W. Reid SUMMARY: During the past few months, the Secretary of Higher Education acted on a total of 189 program proposal actions. These actions included approval of: six degree and nine certificate programs at independent institutions; eight degree and eight certificate programs at public four-year colleges and universities; and thirteen degree and eighteen certificate programs at public community colleges. The proposing institutions withdrew three program proposals. Twenty-two new areas of concentration and nineteen off-campus programs were reviewed and approved. In addition, sixteen academic programs, nineteen certificate programs, and twentyone areas of concentration were discontinued. Twenty-five out-of-state institution program proposals were approved, one new partnership was approved, and one stage one application was not approved. PROGRAMS FAVORABLY REVIEWED AND APPROVED Independent Colleges and Universities College of Notre Dame of Maryland Master of Arts in Instructional Leadership for Changing Populations (Endorsed ) The program is designed to prepare graduates who will be equipped to provide instructional leadership for linguistically and culturally non-mainstream learners at the classroom level and whose research will contribute to knowledge in the field. The driving purpose of the program is to bring the best of relevant contemporary scholarship to bear on creating learning environments that improve the academic performance of all students and to meet the particular needs of these new learners. Bachelor of Arts in Marketing Communications (Endorsed ) The program is for students who are interested in pursing careers in a dynamic and rapidly expanding field. Marketing Communications involves the coordination of a company's marketing and communication efforts towards the creation of holistic messages that maximize consumer satisfaction at minimal cost. The major provides students with a comprehensive mix of real-world business skills and experience in the use of cutting-edge communication tools that will help them succeed, whether they choose positions in small local start-up companies or giant global corporations. Goucher College Bachelor of Arts in Environmental Studies with Areas of Concentration in Environmental Science and Environment and Society (Endorsed ) Johns Hopkins University Post-Baccalaureate Certificate in Coaching Skills for Educational Leaders (Endorsed ) The program is a 15 credit program based on the guidelines for content and process contained in the International Coach Federation s requirements. Coaching has been shown to create lasting changes in educator behaviors, based on self-identified strengths, needs, goals, and commitments.
4 Post-Baccalaureate Certificate in Clinical Informatics (Endorsed ) The program will allow students to perform clinical, and management functions with higher degrees of effectiveness and efficiency by using digital organizational/systems within management. Post-Baccalaureate Certificate in Applied Health Informatics (Endorsed ) The certificate will provide an overview of the field, facilitate understanding of current issues and developments in the field, relate clinical needs to information-technology possibilities, participate in the software-development process, and evaluate the impact of HIT on the clinical environment. The program is designed to rapidly attract students from multiple disciplines who wish to update their clinical skills and knowledge via a nine month program. McDaniel College Bachelor of Arts in Cinema (Endorsed ) In order to be well-rounded cinematic storytellers (fiction and non-fiction), students focus on fundamental skills at the core of the liberal arts: strong research and writing; understanding character, narrative development, and historical context; all the while nurturing teamwork, critical thinking, and creative problem solving. In addition to core production skills, cinema courses emphasize media literacy expanding the notion of traditional textual literacy to include the authoring, reading, and analyzing of complex video and audio messages that are encountered every day in the media. Mount St. Mary's University Post-Baccalaureate Certificate in Project Management (Endorsed ) Criteria for admission to the project management certificate will be the same as for admission to the MBA program. The project management certificate consists of five 3- credit courses. Successful completion of these five courses leads to the awarding of a post-baccalaureate certificate. Post-Baccalaureate Certificate in Organizational Development (Endorsed ) Criteria for admission to the organizational development certificate will be the same as for admission to the MBA program. The organizational development certificate consists of five 3-credit courses. Successful completion of these five courses leads to the awarding of a post-baccalaureate certificate. TESST College of Technology Towson Lower-Division Certificate in Dental Assistant (Endorsed ) The program will provide students with the knowledge, technical skills, and work habits required to pursue an entry-level position in a dental office, clinic, or lab environment. The program concentrates on helping students acquire knowledge and develop skills in treatment room care of the dental patient, how to assist the dentist, infection control and sterilization, medical emergencies, taking dental x-rays, making impressions, using various dental instruments, oral evaluation, fixed prosthodontics, pharmacology and pain control, preventative dentistry, assisting with oral surgery, and tray setups.
