Reid SUMMARY: On January 27, 2010 the Maryland Higher Education Commission approved the proposed regulations pertaining to the Post-Master s Certificate, which would revise COMAR 13B and 13B.02.03, the regulations governing minimum requirements for in-state degreegranting institutions and the regulations governing academic programs degree-granting institutions. The proposed regulations were published in the Maryland Register. No comments were received, and the required 45-day time period has elapsed. Therefore, the proposed regulations are ready for final approval by the Commission as long as the Commission staff and the Commission have no substantive changes. Reid STAFF: Sue Blanshan SUBJECT: Final Action on Regulations for the Post-Master s Certificate On January 27, 2010 the Maryland Higher Education Commission approved the proposed regulations pertaining to the Post-Master s Certificate, which would revise COMAR 13B and 13B.02.03, the regulations governing minimum requirements for in-state degree-granting institutions and the regulations governing academic programs degree-granting institutions. The proposed regulations were published in the Maryland Register. No comments were received, and the required 45-day time period has elapsed. Therefore, the proposed regulations are ready for final approval by the Commission as long as the Commission staff and the Commission have no substantive changes. Commission staff and MHEC s Assistant Attorneys General are not recommending any changes to the proposed regulations. 3 Title 13B Subtitle 02 ACADEMIC REGULATIONS 13B Minimum Requirements for In-State Degree-Granting Institutions.03 Definitions. B. Terms Defined. (3) Certificate of advanced study means a certificate awarded for successful completion of at least 30 semester credit hours of graduate study beyond the master s degree. An in-state institution shall require satisfactory completion of the requirements of a program of studies representing a planned sequence of learning experiences that consists of: (1) At least 12 semester credit hours [of credit of college-level work] at the freshman or sophomore levels, or both, to confer a lower division certificate; (2) At least 12 semester credit hours [of college-level work] at the junior or senior levels, or both, to confer an upper division certificate;
4 (3) At least 12 semester credit hours [of courses] at the graduate or upper divisional level, the majority of which are at the master's or specialized postgraduate level, to confer a postbaccalaureate certificate; (4) At least 30 semester credit hours or the equivalent of graduate-level courses to confer a master's degree; (5) At least 12 semester credit hours of graduate study or the equivalent beyond the master s degree, to confer a post-master s certificate; [(5)] (6) At least 30 semester credit hours of graduate study or the equivalent beyond the master's degree, to confer a certificate of advanced study; [(6)] (7) At least 2 years of study beyond the master's level, including completion of a thesis or dissertation, to confer a doctoral degree; or [(7)] (8) All institutional requirements for becoming a practitioner in a field such as law, medicine, dentistry, pharmacy, or theology, to confer a first professional degree..02 Definitions. B. Terms Defined. (9) Certificate includes: 13B Academic Programs Degree-Granting Institutions (a) Certificate of advanced study; (b) Lower division certificate; (c) Post-baccalaureate certificate; (d) Post-master s certificate; (e) Professional certificate; and (f) Upper division certificate.
