1 Admissions Guide to the Intensive Japanese Language Program Bekka Center for Japanese Language and Culture, Doshisha University I Contents of the Program 1. History of Doshisha University Doshisha University was founded in 1875 as the Doshisha Academy for English Studies (Doshisha Eigakko) by Joseph Hardy Neesima. Neesima was known as an international entrepreneur of learning- he was the first Japanese citizen to receive a degree from an American university. Today, Doshisha University has grown to include thirteen faculties, fifteen graduate schools (as of June 2009) and the intensive Japanese language program called Bekka. Out of approximately 26,000 students, about 500 are international students from many countries around the world. Even today, 130 years after the foundation, the founder s ethos of internationalism has remained as the spirit of Doshisha, and exchanges with overseas universities have been increasing steadily. 2. Outline of the Intensive Japanese Language Program Bekka 1. Purpose The purpose of the Bekka program by the Center for Japanese Language and Culture is to teach Japanese language to international students and to deepen their understanding of Japanese culture. This program is intended for international students who are planning to study at a Japanese university either at undergraduate or postgraduate level. 2. Characteristics (1) Every semester, the Bekka program offers intensive Japanese Language Courses mainly in the morning, Monday to Friday. These courses are divided into 8 different levels depending on each student s Japanese ability: elementary level, upper elementary level, pre-intermediate level, intermediate level, upper intermediate level, pre-advanced level, advanced level and high advanced level. (2) In the afternoon, the Bekka program also offers various Lecture Courses in Japanese Studies on topics such as language, culture and society and Lecture Courses in International Studies, both courses conducted mainly in Japanese or English in addition to Japanese and English Language Seminars. (3) Through the classes and extracurricular activities, the Bekka program also offers various opportunities to study Japanese traditional culture, such as flower arrangement, tea ceremony, noh play, craftworks, shrine festivals, etc., by making good use of our location in Kyoto. (4) Students of the Bekka program are free to use the same facilities of Doshisha University as regular students. (5) Having revised the curriculum in 2004 and reviewing it every year, the Center for Japanese Language and Culture now offers an improved, more elaborate Bekka program with eight different levels of Japanese Language Courses. The Center has also increased the maximum enrollment to 130 students. (6) Students at the Bekka program are eligible to apply for admission by recommendation to the undergraduate and graduate programs of Doshisha University. (In 2010, admission by recommendation is scheduled to be offered by the Faculties of Theology, Letters, Social Studies, Economics, Commerce, Policy Studies, Culture and Information Science, Science and Engineering, Life and Medical Sciences, Health and Sports Science and Graduate School of Psychology, Graduate School of American Studies, Graduate School of Policy and Management, Graduate School of Business.) 3. Period of Study and Entrance Schedule The period of the program is one year. The Center has adopted the semester system. Therefore, students 15

2 can start the program in either the Spring semester (April - September) or the Fall semester (September - March). After admission, the period of study can be extended for up to one more year with permission from the Center for Japanese Language and Culture. 4. Courses (1) Curriculum The Center offers Japanese Language Courses, Japanese and English Language Seminars, Lecture Courses in Japanese Studies and Lecture Courses in International Studies. Please refer to the following pages for the names and credits of each subject offered. The program considers a class that meets two hours once a week (x 15 weeks) as one credit. (2) Japanese Language Courses, Japanese and English Language Seminars, Lecture Courses in Japanese Studies and Lecture Courses in International Studies. The Japanese Language Courses are divided into fifteen classes, in principle, at eight different levels (elementary level, upper elementary level, pre-intermediate level, intermediate level, upper intermediate level, pre-advanced level, advanced level and high advanced level) according to student s Japanese ability. This program is for students who have studied Japanese for at least one year. (The Center does not offer beginners level courses.) General Japanese courses are designed to develop the four basic skills of listening, speaking, reading and writing. There are also courses which specifically emphasize reading comprehension, written expression and oral expression. The program attempts to reinforce what students have studied and to develop it by efficient and frequent exercises to make daily life and studies smooth when students enter into a graduate or post-graduate course after the Bekka program. The level each student starts is based on their scores in the placement test, which is conducted at the beginning of each semester. Japanese Language Seminars mainly help students prepare for the Japanese Language Proficiency Test and the Examination for Japanese University Admission for International Students etc. English Language Seminars help students prepare for entrance examinations to universities etc. Lecture Courses in Japanese Studies contribute to student s understanding of the Japanese language, culture and society, both present and past, in their entirety. Several subjects are offered to help students become accustomed to their life in Japan as quickly as possible and to pursue a successful academic career. Lecture Courses in International Studies have been designed to deepen the student s knowledge about international education and understanding. These courses teach world history, -culture, - business and -media. 16