5 Washington Adventist University Master of Arts in Health Care Administration (Endorsed ) The program is designed primarily for public service adult life-long learners who want to refine knowledge, skills, and abilities. The degree program consists of a core curriculum of twelve cognate courses culminating in a capstone for strategic applications in health care organizations. Master of Science in Nursing Education (Endorsed ) The program is a 36 semester hour accredited professional program designed to prepare students to acquire essential knowledge and skills in the teaching and learning process. Students will learn how to facilitate learning, design curriculum use assessment and evaluation strategies, and engage in the scholarship of teaching, service and leadership. Scholarly applied research is required to emphasize continuous quality improvement. Public Four-Year Colleges and Universities Bowie State University Bachelor of Arts/Bachelor of Science in Criminal Justice with three Areas of Concentration in Community-based Corrections, Forensic Science; and Social Justice (Approved ) The Criminal Justice Major will provide students with access and research opportunities related to law, social justice, community advocacy, forensic science and more; it will also provide the community with servant leadership, and who are socially, politically and globally conscious practitioners and problem solvers. The Concentration in Forensic Science is designed specifically to make the student a more thorough investigator at various crime scenes. The Concentration in Community-Based Corrections focuses on correctional procedures, practices, strategies and personnel regarding probation, parole, juveniles, diversion, re-entry, drug and alcohol programs and other innovative correctional approaches applied in a community setting. The Concentration in Social Justice gives students an opportunity to develop a field of knowledge and expertise that will enable them to critically examine the values that constitute social justice in theory and practice; understand the principles of effective social activism; and formulate and evaluate policies that seek to address issues such as racism, violence, literacy, human rights, gender equity, poverty, hunger, and conservation of the environment. Coppin State University Master of Education in Contemporary Educational Leadership (Approved ) The program will meet a variety of needs obtaining Admin I certification; and a Master of Education as well as providing flexible scheduling to meet the needs of the Adult Learner. Bachelor of Science in Nonprofit Leadership (Approved ) The program is designed to provide graduates with a broad understanding of the role of philanthropy and not-for-profit organizations. Students will acquire the requisite skills and perspectives such as, Board relationships, Agency/Organization Administration, Community Outreach, and Program Planning.
6 Salisbury University Doctor of Nursing Practice (Approved ) This is also a new degree level for the University. The new program and the new degree level have been approved contingent upon the approval of the University's change request, which will be reviewed by the Middle States Commission on Higher Education later this year. If that Commission has no objections, then the approvals will go into effect immediately after Middle States makes its decision/ The program addresses the growing need for doctorally prepared advanced-practice nurses with special skills in managing complex health needs in a cost-effective and collaborative manner. The curriculum emphasizes the use of evidence-based practice and technology to guide administrative and clinical decisions and policy development. DNP graduates will practice at the highest level whether working with individuals, groups, or organizations and serve as leaders in health care in the State and region. University of Maryland, College Park Master of Science in Human-Computer Interaction (Approved ) The program offers advanced, systematic study of design, evaluation, and implementation of new information technologies that are understandable, usable, and appealing to a wide variety of people. Students develop a fundamental understanding of the technology design process, tool-building technologies, evaluation techniques, application areas for users, and the social impact of technology on the individual and community. University of Maryland Eastern Shore Professional Science Master's in Quantitative Fisheries and Resource Economics with an Area of Concentration in Quantitative Fisheries Science and an Area of Concentration in Resource Economics (Approved ) The program provides an alternate professional career path for Bachelor degree holders in the STEM disciplines to help meet staff needs of industries, consulting firms and governmental agencies. Bachelor of Science in Urban Forestry (Approved ) The program seeks to provide a rigorous educational opportunity that will prepare students to implement the skills necessary to succeed in careers in urban forestry, as well as prepare them for entrance into graduate programs in urban forestry and allied disciplines. University of Maryland University College Post-Baccalaureate Certificate and an Area of Concentration in Intelligence Management (Approved ) The program is designed to provide an essential understanding of the entire intelligence community, with an emphasis on leadership, management, and cross-agency collaboration. Students will learn solid management theories while engaging in basic intelligence-related research and interpret intelligence-related data and literature.
