1 New Jersey EACUB0 Sub-Region Spring Workshop Rider University April 23, 2014 Registration and Continental Breakfast 8:30 8:50 Welcome 8:50 9:00 Innovative Business Models in Higher Education: 9:00 11:45 Where Mission, Market, and Margin Meet Richard Staisloff Higher education as an industry has long focused on the quality of its programs and services. More recently, institutions have turned their attention to outcomes and student success. What has been missing from the conversation is an understanding of business models in higher education and how these models may need to evolve given changes in the external environment. This session will focus on best practice emerging in higher education, including new tools for analysis, metrics to support financial storytelling, and processes to drive the institutional change agenda. Mr. Staisloff will share strategies to uncover net revenue across institutional programs and services, ensure the connection of resources to strategic initiatives, and enhance transparency and accountability. Participants will engage in reviews of real case studies using these tools and strategies. There will be a 15-minute break at 10:15 a.m. Luncheon 12:00 1:15 A Practical Guide to Health Care Reform 1:15 2:30 Chris McCarthy and Patricia Farrell, J.D. A discussion of the key provisions of the Patient Protection Act affecting colleges and universities, including how the new definition of full time employee applies to adjunct faculty and how institutions can address the excise tax in Break 2:30 2:45 Economic Update and Financing Climate Mary Jane Darby and Robert Kanzer 2:45 4:00 Borrowers continue to evaluate future capital plans in the context of economic, regulatory and fiscal uncertainty. The municipal market has seen diminished supply in the first quarter of the new year as participants focus on the Federal Reserve's path for tapering its Quantitative Easing policy. This session will provide an overview of factors that are affecting supply and demand in the municipal market and the outlook for the rest of Workshop Presenters 6 CPE Credits Available Mary Jane Darby
2 Ms. Darby is a Managing Director at Prager & Co., LLC and has over 20 years of public finance experience, primarily working with colleges and not-for- profit organizations, including institutions such as University of Missouri, Rutgers University, University of Chicago, Johns Hopkins University and Emory University. Her background includes 8 years with the New Jersey Educational Facilities Authority, where she completed over 100 higher-education financings totaling over $7.1 billion. Her current role includes day-to-day management of the Firm's client needs, including bond structuring and transaction management, debt capacity/affordability assessments, policy development and board education. Her background includes serving as a Vice President in the Public Finance Department of Tucker Anthony, Inc. and as well as First Vice President of the Public Finance Department of Ryan, Beck & Co., LLC. Ms. Darby graduated from Lafayette College with a B.A. in Economics and Business. Patricia Farrell Ms. Farrell ( Trish ) is a senior attorney in the Princeton, New Jersey office of Mercer Health & Benefits. Trish advises employers on income tax, HIPAA, ERISA, ADA, Medicare, FMLA, COBRA, and retiree medical issues associated with health and welfare plan design, reporting, plan governance and administration. She has assisted a number of Fortune 100 companies with HIPAA privacy compliance, state health reform initiatives--and more recently--national health reform. Trish has been with Mercer for more than 20 years. She has been a speaker on national webcasts and presented at seminars sponsored by Mercer and other employer-focused organizations. Trish graduated from The College of William and Mary in Virginia and received a law degree from Rutgers University School of Law. She is a member of the New Jersey and Pennsylvania Bars. Robert Kanzer Mr. Kanzer is a Director at Prager & Co., LLC and has 13 years of public finance experience, working with universities, municipalities and not-for-profit institutions. In his current role, he provides day-to-day financial advisory services including portfolio analysis, transaction execution, debt policy development, board education, and central bank administration for a number of institutions including Emory University, Johns Hopkins University, University of Chicago and University of Missouri. His background includes seven years with Citi's public finance department where he assisted not-for-profit healthcare borrowers develop swap portfolio management strategies and enterprise risk analyses. Prior to joining Citi, he also worked in the public finance departments at First Albany Capital and Bear, Stearns & Co. Mr. Kanzer graduated from Boston University with a B.S. in Business Administration and a concentration in Finance. He is a FINRA registered General Securities Representative. Chris McCarthy Chris McCarthy has over fourteen years of consulting experience. He is a Principal in the health & benefits business in Mercer s Philadelphia office. He assists clients with benefit design strategy, vendor assessments, vendor negotiations, plan administration, project management, strategic plan design modifications, pricing calculations, consumer-directed health plan strategies and paid time-off/disability plan reviews. His clients have diverse plan designs and funding arrangements that allow him to provide consulting advice on both selffunded and fully insured programs. In addition to assisting his clients with their domestic benefits, Chris works with Mercer teams around the world supporting his clients global benefits needs. Chris received a BS degree in business administration from Villanova University. Richard Staisloff Mr. Staisloff is a founder and principal of rpkgroup, a leading national consulting firm supporting colleges, universities and other non-profits with their growth and reallocation strategies. rpkgroup emerged from two decades of leadership positions in the higher education sector, where Mr. Staisloff developed his expertise in finance and higher education from the perspective of public and private, two- and four-year institutions, higher education commissions, and State legislatures.
3 Mr. Staisloff has worked with institutions nationwide, helping them to combine a mission and market approach to strategic planning and business development. He has been a leading voice in the development of a new business model for higher education, working closely with the Association of Governing Boards, the Bill and Melinda Gates Foundation, NACUBO, and others to develop a new language and new metrics around cost, price and finance for the higher education sector. The learning objectives for attendees of this professional development workshop are the introduction or enhancement of critical technical and management skills that are targeted to higher education business administrative professionals at the intermediate level. Although there are no prerequisites, a minimum of 1-2 years of experience as a professional in higher education or a related private industry is recommended. For specific information regarding EACUBO s CPE program for this program please visit Program levels are as follows: Advanced Learning activity level most useful for individuals with mastery of the particular topic. This level focuses on the development of in-depth knowledge, a variety of skills, or a broader range of applications. Advanced level programs are often appropriate for seasoned professionals within organizations; however, they may also be beneficial for other professionals with specialized knowledge in a subject area. Intermediate Learning activity level that builds on a basic program, most appropriate for professionals with detailed knowledge in an area. Such persons are often at a mid-level within the organization, with operational and/or supervisory responsibilities. Basic Learning activity level most beneficial to professionals new to a skill or an attribute. These individuals are often at the staff or entry level in organizations, although such programs may also benefit a seasoned professional with limited exposure to the area. Update Learning activity that provides a general review of new developments. This level is for participants with a background in the subject area who desire to keep current. Individuals desiring CPE credit must sign in and out at the registration table.
