1 Consultancy Opportunity Vouch for Culture Project Manager MK Council Arts, Heritage and Libraries Team within Community Facilities is seeking proposals from a freelance consultant(s) or an organisation / partnership to project manage Strand Two of its Vouch for Culture project, September 2014 March Deadline for Proposals: Assessment: Interviews: noon on Friday 29 th August 2014 (CV & max two page letter) Friday 5 th September Wednesday 10 th September (you must be available on that date) To start: On, or as soon as possible after, Monday 15 September, 2014 Inclusive Fee: 3250 (to include VAT, if applicable, and expenses) Indicative number of days: days between September/October 2014 and March 2015 Vouch for Culture is an exciting new partnership initiative supported with investment from Artswork, the South East Bridge. This two-strand project will provide opportunities for young people in Milton Keynes who hold a special needs statement to engage with cultural venues, events and activities, and also achieve an Arts Award. The project will develop and extend the Short Breaks Voucher scheme run by MK Council Children & Families, Integrated Support and Social Care, provide essential CPD for staff in cultural venues, increase Arts Award Centres numbers, and support recently-trained advisers to become confident in delivering Arts Award. Strand One, which is not part of this Consultancy Opportunity, will support children and young people (ages 2-19) who have an MK Council special-needs statement to engage with arts, museums and libraries in Milton Keynes, by extending and re-launching the existing Short Breaks Voucher scheme. The scheme currently includes mainly sports and leisure venues and events Artswork Partnership Investment will allow us to add arts, museums and libraries to the offer, enabling individual young people and their families to engage with cultural venues, events and workshops in Milton Keynes. Strand Two, to which this Consultancy Opportunity relates, will inspire young people who have participated in the voucher scheme to achieve Arts Award and support schools and youth settings
2 who work in this area to deliver Arts Award. It will also increase the confidence of newly-trained Advisers to deliver Arts Award, and the number of cultural venues registered as Arts Award Supporter, supporting sustainability after the project finishes. The Contractor will: Work with Arts Award Centres and Advisers in Milton Keynes, to coordinate Arts Award achievement for up to 50 young people with a statement of special need, or who are / at risk of becoming not in education, employment or training, in Milton Keynes Coordinate all aspects of a CPD event for frontline staff in MK cultural venues to support disability awareness and youth / family-friendly practice Support recently-trained Arts Award Advisers to gain confidence delivering Arts Award, through mentoring / shadowing / working in partnership with an experienced Adviser Work with MK Council staff and project partners to programme a half to full-day end-project sharing event to take place in March 2015 Recruit up to 12 cultural venues in Milton Keynes to become Arts Award Supporters Support collection of data for the project evaluation The contract will be managed by Kirsten Gibbs, Arts Development Officer, Milton Keynes Council. Essential Criteria An individual applying for this role must be an Arts Award Adviser An organisation applying for this role must employ at least one Arts Award Adviser who will play a leading role in the project Individuals or organisations must have a sound knowledge of the arts and cultural sector in Milton Keynes Relevant project management experience Knowledge of Arts Award Centres in Milton Keynes and recent delivery in Milton Keynes Desirable Criteria Current experience delivering Arts Award Current experience delivering Arts Award Knowledge of the education sector in Milton Keynes, particularly for children and young people with a statement of special needs Current or recent experience within the arts, cultural or education sectors in Milton Keynes If an organisation, to be an Arts Award Centre, or Arts Award Supporter

4 Strand One: Vouch for Culture: young people and families engaging with culture Please note: Strand One is being managed by MK Council and is not part of this tender, although the two strands are inter-connected. This strand supports children and young people (ages 2-19) who have an MKC special needs statement to engage with arts, museums and libraries in Milton Keynes, by extending and relaunching the existing Short Breaks Voucher scheme. Vouchers offer activities for these children and young people and can be anything from an after school activity to an outing at the weekend or an evening event. The scheme currently includes sports and leisure venues and events Artswork Partnership Investment will allow us to add arts, museums and libraries to the offer, enabling individual young people and their families to engage with cultural venues, events and workshops in Milton Keynes. Strand One Projected Outputs: Up to 1,400 children and young people with a statement of special needs and their families will visit a museum or arts venue some for the first time Up to 375 children and young people with a statement of special needs will be able to make an additional family visit / participate in a creative or cultural activity Up to 50 of these young people will be inspired to progress to do an Arts Award 12 new cultural venues and organisations in Milton Keynes join Short Breaks Voucher scheme or offer new activities for the scheme At least 12 staff and volunteers will receive training in engaging young people with disabilities Research and development report identifying further opportunities for scheme Strand One Projected Outcomes: Greater understanding, awareness of and participation in cultural activities by non-user audience Local young people with disabilities (and their families) enjoy doing something new together Increased understanding for staff and volunteers in cultural venues on welcoming individuals and families with disabilities Cultural venues/organisations integrated into MKC Commissioned CYP and Family Services
5 Strand Two Developing Arts Award in Milton Keynes (as progression from Strand One) This strand will be delivered by the consultant project manager Strand 2 will inspire young people who have participated in the voucher scheme to achieve Arts Award and encourage schools and youth settings who work in this area to deliver Arts Award. It will increase the number of Arts Award Supporter organisations and grow the confidence of newlytrained Advisers to deliver Arts Award, supporting sustainability after the project finishes. Timescale: August-September tender for and appoint project manager September-October project manager starts October-January delivery of CPD for venues and mentoring / shadowing for Arts Award Advisers October-March Projected outputs: o young people do Arts Awards, including celebration events o venues sign up to be Arts Award Supporters o end-project sharing event 12 additional cultural venues become Arts Award Supporters Up to 50 young people complete Arts Award Projected outcomes Capacity and confidence to deliver Arts Award in Milton Keynes is increased and refreshed Young people develop confidence and skills through Arts Award Learning from project shared and embedded
6 Indicative budget for Vouch for Culture, Strand Two - Expenditure There is some flexibility in this budget, however the total amount available will be 12, Consultancy Fee to manage Strand 2 of Vouch for Culture 3,250 Sector CPD, to include: 2,500 Mentoring opportunity for recently-trained Arts Award Advisers Training for front of house staff / volunteers in arts organisations and museums / libraries on becoming disability / family-friendly Training for front of house staff / volunteers in arts organisations and museums / libraries to become Arts Award Supporter organisations Creative workshops for young people in support of Arts Award, for example: 1,500 Five full-day workshops (in-kind support, including materials and venue hire) to be sought from supporting venue Funding for up to 50 young people to do Explore or Bronze Arts Award: 2,050 Books - 5 each = 250 Moderation - 20 per participant ( 360 max for groups) Freelance Arts Award Adviser fees, where required, to take young people through Explore or Bronze Award, e.g.: 3,000 5x advisers x 4 days x 150/day End-project evaluation / learning /sharing event, for example: 575 Half-day event for c. 40 people to take place at Arts Award Supporter venue To include perspectives of young people and families on impact of programme Contribution from other Artswork-funded projects working in same area TOTAL EXPENDITURE 12,875.00