7 Community Colleges Anne Arundel Community College Lower-Division Certificate in Ecosystem Restoration (Approved ) The program provides students, environmental professionals, and natural resource managers with the knowledge base and skills needed to create, restore, and enhance the diverse types of ecosystems found in Maryland. Lower-Division Certificate in Environmental Monitoring and Assessment (Approved ) The program provides students with the knowledge base and skills needed to evaluate the condition and environmental status of the diverse types of ecosystems found in Maryland for the purpose of environmental assessment or compliance. Lower-Division Certificate in Special Education Support Request for Statewide Designation (Approved ) The program is a knowledge and skills oriented, credit-bearing certificate program for paraprofessionals who work with special needs students. Baltimore City Community College Lower-Division Certificate in Lab Animal Science (Approved ) The program is designed to train students to be lab animal care and handling technicians or assistants. Responsibilities include: feeding, watering, and examining laboratory animals for signs of illness, disease, or injury in laboratories; cleaning and disinfecting cages and work areas, and sterilize lab and surgical equipment; provide post-operative care, administer medications orally or topically or prepare samples for laboratory examination under the supervision of veterinary or lab animal technicians. Lower-Division Certificate in Biotechnology Lab Science (Approved ) The program will prepare students for immediate employment in the biotechnology field as laboratory technicians or assistants. Employment is available in academic research labs, industrial research labs, and biopharmaceutical production facilities. Associate of Applied Science in Mental Health Services (Approved ) Students in the program acquire a broad and in-depth background in the humanities as well as in the biological, social and behavioral sciences while developing those skills essential for working with mental health patients. Through classroom studies and more than 300 hours fieldwork, students develop skills in observation, interviewing, counseling, and recording information. Students also learn about group counseling, psychological testing, and statistical measurement. Lower-Division Certificate in Addiction Counseling (Approved ) The Lower-Division Certificate (LDC) in Addiction Counseling is designed to prepare students and practicing professionals (psychologists, social workers, and other human service workers) for entry level positions as substance abuse counselors. The program
8 also increases the skills of practicing Alcohol and other Drug Abuse counselors by providing training to meet certification requirements. Carroll Community College Associate of Science in Engineering in Computer Engineering (Approved ) Students who successfully complete the program will have acquired fundamental knowledge of computer engineering and will be prepared to enroll in upper-level, advanced courses in the discipline. Associate of Science in Engineering in Electrical Engineering (Approved ) Students who successfully complete the program will have acquired fundamental knowledge of electrical engineering and will be prepared to enroll in upper-level, advanced courses in the discipline. Cecil College Lower-Division Certificate in Engineering Technology Software (Endorsed ) The program will prepare individuals in technical and engineering positions to use engineering application programs and to communicate technical information effectively. This certificate is designed for students at any point in their careers. Participants will be prepared to take appropriate software certification exams. Chesapeake College Associate of Science in Environmental Science (Approved ) The program is designed to provide students with a balance of general education plus the basic knowledge and skills for entry-level understanding of the multidisciplinary nature of environmental challenges and viable solutions. Through curricular course requirements and choices, students build foundations in biology, chemistry, geography/geology, physics and technology advances, as well as become familiar with relevant economic, social and political science issues related to environmental challenges, green practices, and jobs. College of Southern Maryland Associate of Applied Science in Nuclear Engineering Technology: Instrumentation and Control (Approved ) The program is designed to train students for entry-level positions as instrumentation and control maintenance technicians in electrical generating stations. Associate of Applied Science in Homeland Security (Approved ) The program introduces students to the history of terrorism and explores the preparation and response to specific terrorist threats, natural disasters, and conventional catastrophes. Students will analyze the history of terrorism and examine recent domestic and international terrorist incidents. Students will also be introduced to various intelligence gathering and counter intelligence methods and models used to predict, mitigate and respond to a variety of terrorist related activities.
