5 Minutes Summary of the speech by Mr. Johannes Dehlinger, Head of Division in the Saxon State Ministry for Economic Affairs and Labour responsible for energy politics After years of disregard energy efficiency has recently been set on the agenda of policy makers from EU as well as national and state level now strive to enforce energy efficiency. In March 2007 the EU agreed upon the formula defining quantified goals for CO 2 emissions (down 20%), energy efficiency (up 20%), the share of fuels from green sources (10%) and share of renewable energies (20 % of total) until Saxony is willing to fulfil its obligations in the field of energy efficiency. Although great progress has been made in terms of the energy productivity since the early 1990s there still remains an estimated 20 % potential of energy savings. In times of increasing energy costs the efficient usage of energy becomes a question of competitiveness. While mostly not being very expensive measures, investments promise great benefits. Mr Dehlinger identifies three main obstacles for the implementation of such measures: 1. Lack of information 2. Lack of motivation 3. Financial restrictions To address these obstacles the ministry started several campaigns: The Climate Protection Programme of 2001 (adjusted in 2007), the Energy Programme of 2004 and the State initiative Energy Efficiency in Industry and Commerce of In the context of a comprehensive energy strategy of the State of Saxony the SACEP (Saxon certificate for energy performance in industry and trade) plays a major role especially when it comes to the efficient energy usage in small and medium sized enterprises. It offers information and financial support for such companies. Responsible for the programme is the SAENA (Energy agency of the state of Saxony). Funds for financial support come from the State of Saxony as well as the ERDF funds of the European Union which has been promoted by the IEE SEIPLED project. At the end of his speech Mr Dehlinger pointed out that he is convinced that the comprehensive strategy of the State of Saxony is leading into the right direction. Summary of the presentation by Dr. Peter Homilius, Technical officer of Saxon State Ministry for Economic Affairs and Labour, on the support programme Energy Efficiency in SME Mr. Homilius names the available support programmes for companies in Saxony. In the following he only refers to the Energy Efficiency in SME programme run by the State of Saxony. Legal basis of the programme is the operational programme of Saxony for the EFRE-Fund (period ). It was approved by the EU on the 5 th of July It can be found under the priority axis 3, namely strengthening the competitiveness of commercial economy. Energy Efficiency in SME: Funds from the ERDF are used The aim is to strengthen the competitiveness of Saxon companies The funding application can be submitted to Saxon Development Bank Specialist counselling: SAENA GmbH (Saxon Energy Agency) 5

6 Funding applications can be submitted for the support of projects that a) are measures to increase the energy efficiency and b) take place in companies Funding applications can be submitted by small and medium sized companies from Saxony Type, amount and degree of the funding differ from project to project The measures have to fit the following requirements: 1. They apply the newest technologies 2. The increase in energy efficiency can be measured and quantified 3. Cost-effectiveness is guaranteed 4. Financing is guaranteed Non-investment measures that can be supported: o initial energy advices o the issue of the certificate Investment-measures (e.g.): o Implementation of more energy efficient engines o Heat recovery equipment o The energetic sanitation of premises o more energy efficient facilities to produce electricity, heat and cooling, etc. The funding programme will start at the 15 th of September Summary of the presentation by Dr.-Ing. Hilse, Großmann Ingenieur Consult GmbH (Developing company of SACEP software) on The SACEP- an introduction Defining the goals: Mr. Hilse explained the goals of the SACEP: Main goal: increased energy efficiency in trade and commerce Information and motivation: to create consciousness Data collection: to enable the drawing of comparisons Ensure the high quality of the energy consultations Basis for energy investments The Consultation consists of: Data collection about the energy usage Analysis of the weak spots of energy usage Advisory notice about further steps to be taken Analysis of the operating effectiveness Implementation Control of success Mr. Hilse introduced the software as a tool that works concomitantly to the consultation. It supports the advisors during the consultation, collects data for comparison or the development of a comprehensive energy strategy. The software can be further developed. The advisors give impulses for this development. Characteristics of the software: Individual analysis of single clusters of the company is possible Ascertainment of different energy consumers in the company Special analysis of energetic relevant divisions Adding of questions is possible Possibility to enlarge the number of systems ascertained Issue and visualisation of the monthly data Evaluation of individual and total energy consumption Masking of irrelevant aspects 6

7 Summary of the presentation by Mr Postpieszala, Saxon Energy Agency SAENA GmbH on the Implementation of the SACEP How to implement SACEP: 1. Participation in the programme: Motivation of the companies: 6% of costs are energy costs, 60 % of the Saxon enterprises currently deal with the topic of energy efficiency. Savings of % in energy costs seems possible. 2. Energy Advisors: - Experiences in the field of: energy consultations, the development of energy concepts for companies, control, supervising and measurement of energy usage - Relevant references - Existence of usable tools and programmes for the measurement Application for the participation in the SACEP at the SAENA GmbH Appointment of 13 energy advisors 3. On-site visit The energy advisor visits the company and estimates the work to be done. On the basis of this analysis a quote is submitted. 4. Support application Together with the quote of the energy advisor an application form must be submitted by the company. 5. Consultation phase With the support of the new funding programme the energy advisor starts his work. An independent evaluation by a third party (e.g. university) follows. 6. Handover of the Certificate The first certificates will presumably be handed out in March The broad implementation of the certificate is scheduled for Financial support (ERDF and regional funds) will help to implement the proposed energy measures. 7
