members who provide the foundation for the master's and doctoral programs regularly teach and work with undergraduates. This joint commitment creates a robust undergraduate research environment and opportunities for structured engagement through the Office of Undergraduate Research and the McNair Program among others. Noncredit instruction and technical assistance services reach more than 19,000 people annually through the School of Continuing Education, which also provides certificate programs in a wide variety of topics for business, early childhood, engineering, human services, project management, non-profit management and water technology. UWM Online and the UW Flexible Option: UWM has a signifcant presence in online education, with more students taking online courses than any other university in Wisconsin. The University was ranked 25 th for online bachelor s programs by U.S. News & World Report in UWM offers more than 30 degrees and certificates that can be earned entirely online, and more than 700 online courses are offered each year. The nationally ranked online Master s in Library and Information Science, for example, enrolls more than 500 students, making it one of the largest master s programs at UWM. Additionally, UWM s U-Pace online instructional design approach, has won two national awards, including the National University Technology Network s Distance Education Innovation Award, which recognizes national contributions to the field of distance education. The University is a major contributor to the UW System s innovative, competencybased UW Flexible Option array of programs. UWM is offering three bachelors and one certificate in this self-paced, mastery learning initiative. Governance: The University of Wisconsin-Milwaukee is one of 26 campuses comprising the University of Wisconsin System, which is based in Madison. The 13 two-year colleges feed undergraduates to all of the four-year campuses in the system. An 18-member Board of Regents 3
4 sets policy, while System President Ray Cross guides its operations. Each individual university in the System has a Board of Visitors. The UWM Board is composed of 20 individuals who focus on legislative and community relations. The most prominent feature of the culture of the University of Wisconsin System, including UWM, is shared governance, a unique system in U.S. higher education that is formalized in state law. Chapter 36 of the Wisconsin Statutes specifies that the faculty, academic staff, and students have significant rights and responsibilities for the formulation of policies, activities, and personnel matters that affect each of these groups within the University community. Classified staff have also recently been granted similar rights and responsibilities by University of Wisconsin System policy. Such a system of governance thrives in an administrative environment that cultivates and sustains collaborative, consultative, and inclusive relationships with the University s faculty, academic staff, and students. Research and Scholarship At its core, UWM is a highly engaged community of faculty, staff, and students committed to learning, discovery and creative expression. Multiple areas of excellence are present in many units within the arts and humanities, social sciences, natural sciences, and professional schools across the campus. UWM is a research university (high research activity, RU/H) under the current Carnegie classification with 32 doctoral programs, and is intent on increasing the level of extramural support and the number of doctoral programs, enhancing the ratio of graduate-toundergraduate students, and continuing to increase the quantity and quality of research and scholarship. Research expenditures reflect research productivity and the reputation of UWM s faculty in areas where such funding is available. Annual research expenditures have increased 58 percent from 2003 to 2013 from $35 million to $55 million and more funding is being sought. Members of the UWM faculty receive support from distinguished funding resources, among them the National Science Foundation, National Institutes of Health, U.S. Departments of Defense, Energy, and Labor, and the National Endowment for the Humanities, as well as various foundations and corporate partners. The great number of awarding agencies is another indicator of the breadth of research done at UWM. Scholarly productivity is also measured by success in publications in refereed journals, books, chapters, and invited publications; grant proposal writing and awards; presentations at national and international meetings; and performances and creative activities. To this end, 25 current UWM faculty members hold distinction as UWM Distinguished Professors. Facilities The University of Wisconsin-Milwaukee main (Kenwood) campus on Milwaukee s East Side features 65 buildings totaling more than 5.6 million square feet. The 2010 acquisition of the former Columbia St. Mary s Hospital campus has expanded the area of the main campus to 104 acres. The Helen Zelazo Center for the Performing Arts with its 750-seat Helen Bader Concert Hall, two dance studios, and conference and classrooms provides the Peck School of the Arts, UWM, and the Milwaukee community with one of the premier performance venues in the region. The UWM Libraries include the priceless American Geographical Society Library, the second largest collection of geographical materials in the United States. The University s Golda 4