Requirements for Completion of the Program Those who have earned 18 or more credits of Japanese Language Courses and 6 or more credits of Japanese and English Language Seminars and Lecture Courses in Japanese Studies and 26 or more credits in total through Japanese Language Courses, Japanese and English Language Seminars, Lecture Courses in Japanese Studies and Lecture Courses in International Studies within one year are recognized as having completed the program and will be awarded a certificate of completion Academic Calendar [provisional] University Fees for students admitted in the academic year 2010 will be announced as soon as determined. Student Enrollment Maximum enrollment: 130 students Number of students to be admitted: 65 students each for the spring (April) semester entry and fall (September) semester entry 2. Entrance Qualifications Applicants are required to have more than one year of Japanese study at the time of application in principle and to meet one of the following conditions: 1. Those who have a certificate of completion for 12 years or more of education outside Japan or expect to complete such education before entering the program. 2. Those who are appointed by the Ministry of Education, Culture, Sports, Science and Technology of Japan. 3. Those who are recognized by Doshisha University as being old enough and as having the equivalent of a high school education ( for example applicants who are recognized as holding qualifications equivalent or superior to the Japanese University Entrance Qualification Examination or pass another test equivalent to this examination ). Students who have previously studied at another Japanese language institute inside Japan for more than one year (up to the day of their entrance into the Bekka program) can not apply. 21

8 3. Application Procedure 1. Deadline Information: Spring (April) entry: September 18 (Fri.) October 2 (Fri.), 2009 Fall (September) entry: April 9 (Fri.) April 23 (Fri.), 2010 Application at the office is preferred in case the applicant is already residing in Japan. Applications cannot be accepted on Saturdays, Sundays and holidays. (If you send the application by mail, send it by registered express mail. Applications must be received no later than the date indicated above.) 2. Hours: 9:00 11:30, 12:30 16:00 (Monday through Friday) 3. Application Fee (1) Application Fee 20,000- Please pay the application fee within the application period. NB: Additional remittance fees may be charged when the payment is made by remittance from abroad. (2) Method of Payment 1) Remittance from inside Japan: The applicant must pay the fee to a bank using the prescribed forms for remittance of Doshisha University. The transfer type should be Telegraphic Transfer. Please submit the receipt of the remittance bearing the seal/stamp of the bank at which the money was remitted together with your application. The application will be denied without the receipt. Please paste it onto the prescribed form for Pasteboard for the Receipt of the Remittance. A receipt which does not bear the seal/stamp of the bank is not acceptable. The transaction charge will be free if the remittance is made from the headquarters or one of the branches of designated financial institutions described in the prescribed forms for remittance of Doshisha University. *Remittance from an ATM or a postal bank will not be accepted. 2) Remittance from abroad: Please refer the information below: Transfer type: Telegraphic Transfer Payment: Advise and Pay Paying bank s Charge, if any: Payee s Account Beneficiary Bank: The Bank of Mitsubishi Tokyo UFJ, Ltd. Additionally, the transaction charges, which occur when the applicant remits the fee, should be paid by the applicant. Since the transaction charge at a Japanese bank is 2,500, the total amount remitted should be 22,500. Please submit the receipt of the remittance bearing the seal/stamp of the bank at which the money was remitted together with your application. Please paste it onto the prescribed form for Pasteboard for the Receipt of the Remittance *The application fee paid to the university is accepted on the condition that it is non-refundable. 22

