On Blackbard: Yes OFFICIAL COURSE DESCRIPTION This curse prvides students with a cmprehensive intrductin t public plicy develpment and implementatin, including the prcesses, institutins, ideas and instruments situating these cmpnents cmparatively in the Canadian and American plicy cntexts. The curse als expses students t sme key features f the cntemprary plicy-making envirnment including federalism, parliamentary versus presidential demcracy, the curts, and the internatinal cmmunity. In additin t being rted in the Canadian and American plicy cntext, this curse als explres in greater detail ne particular plicy sectr: elementary and secndary educatin. 1

2 GENERAL COURSE OBJECTIVES The primary bjectives f this class include: - Prviding students with a slid understanding f the institutins, prcesses, and instruments f Canadian public plicy; - Gaining an appreciatin fr the cmpnents f the public cycle and plicy subsystem; - Explring the interactins and interdependencies amng agenda setting, plicy develpment, and plicy implementatin; - Studying sme key features f the cntemprary plicy-making envirnment ntably federalism, parliamentary and presidential demcracy, the curts, and the internatinal cmmunity; and - Develping critical thinking and writing skills. COURSE ENGAGEMENT This class emplys a cmbinatin f lectures, discussin grups and experiential learning. Lectures will cver the week s readings, addressing the theretical cncerns f each week s tpic as well as seek t demnstrate the relevance f the thery and cncepts studied t the analysis f cntemprary events and issues in Canadian public plicy. There will als be five discussin grup sessins held during regularly scheduled curse hurs t explre the cncepts develped in class in the cntext f elementary and secndary educatin. The smaller grup sessins will ffer students the pprtunity t actively participate in discussins pertaining t plicy analysis and develpment. Students need t cme prepared t these sessins, as they will be expected t engage in discussins f the assigned readings and questins. Yu shuld read the assigned texts and reflect n their answers t the questins prir t attending the sessin. ASSESSMENT METHODS There are a variety f assignments designed t develp different skills sets, aptitudes, and knwledge t help students advance bth their specific appreciatin fr the plicy wrld and brader abilities that will be applicable in the wider university envirnment and the wrld beynd. In additin t a midterm and a final exam, all students are required t cmplete a bk review, participate in regular discussin grups and present in a grup befre the class. Yu will als be judged n yur writing abilities. It is recmmended t take the apprpriate measures t avid mistakes. Yu will be penalized between 5% t 15%, t the prfessr s discretin. Late submissins are nt tlerated. Exceptins are made nly fr illness r ther serius situatins deemed as such by the prfessr. There will be a penalty f 5% per day fr late submissins, including weekends. University regulatins require all absences frm exams and all late submissins due t illness t be supprted by a medical certificate. 11 Beware f Academic Fraud! Academic fraud is an act cmmitted by a student t distrt the marking f assignments, tests, examinatins, and ther frms f academic evaluatin. Academic fraud is neither accepted nr tlerated by the University. Anyne fund guilty f academic fraud is liable t severe academic sanctins. Here are a few examples f academic fraud: engaging in any frm f plagiarism r cheating; presenting falsified research data; handing in an assignment that was nt authred, in whle r in part, by the student; submitting the same assignment in mre than ne curse, withut the written cnsent f the prfessrs cncerned. In recent years, the develpment f the Internet has made it much easier t identify academic plagiarism. The tls available t yur prfessrs allw them t trace the exact rigin f a text n the Web, using just a few wrds. In cases where students are unsure whether they are at fault, it is their respnsibility t cnsult the University s Web site at the fllwing address: «Tls fr Writing Papers and Assignments». Persns wh have cmmitted r attempted t cmmit (r have been accmplices t) academic fraud will be penalized. Here are sme examples f the academic sanctins, which can be impsed: a grade f «F» fr the assignment r curse in questin; an additinal prgram requirement f between 3 and 30 credits; suspensin r expulsin frm the Faculty.
