1 Application for Resource Adequacy Deliverability Status for a Distributed Generation Resource Interconnected or Seeking Interconnection to the Distribution Facilities of an Investor-Owned Utility Participating Transmission Owner Pursuant to ISO Tariff Section Applicability and Eligibility Any Distributed Generation (DG) Facilities interconnected, or seeking interconnection, to the Distribution System of an Investor-Owned Utility (IOU) Participating Transmission Owner 1 must submit this application to be considered for assignment of resource adequacy deliverability status under the provisions of ISO Tariff Section The application is in three parts: Part 1 is the Eligibility Worksheet, which provides a checklist to guide potential applicants in determining whether the applicant s project meets this program s eligibility requirements. Part 2 is the Application form and Part 3 provides instructions for submitting completed applications. Eligibility Requirements The DG facility s application will be subject to the eligibility requirements outlined in ISO Tariff Section , which states: (i) (ii) (iii) Distributed Generation Facilities that are already in Commercial Operation and interconnected to the Distribution System of an IOU Participating Transmission Owner that do not have Deliverability Status may submit an application to be eligible for Full or Partial Capacity Deliverability Status, and those that have Partial Capacity Deliverability Status may apply to be eligible for a higher level of Partial Capacity Deliverability Status or Full Capacity Deliverability Status. Distributed Generation Facilities with an active interconnection request in the interconnection queue of an IOU Participating Transmission Owner that have not requested Deliverability Status in the underlying interconnection process but have received their Phase I Interconnection Study results or the equivalent may submit an application to be eligible to receive Partial Capacity Deliverability Status or Full Capacity Deliverability Status. Distributed Generation Facilities with an active interconnection request in the interconnection queue of an IOU Participating Transmission Owner that have not received their Phase I Interconnection Study results or the equivalent, irrespective of whether they requested Deliverability Status in their interconnection request, may submit an application to be eligible to receive Partial Capacity Deliverability Status or Full Capacity Deliverability Status. Distributed Generation Facilities with an active interconnection request in the interconnection queue of an IOU Participating Transmission Owner that have requested Deliverability Status in the underlying interconnection process and have already received Phase I Interconnection Study results or the 1 Distributed generation resources interconnected, or seeking interconnection, to the distribution facilities of a municipal utility distribution company (UDC) or metered subsystem (MSS) should contact the appropriate UDC or MSS regarding how to obtain deliverability status under the provisions of ISO tariff section Page 1 of 7
2 equivalent are not eligible to be assigned Deliverability Status pursuant to Section because their Deliverability Status is protected in accordance with the provisions of Section and will be assigned through the applicable IOU Participating Transmission Owner s interconnection process. Distributed generation facilities at least 10kW in size may apply to receive deliverability status; ISO tariff section specifies additional eligibility requirements. For the 2016 resource adequacy compliance year, a distributed generation facility must be at least 500 kw in size and must become a Participating Generator under ISO Tariff Section 4.6 to be eligible to provide resource adequacy capacity. For resource adequacy compliance years 2017 and beyond, the ISO will work with stakeholders to develop the requirements and procedures to enable distributed generation facilities smaller than 500 kw to be eligible to provide resource adequacy capacity. These requirements, which may include a minimum size limit on resource adequacy resources, will apply to any distributed generation facilities smaller than 500 kw that are assigned deliverability status in the current cycle or in later cycles of this annual process. Explanation of Eligibility Provisions The phrase or the equivalent inserted in the above provisions represents a modification to the tariff language that was filed with FERC on April 15, 2013, proposed by the ISO in response to filed comments that the original language specifying only Phase I Interconnection Study results is too narrow. Indeed, there are other tracks within the interconnection procedures for DG resources that do not have a study formally called a Phase I Interconnection Study, but do have an equivalent study that is the first study performed by the relevant PTO/UDC/MSS that identifies the facilities needed to reliably interconnect the proposed DG facility. The inclusion of the phrase or the equivalent is therefore intended to allow such DG resources to be eligible for assignment of deliverability status under ISO Tariff Section To be specific, the phrase Phase I Interconnection Study results or the equivalent as used in the provisions of this tariff section includes the following: Phase I interconnection study, for DG facilities proceeding through the Cluster Study Process under the Wholesale Distribution [Access] Tariff System Impact Study, for DG facilities proceeding through the Detailed or Independent Study Process under the Wholesale Distribution [Access] Tariff or Rule 21 Initial Review, for DG facilities proceeding through the Fast Track Process under the Wholesale Distribution [Access] Tariff or Rule 21 Equivalent initial study or review pursuant to the available study paths under the Wholesale Distribution [Access] Tariff or Rule 21 Any questions about eligibility under the above provisions should be directed to the contact person of the appropriate IOU PTO, identified at the end of this application. 3 Part 1: Resource Adequacy Deliverability for DG (RADDG) Eligibility Worksheet This worksheet is provided to assist potential applicants in determining whether the DG Facility is eligible to apply for deliverability under the RADDG program. Please complete one worksheet/application per project. Applicants are required to complete this worksheet before beginning the application in Part 2. Is this project currently in operation (i.e., has it achieved its Commercial Operation Date/COD)? 1 Yes Please go to Question 2. No Please go to Question 3. If this project is in Commercial Operation (i.e. achieved COD), what is the current Deliverability Status of the project? 2 Partial Capacity or Energy Only Please go to Question 8. Full Capacity Deliverability -- This project is ineligible to apply for the RADDG process. Please stop here. 3 Does this project have an Active Interconnection Request (i.e., is the project currently being studied for interconnection or working through the construction phases)? Yes -- Please go to Question 4. No -- This project currently is ineligible to apply for the RADDG process. Please stop here. For projects with an Active Interconnection Request, the project must have an expected COD no later than three (3) years from the close of the current RADDG application window (i.e., no later than April 18, 2017). Please provide one of the following dates as verification of the COD: (a) COD as specified in the executed Interconnection Agreement: 4 OR if an Interconnection Agreement has not been executed, (b) COD specified in the project s current Interconnection Request: Is (a) or (b) above no later than three (3) years from the close of the current RADDG application window?
