INSTITUTIONAL MANDATE 1.1 History of the Institute VETA Hotel and Tourism Training Institute (VHTTI), is a training establishment which is owned by the country s Vocational Education and Training Authority (VETA). The institute is located in Njiro Arusha, about 15 kilometres from the heart of Arusha city. VHTTI was strategically established and located in Arusha to curb the rising need of expertise in hospitality and tourism industry. Arusha was chosen as a strategic location due to the fact that among other reasons the city is at the heart of the Tanzania s Northern tourism circuit. The construction of the facility started in 2007 and finished in VHTTI s first intake students joined in The institute facility includes a modern application hotel which is used for both training and income generating purposes. To date, VHTTI has had three intakes of diploma students and one intake of certificate students. 1.2 VHTTI s Vision and Mission Statements Vision To become a centre of excellence in the provision of technical training to the Hospitality and Tourism Industry Mission To provide technical training that responds to the needs of the Hospitality and Tourism Industry 1.3 Program Areas of Focus and Strategic Plan Elements Both the documents that proposed VHTTI and the Institutes 5 Year (2012/ /2017) Strategic Plan clearly stipulate that the VHTTI s Program key areas of focus are hospitality and tourism. Currently there are three hospitality courses conducted at VHTTI while none is being conducted under tourism. The three hospitality courses are: Culinary Arts, Food and Beverage Service and Sales and Rooms Division. All of the three courses are at a certificate level (National Technical Award (NTA) Level 4) and diploma (NTA Level 5 & 6). VHTTI programs are of its kind as they are the product of the TVET expertise. This is because the programmes are designed by VETA experts and stakeholders on one hand, and accredited by the National Council for Technical Education (NACTE) on the other. VHTTI is registered by NACTE with registration number REG/BTP/001. Institutional Profile and Terms of Reference Page 1
6 1.4 Priority Issues for the Next Five Years There are a number of priorities for the next five years at VHTTI, key five issues however are: i. To increase enrolment in both long and short courses ii. To establish certificate and diploma courses in Tourism iii. To strengthen human resources capacity iv. To equip VHTTI programmes with adequate and modern equipments and tools. v. To establish and strengthen collaboration with both local and global partners. 2. INSTITUTIONAL NEEDS AND EXPECTATIONS VHTTI needs are connected to the abovementioned institutional priorities for the next five years. Below is analysis of expectations for each need: Table 1: Institutional Needs and Expectations SN INSTITUTIONAL NEEDS EXPECTATIONS 1. The need for introduction of certificate and diploma courses with employable skills in the area of Tourism 2. The need for increased enrolment in both long and short courses 3. The need for human resources capacity building. At least one course/program shall be developed and successfully implemented at a level of certificate (1 Year) and diploma (2 years) by the end of ISTEP. Introduction of a tourism courses is expected to increase enrolment from 180 students projected for hospitality courses students to a total of 360 when added with tourism in next three years. Gender ratio for this program is projected to be 45% (male) and 55% (female). At least 10 tutors, 3 support staff and 4 managers involved in facilitation, support and management of the program are expected to be capacitated with adequate skills for effective implementation of the programme. 4. To equip VHTTI programmes with adequate and modern equipments and tools. 5. To establish and strengthen collaboration with both local and global partners/stakeholders A program which is conducted using adequate, modern and relevant equipments and tools. The program is expected to increase and strengthen collaboration between VHTTI and stakeholders (employers, training institutions, government agencies, foreign institutions and members of the public) Page 2 Institutional Profile and Terms of Reference
