The reason behind the increase is growth in emissions from road traffic and other mobile sources due to increase in population and mobility following strong growth in economic income and consumption.

4 Regional co-operation on climate issues Oslo/Akershus The regional co-operation effort is estimated to have influenced three areas; (1) to increase the local and regional awareness of the need for GHG reductions, (2) increased the level of knowledge on climate issues and (3) contributed to launching emission reducing actions. Together with national actions this has kept the regional emission growth 7 % below national average Prel. cover. Climate and energy action plans at municipal level. Transfer from fossil fuels to bio energy in stationary sources.

6 New GHG reduction target for the Oslo/Akershus region The goal of the Oslo/Akershus region is to reduce the GHG emissions with 50 % by 2030, compared to 1991 levels. Action areas are; Reducing fossil fuels from stationary sources and transition to bio energy. Land fills and waste treatment, Reducing transport emissions, High density zoning, Supporting new and greener technology.

7 Stationary energy emission sources and reduction Stationary energy sources emissions have been reduced by 7 % between 1991 and Total energy use, including hydro power electricity, has increased. 8 Mobile energy emission sources and reduction GHG emissions from transport sources in the Oslo/Akershus region have increased 37 % Close co-operation and mutual actions between state and regional county level necessary. Actions include; Higher density zoning Road tolls (not road pricing) Strengthening public transport (bus, tram, train, subway) tonn CO 2 -ekv. per år Klimagassutslipp fra transport i Osloregionen fordelt på 8 kildegruppe. 65 prosent av samlet utslipp GHG emissions from transport in the Oslo/Akershus region, split into motorized utilities, boats, domestic air travel, motorcycles, heavy diesel vehicles, light diesel vehicles, heavy petrol vehicles, light petrol vehicles. 10 The Oslo package concept The Oslo package concept; Local and national funding agreement Local toll scheme for charging all vehicles entering the city Matching funding from central government Investment program agreed jointly by - Oslo city & Akershus County - national transport authorities Efficient technology and management 90% of toll revenues invested in better transport Less than 10% of income to running costs Queue-free technology Jointly established and owned management company by Oslo and Akershus Strong local influence on priorities

11 The Oslo package 1-3 Oslo package 1: All roads, 1-2 Euro per trip 1.5 billions extra income Traffic reduced by 5-10 % 80% invested in roads, 20% in public transport Oslo package 2: Focus on public transport and environmental issues Missing links Transport terminals New rail track Rail and light rail carriages Oslo package 3: Not an election issue! Cross party support for transport renewal to improve capacity + living conditions Rehabilitation of central underground system Light rail and transport terminals to reduce local pollution and release land for urban development

12 The Oslo package 3 status A fragile political compromise between parties of all colours and between city and surrounding county. Parliamentary approval needed in 2009, otherwise the package might be stopped. Enthusiasm for roaduser support for public transport Tangible results!

13 Land fills and waste treatment CH 4 emissions from land fills are reduced by 60 % between 1991 and Main reason for this; Increased collection and separation of biological waste. Gas from land fills is collected and reused or flared. More waste used for district heating. Increased separation and reuse i different waste fractions. Ambitious sewage bio gas generation project to generate fuel for busses.

14 Changing attitudes and behaviours Cross-sector actions, often in state level responsibility areas, to change attitudes and behaviours in the Oslo/Akershus region. Demands close co-operation between state/government level and municipal/regional level. For example; Introduction of Environmental Management Standards, like ISO, in all organisation structure. Developing and implementing environmental standard ratings and visual signs for buildings.

15 Climate change adaptation and mitigation in the region Warmer, wetter and windier. Pioneer with first Norwegian regional scenario report based on IPCC, focusing on adaptation/mitigation. Analyses earlier extreme conditions and events in the region. Applies IPCC climate models on regional level. Assesses effects on 4 areas; health, buildings and populated areas, critical infrastructure such as railroads and IT, and water & sewage treatment. Also assesses knowledge status and future competence needs. Report only available in Norwegian, may be translated into English in 2009.
