Ground Level SDI, Building up a Common Municipality Data Transfer Interface Matti Arponen City of Helsinki Matti Holopainen The Association of Finnish Local and Regional Authorities
Municipality Spatial Data Infrastructure (SDI) Municipality, the main operator on its geographic area needs, but also produces: Information of the people, premises, service points, Information of land use, environment, infrastructure (built, nature), plans, and location
Municipality Spatial Data Infrastructure (SDI) GIS tools can be used ( and are used ) as strategic tools supporting administrative, management and decision making processes almost in all sectors of local public administration Especially important in city planning, building and maintenance
Citizens Point of View National Authorities Private Citizen Participation& Information& Services Regional Authorities Local Authorities Is information available between authorities and with reasonable Cost/Benefit Ratio?
Local vs. Global What if the most effort in SDI/GIS development were put in the development of the GIS in local administration... For example municipality surveying is about the same size as National Land Survey in Finland (~2000 persons)... -> cooperation
Geographic Information Exchange National&Regional Authorities&Private Companies OR? Data Exchange Interface and Service Local Authorities Local Authorities

Main target of the project To improve the availability of up-to-date municipal geographic data in public administration and private organisations To raise the awareness and status of Municipality SDI to higher level in National Spatial Data Infrastructure (NSDI) development
Objectives (1/2) To improve IT and Information resources and capabilities for establishing regional cooperation between municipalities in the field of infrastructure planning, building and use To improve municipalities capabilities to create added value to digital data markets To improve the workability of digital data markets To certify unified basic spatial data classification and conceptual model of municipal infrastructure
Objectives (2/2) To contribute to state sector GIS development so, that the usability of state sector GI in municipalities accelerates (no Browser solutions for municipalities in state sector GIS!) To establish unified municipal spatial data exchange interface and process On the other hand: to foster the use of state sector GI data in municipalities
Anticipatable Results Municipal Spatial Data Classification and Conceptual Model (MSDC&CM) exists Municipal Spatial Data Exchange Interface (MSDEI) exists State sector GI Systems support Municipal Spatial Data Exchange Interface (MSDEI) Municipal Spatial Data Exchange Service (MSDES) exists Project municipalities have implemented and joined Municipal Spatial Data Exchange Service (MSDES)
