1 LONDON BOROUGH OF MERTON ENVIRONMENT AND REGENERATION JOB DESCRIPTION Job Title: Division Service/Section: Head of Safer Merton Environment and Regeneration Safer Merton Post No: E0010 Grade: MG3 Responsible to: Head of Regeneration Prepared: May Job Purpose To strategically lead, manage and develop the statutory partnership to ensure that it delivers the community safety agenda. To be the partnership, and Councils, strategic lead on Counter Terrorism, Domestic Violence and Abuse, Sexual Violence, Hate Crime, Reducing Re- Offending, Anti-Social Behaviour, reduction in the Fear of Crime, Organised and Business Crime (as well as the Councils lead on major incidents (murder etc)) To support and enable the Council to fulfil its duties and establish correct relationships with the Government, partners and other stakeholders, local, regional and national, to prevent and reduce crime, disorder, problematic drug use and anti-social behaviour. To ensure partnership, and Councils compliance with the Crime and Disorder Act 1998, Police Reform Act 2002, Anti-social Behaviour Act 2003, Police and Justice Act 2006 and all relevant, current and emerging legislation around drugs, crime and disorder legislation. To ensure the leadership and management of operational, and partnership, delivery mechanisms for reducing problematic drug use, crime and disorder including: CCTV, ASB, integrated offender management (IOM), Prolific and Priority Offenders (PPO), Safer Schools and drugs prevention and reduction (through commissioning). 2. Main Tasks 1 Strategic Management 1.1 Lead on the production and implementation of strategies and action plans aimed at reducing crime, disorder, drugs activities, counter terrorism, reducing re-offending and anti-social behaviour, including strategies to tackle specific aspects of crime and disorder and the over-arching strategies required under the Crime and Disorder Act (and its review) and other existing / emerging legislation. 1.2 To be the principal policy advisor to the council and its partners with regard to community safety, including existing and emerging legislation and directives, dealing with a wide range of work of a complex nature involving continual change and pressure
2 1.3 To ensure that the Partnership complies with partnership legislation around the design and delivery of plans and projects including the strategic assessment, adult treatment plan, young peoples treatment plan, 3 year rolling plan, hallmarks of effective practice and minimum standards 1.4 Direct the production of analysis and audit information to support strategy development and the identification of emerging issues that require action by the Safer Merton Partnership 1.5 Ensure that appropriate and innovative problem solving techniques are implemented to tackle emerging crime, drugs and disorder issues and that they result in the reduction of risk of and actual criminal activity. 16 Lead and advise on community engagement and consultation with regard to all aspect of community safety, including activities to tackle drug and alcohol issues. 1.7 Play a leading role in securing compliance with the community safety requirements of the Building Safer and Stronger Communities element of the Comprehensive Performance Assessment. Managing the input into the LAA and equivalent performance structures for the partnership 1.8 Be a member of the Environment and Regeneration Departmental Management Team and contribute to the wider strategic management of the Directorate. 1.8 Represent the council and its partners locally, regionally, nationally and internationally on community safety issues. 1.9 Be the principal contact for the Home Office, Government Office for London, Police, Fire Service, Health Services, Probation and other strategic partners with regard to community safety services and strategies. 2. Service Management 2.1 Effectively manage the Safer Merton Team and ensure that service aims and objectives are aligned to the strategic direction and customer focus of the council and its partners. 2.2 To commission all services on behalf of the partnership, and specifically those in the drug and alcohol field, in line with nationally agreed parameters and standards that go beyond Council procurement 2.3 Ensure that services commissioned from internal and external organisations are effectively managed, meet their targets and objectives and provide the Partnership with value for money 2.4 Support and work with the Leader of the Council, Cabinet members, Government Ministers, senior staff within the Home Office, Ministry of Justice, Department of Communities and Local Government, Department of Health (National Treatment Agency) and Government Office London to promote and secure crime reduction in Merton 2.5 Accountable for ensuring that the service is effectively planned and delivered and that the budget, including grant allocations, is effectively managed; to secure internal and external funding for community safety initiatives and services
