Generation of an IAS officer s Performance Appraisal Report (PAR) as per the guidelines mentioned in the Workflow Guide for SPARROW Application(Demo).docx 2. Filling up of the Appraisal Performance Report (PAR) for the self by an IAS officer can be done as per the guidelines mentioned in the Filling of eapar Quick Guide(Demo).docx 3. Similarly for assessing the APARs of other IAS officers by the concerned Reporting /Reviewing/ Accepting Authority, is mentioned in Filling of eapar Quick Guide(Demo).docx file 4. Procedure for Viewing the Grading by an individual IAS officer is mentioned in the Filling of eapar Quick Guide(Demo).docx file Guidelines for operation of the Smart Performance Appraisal Report Recording Online Window (SPARROW) LIVE website: 1. The LIVE website will be accessible with the INDIVIDUAL IAS officer s NIC id and the Password communicated to the concerned IAS officer by the GAD department 2. 2 Step By Step Guide for SPARROW Application (Demo URL) For Workflow 1. Login to the with usrid as local-admin2 and eoffice as password. 2. Create the workflow a. On left navigation click Workflow -> Create/Update b. Select the Assessment Period ( ) c. Search the employee by providing any of the search criteria or click on search for all employees. d. Choose any one employee and NOTE the employee code of that employee ( e.g. 01AM014700) e. Set the Assessment period (Can change the To Date in case of part PAR) f. Select the status (Working/Training/Leave) g. Select the corresponding form type h. Click on Continue. i. Select the Reporting Authority, Reviewing Authority and Accepting Authority and NOTE the employee code for all the stages selected the same done as on d. j. Set the workflow for standard/representation/referral/memorandum as the case. 3. Generate the PAR a. On left navigation click PAR ->Generation b. Select the assessment period. c. Search the employee by providing any of the search criteria or click on search for all employees. d. Any of the employee click Generate ( Link available in Quick Action) e. Fill the section I and send to the employee. f. Logout from the application.

3 Step By Step Guide for eapar Application (Demo URL) To fill Self APAR and Access APAR of IAS Officers 1. To Fill the APAR a. Login to the eapar URL with your employee code as userid and password as eoffice b. On left navigation click Inbox c. My APAR tab will be having the pending APAR of the officer, click on the hyperlink and fill the Section II. d. Send to the Reporting Authority for further movement. e. Logout from the application. 2. For Reporting /Reviewing /Accepting Authority a. Login to the eapar URL with respective employee code (Reporting/Reviewing/Accepting Authority) as userid and password as eoffice b. On left navigation click Inbox c. Click on the Assess APAR tab Click on the hyperlink of the officer whose APAR has to be assessed and fill the relevant Section. d. Send to the Reviewing /Accepting Authority accordingly for further movement. e. After Accepting Authority it will be sent to CR Section. f. CR section will send it to employee by clicking the Disclose to Employee button

4 3. View the Grading a. Login to the eapar demo URL with your employee code as userid and password as eoffice b. Click My APAR tab c. Officer can ACCEPT the grading by clicking I Accept or Put for Representation button d. The APAR is sent to CR Section e. CR section will send it to Establishment Officer 4. Closing of APAR 5. Dossier a. After processing from all the stages defined as per the workflow set, final APAR will be closed by the CR section by clicking the CLOSE button of the APAR. b. EO section will send the closed APAR to Cadre Control Authority (CCA) Completed APAR can be viewed from Dossier Option available in the Custodian account.

5 NIC mail address : After logging in with the given Username and Password (communicated by the GAD department) The following screen will appear for updating the profile information. Note : New Password should be atleast 8 character long must contain Upper case, Lower case, Number, and Special Character. After successful updation of the profile information, it will open the Main Page, where we can have the default folders viz., Inbox, Sent Mail, Trash etc.,

Installation of the driver has to be done for the first time and only once. 2. Download both the driver files from for MoserBaer crypto Token, as shown in the figure below. NIC VPN Services Page 1

In InstallShield Wizard, Click on OK button to continue as shown in the figure below. 5. The Installation process follow few steps as shown in the figure below. NIC VPN Services Page 2

17 SPARROW Login Note: NIC Id is mandatory to login into the SPARROW application. In this case, User Name refers to the NIC Id of the user. Steps for Login: User should have a User Name and Password as shown in Fig.SPARROW.6: Fig.SPARROW.6 Perhaps if User forgets ID, click Forgot ID( ) as shown in Fig.SPARROW.7: Fig.SPARROW.7

19 DSC Registration Pre-Requisites User should possess DSC System should detect the DSC Dongle Registration Process Plug the DSC, click DSC Registration( ), to register DSC as shown in Fig.SPPAROW.1: Fig.SPPAROW.1 Enter PIN number of DSC and click OK( ) as shown in Fig.SPARROW.2: Fig.SPARROW.2

20 Select the enrolled certificate and click Register( ) as shown in Fig.SPARROW.3: Fig.SPARROW.3 A message prompts for successfully registered DSC and click OK( )as in Fig.SPARROW.4: Fig. SPARROW. 4

21 User can view the registered DSC(Active) in the list as displayed as shown in Fig.SPARROW.5: Fig.SPARROW.5 Note: a. To deactivate the registered DSC, click Deactivate DSC ( ). b. Inactive DSC cannot be activated again.
