W. Reid SUMMARY: During the past few months, the Secretary of Higher Education acted on a total of 113 program proposal actions. These actions included approval of: 10 degree and 9 certificate programs at independent institutions; 6 degree and 3 certificate programs at public four-year colleges and universities; and 4 degree and 11 certificate programs at public community colleges. Five new areas of concentration and 16 off-campus programs were reviewed and approved. Seven program proposals were withdrawn, 14 programs were discontinued, and 1 institutional application was not approved. Six partnership agreements and 21 out-of-state institutions were approved RECOMMENDATION: This item is for information only. PROGRAMS FAVORABLY REVIEWED AND APPROVED Independent Colleges and Universities College of Notre Dame of Maryland Master of Arts in Catholic School Leader/Teacher (Endorsed ) The Master of Arts (M.A.) in Catholic School Leader/Teacher provides a program of advanced study for professionals who wish to become master administrators/teachers in a Catholic school, with the commitment and skills to provide for the success of their students and leadership of their peers. ITT Technical Institute Bachelor of Science in Construction Management (Endorsed ) The program offers foundation in construction management, construction techniques and legal issues relating to the construction management field, including building codes, site construction and measurement, construction documents, project management and safety. Bachelor of Science in Digital Entertainment and Game Design (Endorsed ) The program prepares graduates for opportunities in a variety of entry-level positions involving technology associated with designing and developing digital games and multimedia applications. Associate of Science in Visual Communications (Endorsed ) The program will help students to prepare for entry-level positions in visual communications related professions. The program consists of a foundation core of design and general education, followed by studies in multimedia applications. Johns Hopkins University Master of Science in Applied Health Sciences Informatics (Endorsed ) Graduates of this program will be prepared to take informatics leadership positions in clinical, public health, and scientific settings. The health sciences informatician should be capable of developing or leading innovative applications of information technology and information systems that address biological, clinical, or public health priorities, studying how information is organized and used, and evaluating this work to contribute to the scientific field.

4 Bachelor of Arts in Global Environmental Change and Sustainability and an Area of Concentration in Science and an Area of Concentration in Social Science (Endorsed ) The major in Global Environment Change and Sustainability will be an interdisciplinary and interdepartmental program that provides students with a solid background in the study of both the environmental science and social science of our changing world. After completing core courses from multiple departments, students will be allowed to choose either the Science or Social Science concentration for more in-depth study in their area of greater interest. Both concentrations will continue to require some courses in both environmental science and social science. Lincoln College of Technology Associate of Applied Science in Culinary Arts and Lower-Division Certificate in Culinary Arts (Endorsed ) The Associate of Applied Science and Lower-Division Certificate in Culinary Arts are designed to provide students with hands-on laboratory coursework that delves into the skills and techniques required to advance in the foodservice industry. Both programs include the same culinary arts core while the A.A.S. incorporates general education coursework. The educational objective of each program is to provide qualified men and women the opportunity to prepare for gainful employment and certification in the culinary arts field. McDaniel College Bachelor of Arts in Accounting Economics (Endorsed ) The major in accounting economics is demanding: it emphasizes mastery of basic accounting principles, economic theories and mathematical skills. Majors will be required to take six (6) foundation courses, six (6) additional courses to fulfill the major and two (2) capstone courses. A supervised internship program provides students with practical job experience in business and the opportunity to integrate theory and practice in the field. Stevenson University Bachelor of Science in Criminal Justice (Endorsed ) This program will prepare students for careers in criminal justice in one of two tracks. The law enforcement track will provide graduates with the skills necessary for careers in both police and investigative work at the federal, state, and local levels, as well as corrections, homeland security and protective services. The social service track will prepare graduates for non-law enforcement occupations such as child protective and family preservation services, juvenile justice, substance abuse and behavioral disorders. TESST College of Technology Associate of Applied Science in Paralegal Studies (Endorsed ) The program is designed to offer a level of training that provides students with a solid foundation in paralegal studies and a liberal arts knowledge base, in conjunction with the technical skills and competencies required of the profession.