9 5. Required Forms Entries forms may be written either in Japanese or English, except when Japanese is specifically required. If documents are written in a language other than Japanese or English, it is the applicant s responsibility to attach an official Japanese or English translation, certified by a government or notary public or the applicant s university. Translations by the applicant can not be accepted. (1) Prescribed Application Form The applicant should fill out all sections of the form correctly and carefully in their own handwriting. If it is found to be written for the applicant by another person, the university may cancel the admission. After being accepted by the university, the Japanese Immigration Office will examine the application in order for the applicant to receive a Certificate of Eligibility for a Status of Residence. Since there is the possibility that the Japanese Immigration Office might contact the applicant in case of questions directly, it is absolutely necessary that the applicant fills out the address-fields (and details like phone number and -address) correctly! (2) Certificate of Graduation issued by the Educational Institution attended Certificate of Graduation issued by a (senior) high school (or Certificate of Expected Graduation). If the applicant has graduated or is currently attending a university or junior college, the relevant Certificate of Graduation (or Certificate of Expected Graduation) should, if possible, also be submitted. These documents will be used as reference material. However, if the applicant can not submit a certificate of a bachelor s degree (or an equal or higher degree), the applicant can submit his/her high school diploma. (3) Transcripts of Grades issued by the Educational Institution attended Transcript of Grades issued by a (senior) high school. If the last school the applicant has graduated from is a (senior) high school, the applicant has to submit the grades from each of his/her high school years. If the applicant has graduated or is currently attending a university or junior college, the relevant Transcript of Grades should also be submitted. However, if the applicant can not submit a Certificate of Degree (bachelor s degree or higher), the applicant can submit only the relevant Transcripts of Grades of each year from his/her high school. (4) Prescribed Form for Proficiency in Japanese A Japanese instructor, a diplomatic or consular official of the Japanese government etc., or someone who can certify the applicant s Japanese proficiency, should complete this report. For this report the universities prescribed form for Proficiency in Japanese ( ) has to be used. If the applicant has taken the Examination for Japanese University Admission for International Students test or the Japanese Language Proficiency Test (Level 1) he/she can (but is not required to), in addition to the universities prescribed form for Proficiency in Japanese, submit a copy of the result of the test. (5) CD-R (tape cassette/mini-disk) with detailed Reasons for Applying and other Information The CD (tape cassette or MD also acceptable) has to be recorded by the applicant in Japanese and has to be about 3 minutes in duration. It should include a self introduction, detailed reasons for applying and plans after completion of the program. Full name of the applicant should be labeled on the CD. (6) Passport Documentation or Certificate of Registration for Registration Card Applicants residing abroad Copy of the pages in which the name of the applicant and all previous records of entry into and departure from Japan are stated (if the applicant does not have a passport, a photocopy of an identification document issued from the government of the applicant s home country or its equivalent can be used as well). 23

10 Applicants already residing in Japan Copy of the pages in which the name of the applicant and the status and period of residence are stated in the passport, or a copy of a Certificate of Alien Registration. (7) Five Identification Photographs (4cm x 3cm) Write the name of the applicant on the back of the photographs. Glue one photo on the application form, and enclose the other four photos with the application. (The passport style photographs must be taken within the last three months in full color, showing full front face, upper body and without headwear.) (8) Documents Related to Funding Regarding the documents related to funding, we recommend applicants to inquire the details at the Center for Japanese Language and Culture before sending in their application. If applicants have more than one guarantor, they are requested to list all guarantors in the application form or on a separate sheet. For the applicants who are supplying the funds him/herself: Bank Account Balance Statement of the applicant The balance statement should show sufficient funds to pay the university fees for one year + more than 100,000 of monthly living expenses for 12 months. It should be issued by a bank, which is able to handle foreign transactions and be in a currency which can be remitted to Japan. However, if the applicant intends to continue his/her studies at a Japanese university, it is necessary to show sufficient funds to pay for the university fees and living expenses for the following years as well. Certificate of Employment (or Verification of Employment) Certificate of Yearly Income (or residence tax receipt, income tax receipt, a copy of a final income tax return, a tax receipt from work) For applicants from China, please hand in a Fixed Deposit Certificate of Deposit Balance ( ), with the document showing the amount of money in a foreign currency other than RMB (f.e. Yen, US-Dollar). In case where a family member, a relative of the applicant (or any other person) supplies the expenses by sending money from the applicant s own country: Prescribed form for Certificate for Expenses Payment filled out by the sponsor (If the form is filled out in a language other than Japanese or English, a Japanese or English translation must be attached.) Bank Account Balance Statement of the sponsor The balance statement should show sufficient funds to pay the university fees for one year + more than 100,000 of monthly living expenses for 12 months. It should be issued by a bank, which is able to handle foreign transactions and be in a currency which can be remitted to Japan. However, if the applicant intends to continue his/her studies at a Japanese university, it is necessary to show sufficient funds to pay for the university fees and living expenses for the year after the completion of the Bekka program as well. Thus, at least sufficient funds for two years should be shown in that case. For applicants from China, please hand in a Fixed Deposit Certificate of Deposit Balance ( ), with the document showing the amount of money in a foreign currency other than RMB (f.e. Yen, US-Dollar). (One of the following: a copy of family register, birth certificate, resident card or public certification of kinship) In case the applicant supplies the funds through a scholarship: Certificate of Payment of a Scholarship The certificate must show the amount, the period, and the source of the scholarship. 24

