W. Reid SUMMARY: During the past few months, the Secretary of Higher Education acted on a total of 21 program proposal actions. These actions included approval of: 2 degree and 2 certificate programs at independent institutions; 3 degree and 3 certificate programs at public four-year colleges and universities; and 1 degree and 3 certificate programs at public community colleges; 1 program proposal was withdrawn; 3 new areas of concentration were reviewed and approved. In addition, 1 new partnership agreement was approved; 1 new Maryland degree-granting institution was approved to operate in Maryland; and 1 program proposal was not approved due to program duplication. PROGRAMS FAVORABLY REVIEWED AND APPROVED Independent Colleges and Universities Goucher College Master of Arts in Cultural Sustainability (Endorsed ) The program will provide students with an integrated set of tools to work with communities. This program arose from the desire to provide training and preparation for professionals ready to bring organizations and communities together in ways that reflect and celebrate community values and traditions. Master of Arts in Global Security (Endorsed ) The Master of Arts in Global Security is targeted at part-time graduate students. The eleven course program will be grounded in the context of American policymaking for the broad range of international security issues facing the nation and the globe today. Global security in the context of this degree program will include a focus on strategic and more traditionally defined security concerns as well as the economic, energy, and environmental dimensions to security issues. Public Four-Year Colleges and Universities Bowie State University Bachelor of Science in Bioinformatics (Approved ) This program will provide, at the undergraduate level, the theory and techniques which have recently been developed to determine, model or predict macromolecular structure, homology modeling, sequence alignment and database searching, comparative genome analysis and structure-based drug design. Morgan State University Doctor of Philosophy in Industrial and Computational Mathematics (Approved ) The program will produce graduates who are broadly educated in the mathematical sciences and who can work at the current research frontiers on computational problems arising in academia, industry, or government. Towson University Post-Baccalaureate Certificate in Autism (Approved ) The program is designed to enhance the knowledge and subsequent practice of professionals working with individuals on the autism spectrum and their families, across their life span. Emphasis is placed on the ability to work collaboratively with individuals on the autism spectrum, their families, other professionals, and community members in multiple environments to advocate for and provide needed resources. The program requires completion of 16 semester hours of coursework and is designed to accommodate students with at least a baccalaureate degree, who are interested in or already working in the field of autism.
4 University of Maryland Baltimore County Bachelor of Fine Arts in Visual Arts (Approved ) The program will focus variously on written, oral, and visual communication, critical analysis and reasoning and the acquisition of technical skills necessary for the production of narrative, documentary or experimental projects in the fine arts. Students will be encouraged to complement the chosen fields of specialization animation and interactive media, film/video, photography and print media with upper-level elective courses from other areas within the department and from related academic disciplines. Community Colleges Carroll Community College Associate of Arts in Teaching in Secondary Education English (Approved ) The Associate of Arts in Teaching (A.A.T.) Secondary Education-English provides the opportunity for a seamless transfer to English education programs at Maryland State and private colleges. Wor-Wic Community College Lower-Division Certificate in Turf Management Technology (Approved ) Graduates of the turf management technology certificate program will be able to identify characteristics, growth habits and proper cultivation of plants, have knowledge of soils, pest controls and irrigation systems. They will be able to plan, plant, and maintain greens, tees and fairways on golf courses. II. CERTIFICATES APPROVED WITHIN EXISTING DEGREE PROGRAMS Post-Baccalaureate Certificate in Community-Based Public Health (Endorsed ) Montgomery College Lower-Division Certificate in Electrical Wiring and Lower-Division Certificate in HVAC (Approved ) Mount St. Mary s University Certificate of Advanced Study in Reading Specialist (Endorsed ) University of Maryland Baltimore County Post-Baccalaureate Certificate in Secondary Physical Science Education (Approved ) Post-Baccalaureate Certificate in Mathematics Instructional Leadership (K-8) (Approved )

CONCENTRATIONS APPROVED WITHIN EXISTING DEGREE PROGRAMS Areas of Concentration in Strategic Studies; Economic Security; and Energy and Environmental Security to the Master of Arts in Global Security (Endorsed ) IV. PROPOSALS WITHDRAWN Montgomery College Associate of Applied Science in Nursing (Withdrawn ) V. PARTNERSHIPS Towson University Bachelor of Technical or Professional Studies in Allied Health with Anne Arundel Community College s existing Associate of Applied Science degree programs in Medical Laboratory Technician, Radiologic Technology; Medical Assisting; Physical Therapy Assistant; EMT Paramedic; and Therapeutic Massage (Approved ) VI. NEW MARYLAND DEGREE-GRANTING INSTITUTIONS Medix School South Stage One application to establish a degree-granting institution in Landover, Maryland, offering the Associate of Science in Dental Hygiene and the Associate of Applied Science in Biotechnology has been approved. (Approved ) VII. PROPOSALS NOT APPROVED TESST College of Technology Beltsville Associate of Applied Science in Paralegal Studies (Denied ) Currently, there are five community colleges within Maryland commuting distance of TESST that duplicate the proposed program. As a result, it was determined that TESST did not demonstrate need for the degree. RECOMMENDATION: This item is for information only.
