2 PROJECT BACKGROUND >> For safeguarding national security concerns with the increased threat of international crime and global terrorism Ministry of Home Affairs (MHA) and Ministry of External Affairs (MEA) with the technical support of National Informatics Centre (NIC) decided to implement Immigration, Visa, Foreigner's Registration & Tracking (IVFRT) system in order to facilitate legitimate travelers without compromising national security, individual rights and privacy concerns. >> Against the above background, the MHA has undertaken the Mission Mode Project involving Immigration, Visa and Foreigners Registration and Tracking (IVFRT) based around the core values of security, facilitation, and enablement. >> C-Form, coming under IVFRT MMP has an important role in collecting information of all foreigners travelling to India. >> Responsibility of National Informatics Centre (NIC) is only for providing technical support to Bureau of Immigration (BoI) and Ministry of Home Affairs (MHA) under IVFRT MMP.

6 INTRODUCTION FORM C >> It is devised by BoI, Ministry of Home Affairs under IVFRT MMP and a mandatory function as per registration of foreigners rules 1932, 1992 & >> The movement of every foreigner at each Hotel/Guest houses/home stay etc. has to be recorded through C-Form by one time registration.

7 INTRODUCTION FORM C >> It is a centralized online system for Hotel, Dharmashala, Individual House, Home Stays, University, Hospital, Educational Institute, Others for furnishing foreigner s details. >> This will help to trace the movement of foreigner and creating a unique case file for each foreigner in a central system. >> The FRRO / FRO has the authority to check the stay of the foreigners at hotels and if any discrepancies found with respect to registration etc., penal action can be taken as per the rules.

10 STAGE 1 : HOTELIER REGISTRATION 1. All the Managers/Owners of Hotels should see that their firm is registered on-line with FRO/FRRO for accommodating a foreigner at their hotel. For this, they should register themselves with FRO/FRRO by online mode using the URL : 2. During registration, hoteliers can choose their own Username and Password. * Username and Password will be activated only after they are approved by the FRO/FRRO.

11 STAGE 1 : HOTELIER REGISTRATION 3. They should ensure that their registration with FRO/FRRO got approved by the concerned FRO/FRRO. 4. This is the one time job by every owners of hotel, home stay, dharmashala, hospital, institute etc..

21 >> Online mode of submission of C- Form is mandatory. >> Must be submitted within 24 hours of the arrival of foreigner(s).

22 >> Online submission can be done using the URL : >> Hoteliers can use approved User Ids and Passwords to login to the system for C-Form submission.

But registration is compulsory. >> Partially/Temporary saved records will appear in the Pending Temporary Saved Data option of the main user. The values in these records can be modified later. >> Once the details are permanently saved using the Save and Continue option, it will be considered as final submission hence further modifications are not possible.