11 In case the sponsor, who is supplying the funds, is living in Japan: Prescribed form for Certificate for Expenses Payment filled out by the sponsor Income Tax Certificate which shows the sponsor s total income (One of the following: residence tax receipt, income tax receipt, a copy of a final income tax return, a tax receipt from work) Certificate of Employment of the sponsor (In the case of an independent business owner, a copy of the business register, a business license or a copy of a final income tax return bearing the receipt stamp, etc.) Resident Card of the sponsor (If the sponsor is a foreigner, a Certificate of Alien Registration). In the case the sponsor is a relative of the applicant, a document which proves the sponsor's relationship with the applicant (One of the following: A copy of the family register, birth certificate or public certification of kinship). If the sponsor is an acquaintance or a friend, an explanatory note mentioning the relationship with the applicant or a picture taken together, etc. (9) Prescribed Form for Letter of Guarantee In principle, the guarantor should be the father or mother of the applicant. The guarantor should be capable of taking full responsibility, both morally and financially, for the applicant during his/her stay in Japan. The guarantor can also be a relative or acquaintance who supports him/herself and is capable of taking the responsibility instead of the applicant s parents. (It is not necessary that the guarantor resides in Japan.) (10) Prescribed Form for Request Form for Doshisha University to act as a Represantative of the Applicant for Certificate of Eligibility For details, please see 9. University Fees and Initial Registration Procedures and 10. Visa Status. Applicants currently residing in Japan do not need to submit this form. (11) Prescribed Form for Pasteboard for the Receipt of the Remittance Submit the following receipt, which certifies the remittance of the application fee, and paste it onto the prescribed form for Pasteboard for the Receipt of the Remittance. Remittance from abroad: The receipt of the remittance bearing the seal/stamp of the bank at which the money was remitted or its copy. Remittance from inside Japan: The receipt of the remittance bearing the seal/stamp of the bank at which the money was remitted (the remittance must be made with the prescribed forms for remittance of Doshisha University). (12) Prescribed Form for Plans after Completion of the Program Please submit a detailed note explaining your plans upon completion of this program. (please write clearly) (13) Address Stickers (please provide 4 stickers) These stickers will be used to inform the applicant about the test result etc. Therefore, applicants have to provide an adress that is valid for the period stated in point 8 (Notification of Results) (14) Check Sheet for Document Submission (prescribed form) To ensure that your application is complete, please check each document carefully and hand in the Check Sheet for Document Submission together with your application. 6. Other Application Instructions (1) Warning: Any false statements made on this application may be grounds for dismissal from university. (2) The university might require documents in addition to those listed in 5. Required Forms. (3) Submit the original documents. They may be returned to the applicant upon request. (If the applicant is from China, the applicant may submit photocopies together with a document, which is certified by a government office or notary public, confirming that the photocopies are the same as the original documents.) Photocopies are not acceptable. 25

Notification of Results The results of the selection will be sent out by express mail by the dates below. For successful applicants, a guide for initial registration procedures will be enclosed in the mail. Applicants will not be notified of the results by individual inquiry on the phone. Spring (April) entry: Applicants will be notified of the results of the selection by mail by early November. Fall (September) entry: Applicants will be notified of the results of the selection by mail by the middle of June. 9. University Fees and Initial Registration Procedures 1. University Fees The fees for students admitted in 2010 are as follows: Admission Fee Annual Tuition T o t a l Initial Registration Fee 50, , ,000 Students residing abroad Fee for Step 1 50,000 Fee for Step 2 229,500 (Total 279,500) Students already residing in Japan 279,500 Each semester s tuition is half of the annual tuition. Once received, neither the fee for step 1 nor the admission fee can be refunded. Payment of the fees must be made with the name and address of the successful applicant him/herself. Every semester a fee for educational support applies (In 2009: 2,500yen) 2. Initial Registration (1) Payment of the Initial Registration Fee Upon acceptance, applicants must complete the following procedures by the appointed date below. For details, please refer to the guide for initial registration procedures enclosed with the Letter of Acceptance. Admission will be denied if applicants do not complete these procedures. 1) Applicants residing abroad (payment should be made at the bank) [Step 1] Applicants must pay the prescribed amount (equivalent to the admission fee) by the middle of November, 2009 (for Spring entry) or by the end of June, 2010 (for Fall entry). For applicants who completed step 1, the university will apply by proxy for the Certificate of 26