5 Meir Library has the Daniel M. Soref learning commons that integrates information technology, student instruction and library services. The main campus is compact, with all buildings within easy walking distance. The Alumni House and Hefter Conference Center are nearby. Also within walking distance of the campus is the Chancellor s Residence, acquired by the State of Wisconsin for UWM in December The stone Tudor house was designed by a prominent local architect of the era, Charles Valentine, and constructed in It provides an excellent location near campus for the Chancellor to host university fundraising and private events, both indoors and out, for visiting dignitaries, guests, and supporters of the university. Signature facilities near the main campus include Kenilworth Square, a multi-use complex just one mile south of campus in a vibrant retail area. Kenilworth has been redesigned in an innovative $68 million public and private venture including student housing, Peck School of the Arts studios and performance spaces and retail and commercial space. Facilities in downtown Milwaukee include the Zilber School of Public Health Building and the School of Continuing Education, which houses the non-credit program, outreach, and conference operations. Nearby in the Chase Bank Tower is WUWM-Milwaukee Public Media, the University s radio station that broadcasts content from National Public Radio, Public Radio International, and American Public Media locally at 89.7FM and worldwide at About 30 miles north of campus, the UWM Field Station is a College of Letters and Science research unit situated in a scientifically significant property of approximately 300 acres. It is adjacent to the 2,500 acre Cedarburg Bog, an experimental ecological reserve. Expansion of Research/Academic Facilities: UWM is in the final phases of a multi-year planning and implementation process to support the expansion of research and enrollment growth, known as the Milwaukee Initiative, which involved more than $240 million in capital spending over the last three biennia. It has moved university building projects forward on the different campuses that will support expansion in the areas of engineering and science, freshwater science, and public health. Serving as a guide in this effort is the Campus Master Plan produced collaboratively by the faculty, staff, students and community stakeholders in Additional significant capital development is planned for the biennium and beyond. More details about some of these projects are provided below. Innovation Campus-This development in Wauwatosa is the largest-ever single acquisition of future academic and research space for UWM in Milwaukee County. The UWM Real Estate Foundation controls approximately 70 acres on the north side of Watertown Plank Road just east of Highway 45 on the Milwaukee County Grounds. Of that total, 11.5 acres are reserved for butterfly and wildlife habitat, and 58.1 acres are available for development. Following acquisition of the property in early 2011, UWM began exploring constructing engineering research facilities that could serve as incubators for collaborative research with key partners in this area. They include the Milwaukee Regional Medical Center home to the Medical College of Wisconsin, Children s Hospital, Froedtert Hospital and Blood Center of Wisconsin and the Milwaukee County Research Park, which includes among its residents GE Healthcare and the Technology Innovation Center. The first UWM building on the site, the Innovation Accelerator, 5
6 was just completed in spring UWM is currently engaged in the programming of a 150,000 square foot Integrated Research Center (IRC) anticipated for construction in the biennium. Kenwood Interdisciplinary Research Complex (IRC) Phase I-Ground was broken in October 2012 for this new gateway to the main campus. The Kenwood IRC is being constructed at a cost of $80 million at the northwest corner of Kenwood Boulevard and Maryland Avenue. It will be used by UWM to advance STEM education, research and outreach with spaces that promote interdisciplinary collaboration. It is expected to be ready for use by March School of Freshwater Sciences Research Building Phase I-This $53 million project began construction in June It will be the initial facility of an integrated marine, freshwater and atmospheric research laboratory. Located on the University s Harbor Campus, it will reshape the landscape on the east end of Greenfield Avenue on Milwaukee s South Side, incorporating the operations of the existing School of Freshwater Sciences. Occupancy is projected for October An indication of the new research to happen here took place in June 2013, when Kikkoman Corp. announced a $1 million gift to UWM to create a suite of four labs where ecosystem health and detection of pathogens will be examined. The Northwest Quadrant (NWQ)-In December 2010 UWM acquired the Columbia St. Mary s Hospital campus, an 11-acre complex adjacent to the East Side campus. One of the hospital buildings quickly became the home for the University s Honors College. In January 2014, it welcomed the UWM Children s Learning Center, relocated from an aging campus facility. Another outstanding resource recently established in the Northwest Quadrant was a rooftop greenhouse that took the place of two smaller greenhouses scheduled for demolition as part of campus construction. The new greenhouse has 9,200 square feet divided into 11 rooms for which light, temperature, humidity and CO2 can be independently controlled. The greenhouse will serve more than 1,700 students annually. A recently completed plan for redevelopment of the NWQ provides a long range plan and selective facility renewal first phase project. The long range plan includes relocation or expansion of the School of Education, several departments of the College of Health Sciences, the School of Information Sciences, Student Health Services, the Center for Healthcare Transformation and Simulation, a Campus Central Kitchen, and Town Square and Active- Learning classrooms with a PASS center. It is anticipated that the selective facility renewal project for the NWQ will be approved in the Capital Budget and will include life safety and infrastructure improvements, remodeled space for the School of Information Sciences, Central Kitchen, Town Square, the Center for Healthcare Transformation and Simulation and interim space to facilitate phasing of other campus improvements. Athletic Facilities-UWM also anticipates that the Capital Budget will include funds for design and construction of a basketball practice facility for the men s and women s Division 1 teams. 6
