EU Grant Agreement no.: EU FP7 Project CREAM Coordinating research in support to application of EAF (Ecosystem Approach to Fisheries) and management advice in the Mediterranean and Black Seas Steering Committee Meeting and Kick-off Meeting May 2011 Mexico Room, GFCM/FAO Headquarters, Rome MINUTES Draft Version 3 The Kick-off Meeting of the CREAM Coordinating Action was held at FAO headquarters in Rome on May This first meeting also constituted the First General Assembly of CREAM. General assemblies are planned to be held at annual intervals. STEERING COMMITTEE MEETING Before the General Assembly a meeting of the Steering Committee (which includes WP leaders and the Commission) was held on the afternoon of 23 May in order to prepare the Kick-off meeting. The meeting was attended by Coordinators, WP Leaders, Scientific Officer from EC, and its objective was to prepare the General Assembly of May (see agenda in annex 1) The coordinator (D. Gabiña, CIHEAM) and scientific coordinator (J. Lleonart, ICM/CSIC) recalled the objectives of the CA and the functions of the Steering Committee and the External Advisory Committee. The WP coordinators, briefly reviewed the content of each WP. The meeting was completed for all items. In this meeting the need of a good coordination among all the WPs, especially between WP2 and WP3, was highlighted. Among the actions taken to enhance coordination, it was decided that WP3 would also be involved in the two workshops originally planned only for WP2. It was also agreed that WP leaders will assume the task of leading the way in order to encourage partners to provide the outputs they requested in relation to the project. A regular, monthly monitoring of partners activities will be made by WP leaders. WP leaders will report activities to the coordinators every two months. GENERAL ASSEMBLY (CONCERTED ACTION KICK-OFF MEETING) The General Assembly followed the agenda (annex 2) and was attended by 31 participants (annex 3), that include: Consortium members, External Advisory Committee members (FAO, GFCM, ICCAT, UNEP RAC/SPA and BSC), Ph. Moguedet, Research Programme Officer for Research on Fisheries, European Commission and R. Fletcher, Department of Fisheries, Western Australia, as EAF expert. The objectives of the Assembly were: Introduce the Consortium and its members Introduce the Australian experience on EAF 1
3 Detail the objectives of each work package, and plan the work to be developed Explore linkages between work packages Explore linkage with other FP7 projects Establish project management procedures Mr. K Cochrane (FAO), Mr. A. Srour (GFCM) and Mr. P. Moguedet (EC) welcomed the participants to the meeting. Mr. D. Gabina (IAMZ/CIHEAM) as CA coordinator and Mr. J. Lleonart (ICM/CSIC) as scientific coordinator, briefly introduced the CA to the participants. Mr. López-Francos acted as rapporteur. Introduction to CREAM from the EU perspective. Linkages with other FP7 projects on fisheries (presentation on the Intranet). Item 2 Mr R. Fletcher, presented the communication: Ecosystem Approach to Fisheries. The Australian experience. He highlighted the pros and cons of a real implementation of EAF, noting the need of a deep knowledge of the real problems to be addressed and the adaptive nature of the actual EAF implementation (presentation on the Intranet). Item 3 The participants introduced themselves. The coordinator noted the EC request to incorporate scientists from Malta (already agreed but no present) and Georgia. Regarding Georgia, the coordinator expressed his concern because of the failure to the attempts to contact Georgian scientists. Mr Simion Nicolaev from Romania and Mr. Borys Trotsenko from Ukraine will provide coordinators with contact addresses from Georgia, in order to incorporate this country to the consortium, as requested by the EC when signing the contract. Malta and Cyprus have already completed the procedure in order to join CREAM. The request for amendment of the contract will be sent to the EC once the procedure with Georgia has been completed. 2
4 Item 4 Mr J. Lleonart, as scientific coordinator, reviewed the general project objectives (presentation on the Intranet) Item 5 Mr. J. Lleonart, as scientific coordinator introduced the External Advisory Committee and reviewed its functions, as well as that of Steering Committee (presentation on the Intranet) Item 6 In order to introduce Work package objectives and plans, each coordinator took the floor and presented the WP led. WP1. Project Coordination. Mr. D. Gabina (presentation on the Intranet) WP2. Current understandings in stock assessment and fishery effects on ecosystems, by Mr. P. Sartor (presentation on the Intranet) WP3. Data needs, quality, harmonization, methodologies and models for EAF, presented by Mr. J. Vigneau. (presentation on the Intranet) WP4. Coordination with the assessment and management international/regional bodies, presented by Mr. J. Lleonart (presentation on the Intranet) WP5. Training and capacity building. Conference. Dissemination component, presented by Mr. D. Gabiña (presentation