6 Management of programme The Ministry of Agriculture and Forestry acts as managing authority and is responsible for the planning of the rural development programme and any changes in it. The Ministry also makes Rural strategy and other political quidelines. The Ministry prepares national legislation and allocation of the funding to the regions and LAGs. The ministry selects the independent certification body trough a tendering procedure. The Finnish Agency for Rural Affairs is the national authority responsible for the administration of the rural funding. The Agency is the payment authority and it has also delegated managing authority duties. The Agency compiles application forms and instructions and is responsible for the paying and the supervision of the funds granted. The Agency gives administrative training. The Agency makes the guidance, check lists, application and payment forms. 6 Sivu
7 Management of programme Centres for Economic Development, Transport and the Environment (ELY centres) provide funds for business aids and projects and they also grant the payments for special agrienvironment measures. The centres make all the final project approval and payment decisions in the Leader-projects and Leader business aids. The ELY centres make legal checks. The ELY centres have delegated managing and paying authority duties. The ELY centres make on the spot checks. The Rural Network provides links between rural developers. The Rural Network Unit provides services for the LAGs and assists them, for example, in finding international partners. The network organizes training relating to the good practices and also training to the LAGs for example the Leader- association board members. 7 Sivu
8 Management of programme The municipalities fund Leader activities (20% of public funding) and grant agri-environment payments. The LAGs make for their area local rural strategy / plan, provide funding for enterprises and development projects that are in line with the local strategy. The registered associations are eligible to apply for support for special agri-environment measures. The LAG board makes statement / feasibility study approval of all actions. All the applications and payment applications are send to the LAGs. The LAGs also make training, advising and information actions. 8

10 Schedules - Analysing and planning started in Spring-Summer > Preparation of national legislation (laws, regulations) - In May-June 2006 the draft programme was circulated widely among the stakeholders (also on MAF s website) - The programme was finalised and submitted to the Government for approval in July 2006 and submitted after that to the Commission - The programme got it s approval Regional and national coordination with ERDF and ESF programmes (on going) 10
11 Measures (1/6) Training and information in agriculture and forestry - rapid structural change, management, agri-env. measures, new requirements - coordination with ESF human resources / training / welfare actions Agricultural investments & young farmers aid modernisation, on farm bio-energy investments Processing and marketing (annex I, wood and bioenergy products) - modernisation of small and medium sized annex I processing, new energy resources Innovative co-operations in these activities - networking of farmers, industry and research institutes - cluster projects, feasibility studies, pilots, 11
12 Measures (2/6) Nationally funded, outside programme: - Agriculture and forestry advisory services - Early retirement sheme - Main part of farm investment aid, top-ups - Management of forest, forest investments and infrastructure (national programmes) - Food quality schemes; national programme, based on TQM. - Producer groups (not much interest in finland) 12

15 Measures (3/6) Agri-environmental support - main emphasis is to reduce nutrient load from agriculture in the watercourse and enhace the biodiversity, wide participation of farmers - emphasis on regional targeting, new submeasures as nutrient balance, nature management fields - possible to choose more additional submeasures - new: Leader approach (local NGOs take care of a project) All measures must be detailed, measurable, controllable DG ENV is also a partner in the discussions Solid research base is a must. 15

Natura 2000 for UAA - animal welfare - non-productive investments on farms: - multifunctional wetlands, valuable traditional biotopes etc. Nationally funded, outside mainland programme - forest environment incl. support for private Natura 2000 forest areas 16

21 Measures (6/6) Rural Economy - Most of rural areas are sparsely populated and the population is ageing > Equal possibilities in information society > Active and competent citizens, Local programmes and commitment is important Infrastructure and village development Cultural and natural heritage Training, knowledge and communication Coordination with ERDF, ESF 21
22 LEADER-approach and groups 1. Civic activity has been strengthened as a working method (partnership) 2. Taking responsibility of development will grow when citizens are trusted (free, uncompelled action) 3. The size of Leader action group's area (subregion) is suitable 4. Leader connects citizens, associations and municipalities to work together (joint responsibility) 5. Leader has been mainstreamed as geographic 6. Action is diversed and the funding responses to needs 22
23 LEADER-approach and groups 7. Leader is cost-effective development work 8. Development of the Leader-method is going on nonstop (new development project is started) 9. Workers in the LAG's are skilfull and good at their work and that ensures profitability of the action 10. Good results of projects cause positive consequences 11. Internationality increases and that has positive influence 12. People has started to trust on the permanence of Leader 13. Also implementing the "fisheries areas" with EFF 23
