2 Please find below the City of Cardiff Training Plan The word 'learning' is significant: it suggests that people are driving their own development for themselves, through relevant experience, beyond work related skills and knowledge and processes. 'Learning' extends the idea of personal development (and thereby organisational development) to beliefs, values, wisdom, compassion, emotional maturity, ethics, integrity - and most important of all, to helping others to identify, aspire to and to achieve and fulfil their own unique individual personal potential. Our aim is to provide a learning and development that is timely, easily accessible and meets a variety of different learning styles, to ensure a skilled workforce that is able to respond flexibly to new cultures and ways of working. We do this in line with UK and Welsh Government policy, sector requirements, regional and local priorities, employer and employee needs, service user and carer interests. We are a professionally qualified learning and development team with a wide range of knowledge and skills which we use to ensure we provide the best service possible to our customers. Learning & development opportunities are advertised using DigiGov for internal bookings and e mails sent directly to known contact for external partners If your organisation is not currently on the circulation list and you would like to be kept informed about relevant learning and development opportunities then please contact us and we would be pleased to add your details. As a course becomes available it will be posted on DigiGov and advertised by e-flyer, not identified in this may be added during the year and it is also important to note that some courses may need to be cancelled or deferred due to low take up. Application Procedure In-house events Authorisation It is your responsibility to discuss training you would like to attend with your line manager and make sure you have their authorisation. You will need to complete a course nomination form which is sent out as part of the e flyer. If you have a DigiGov logon you will need to book yourself on training using the DigiGov system. Your booking will automatically be forwarded to your manager for approval. Your manager will need to approve your nomination in DigiGov Agency staff that do not have DigiGov access will need to contact the Training Centre on csbooking@cardiff.gov.uk indicating that they are agency and we will be able to book them on to courses. 3
4 How to register for a course Log onto DigiGov. Click on Applications. Type Training Calendar into the top left hand filter box and enter. This will open the training calendar page. In the box Month click on Please Select do not select a month. In the box Training Name type in the name or part of the name of the training course you are looking for and click on Generate Report. This will produce a list of all training which includes the words you have typed into the training name box with all available dates. Select the date you want to Register for and click the Register link in the action column (If the action column says 'not invited' you are not part of the target group, please check with the Training Centre if you think you should be included in the target group). You can view all the guides to how to use DigiGov from the intranet, click on the Shaping the Future icon on the left, then click on the HR People Services link and then the How to use DigiGov link. External events Attendance at external learning events needs to be authorised by line managers & the Training team. Individual learning needs and the needs of the relevant service area will inform these decisions.. Agreement must be sought from the applicant s manager.. The nomination form for Training & Development Events (External) should be completed and returned to the Training Centre. 3. The applicant is advised to make a provisional booking to the Provider to secure a place on the course. The booking will be confirmed by the Training Centre once funding has been authorised. Cardiff Academy The Cardiff Council Academy is the place to access all Learning and Development opportunities in Cardiff Council for all Council employees. There are a wide variety of opportunities on offer including policy and skills related training as well as courses leading to nationally recognised qualifications. There is access to a wide range of supporting information and undertake e-learning modules from any internal computer. The Cardiff Council Academy brings together all Learning and Development initiatives into a single framework. 4
5 Under this framework Learning and Development Opportunities are organised in Streams and available at various Levels. Additionally less structured self-development, e-learning modules and supporting information can be found in the Virtual Area. To maximise access opportunities the Academy website also gives you the facility to use Competency Frameworks to identify the right course for your development needs. Course Nominations Due to the possible over subscription for some training, the Training department in order to be as fair as possible when dealing with nominations, our policy is to allocate places on a first come, first served basis and the remainder will be placed on a waiting list. We would not normally offer more than places on any one course to the same teams/service area/organisation unless there are places to be filled. On receipt of completed application(s), business support staff will check that all details have been fully completed. Only fully completed forms will be processed. The applicant/manager will be