3 Our Distinguished Faculty Michael K. Berlin is senior vice president of marketing for Government Affairs and Promotion at Buzzi Unicem USA, Inc. Mr. Berlin has been with Buzzi since He earned a B.A. degree in political science from The Ohio State University, an M.A. degree in public affairs from The George Washington University and an executive education certificate from the University of Virginia s Darden School of Business. He is a LEED accredited professional, member of the Portland Cement Association s board of directors, the past chairman of the American Concrete Pavement Association, and the past president of the Northeast Cement Shippers Association. His previous ACI certifications include: Concrete Field Testing Technician-Grade 1; Concrete Flatwork Technician; and Concrete Construction Inspector-In-Training. Kenneth M. Justice, P.E., is the promotion director for New Jersey and Delaware for the Northeast Cement Shippers Association. Mr. Justice is a civil engineer with 18 years of experience as an engineering project manager, most recently for one of the largest consulting engineering firms in the country. Mr. Justice concentrates in the design and construction administration of runways, taxiways, aircraft parking aprons, and vehicular parking aprons, as well as other related civil engineering applications such as roads, storm drainage, erosion control planning, and environmental planning. Mr. Justice earned a bachelors degree in civil engineering from Villanova University and an M.C.E. degree from North Carolina State University. He is a registered professional engineer in seven states, including New Jersey, Delaware and Pennsylvania. Patrick Kinsella, executive director of the Concrete Pipe Association of New Jersey is a graduate of Stevens College, has been the executive director of the Concrete Pipe Association of New Jersey for over one year. He has served as the director of engineering for a major Pennsylvania manufacturing firm, as well as a quality control consultant for the American Bureau of Shipping. David R. Luhr, Ph.D., P.E., is the program manager of soil-cement/rcc pavements for Portland Cement Association. Dr. Luhr is manager of the Portland Cement Association s program for soil-cement and roller compacted concrete pavements. He joined the PCA in 1999, and has over 30 years of experience in pavement engineering, research and management systems. Dr. Luhr obtained his B.S. degree from the University of Illinois at Urbana, and his master s and Ph.D. degrees in civil engineering from The University of Texas at Austin. He served on the faculty of Penn State University and performed research at the Pennsylvania Transportation Institute. Dr. Luhr has been a consulting engineer, including projects for the World Bank in Asia and South America, and was formerly a pavement engineer for the North Carolina Department of Transportation. He has published numerous papers in professional journals, is an active member of the Transportation Research Board, and is currently on the editorial board of the International Journal of Pavements. He is a registered professional engineer in Texas and North Carolina. Michael C. Mota, P.E., is a Portland Cement Association Regional Structural Engineer- East. Mr. Mota provides technical assistance in building design to engineers, architects, contractors, owners and universities. Mr. Mota has an MSCE degree in structural engineering from the New Jersey Institute of Technology. Mr. Mota is a member of ACI Committees 314, 375, 435; ASCE Committee on Blast Protection for Buildings; and chairs the High-Rise Building Committee of the NYC Concrete Promotional Council. Monica C. Shultes is the executive director for the Mid-Atlantic Precast Association and has served as such for the last 10 years. She has presented hundreds of presentations to architects, engineers, specifiers, owners and university students. Ms. Schultes has a B.S. degree in civil engineering from Villanova University and an M.B.A. degree from Villanova University. She has more than 20 years of experience in the construction industry from design to consulting. Currently, Ms. Shultes serves as the precast/prestressed concrete representative in the region fielding technical questions and implementing promotional programs.
