Howard Secretary AGENDA ITEM SUMMARY SUBJECT: Report on Programs Reviewed from January 1, 2013 to March 31, 2013 DATE OF MEETING: May 2, 2013 STAFF: Dr. Lauren Jones-Lush SUMMARY: During the first quarter of the year, the Secretary of Higher Education acted on a total of 49 program proposals. These actions included approval of: 6 degree and 5 certificate programs at independent institutions; 4 degree and 1 certificate programs at public four-year colleges and universities; and 5 degree and 3 certificate programs at public community colleges. Two new areas of concentration and 4 off-campus programs were reviewed and approved. One out-of-state initial application was authorized. One institution withdrew their program proposal. Eleven programs were discontinued. In addition, 6 partnerships were approved. RECOMMENDATION: This item is for information only.

PROGRAMS FAVORABLY REVIEWED AND APPROVED Johns Hopkins University Master of Science in Engineering in Robotics (Endorsed The proposed MSE in Robotics has been designed to attract students from a wide variety of engineering, scientific and mathematical backgrounds to advance their interdisciplinary knowledge in robotics and medical robotics research. Robotics is fundamentally a systems discipline involving both physical devices and software. Consequently, students will be required to demonstrate the ability to conduct substantial design and implementation activities in both of these areas, through course projects or supervised research. Students will graduate with skills that will meet the demand for highly trained robotics engineering professionals in Maryland and the Eastern region of the U.S. and nationally. Doctor of Philosophy in Education (Endorsed The proposed 90-credit PhD in Education program is designed to prepare an exceptional core of interdisciplinary scholars who can set a high standard for discovery and dissemination in Education. The proposed program is guided by a conceptual framework that focuses on the three key elements: research methodology, core knowledge and the dissemination and application of that knowledge. Loyola University Maryland Master of Arts in Emerging Media (Endorsed The MA in Emerging Media is designed to address a diverse group of students, including working professionals, recent college graduates, and those generally interested in improving their understanding of emerging media and the associated professional skills. Given the pervasive impact of emerging media, the program provides a general understanding of new communication technology s impact on professional and social life. The program will reflect deeply held Jesuit education values, particularly its focus on ethics and social justice. Stevenson University Master of Arts in Teaching (Endorsed The MAT in Secondary Biology, Chemistry, and Mathematics is proposed for hybrid delivery and will bestow candidates with the knowledge, skills, and dispositions to be successful teachers. The sequence of courses is an integration of theory and practice and includes field experiences. Bachelor of Science in Biochemistry (Endorsed In the proposed Biochemistry BS program, students are grounded in the chemical, physical, and biological principles that characterize living systems, and they develop an interdisciplinary approach that prepares them to embrace the interdependent nature of these disciplines. Students also develop competence with a variety of technical skills for the modern workforce in both research and industrial environments. 4

5 Bachelor of Science in Environmental Science (Endorsed The proposed BS in Environmental Science will provide instruction in the fundamentals of environmental science, including instruction in the physical sciences and in the humanities and social sciences. This holistic approach will allow graduates to solve environmental problems by integrating knowledge from the natural and social sciences. Students will also undertake either an internship or research capstone project. Public Four-Year Colleges and Universities University of Baltimore Master of Science in Forensic Science High Technology Crime (Approved The multi-disciplinary MS in Forensic Science will develop students knowledge and skills as experts in the recognition of high technology crimes, thereby preparing them to investigate the expanding area of criminal activity relating to technology. These high technology crimes include crime involving the use of computer and digital information systems, accounting fraud, and health care fraud. University of Maryland Baltimore Doctor of Nursing Practice (Approved The DNP prepares students to become nurse practitioners and nurse anesthetists and offers six specialties. Presently, admission to the DNP requires a master s degree. The proposed program will create a second pathway to the degree for baccalaureate-level nurses. Master of Science in Regulatory Sciences (Approved The MS in Regulatory Science will equip graduates to become fluent in the science of developing new tools, standards, and approaches to assess the safety, efficacy, quality, and performance of FDA regulated products. The program will concentrate on drug products rather than medical devices or biologics. University of Maryland Baltimore County Bachelor of Arts in Global Studies (Approved The BA in Global Studies is an interdisciplinary degree involving collaboration from twelve departments. The program will educate graduates in global citizenship and will equip graduates with the knowledge, language proficiency, critical-thinking, conceptual, analytical, and writing skills, that will allow them both to do well and do good in a rapidly evolving world. Community Colleges College of Southern Maryland Associate of Applied Science in Health Information Management (Approved The AAS program prepares students for careers that integrate the disciplines of health, computer technology, and business management. Graduates will be prepared to perform a variety of health information management functions including analysis and evaluation. 5

