2 Strategy Private Sector is our partner towards achieving our goal increasing the share of renewable energy in the generation mix to be 20% by year 2022 with participation of 67% of the targeted renewable energy

3 Regulations and incentives Private sector is allowed to develop generation projects since 1997 by law, this resulted in 3 Thermal power stations in operation for round 15 years. New renewable energy law gave more incentives to renewable projects like like allowing NREA to establis partnership with developers for certain projects.

4 Regulations and incentives The new investment law issued in March 2015 gave more incentives to developers as reducing custom duty from 10% to 2% for renewable projects. Law 14 for the year 2013 obliged MOF to give a sovereign guarantee for all electricity projects. A huge area of land was allocated to NREA for renewable energy projects by a presidential decree, which can be leased to the developers against 2% of energy generated as fees. Egyptera gives the developers the required licences through for generating and selling energy to developers.

7 BOO Projects 1- Development of 250MW BOO Wind Project in Gulf of Suez. RFPQ issued in May offers received in August 2009 from international consortiums. Short list of 10 bidders concluded in November The RFP draft issued in April 2013 The bid submission took place in 19 th of April Four Consortiums submitted their Offers.

8 Evacuation of the energy generated The study conducted by the planning department in EETC has concluded to evacuate the 3000 MW wind power( which are the total potential of the area of Gulf of Suez) through the 500 KV transmission line Gulf of Suez - Samalut with the length of 280 KM.

9 2- Development of (10 20MW) BOO Solar PV Power Project(s) at Kom- Ombo in Aswan Governorate RFPQ issued on 28/7/2013. Pre-RFPQ Meeting on 13/11/2013. RFPQ Bid Submission on 4/12/2013. Short-list Announcement from 15 bidders on 14/1/2014. Kick-Off Meeting and Site Visit on 19-20/2/2014.

10 Continued Framework Agreement was signed on 26/6/2014. A joint measurement campaign will be conducted for solar resources assessment, Topographical study and Geotechnical study The shortlisted bidders will assign consultants to conduct the required studies for the project site.

11 Evacuation Of The Energy Generated A terminal station to which the solar parks will be connected, a 220 Kv OHTL will connect the station to the Grid.

12 Part II : Feed in Tariff The cabinet declared on 17/9/2014, Egypt is processing the implementation of the Feed-In Tariff program for first regulatory period ( ) which includes 2000MW wind for capacities of MW and 2000 MW PV for capacities from 500KW-50MW. And 300 MW PV for small scale projects less than 500 KW.

13 FIT Central Unit Be the focal point where an investor can find an explanation and clarification to the program. Coordination with other stakeholders (Egyptera and NREA). Receive and evaluate the eligibility qualification documents from investors.

14 Cooperation with related entities for land allocation, obtaining permits and licences such as NREA, Egyptera. The evaluation was based on the criteria which issued in the PQ documents. 36 consortium were qualified for development of Wind projects (20-50 MW). 87 consortium were qualified for development of PV projects (20-50 MW). 13 consortium were qualified for development of PV projects less than 20 MW.

15 Project consultancy Services The consortium Fichtner/Freehills was contracted in February 2015 to revise the Project Agreements: 1. Power purchase agreement. 2. Cost sharing agreement. 3. Connection agreement. 4. Usufruct (land lease) agreement. 5. MOF Direct Deed

16 Current situation Nearly 40 project companies are established. 50 consortiums signed the land access agreements with NREA. The project agreements are leased to the bidders to give their feedback. The second draft was sent to the lenders for their comments. The revised version is under revision from a local legal advisor.

17 Evacuation of the energy generated The solar projects will be in Aswan (Benban) upper Egypt. The wind projects will be in the Gulf of Suez area. A tender for Four S/s in Benban area, is issued on the expense of the bidders. A construction period of 8 months starting from signature of contracts which is expected to be in the 3 rd quarter of The connection of the wind projects will be scheduled according to the timeline submitted by the bidders according to the measurement schedule.

18 Codes Grid Code and Wind Code are issued and Approved From the Regulatory. Solar Code For Medium and High Voltage is Under preparation with the Cooperation of EBRD to Finance the Tech. Assistance Required. The final draft is issued on the process of approval from EETC board and Egyptera.

19 Environment NREA carries out environmental studies for certain project areas, such as bird migration study for the area of gulf of Suez. EETC carries out full ESIA and RAP for S/S and overhead lines projects which is required by Egyptian Environment affairs agency (EEAA) Developers carry out the environment studies required by EEAA.

20 Lessons Learned It is an ambitious program. It is a learning curve process. Dealing with this no. of proposals and Consortiums from all over the world is a value added. FIT is a more simple scheme than the BOO. Coordination between different entities results in good shape of work. New Areas are hard but Challenging.