contacted for further information, this delay may result in place not be allocated. Applications received after the closing date will not be processed and applicants will be placed on a reserve list or can be put forward for the next available date. Course Confirmation An will be forwarded from the Training Department team approximately weeks prior to the training event to confirm if you have been allocated a place. This will inform you of the date, venue and time of the course. Please check your course confirmation details carefully and keep them safe for reference. Please ensure that the relevant information is passed to the appropriate person Individuals should only attend a course when they have received an or text confirmation nominating a member of staff does not automatically guarantee them a place on a course. Charges and Cancellations Whilst the Social Care Workforce Development Partnership does not charge for attendance at learning and development events, for certain events an administration fee may apply, this will be made clear on the course flier. The Social Care Workforce Development Team will cancel courses if they are under-subscribed other than in exceptional circumstances. Delegates will be immediately notified of cancelled courses and will be further notified when training events have been re-scheduled. Non Attendance Notification of non-attendance will be sent out to managers within one month of the course date identifying staff who did not attend on the day. 5
6 At the event Delegates will be required to sign an attendance register. This is essential for our records and for the Course facilitator to refer to if there is an emergency situation. Please arrive promptly, because being late disrupts the training for other delegates and the course facilitator and you will not get the full benefit from the course; similarly please avoid leaving before the end of the course. Please note that your certificate of attendance may not be issued unless attending the whole session. Refreshments e.g. water/tea/coffee will be provided at all venues. If lunch is not provided then this will be clearly marked on the course flier and confirmed in the course confirmation. Evaluation and Feedback All courses will be evaluated at the end of the. Your views are important to us and we welcome feedback on the events you attend. Certificates Certificates will only be supplied to delegates who are present for the full duration of the training event. Record keeping We will record your training attendance on our data base. We do this as we are required to report training information to the Welsh Government. Venues We use a range of venues across the City Of Cardiff. We aim where possible to use venues which are fully accessible and are on public transport routes. Qualifications We support access to a range of qualifications through our own assessment centre at Level, 3&5 and TAQA assessing qualifications. We also work closely with partner Colleges to offer further QCF Diploma s. We offer Essential skills qualifications as part of progression towards applying for the Social Work degree. K0 An introduction to Health & Social Care is an Open University course, which will enable prospective learners to undertake an introduction into academic based study, and to explore an overview of Health & Social Care. The Training Team can also provide information and facilitate access to a range of qualifications offered by local independent training providers and Colleges. 7 Continuing Professional Development (CPD) CPD is a combination of approaches, ideas and techniques that will help you manage your own learning and growth. The focus of CPD is firmly on results the benefits that professional development can bring you in the real world. Perhaps the most important message is that one size doesn t fit all. Wherever you are in your career now and whatever you want to achieve, your CPD should be exactly that: yours. CPD isn't a fixed process, although we do lay down certain basic processes. Fundamentally, it's a question of setting yourself objectives for development and then charting your progress towards achieving them. It's about where you want to be and how you plan to get there. Our approach is based on reflection that focuses on outcomes and results, rather than 'time spent' or 'things done'. Post Registration Training and Learning THE CARE COUNCIL FOR WALES (REGISTRATION) RULES 04 JANUARY 04 People who hold a social work qualification, and practice social work Students participating on an approved social work degree course in Wales Residential Child Care Managers and Workers Adult Care Home Managers Domiciliary Care Managers are required to keep their training and learning up to date in order to re-register with the Care Council after the initial three year period. They are required to complete either 90 hours or 5 days of post registration training or learning (PRTL) within each three year registration period. This can include many different sorts of learning, such as reading, attending training courses, teaching or gaining a post-qualifying award. Up to date information about PRTL can be found on the Registration and Conduct pages of the Care Council for Wales website - Social workers need to keep a record of their continuing professional development and the website provides a downloadable template to use for this purpose. Social Care Library A social care library service is available, with the opportunity to loan books on a three week return basis. We also subscribe to a number of online resources for social care staff to support evidence informed practice.
