1 4 TH TECHNOPRENEURSHIP & INNOVATION SYMPOSIUM & EXHIBITION (TISE) 2012 Creating a Bright Future through Science, Technology & Creativity Oct 2012, Technology Park Malaysia, Bukit Jalil, Kuala Lumpur PROJECT DESCRIPTION 1.1. Background & Rationale Malaysia is at the crossroad of national economic and industrial development. To build the hi-tech industrial base of Malaysia as envisaged in the New Economic Model and high income economy under the Economic Transformation Programme, it is essential that it be built upon the educated and intellectual of the nation, that is, the undergraduates and postgraduates as well as the professionals. Such an initiative will not only reduce graduate unemployment but create job and business development opportunities for Malaysians as well as foreign MNCs based in Malaysia. A tripartite team of technology parks, Science and Technology learned academia/societies and chambers of commerce has been formed to establish an ecosystem for the nurturing of Malaysian technopreneurs and to set the impetus to new economic development using Science & Technology. It endeavours to ensure that no great ideas remain unexploited and no talents remain untapped. To achieve this, a 100 Best Technopreneurs Competition is designed to create excitement among the young intellectuals to explore, identify and develop the best Malaysian young business intellectuals/talents in Science and Technology and to channel them into the main stream of national and international development. The EU has been at the forth front of technology development including in emerging fields such as Green Technology and Renewable Energy. The involvement of various EU national business councils and national education agencies serves to forge strategic alliance to add value to Malaysian technopreneur development to ensure its competitiveness in the global market. It also paves the way for win-win and sustainable business partnership between Malaysia & EU in Science & Technology fields Objectives (i) (ii) To encourage and develop technopreneurship among professionals especially scientists and engineers including graduates and final year students; To explore university-business collaboration in technopreneurship in Malaysia in line with global development trends and Malaysian government s Economic Transformation Programme; 1

7 APPENDIX BACKGROUND OF MALAYSIAN SCIENTIFIC ASSOCIATION The Malaysian Scientific Association (MSA) is the premier science and technology organisation in Malaysia. Established in 1955, it is dedicated to the promotion and advancement of Science and Technology in Malaysia and has been active in the organization of public understanding of Science & Technology Symposiums. In recent years, MSA has taken the initiative to be involved in the commercialization of R & D and to work with the private sector in the areas of Science & Technology and has formed a consultancy and commercial arm, known as the MSA Consult. BACKGROUND OF TECHNOLOGY PARK MALAYSIA Technology Park Malaysia (TPM) was established by the Ministry of Science, Technology & innovation to facilitate private sector R&D and innovation and to participate in the commercialisation of research results by providing marketing, management and technical services to companies involved in the areas of Science and Technology. BACKGROUND OF THE INSTITUTION OF ENGINEERS MALAYSIA The Institution of Engineers, Malaysia (IEM) is the premier professional organization in Malaysia established since 1959 with 11 branches throughout East and West Malaysia and a membership of over 16,000. It represents a pool of technological intellects which can be tapped for the national industrial development. BACKGROUND OF INSTITUT KIMIA MALAYSIA Institut Kimia Malaysia (IKM) or Malaysian Institute of Chemistry is a professional scientific association incorporated under the Chemists Act 1975 under the jurisdiction of the Ministry of Science, Technology & Innovation, with the main aims of regulating the practice of chemistry in Malaysia, representing the profession of chemistry and to promote the public awareness, appreciation and the advancement of chemistry in Malaysia. Established in 1967, IKM today has a membership of 2,849 as at 1 st Jan 2011 with 6 branches throughout the nation. Membership of IKM comes from both the manufacturing and service sectors, universities and other institutions of higher learning, research and development institutions, and, government and education sectors. Since the inception, IKM has been active in providing training, organizing conferences both at national and international levels as well as student and public activities in chemistry. 7