5 Public Four-Year Colleges and Universities Coppin State University Upper-Division Certificate in Forensic Investigations (Approved ) The program will develop the student s skills concerning the scientific and forensic investigation of crime scenes, death investigations, sexual assaults, while providing the students with the requisite knowledge to conduct proper and accurate interviews. Frostburg State University Bachelor of Science in Computer Information Systems (Approved ) The program has been developed around ABET accreditation recommendations and are using ACM (Association for Computing Machinery) curriculum as a framework. The proposed program consists of general education requirements, plus an additional 47 hours of computer information systems courses, 15 hours in business, and 12 to 13 hours in mathematics and communications. Morgan State University Master of Science in Hospitality Management (Approved ) The program is designed for individuals who seek career and business leadership opportunities in the hospitality industry. The program will enable students to enhance their strengths and interests, increase their knowledge of the industry and incorporate their professional experiences. St. Mary s College of Maryland Bachelor of Arts in Asian Studies (Approved ) The proposed Asian Studies major includes students to be proficient in an Asian language, to obtain expertise in three disciplines associated with Asian Studies and be familiar with Asian culture and society through experiential learning. Salisbury University Bachelor of Science in Earth Science (Approved ) The program focuses on the principles and techniques most geoscientists use, especially in environmental applications. The current program in geography lacks the background in chemistry and computer science needed to adequately compete for jobs in the geosciences. The major in Earth Science will fulfill these needs. University of Maryland Baltimore County Master of Arts in Teaching English to Speakers of Other Languages (TESOL) (Approved ) The basic M.A. in Teaching English to Speakers of Other Languages (TESOL) program of study is 36 semester hours, including ten academic courses (six required courses and four elective courses) a project seminar course and a three credit internship experience. Program options allow students to pursue State ESOL certification and/or write a thesis.

6 University of Maryland, College Park MSDE Administrator I (Approved ) This program is designed for candidates who possess a master s degree and have three (3) years of teaching experience. Students can take 18 semester hours of post-master s credit to be eligible for the Maryland State Department of Education (MSDE) Administrator I Certification. Program includes: Rigorous coursework designed to provide a strong research background in school leadership; mentored field experiences, including the capstone internship, where leadership knowledge and skills are applied; and a web-based performance assessment system to document evidence of each candidate s progress in meeting national and state leadership indicators and standards for certification. Community Colleges Anne Arundel Community College Associate of Applied Science in Graphic Design and Lower-Division Certificate in Graphic Design (Approved ) The Associate of Applied Science degree in Graphic Design will prepare students for entry-level positions in the field of graphic design or for transferring to a bachelor s degree program in graphic design. Students will develop fundamental skills, including drawing, typography, digital imaging, and page design. The Lower-Division Certificate in Graphic Design is offered for students interested in entry-level employment in the graphic design field. It may be used to upgrade skills for working designers or for students who already hold a degree. The courses develop skills producing and conceptualizing graphic material, typography, digital imaging, and page design and layout. Associate of Applied Science in Health Information Technology (Approved ) The graduate of the program will be able to: manage health care data, including collecting, maintaining, and analyzing; compute, interpret, and organize health statistics, biomedical research and quality management; and identify health care delivery systems, health care privacy, confidentiality, legal and ethical issues and information systems. It is a collaborative program including course work in business, medical assisting, computer science, pharmacy, and the general education requirements. Lower-Division Certificate in Electrocardiogram and Intravenous Therapy Technician (Approved ) The Lower-Division Certificate prepares students for employment in physician s offices, hospitals, clinics, surgical centers, and wherever basic electrocardiogram and intravenous therapy skills are required. Lower-Division Certificate in Construction Management Entrepreneurship (Approved ) The Lower-Division Certificate is designed to prepare students to launch and operate their own construction venture or take a leadership role in an existing construction firm or related business. Topics include: entrepreneurial thinking and opportunity

7 recognition, developing a business plan, obtaining resources, managing finances, strategic planning, selecting managers and employees, organizing and designing the business, managing technology, and knowledge of the construction field. Howard Community College Associate of Arts in Teaching in Secondary Education English (Approved ) The program prepares students to transfer to a Secondary Education-English program at a four-year college or university in the State of Maryland. The degree has been articulated with all transfer programs in Secondary Education-English in the State of Maryland. Montgomery College Associate of Arts in Teaching in Secondary Education English (Approved ) The program prepares students to transfer to any secondary education English program at a four-year college or university in Maryland. The A.A.T. articulates with all Maryland transfer programs in secondary English education. The A.A.T. enables students to fulfill their General Education requirements, participate in fieldwork experiences, and complete a core of professional education coursework appropriate for the first two years of teacher preparation. Prince George s Community College Lower-Division Certificate in Media Production (Approved ) The certificate is designed to prepare students to utilize current technology to produce, shoot, and edit video and multimedia productions. It is geared toward the people who may need to gain production skills for their current position or for those pursuing a career change. II.