6 Associate of Arts in General Studies: Media Studies (Approved The AA program is designed for students with academic and/or professional interest in media studies including journalism, public relations, and news media writing. Students are prepared for transfer to a four-year Maryland college or university. Associate of Science in Legal Studies (Approved In this AS program, students will learn about the interconnection and impact between law, business, government, and public administration. The required core and general education courses serve as a foundation for the Legal Studies program. Hagerstown Community College Associate of Applied Science in Cybersecurity (Approved The AAS in Cybersecurity is designed for students who plan to enter the field of Information Security. The AAS in Cybersecurity is designed for students who plan to transfer to a four-year institution and major in Cybersecurity, Information Assurance or a related field. Associate of Science in Cybersecurity (Approved The AS in Cybersecurity is designed for students who plan to transfer to a 4-year institution and major in Cybersecurity, Information Assurance or a related field. II. CERTIFICATES APPROVED WITHIN EXISTING DEGREE PROGRAMS Loyola University Maryland Upper-Division Certificate in Teaching English Language Learners (TELL) (Endorsed The proposed certificate in Teaching English Language Learners (TELL) is a 15-credit hour program designed for the certified teacher interested in becoming more proficient in working with the growing student population for whom English is a second or third language. The program assists teachers to develop practical skills and theoretical knowledge necessary for effective expertise in bilingual teaching, learning and assessment within K-12 education. Capitol College Post-Baccalaureate and Certificate in Project Management (Endorsed Upper-Division Certificate in Project Management (Endorsed Post-Baccalaureate Certificate in Acquisitions Management (Endorsed Upper-Division Certificates in Acquisitions Management (Endorsed

7 Public Four-Year Colleges and Universities University of Maryland Baltimore Post-Baccalaureate Certificate in Nursing Informatics (Approved The primary educational objective of this certificate program is to enable nurses with advanced degrees to develop nursing informatics expertise that can expand their practice and leadership role. Community Colleges Hagerstown Community College Lower Division Certificate in Cybersecurity Network Security (Approved The certificate programs are designed for students interested in network security. Lower Division Certificae in Cybersecurity Advanced Network Security (Approved The certificate programs are designed for students interested in network security. Lower Division Certificate in Cybersecurity Cisco CCNA Prep (Approved The certificate programs are designed for students interested in network security. III. AREAS OF CONCENTRATION Johns Hopkins University Area of Concentration in Health Science Intensive (Endorsed Johns Hopkins University has designed a new Area of Concentration titled Health Science Intensive within the existing Master of Science (MS) in Biotechnology. The program will be offered off-campus at JHU s Montgomery County location. The purpose of the concentration is to attract students to a specialized curriculum that would allow them to complete advanced science course work to improve their credentials in preparation for application to medical schools. The curriculum will be supplemented by a series of targeted on-credit seminars as well as personalized academic advising to help students gain support prior to and during the medical school application process. Public Four-Year Colleges and Universities University of Maryland College Park Area of Concentration in Public Health Practices and Policy (Approved ) The new Area of Concentration combines policy and practice and five courses totaling fifteen credits. The forty-two credits MPH program will provide working professionals with a rigorous, multi-disciplinary curriculum in the practice of public health. Students will learn to evaluate public health practice and administrative policies from a multidisciplinary perspective. They will conduct detailed multi-disciplinary analysis of a current public health practice or health policy issue and how to integrate their knowledge and skills in a structured practice experience. 7

OFF-CAMPUS PROGRAM PROPOSALS Notre Dame of Maryland University Doctor of Philosophy in Instructional Leadership for Changing Populations (Endorsed Notre Dame of Maryland University is proposing to offer its existing PhD in Instructional Leadership for Changing Populations off-campus at the Eastern Shore Higher Education Center. Notre Dame has an agreement with Chesapeake College and Eastern Shore Higher Education Center. Chesapeake College will contribute its Library facilities, classroom spaces, bookstore and food services as well as space for Notre Dame s faculty and staff for admissions and student services. To reciprocate, Notre Dame will contribute its library and online services and a master schedule of classes. Notre Dame of Maryland University Master of Arts in Gifted Education at Eastern Shore Higher Education Center (Endorsed The MA in Gifted and Education provides instruction in the identification and placement of the gifted, and the development of strategies and programs that best serve their needs. The program also includes instruction that prepares graduates to be leaders in their schools and mentors to student and faculty. The program also includes elements to expand their liberal arts education. Public Four-Year Colleges and Universities Salisbury University Bachelor of Arts in Social Work and & Master s in Social Work at the Southern Maryland Higher Education Center (Approved The BASW program prepares graduates to become entry-level generalist social workers through the use of standard classroom instruction, online instruction, and the internship model of learning.. The goal of the MSW program is to prepare professional social workers for community-based direct practice with individuals, families, and groups, and engage in beginning level supervision in a variety of practice settings. Bachelor of Arts in Interdisciplinary Studies at the Eastern Shore Higher Education Center (Approved This program is designed to help students from Chesapeake College and the surrounding area take their AA degree in Liberal Arts and Sciences and layer the final two years of a BA degree from the Fulton School of Liberal Arts. The Interdisciplinary Studies major is designed to allow students to explore a number of liberal arts fields and bring them together in an undergraduate research experience. V. OUT-OF-STATE INSTITUTIONS Lancaster Bible College Out-of-State Initial Application for Multiple Program Offerings (Authorized Founded in 1933, Lancaster Bible College is an accredited, nondenominational institution of biblical higher education offering undergraduate, graduate and non-traditional 8

9 education. LBC is accredited by Middle States Commission on Higher Education and the Association of Biblical Higher Education Commission on Accreditation. The institution seeks to offer the following degree programs: AAS, BS (Biblical Studies and General Studies), MA (Bible, Ministry and Christian Counseling and Discipleship), MDiv, and MTh. VI.