13 Eligibility at the Japanese Immigration Office, Ministry of Justice. [Step 2] After the university receives the Certificate of Eligibility, the applicant will be notified and advised to pay the fee for step 2. As soon as the university has confirmed the receipt of the fee for step 2, the Certificate of Eligibility and the Confirmation of Enrollment will be sent to the applicant. 2) Applicants already residing in Japan Applicants must pay the Initial Registration Fee (the total of first semester tuition + admission fee) by the following deadline (Attention: This deadline and the deadline for applicants residing abroad (1) are different. Please be careful to not confuse the deadlines): Spring (April) entry: March 25 (Thu.), 2010 Fall (September) entry: September 10 (Fri.), 2010 Place for initial registration: Center for Japanese Language and Culture Doshisha University As soon as the university has confirmed the receipt, the Confirmation of Enrollment will be sent to the applicant. [Note] Once received, the admission fee (or its equivalent) cannot be refunded. Cancellation of registration after the completion of initial registration procedures would be permitted only in case the applicant goes through the prescribed cancellation procedure by March 31, 2010 (or, for Fall entry, by September 14, 2010). In that case, the remaining amount of initial registration fee minus the admission fee will be refunded to the applicant. (Applicants for whom the university has applied by proxy for the Certificate of Eligibility to a Status of Residence (college student) in Japan would be refunded the remaining amount of initial registration fee minus the admission fee only in the case they go through the prescribed procedure (submission of a statement of reason for cancellation of registration and return of the Certificate of Eligibility and the Confirmation of Enrollment to Doshisha University) by March 31, 2010 (or, for Fall entry, by September 14, 2010). Details will be enclosed in the Letter of Acceptance. 3. Submission of Required Forms (applicants residing abroad or in Japan) (1) Certificate of Graduation and/or Transcripts of Grades as designated, if not yet submitted. (2) One glossy color identification photograph without border (3cm x 2.4cm, full front face with upper body, without headwear) (3) Registration Deadlines: Spring (April) entry: March 25 (Thu.), 2010 Fall (September) entry: September 10 (Fri.), 2010 The required forms for registration will not be accepted on Saturdays, Sundays and holidays. Visa Status Students who are accepted to the Bekka program should obtain a College Student visa. After initial registration, they must complete the necessary process for obtaining a Certificate of Eligibility for a Status of Residence and a visa. 1. If you are living overseas The university will apply for a Certificate of Eligibility for a Status of Residence (college student), by proxy on your behalf. You must submit the prescribed Request Form for Doshisha University to act as a Representative of the Applicant for Certificate of Eligibility when you submit your application to the university. Please note that failure in completing the initial registration procedures early will cause delay in issuing the Certificate of Eligibility and the Confirmation of Enrollment, which will affect your timely entrance into Japan. As soon as the Certificate of Eligibility is issued, it will be sent to you. Please bring the Certificate of Eligibility to the local Japanese Embassy/Consulate immediately upon receiving it and complete the procedure to obtain a visa. Permission for the Certificate of Eligibility is granted by the Ministry of Justice. The university takes 27

14 no responsibility if such permission is not granted. If you have a history of not being granted a Certificate of Eligibility by application through a representative in the past, you will not be granted another Certificate of Eligibility until the reason for the previous rejection is eliminated. Anyone who has the experience of being rejected the issuance of a Certificate of Eligibility has to consult the Center for Japanese Language and Culture prior to their application. 2. If you are already in Japan (1) If you hold a Pre-college Student visa or a College Student visa, please apply for a change or a renewal of your residence status at the Immigration Office on your own. (2) If you are the spouse of a Japanese national, or a permanent resident, etc., you do not need to change your status of residence. However, in this case applicants may not receive certain special treatment that is given to those on a College Student visa. (3) If you hold another resident status, please consult a Immigration Office near you. 11. Others 1. If false statements are found on the forms or documents (including the CD, cassette tape or MD) for the application or registration procedure, the university may cancel the admission. 2. For details, please consult the Center for Japanese Language and Culture. III Guide to Student Life at Doshisha University 1. Scholarships 1. Doshisha University International Student Subsidy This scholarship grats 40,000 yen monthly for up to six months (one-time payment of 240,000 yen). It will be granted each semester to up to five students (up to ten students per year) who demonstrate excellent academic performance and personal qualities. 2. Doshisha University Scholarship for International Students (Students of the Intensive Japanese Language Program Bekka ) This scholarship is for the students of the Bekka program. The scholarship grants the full amount of tuition for the second semester (actual amount in the academic year 2009; 229,500) to up to ten students each semester, and up to twenty students each year. The Center selects students with a superior attitude toward study and a strong academic record at the end of their first semester. 28

