2 Objective The workshop was arranged within POLIS Identification and mobilisation of Solar POtentials via Local Strategies a project within the Intelligent Energy Europe Programme. The aim of the project, as well as the dissemination workshop, is to promote and facilitate the use of solar energy thorough actions in urban planning and development of strategies. The workshop took place during one afternoon in the premises of Ekocentrum, situated in the main solar energy district of Malmö, the Sege Park area. The workshop was performed as a combination of discussions with the participants and expert lectures about how to work with urban planning and strategies in order to have solar energy as a natural part of the planning process. The main workshop objective was to present the POLIS project to the target group, and to show the results and ongoing pilot actions in Malmö. The lecturers were selected to give a wide selection of methods and inspiration to the participants. An officer from the Urban Planning Department in Malmö was invited to present the methods used in the Malmö Urban planning process. A Danish consultant company, involved in many Danish projects, described the process in Denmark. An officer from the Stockholm City Council presented a new smart grid development in Stockholm. Finally, e solar energy installation company was invited to present different architectural solutions for PV and thermal installations. After the workshop, many of the participants took the opportunity to have a look at the PV and thermal installations within the Sege Park area. Target group The invitation to the workshop was sent to all city/town councils in the Skåne Region. The target group was mainly officers and politicians at the urban planning and exploitation departments. Also architects, consultants and other professionals who operate within the urban planning area were invited, as well as post graduate students within the field of solar energy. 2
3 Contents During the workshop, some interesting lectures were held to inspire through good examples of solar energy development as a result of urban planning and strategies. As an introduction to the workshop, Anna Cornander and Elisabeth Kjellsson presented the POLIS project, the pilot actions and current results in Malmö, examples from pilot actions in the other cities, and the Solar Urban Planning Best Practices Manual. Ella Swahn, planning architect at the Malmö Urban Planning Department, held a lecture about how the processes of planning for solar energy are being made in Malmö. The has very high ambitions for renewable energy and many developers, politicians and property owners are interested in investing in renewable energy. Olaf Bruun Jørgense from Esbensen Rådgivende Ingeniører was invited to talk about solar urban planning in Denmark. He showed examples of solar energy as a part of the development in areas with a profile of innovation and renewable energy; the Sønderborg Havn, Amager Fælled Bykvarter and the new Carlsberg area. Torsten Malmberg from the Urban Planning Department in Stockholm showed the plans for the new development area Norra Djurgårdsstaden in Stockholm. There are plans on making it an environmental area with focus on energy, transportation, bicycles and sustainability. The Stockholm City Council believes in a combination of housing, workplaces and harbours under the same goal of sustainability. Leif Selhagen, one of Sweden s most experienced consultants in PV, currently working at the company Exotech, showed examples of solar energy installations in Sweden, but also from England, Greenland and Antarctic. His focus was on showing different possibilities for the solar installations; like roof integration, solar shading, glass facades, balcony shading etc. 3

6 Main outcomes and evaluation A total number of 37 people participated in the dissemination workshop, 20 of which came from other City Councils in the Skåne Region and from Stockholm. During the workshop, between lectures, discussions were held on the topic of solar urban planning. Most participants agreed on the importance of having local plans that allow solar energy installations. In many local plans there is a specific regulation about facade and roof materials and colour, which could actually undermine the possibilities for solar energy installations. It is more important to not have obstacles like that within the local plan, that to have a local plan that specifically demands solar energy installations. Many of the participants underlined the need for guidelines for solar urban planning. A common view was also the importance of the town councils as role models for other actors within the municipalities. PV and thermal installations on public buildings creates an interest for the technology. Some of the smaller municipalities find the idea of setting solar energy requirements in purchase agreements (when the municipality sells land to developers) unsuitable, due to the fact that their municipalities are less popular for development compared to the cities. In order to attract developers, they can t afford put too many demands in the agreements. Nevertheless, a new development with a profile of innovation and renewable energy could actually be attractive for the growing number of environmentally conscious people. Many towns in the region of Skåne have areas with very old, culturally and architecturally valuable development. The group agreed that this type of development is not where to make solar energy installations. Local conditions should influence the decisions. A good point made in the workshop was the lack of solar energy solutions in traditional house catalogues. Many future house owners pick their house model from the catalogues of prefabricated house manufacturers. It is of great importance to create an interest for solar energy technology amongst these manufacturers, in order to get the solar technology into the catalogues. 6
7 After the workshop, the participants were asked for an evaluation about the seminar and the topic how to work with urban planning and strategies in order to have solar energy as a natural part of the planning process. Some of the councils (like Malmö and Helsingborg), already work with solar energy in the planning and strategic process. The Helsingborg Town Council has set targets for the contribution from PV and solar thermal energy by the years 2020 and Malmö, of course, works with the topic thorough the POLIS project and through it s very ambitious energy strategy. Some councils have not yet started working with solar energy in this manner, but find it very important. They are very interested in following the development of the POLIS project and want to be noticed of future guidelines and other outcomes from the project. The participants were satisfied with the arrangement if the workshop and found the topic very interesting. After the workshop, the workshop powerpoint presentations were sent to the participants and published on the Solar Region Skåne website, 7