7 The Southwest Quadrant-UWM is at mid-point of completing a redevelopment plan for the Southwest Quadrant of the campus. The Southwest Quadrant is home to several colleges and schools in the STEM disciplines. The redevelopment plan, which will be implemented over at least a decade, will support the University s mission with new space for research to bolster the goals of national reputation and community impact. Zilber School of Public Health-With gift funding, UWM purchased the Joseph J. Zilber School of Public Health building in July The building is part of the current Historic Pabst Brewery development and is a mixed use development which is a model for sustainable practices. The facility supports the initial research, core facilities, collaboration, administration, instruction and external partners needs of the new Zilber School of Public Health. Student Union-UWM is beginning a pre-design study to determine the future of its Student Union. The original Student Union was built in 1956, with a major addition in 1972 and several relatively minor renovations since then. Parking and Transit-UWM has engaged a multi-disciplinary team of engineers and planners to prepare a series of findings and recommendations to improve parking and transit services to faculty, staff and students. The scope of the study includes measurement of the effectiveness of UWM s existing systems and identification of opportunities for system improvements. Completion is expected in fall Foundation, Development, and Athletics Foundation: The UWM Foundation is an independent non-profit corporation that is deeply engaged in the future of UW-Milwaukee. It supports the educational, literary and scientific endeavors of the University of Wisconsin-Milwaukee by receiving, managing and distributing gifts to benefit the University's students, faculty, programs and community. Within the UWM Foundation are two additional organizations, the UWM Real Estate Foundation and the UWM Research Foundation: The Real Estate Foundation develops and manages real state property for the benefit of the campus. It owns and is in the process of developing Innovation Campus, as noted above. It also has in recent years built two residence hall developments, RiverView and Cambridge Commons, at no cost to the State of Wisconsin. University-managed housing is recognized as the most important factor contributing to a student continuing his or her education. During the first decade of this century, UWM added more than 2,000 university-managed beds nearly doubling overall capacity to about 4,250. The UWM Research Foundation supports research and innovation at UWM by providing funding for scholarships and grants and by engaging in corporate partnering activities to that end. It exists thanks to the support of business and community partners in Milwaukee and throughout Wisconsin. It oversees the UWM Catalyst Grants, Research Fellows, and Senior Faculty Awards programs. Development: The Office of Development raises operating and endowment funds from alumni, friends, corporations, and foundations for all campus initiatives. Donor activity, including cultivation, solicitation and stewardship of all gifts, is coordinated through the Office of 7
8 Development. Work is well under way for a follow-up to The Campaign for UWM, which raised more than $125 million and concluded in UWM is capitalizing on its success and continues to raise funds to meet priorities, including student scholarships, faculty and departmental support, and research. Working with the central Office of Development and the development directors assigned to their schools or colleges, the Deans are the lead advancement officers for their respective areas of the university. Athletics: UWM has moved into a prominent position both regionally and nationally in NCAA Division I athletics. In addition, the University recently reached an agreement for naming rights of the former US Cellular Arena, a 12,700-seat facility in the heart of downtown Milwaukee that is home to UWM men s basketball. The arena is now the UW-Milwaukee Panther Arena. Student athletes compete in 15 varsity sports on eight women s and seven men s teams. In recent years, UWM has earned 47 regular season and tournament league titles and regularly landed NCAA Tournament berths in baseball, women s volleyball, men s and women s soccer and basketball. UWM is also a leader in the Horizon League s Academic Honor Roll. Challenges and Opportunities The University of Wisconsin-Milwaukee is a dynamic institution. Its faculty and staff share a commitment to the core values of excellent and accessible education, cutting-edge research, community engagement, diversity and inclusiveness. The institution faces significant challenges, as it seeks to continue and further strengthen its critical role serving the educational needs of its students and the wider community. Among others, the following (in alphabetical order) particularly relate to the leadership role of the new Chancellor: Capital Projects-The UW-Milwaukee Initiative which was funded over three biennia, provided $240 million in total capital spending for the campus. The new Chancellor will oversee the final phase of construction and be responsible for identifying sufficient fiscal resources to support the increased infrastructure. In addition, the Chancellor will be required to continue advocating for UWM s significant future capital needs, including planned projects not yet enumerated, such as the Innovation Campus IRC, the infrastructure work at the Northwest Quad, the Student Union project, and redevelopment of the Southwest Quad. Community Engagement-Through both formal partnership programs and more informal initiatives, UWM has taken