Honors Scholarship for Privately-Financed International Students Japan Student Services Organization (JASSO) offers honors scholarships for privately financed international students who have a strong academic record and needs a financial aid. Recipients of this scholarship are granted 48,000 per month for one year. (The number of Bekka program students who were awarded this scholarship in 2008: four [including two who received it for six months] ) 2. Living Expenses The average monthly living expenses in Kyoto are about 120,000 including rent (at the very least 100,000). Please keep this in mind when making plans to study in Japan. 3. Housing 1. Doshisha University provides the following accommodation (rooms) for students of the Bekka program. (There are about 5-15 rooms available for new students each semester. Succesful applicants will receive further information.) Robins Hiyoshigaoka Student Dormitory Single occupancy (smoking in the rooms is prohibited) Self-contained appartment (with bath-unit, toilet, kitchenette and more) Other equipment: Refrigerator, microwave oven, rice cooker, induction cooker, pot, fry pan, curtain, bed, desk, chair, air-conditioner and heater, and closet. Common facilities have coin-operated washing machines Rent: 36,500 yen / monthly (1K-style room, about 15m 2 ) Fees for water and Internet are included in the rent. An additional one-time cleaning fee (8,000 yen) and five insurance fee for one year (7,500 yen) has to be paid at the time of moving in. Robins Kitashirakawa Student Dormitory Single occupancy (smoking in the rooms is prohibited) Self-contained appartment (with sink, curtain, bed, desk, chair, closet) Common facilities: Toilet, shower, kitchen, fridge, microwave oven, toaster, electric kettle, coinlaundry, clothes-drying place. Rent: 39,000 / month (Internet fee is included) Dormitory Entrance Fee: 4,000 (for cleaning after moving out, for fire-insurance and for dormitory management) has to be paid at the time of moving in. 2. In addition, housing information is provided at the University Co-op and the Student Support Services Department of Doshisha University, etc. The details are as follows: Apartment Type Some apartments are equipped with a bath-unit and kitchen, but others are just a room with no equipment, with shared facilities and so on. (Monthly Rent) Approximately 20,000 to 45,000 yen + maintenance fee of approximately 5,000 yen One-Room Type (Condominium) One room with a bath-unit and kitchen. Those equipped with an air conditioner, telephone, etc., are comparatively more expensive than rooms of the apartment type. (Monthly Rent) From approximately 40,000 yen + maintenance fee of approximately 5,000 yen Note: These kind of rooms are usually unfurnished and students have to provide their own furniture/bedding, etc. Rent-deposit & Key Money Rent-deposit (Shikikin): Security deposit, which is a compensation for damages and nonpayment of rent. 29

16 It will be refunded after deduction of repair expenses upon moving out. Key Money (Reikin): Remuneration to use the room (Non-refundable) 4. Medical Fee Reimbursement Program 1. The National Health Insurance (Compulsory Enrollment / Enrollment is carried out at the local ward office.) The National Health Insurance Program is a health insurance program which allowse residents to see a doctor without any financial worry by subsidizing the medical expenses when someone is sick or injured. The law stipulates that all foreigners staying in Japan for a year or longer have to enroll in the National Health Insurance Program. It is a program run by the cities, towns and villages (municipalities), and students have to pay a premium when they join it. Subscribers of the National Health Insurance Program have to pay only 30% of the total medical expenses for treatment upon presenting the health insurance card at a hospital or clinic. Reduction of the Premium Although the premium varies by area, the premium for international students is usually reduced up to 70%. (However, students have to report that they do not have a source of income at the municipal office of residency.) For overseas students living in Kyoto City, the annual charge was 17,478 yen in Furthermore, international students are able to receive aid from Kyoto City ( 700 monthly, total 8,400 annually). 30