7 2.1 Sector and Occupation for Program Development The programme to be developed is under tourism sector while the occupation for the program is Tourism and Travel Operations Management. 2.2 Key Expectations of Canadian Partners VHTTI is optimistic that through Colleges and Institutes Canada, it shall be able to secure a Canadian partner with the following: A partner with global experience in Tourism and Travel Operations Management. A partner who is committed to work bilaterally with VHTTI in developing, facilitating and implementing ISTEP. A partner who can be available to collaborate and network with VHTTI even after the completion of ISTEP. 2.3 ISTEP Required Outputs The overall outcome of each institutional partnership is the strengthened the ability of partner Tanzanian training institutions to deliver demand-driven, competency-based training programs and to attract and retain students within the training programs. 8 Below are the ISTEP required outputs, analysis of partner assistance, how partner will help to achieve the output and the area of highest for VHTTI. 12 3. PROGRAM DEVELOPMENT 3.1 Program Level and duration to be developed The program to be developed is a two (2) years diploma level conducted in four semesters. Each of the four semesters shall have the length of 17 weeks, whereby students shall spend the first three semesters at VHTTI and the fourth in industrial attachment. 3.2 Anticipated Admission Criteria for Program The admission criteria for Tourism and Travel Operations Management diploma shall have the following entrance qualifications requirements for applicants:- At least one Principal pass in any subject for Advanced Level and must have passed English, Mathematics, Geography, and History subjects in his/her Ordinary level final examinations. OR At least three Credits pass in English, Geography, Mathematics and History for Ordinary Level with nine-month certificate in business studies or relevant field from VETA or other recognized institution. OR Holder of any relevant diploma, advanced diploma or degree from higher learning institution AND Should be fluent in both written and spoken English. 3.3 Curriculum Approval and Accreditation Process Curriculum Approval and accreditation for this course shall follow NACTE registration and accreditation process. Also the institute works closely with local employers in hospitality areas such as hotels, lodges, bars and restaurants; conference centers both private and public entities and one member represents in the council. 3.6 Field attachment opportunities As stipulated in the institutional mandate, VHTTI is advantaged to be situated in the Tanzania northern tourism circuit which is the major tourists destination in the country. The northern circuit on the other hand, is gifted with the world renowned tourists attractions mostly national parks such as Serengeti, Mount Kilimanjaro (Second highest mountain in the world and the highest mountain in Africa), Arusha, Tarangire, Lake Manyara and Ngorongoro crater (The home of Oldupai Gorge). Presence of these attractions in Arusha, nearby areas and other attractions across the country has led to local investment in tourism businesses that allows for plenty of opportunities for field attachment. 3.7 Linkage / Partnership VHTTI has quite a big number of linkages/partnerships, below is a list of key six (6) linkages and partnerships. 15 4. PROJECT CONTEXT 4.1. Current Economic Activities In Tanzania there is a wide range of activities conducted in hospitality and tourism sector. This argument can be evidenced by the fact that the sector is one of the main contributors to the country s Gross Domestic Product (GDP). For example, in 2011 tourism sector contributed to the country s GDP by 17%. The sector is also the second source of foreign currency after the mining sector. Current economic activities in tourism sector includes; tour operations, travel agencies, hotels, lodges, air companies, conference centers, cultural tourism centers, government and non government organization. These are also potential areas for field attachment explained in section Related Programming Offered at VHTTI Currently there are three related programs offered at VHTTI which are Culinary Arts, Food and Beverage Service and Sales and Rooms Division. 19 5.5 Environmental sustainability activities The following are number of activities that support the concept of environmental sustainability at VHTTI: Tree planting: within three years of its existence of VHTTI we have about 150 trees of different species. Tree planting activities are always done by students, members of staff and VHTTI guests at different institutional events. Garbage disposal unit: VHTTI has in place garbage collection system which is environmental friendly supported by color-coded garbage bins and garbage unit. Sewage system: VHTTI has well defined infrastructure for sewage system which networks all parts of the institute. 6. INSTITUTIONAL PARTNERSHIP AND IMPLEMENTATION COMMITMENT Given the importance of introduction of tourism programs at VHTTI and the need for achieving desired results, the institute hereby commits itself as stated below: A total of 10 tutors/ instructors shall be made available for the program. The instructors/tutors shall be free from other responsibilities and obliged to dedicate their time and expertise to the implementation of the program. Overall ISTEP implementation responsibility at VHTTI is on the Head of Training office and supervised by the Principal 7.