9 Community College of Baltimore County Lower-Division Certificate in CNC Machinist (Approved ) The program will prepare students for employment as a Computer Numerical Control (CNC) machine operator, machinist, and/or a set-up person. Lower-Division Certificate in Manual Machinist (Approved ) The certificate prepares students for entry-level employment as a manual mill and/or manual lathe operator. Lower-Division Certificate in CNC Programmer (Approved ) The certificate is designed to prepare students for employment as a Computer Numerical Control programmer. Lower-Division Certificate in Quality Assurance Technician (Approved ) This certificate is designed to prepare students for employment as an inspector, production control and/or a quality assurance technician. Hagerstown Community College Associate of Applied Science in Alternative Energy Technology (Approved ) Lower-Division Certificate in Alternative Energy Technology: Geothermal Energy Installation (Approved ) Lower-Division Certificate in Alternative Energy Technology: Solar/Wind Energy Installation and Service (Approved ) The Alternative Energy Technology program prepares students to enter the industrial/commercial/residential setting in the growing areas of renewable energy, i.e., solar, wind, and geothermal technologies. Within the program, students can earn progressive levels of certificates toward employment and/or the degree. The program of study embraces the body of knowledge found in national certifications for renewable energy professionals. Students completing the Solar/Wind Energy Installation and Service certificate program will have the skills to enter an entry-level or apprentice-level position in the field of photovoltaic and wind turbine installation and service. Students completing the Geothermal Energy Installation and Service certificate program will have the skills to enter an entry-level or apprentice-level position in the field of geothermal installation and service. Howard Community College Associate of Science in Engineering in Computer Engineering (Approved ) Students who successfully complete the program will have acquired fundamental knowledge of computer engineering and will be prepared to enroll in upper-level, advanced courses in the discipline. Associate of Science in Engineering in Electrical Engineering (Approved ) Students who successfully complete the program will have acquired fundamental knowledge of electrical engineering and will be prepared to enroll in upper-level, advanced courses in the discipline.
10 Montgomery College Associate of Science in Emergency Preparedness Management (Approved ) Lower-Division Certificate in Emergency Preparedness Management (Approved ) The program focuses on a multidisciplinary approach to preparedness and the skills to organize and lead emergency management operations, and prepares students to perform in a disaster by providing necessary skills for mitigation, preparedness, response, and recovery. Prince George's Community College Associate of Applied Science in Fire Science (Approved ) The program will enable qualified Prince George s County Fire/EMS personnel to advance their careers by earning this degree through the completion of general education credits, 12 credits in supporting courses and 18 credits of required state/nationally-mandated Fire/EMS Recruit School courses. Wor-Wic Community College Associate of Applied Science and a Lower-Division Certificate in Environmental Energy Technology (Approved ) Students will acquire knowledge to allow them to be involved in the design, manufacture, installation, operation and repair of energy related storage, production and distribution facilities. The program will qualify students as technicians in renewable, environmental energy related jobs. Associate of Science in Environmental Science Transfer (Approved ) The program is designed to prepare students to transfer to a four-year degree program in environmental science. This transfer program includes environmental, biological and chemistry science courses, as well as mathematics and general education courses required in the first two years of a baccalaureate degree in science. Environmental and biological science courses will provide the foundation students need to pursue careers of their interest in environmental science. To ensure maximum transferability, students should familiarize themselves with the program requirements of the institution to which they plan to transfer. II. Kaplan University, Hagerstown (Approved ) Associate of Applied Science in Medical Office Management Associate of Applied Science in Human Services Bachelor of Science in Health Care Administration Bachelor of Science in Human Services The AAS in Medical Office Management program is designed to prepare students with the knowledge, technical skills and work habits required to pursue entry-level positions in medical offices. The AAS in Human Services program is designed to provide graduates with a solid foundation in human services principles that can be applied in areas such as mental health, social services, education, rehabilitation, and group and community work, and workplaces including nursing homes, hospitals, and clinics. The BS in Health Care Administration program is designed to provide students with the foundation needed to work within the health care industry and to prepare students to pursue entry-level supervisory roles in health care organizations. The BS in Human Services program draws from multiple disciplines, such as health services, psychology, sociology, law and criminal justice, to help prepare graduates with a broad understanding and the practical skills necessary to discern how they can be most helpful to clients and proactive participants in the agencies where they may work, which may include areas such as mental health, social services, education, rehabilitation, group and community work, nursing homes, hospitals, and clinics. Lesley University (Approved ) Master of Education in Elementary Education Master of Education in Special Education The programs will be offered at the Urban Teacher Center in Baltimore, Maryland. The programs will be limited to teachers employed at Baltimore City Schools and/or the Urban Teacher Center in Baltimore. University of Delaware (As an Exempt Institution) (Approved ) Course in Energy Systems The program will be offered at Aberdeen Proving Ground, Aberdeen, Maryland. Authorization was grated with the understanding that (1) recruitment and enrollment of students is limited to active duty military personnel, or civilians employed at the military installation, and (2) the institution waives it rights to claim veterans' benefits for the enrollees.