8 BACKGROUND OF MCA INNOVATION RESOURCE CENTRE The MCA Innovation Resource Centre (MIRC, formerly known as MCA ICT Resource Centre) was formed on January 1, 2005 with a mission to drive innovation and deliver business values to Small and Medium Enterprises (SMEs) by optimizing Information and Communication Technologies (ICT) usage to achieve innovation, transformation and growth. MIRC plays an important role for SME and Technopreneur development and operates a one-stop SME and ICT Service Centre where it assists both SMEs and Technopreneurs in various areas, such as access to financing, ICT adoption, market access, training, etc. In 2008, MIRC launched its SME Development Blueprint with focus on 7 Strategic Thrusts Infrastructure, Driving Innovation, Capacity and Capability Development, e-enablement, Market Access, Access to Financing and Promotion of New Growth Sectors BACKGROUND OF SCIENTIFIC MALAYSIAN Scientific Malaysian (SciMy) is a platform created by overseas Malaysians to connect Malaysian scientific researchers across the world to discuss research issues in Malaysia, to promote collaboration and to establish network. There are currently 382 members consisting of professors, lecturers, postdoctoral researchers, postgraduate and undergraduate students residing/studying locally and abroad. Scientific Malaysian aspires to provide valuable collective ideas for the improvement of scientific research and development in Malaysia. BACKGROUND OF WENCOM CAREER CONSULTANCY WENCOM Career Consultancy, a veteran in career guidance and PR consultancy in higher education and Science & Technology with extensive experience in promotional activities in both sectors, has initiated the first Technopreneur Development Seminar in 2005 and has been engaged by the Ministry of Education s Technical & Vocational Education Division to run entrepreneur development under their teacher training programs. WENCOM has been publishing Malaysia's leading bilingual (English & Chinese language) higher education, training and career directory WENCOM Higher Education Guide which is entering into its 13th Edition. The Directory is endorsed by both the Ministry of Higher Education and Ministry of Human Resources, as well as the Malaysian Scientific Association. WENCOM has also been actively involved in the promotion of education, training and careers through organisation of seminars and exhibitions, running education columns in the press and over national radio stations, having played a pioneering role in many of these activities. Some of the projects pioneered by Ms Wee Hui Bieh, the founder of WENCOM Career Consultancy prior to and after the establishment of WENCOM Career Consultancy include: 1985 Initiated the first education fair in Malaysia and probably in the world, which was quickly followed by the British Council in Malaysia and other organisations Initiated and ran the first career guidance column in a local daily in Malaysia Initiated the first career guidance programme over Radio Television Malaysia. 8
9 1988 Initiated the first bus guide in Malaysia 1988 Initiated the first higher education guidebook in Malaysia Pioneered the first invention fair in Malaysia with Malaysian Invention and Design Society and SIRIM Berhad- serving as the PR & marketing office for the 1st, 2nd and 3rd 'Malaysian Invention & Design Competition & Exhibition', in conjunction with Ministry of Science, Technology & Environment's annual National Science Week Invited by UNESCO and Malaysian Chemical Society to publish the 'Technical & Vocational Education in Malaysia' in Malay language in conjunction with the 2nd International Symposium on Technician Education for Research and Development held in Kuala Lumpur Initiated and ran an English Language Learning Column in a local daily in Malaysia Initiated and ran an English Language Learning Programme over Radio Television Malaysia Pioneered the first and largest nationwide series of education and career seminars in IT, held in 23 towns in East and West Malaysia Initiated the first Technopreneur Development Programme targeting at university students and young intellectuals in Malaysia. It is currently organised in collaboration with local universities, scientific and technology based associations, Technology Park Malaysia and EU-Malaysia Chamber of Commerce & Industry and Malaysian-German Chamber of Commerce & Industry Recognised for innovation in designing a Motivation & Career Guidance Camp for the non-academically-inclined youth in rural areas and awarded a fund to organise it by the Ministry of Science, Technology & Innovation. WENCOM is also active in the promotion of Science and Technology and has a good working knowledge of invention and entrepreneurship activities covering patents and commercialisation of R&D, having close rapport with scientific organisations as well as professional bodies and personalities. Since 2005, WENCOM has been active with EU related activities, including promoting the Erasmus Mundus (EM) Scholarship and participating in ASEM (Asia-Europe Meeting which is a biennial heads of governments meeting) activities. The latest being invitation to participate in ASEM education activities including Technical & Vocational Education Symposium at Qingdao, China in January 2011, organized by the People s Republic of China Ministry of Education and German Federal Ministry of Education and Research and the ASEM Education Secretariat as well as ASEM University-Business Forum at Bonn, Germany in November 2011, organized by DAAD and the ASEM Education Secretariat. WENCOM is currently the contributor/writer to the ASEM Education Newsletter published by the ASEM Education Secretariat based in Bonn, Germany. 9