on the Intranet) WP6. Strengthening the scientific basis of EAF application in Mediterranean and Black Sea fisheries, presented by Mr. P. Cury (presentation on the Intranet) In the discussion that followed the presentations, the problem of a possible overlap among the content of some WPs was raised. These aspects particularly concerned WP2 and WP3 that apparently have similarities or overlappings. The coordinators of the two WPs committed themselves to produce a document aimed at explaining better the objectives and the working plan of the two WPs, WP4. Some of the institutions belonging to the External Advisory Committee (EAC) have requested clarifications on their role in CREAM. Capacity building may be one of the converging activities amongst CREAM and the institutions belonging to the External Advisory Committee. FAO has not replied to the letter of invitation to become part of the EAC sent by the coordinators during the proposal submission. Now that the project is funded they will reply. A formal letter of invitation will be sent to Kevern Cochrane in this sense. Item 7 Work plan and implementation. Mr. J. Lleonart (presentation on the Intranet) The first Workshops to be organised by WP2, planned for months 12 will be held, if possible, together with the annual coordination meetings. WP3 will also participate in this Workshop and collaborate in their organization. 3
5 Item 8 Project monitoring. Mr. J. Lleonart (presentation on the Intranet)) It was decided that WP leaders will report to the coordinators every two months on their WP progress. Item 9 Communication and dissemination strategies. Mr. D. Gabiña (presentation on the Intranet) The following rules were decided after discussion: The Intranet will be organised in three levels: 1) Coordinators, 2) Steering Committee and 3) Consortium. Once created, a message will be sent to all partners with the Username and Password. In the future and if needed a Wiki and a space for a forum for discussion will also be created in the Intranet. The CREAM logo and Web banner have to be revised. At there is a new proposal for logo and banner. The CREAM web site should be one of the main references on EAF. Links to the existing projects on EAF, such as the ones cited in part B of the project, to the widely recognised EAF reference articles, and to the institutions which are part of the EAC will be included on the Web site. Partners are encouraged to organise dissemination conferences at the country level. A small budget may be allocated to this action if necessary. López-Francos (presentation on the Intranet) The timesheets for time recording of the personnel dedication to CREAM is available on the Intranet (Item 12. CREAM-Timesheet.xls) Timesheets are to be completed from now onwards, at least weekly, by all personnel working for CREAM. On the other hand, this time dedication can only be recorded for the persons mentioned in Part B of the Contract. If there is a new person joining the CREAM group, this has to be notified to the Coordinators. Coordinators will send instructions for the preparation of scientific and financial reports well in advance of the end of the first reporting period (month 18). Item 13 Planning of next steps. Mr. J. Lleonart (presentation in the Intranet) Immediate activities are the creation of the project Web and the brochure. For the month 2 these minutes and those of WP4 meeting. The dates for next deliverables are almost one year later, so monitoring of activities is needed, and consists on monthly monitoring of partners by WP leaders and two month reporting of WP leaders to Coordinators. The next meeting, in month 12, will be held in the Eastern Mediterranean possibly in Varna (Bulgaria). 4
6 General Discussion The objectives of the project were re-emphasized for clarification and it was stressed that the main objective was to create a Mediterranean and Black Sea network of expertise for the implementation of the EAF. With this regard, the CA needs to be innovative in networking, training and transferring knowledge, but not produce new data, models or concepts. The CA will seek to identify data and information conducing to the application of EAF based on existing data, information and initiatives in the Mediterranean and Black Sea. It was pointed out that in addition to standards data collection programmes (eg EU DCF) there are programmes that gather information useful for an EAF based on participatory approaches and citizen science (eg. the Mediterranean Large Elasmobranchs observation network MEDLEM- or seabird observers). Likewise it was stressed that this CA would not develop new indicators, just review existing ones. Regarding methodological progress, the modelling framework developed in the EC PRONE project (and currently employed by ICCAT) could be useful for CREAM. There are many initiatives regarding the ecosystem approach to fisheries, the main focus would be to create an innovative framework that will build on already existing experiments while defining an overall efficient scientific strategy for implementation.