3 2.5 Compliance with all the reporting requirements of the council and external organisations, including government departments, ensuring that effective records and audit trails are maintained. 2.7 Develop and manage systems, including the use of IT systems, to manage the performance of community safety services in Merton and produce information for the council, its Corporate Management Team, its partners, the Home Office and the Government Office for London. 2.8 Manage, control and direct the future of partnership working, delivery and development for the Safer Merton Partnership 2.9 Lead and provide a focal point for the effective communication of community safety strategies and activities within the council, between, and for, the partnership and stakeholders and the community Increase public reassurance through leading campaigns and activities that prevent crime, tackle crime and increase community confidence and engagement 2.9 To lead for the council and partnership on Action in Merton, community call to action and face the people sessions To ensure the operational deliver of CCTV, ASB, PPO, IOM and the Schools Officers 3 People Management 3.1 Responsible for performance managing the Safer Merton Team, including partnership staff and voluntary staff who work directly to the Safer Merton structure, 3.2 To achieve service delivery and the consistent achievement of agreed service outcomes and within this to identify the competencies and development needs of teams and individuals 3.2 Lead, develop and empower the Safer Merton Team and promote a culture of continuous learning and development; responsible for identifying areas of self-development which will contribute to high level performance and career development 3.3 To coach and mentor the Safer Merton staff and partner staff who work in partnership with Safer Merton, including council staff, with regard to community safety 3.4 To manage the NhW, Merton and Sutton Mediation and DAAT volunteers (in excess of 400 people) to support the delivery of Safer Merton objectives 3.5 The ability to manage across organisational boundaries and manage matrix working across the organisation. 4 General 4.1 Substitute for the Director, Chief Executive or Borough Commander as required 4.2 Carry out responsibilities in accordance with the council's equal opportunities policies for employment and service delivery 4.3 Ensure the implementation of the council's human resources strategies and policies and compliance with the council s financial regulations
4 4.4 Ensure the implementation of the council's health and safety policies 4.5 Attend meetings out of office hours as required 4.6 Undertake other management responsibilities as may be assigned from time to time by the Director of Environment and Regeneration, the Borough Commander and the Chief Executive 3. 6 LONDON BOROUGH OF MERTON ENVIRONMENT AND REGENERATION DEPARTMENT PERSON SPECIFICATION POST TITLE: Safer Merton Manager Grade: MG3 Date: May Knowledge Extensive knowledge of existing and emerging legislation and regulations governing community safety and its applicability to the Safer Merton Partnership (A&I) Minimum of five years practical experience, at a senior management level, of community safety interventions (or similar) and with a proven track record for delivery (A&I) The ability to demonstrate knowledge of best practice in the field and how it might be applied by the Safer Merton Partnership (A&I) Knowledge of all aspects of the Government s performance frameworks, including the Comprehensive Area Assessment (CAA), Local Area Agreement (LAA), Assessment of Police and Community Safety (APACS) and practical experience in implementing Partnership responses to these. (A&I) Ability to demonstrate understanding of organisational divers across the partnership organisations and how these impact on the council and the Partnership (A&I) A minimum of five years strategic management experience knowledge and understanding of key national strategies and legislation that is applicable to community safety partnerships (A&I)
7 Extensive budgetary experience of large complex budgets with differing funding regimes, and cost centre management experience, including management of grants (A&I) Knowledge of drugs and alcohol issues and their relevance to community safety and ability to demonstrate an understanding of how the DAAT and wider partnership may strengthen their relationship (I) Extensive experience and proven success of working in partnership both cross departmentally and inter-agency (I) Previous experience working closely with Government Departments, supporting Council Members, council staff and staff from partner organisations, including contacts at a senior level (I) Knowledge and experience of community engagement as it applies to community safety and able to provide examples of successes (A&I) Ability to comply with the Council s Equal Opportunities Policy and Customer Care Approaches (I) 2. Skills Open communicative style with strong communication, negotiation and persuasive skills, both orally and in writing (I&O) Analytical skills and ability to interpret complex data (I&O) Ability to lead, manage and mentor staff, including coaching for performance (I) Extensive relationship management and partnership working experience across a wide range of partners (I&A) 3. Experience/Training At least five years experience at a senior level in a large complex partnership organisation ideally within the field of community safety (A&I) Understanding of Local Government processes and procedures specifically around procurement and service delivery (A&I) Managing services and strategies across more than one organisation or across a number or organisational departments (A&I) Previous experience of managing staff within a complex and changing environment (A&I) Experience of representing the organisation at regional and national events deputising for directors, borough commanders, chief executives or similar grades (A)
8 Able to demonstrate continuous professional development in the field of community safety (I) Professional qualification to degree level is preferable, but not essential (A)