unprecedented steps to partner and collaborate with the communities in Milwaukee County and the broader region. This creates a rich network of relationships with various partners and constituents. The new Chancellor will have the opportunity to lead the campus in deepening existing ties and fostering new ones with attention to such issues as economic development, environmental challenges and finding new ways to meet the educational needs of Southeastern Wisconsin. Diversity-UWM is very proud of its successful efforts to increase campus diversity, but is equally aware of the challenges it faces to continue attracting, recruiting and nurturing more diverse students, faculty, and staff. These challenges must and will remain high priorities for the institution. The new Chancellor will help find innovative ways to enhance our diversity, despite the economic and competitive challenges we face. Enrollment-As a public institution, UWM is responsible for maintaining sufficient space and a flexible set of programs for higher education access to state residents, even as it 8
9 draws more out of state and international students, particularly for graduate programs. Enrollment fluctuations have been part of the campus situation for many years, including those resulting from demographic changes. Since the turn of the century, campus enrollment has fluctuated from 24,000 in 2000 to almost 31,000 in 2010, and currently stands at 27,000. Since UWM is also an institution heavily depending on tuition revenue for its fiscal health, such fluctuations present major planning and budget difficulties. Efforts are underway to manage and stabilize such enrollment fluctuations. The new Chancellor will lead the Enrollment Management Council, which has assumed direct oversight of this important process. Resources-As with many public institutions, state government has reduced the tax supported share of UWM s operating budget, and also instituted a policy of freezing tuition since Arguably, the campus is also historically underfunded compared to comparable urban research universities. The new Chancellor will function as the primary advocate for the financial needs of the University and the public voice necessary to maintain our educational momentum. That work requires strong legislative advocacy, energetic fundraising, support for faculty and staff efforts to enhance our funding sources, identification of greater internal efficiencies, and marshaling of existing campus finances. Strategic Planning-Over the last two years UWM has undertaken a coordinated and comprehensive planning process. Academic planning has been completed and served as the foundation for the nearly completed strategic plan (see latest draft and supporting information at The new Chancellor, working with the entire University community, will benefit from this timely exercise and provide crucial leadership to move the University s agenda forward. Information for Candidates UWM seeks a chancellor with the strategic vision, personal integrity, energy, and leadership skills to steer a large, dynamic, urban institution within a statewide public higher education system. The new chancellor will bring ideas and commitment that will energize and resonate both on and off campus, with students, scholars, community leaders, and donors. Applicants or nominees should have the following professional and personal characteristics: A record of academic accomplishment and relevant background at the university level, with experience in scholarship, teaching, and administration; others with comparable accomplishments in the public or private sectors relevant to university administration are also encouraged to apply; Academic credentials and accomplishments of a quality that will secure the respect of the academic community; faculty tenure may be granted upon the recommendation of the appropriate department; Personal integrity, intellectual curiosity, compassion, resilience and energy; A demonstrated commitment to support and enhance the cultural awareness and diversity of the student, faculty, and staff populations on campus and in the community; to equal employment opportunity, affirmative action, and nondiscriminatory practices; and to maintain UWM s climate supporting equality of 9
10 opportunity and respect for difference based on gender, culture, race, ethnicity, religion, disability, and sexual orientation; Ability to lead and engage faculty, administrators, students and other constituents in a comprehensive and compelling vision for UWM as a premier urban research university, encompassing the undergraduate experience and the university's graduate programs and research mission; Ability to advocate to and for diverse stakeholders, including System Administration, the Regents, community and business leaders, other K-12 and post-secondary educational institutions, alumni, and the executive, legislative and other governmental branches. Understanding of the essential role of the Chancellor as the chief fund raiser for the university, with demonstrated success in developing an array of financial resources; Commitment to engagement in community partnerships and collaborations that address urban social, cultural, economic, and technological challenges; Willingness and ability to support and expand established international programs and facilitate international students and faculty exchanges; Ability to effectively manage complex and varied budgets; Understanding of appropriate ways to improve education and outreach with new technologies; A demonstrated commitment to maintain, enhance and value the quality of student life and out-of-classroom learning experiences, including a successful Division I athletic program; and A commitment to uphold Wisconsin's traditional practice of shared governance with faculty, academic staff, and students that provides for a collaborative leadership style emphasizing openness, consultation, and academic freedom.
