W. Reid SUMMARY: During the past few months, the Secretary of Higher Education acted on a total of 71 program proposal actions. These actions included approval of: 3 degree and 12 certificate programs at independent institutions; 4 degree and 1 certificate programs at public four-year colleges and universities; 3 degree and 13 certificate programs at public community colleges; 6 program proposals were withdrawn; 13 new areas of concentration and 3 off-campus programs were reviewed and approved. In addition, 5 out-of-state institutions were approved to operate in Maryland; 4 academic programs and 1 certificate program were discontinued; 2 new partnership agreements were approved; and 1 new Maryland degree-granting institution was approved to operate in Maryland. PROGRAMS FAVORABLY REVIEWED AND APPROVED Independent Colleges and Universities Johns Hopkins University Post-Baccalaureate Certificate in Climate Change, Energy and Environmental Sustainability (Endorsed ) The program is designed to prepare today s engineers, scientists, and managers to help design and implement solutions to the ongoing and developing environmental challenges of the twenty-first century and beyond. Students will specifically study scientific issues pertinent to local and global sustainability such as the science, impacts, and solutions pertinent to climate change and case studies on a multitude of sustainability issues. Post-Baccalaureate Certificate in Mind, Brain and Teaching (Endorsed ) Participants in the program will review research on how the brain processes, stores, and retrieves information, examining how it intersects with the correlates of research-based effective teaching and the teaching. Topics of study will include the brain s memory systems, the impact of emotions on learning, the processes involved in higher order thinking and learning, and issues related to child development, and the neurobiology of learning differences. Participants will apply course studies to the creation of learning units that emphasize application of knowledge. Master of Science in Engineering Management with Areas of Concentration in Biomaterials; Communications Science; Computer Science; Fluid Mechanics; Materials Science and Engineering; Mechanical Engineering; Mechanics and Materials; Nano- Biotechnology; Nanomaterials and Nanotechnology; Probability and Statistics; Smart Product and Device Design; and Systems Analysis Management and Environment Policy (Endorsed ) The program combines advanced engineering coursework in a specialized technical field (requiring rigorous analytical skills) with professional training in communication, leadership, management and business. The program will provide students with the educational background to pursue professional management roles in industry.
4 Bachelor of Arts in Archeology (Endorsed ) The program will introduce students to archeological theory, the analysis of archeological materials, and the results of archeological research in prehistoric and early historic periods in the Old and New Worlds. McDaniel College Master of Science in Gerontology (Endorsed ) Provides students with an interdisciplinary knowledge base that prepares, supports, and enhances their ability to fulfill leadership roles in the public and private sectors when gerontology knowledge and expertise is essential to improve the quality of life for older adults. Post-Baccalaureate Certificate in Global Leadership (Endorsed ) The program prepares students for a competitive job market and develops their intellectual, analytical, and critical thinking abilities. The program integrates the curriculum with professional skill development, empowering students to achieve their lifelong personal and professional goals. Sojourner-Douglass College Lower-Division Certificate in Non-Invasive Cardiovascular Technology (Endorsed ) The program will prepare students for employment in entry-level positions in the healthcare sector. Students in the program will receive didactic instruction, laboratory, and experiential training. The program will offer courses in cardiovascular technology, echocardiography, physiology and anatomy, non-invasive cardiovascular fundamentals, diagnostic procedures, electrocardiography, and principles of patient care. Lower-Division Certificate in Sterile Processing Technician (Endorsed ) The program will prepare students for taking the national certifying examination for sterile processing technicians. Students in the program will receive didactic instruction and clinical training that will qualify them for employment for an entry-level position as a sterile processing technician. The program will cover subject areas like human anatomy and physiology, sterile processing I and II, medical terminology and professional preparedness. Lower-Division Certificate in Surgical Technician (Endorsed ) The program will prepare students for taking the national certification examination for surgical technology. Students in the program will receive didactic instruction and clinical training that will qualify them for employment for an entry-level position as a surgical technician. The program will cover subject areas like human anatomy and physiology, surgical technology principles and practice, surgical procedures, pharmacology, and clinical practicum. TESST College of Technology Beltsville and Baltimore Campuses Lower-Division Certificate in Medical Billing and Coding Specialist (Endorsed )
5 The program prepares students for a competitive job market and develops their intellectual, analytical, and critical thinking abilities. The program integrates the curriculum with professional skill development, empowering students to achieve their lifelong personal and professional goals. Public Four-Year Colleges and Universities Morgan State University Bachelor of Science in Construction Management and Master of Science in Construction Management (Approved ) The programs will prepare students for successful and rewarding careers, as well as, to develop them to become leaders in the construction industry who have a sense of social and environmental responsibility. Bachelor of Science in Actuarial Science (Approved ) The program will provide students with the know-how and the confidence to enter the actuarial science arena fully prepared. The concentration in actuarial science will give mathematics majors the flexibility to acquire the skills to maneuver their way through the insurance and financial world if they decide to start a career in those industries after graduation. University of Maryland, Baltimore Master s in Law L.L.M. (Approved ) The School of Law will offer a Masters in Law (LL.M.) degree with a required specialization in an area of established expertise at the School of Law. The program requires a full year of study and completion and acceptance of a scholarly thesis in the area of specialization. Students must complete a minimum of 30 credit hours. Community Colleges Carroll Community College Associate of Applied Science in Health Information Technology; Lower-Division Certificate in Advanced Certificate in Health Information Technology; and Lower- Division Certificate in Core Certificate in Health Information Technology (Approved ) The A.A.S. in Health Information Technology (H.I.T.) along with the Lower-Division Certificates, H.I.T. Core, and H.I.T. Advanced, is designed to prepare students for employment as health information technicians in hospitals, nursing homes, ambulatory care facilities, etc. The programs combine general education and specialized courses to meet employment requirements in H.I.T. Core certificate is 17 credits, Advanced is 36 credits and the A.A.S. is credits. Cecil College Lower-Division Certificate in Personal Trainer/Fitness Manager (Approved ) The program prepares individuals for careers that involve the assessment, motivation, education, and training of clients regarding their health and fitness needs.
6 Lower-Division Certificate in Horticultural Science (Approved ) The program provides a foundation in the knowledge, skills, and training required for occupations in the horticulture industry. Students will learn to identify plants and cultural requirements, will identify landscape uses for plant materials, will develop skills in evaluating soil nutrients and amendments, and will understand the materials, equipment, and methods of installation used in landscape construction. Chesapeake College Associate of Applied Science in Computer Information Security (Approved ) The program will provide students with an understanding of computer security and information assurance based on current industry standards. Topics will include threats, vulnerabilities, and preventions of computer crimes at the technical (hard- and software) level. The fundamental goal is to prepare students for careers in information systems security. Harford Community College Associate of Arts in Art and Design (Approved ) The program offers students an Associate of Arts degree, the first two years of a baccalaureate degree, and preparation to transfer with junior status to a B.A. or B.F.A. Art or Design program. This program prepares students with an intensive, hands-on, studio-based curriculum. Classes are taught by professional, exhibiting artists who have expertise in their disciplines. This program also provides the community with the opportunity to study for personal enrichment. Lower-Division Certificate in CPA Exam Qualification (Approved ) This certificate is designed for students who have a Baccalaureate degree in majors other than accounting attempting to sit for the CPA Exam. The certificate requires 54 semester hours of credit. II.
