1 Made in Barcelona: The Inspiring Transformation towards Sustainable Governance Barcelona, April 2015 Study Visit With the collaboration of: European Institute of Public Administration Institut européen d administration publique Introduction Target group This study visit is open to public administration officials from all levels, who wish to see how public sector driven innovation can change public life. We invite in particular those who are looking for a new way of doings things in order to achieve better results in their home town, region or country. Description Barcelona is an inspiring city: awarded the prize of Innovative Capital of Europe 2014, it is the perfect place to learn and get inspired by many of its governance developments. Sustainability is at the heart of 21st century top cities policies. Barcelona offers a vision of progress that integrates immediate and longer-term objectives, local and global action, and regards social, economic and environmental issues as inseparable and interdependent components of human progress. Its strong brand, reputation and high technological predisposition are among the aspects that will be witnessed by the participants of this programme. Over the course of three days you will have the unique opportunity to interview and visit the main actors of this challenging transformation process. The main objective of your visit will be learning how to move on from theory to practice. Public servants are acquainted with the theory of the latest academic discourse on the topic, but rarely do they get the chance to discuss face to face how the process has been implemented in practice, what the challenges are, and how conflicts can be resolved. There is no unique model applicable to all, but looking at one successful example will surely trigger your abilities to learn from success stories, and help to understand how you can exploit your possibilities. Especially against the backdrop of the current financial crisis, sustainable governance offers many opportunities for public administrations across Europe to get engaged in transformational processes, leading to better public services while reducing costs. Learning methodology This study visit is built around onsite presentations of innovative projects throughout the city in order to give participants the chance to experience first-hand how positive change is achieved by the public sector. Presentations and demonstrations are led by key actors in the field. Participants are invited to actively engage in discussions with the innovators in order to get the most out of their stay in Barcelona. Objectives The objective of this study visit is to open up the skeleton of the city to show you the different elements that have helped Barcelona to become one of the top sustainable cities in the world, and to transfer that knowledge to make it applicable to other circumstances and realities. This knowledge will be extremely useful when back home. Personal contacts with different authorities leading the process in Barcelona, as well as the exchange with other participants regarding challenges and solutions, will provide you with a network of contacts for your upcoming projects.

3 Experts (in order of appearance in the programme) Gracia Vara Arribas Expert at the Barcelona Antenna of the European Institute of Public Administration (EIPA-Barcelona). As a lawyer and LLM in European and International law, she has more than 15 years of experience in research, consultancy and training on EU law, policy-making, transposition and implementation, with a focus on Multilevel Governance. Eduard Martín Director of Innovation, Knowledge Society and ICT Architectures Urban Habitat/ Barcelona City Council. He holds a higher national diploma in Information Technology from the Business & Technical Education Council in Barcelona, and he is a technical engineer in informatics systems and a higher engineer in informatics, having graduated from the Universitat Oberta de Catalunya. He has been working as a freelance consultant since 1993 until now, for the provision of technology solutions. From 1991, he has worked in different positions for the Institut Municipal d Informàtica of Barcelona City Council, such as Head of the Department for Strategic Project Coordination and Head of the Department of Technical Assistance. Júlia López Project Manager providing support to the Director of ICT Strategy and Smart Cities of the Barcelona City Council. She holds a Master degree in Telecoms from UPC. Her personal interests include studying how the application of new technologies can affect the life in the city, especially following the evolution of Intelligent and Smart City projects all around the world. Susana Tintoré Managing Director Services to enterprises and employment, Area of Barcelona Activa, the executive tool of the Economic Development policies of the Barcelona City Council. Before that she worked as the Managing Director of Invest in Catalonia, a unit of ACCIÓ, the Agency of Competitiveness for Companies in Catalonia. She holds a degree in Economics from the University of Barcelona. Josep Miquel Piqué CEO Office of Economic Growth Barcelona City Council. He is a Telecommunication Engineer from La Salle and UPC and MBA from ESADE. He holds also diplomas from Massachusetts Institute of Technology (MIT), University of California-Berkeley and Universitat Ramon Llull. He is the President of XPCAT (Catalan Network of Science Parks), Vice-President of APTE (Spanish Network of Science Parks) and Vice-President IASP (International Association of Science Parks). The central line of his activity is the promotion of Knowledge-based Economy and Society in order to consolidate the 22@Barcelona as a global reference of Knowledge Cities on Smart Cities. Carles Brugarolas Deputy Mayor in Sant Cugat del Vallès, responsible for economy, business development and occupation. Previously, he had been managing the economic development area in the same city, which is frequently considered a reference in our country. He was one of the main promoters and founders of the Catalonia Innovation Triangle (CiT) and is member of the board in several different entities dedicated to promoting better conditions for entrepreneurship, business ecosystems, industry and others. Since 2010 he presides the Economy commission of his party, Unió Democràtica de Catalunya (UDC) and coordinates economic development policies for the Convergència i Unió (CiU) Barcelona Metropolitan Area political group (2013). He has also been an associate professor at the International University of Catalonia on matters such as macroeconomics or local fiscal systems ( ). Edgar Jordà Director-General of ESADECREAPOLIS, with over 10 years of experience in market development in different companies in different sectors. ESADECREAPOLIS is the first innovation park in the world developing open innovation schemes and crossinnovation among companies that can be found in the park. Catalina Grimalt Director of Information Systems at the Port of Barcelona. She is a graduate in Informatics from the UPC, Management development programme at IESE, CIO Advanced programme at ESADE, and holds a Master in E-logistics from the Polytechnic University of Catalonia. After having worked for several years for the consultancy sector, since 1994 she devoted her time to ICT in the logistics sector, mainly as a consultant, in the setting up of the Port Community System of the Port of Barcelona and the Port Authority of Barcelona. Since May 2010 she has been responsible for the management of information systems in the Port Authority of Barcelona, where she carried out the development of a strategic plan of information technologies. This was focused, among others, on the transformation of applications and on the application of new technologies in order to enhance the competitiveness of the port. Michael Pellot Director of Research & Development and International Affairs at Transports Metropolitans de Barcelona. He holds a Bachelor in System Engineering, an MBA, as well as completing IESE s General Management Programme (PDG). He started his professional activity as an Engineer in Caracas, Vienna and Barcelona. He has been involved with public transport since 1992 when he started working at Transports Metropolitans de Barcelona (TMB), Barcelona. In this company he played different roles as Director of IT Software Developing in PC ( ); Deputy of the CIO ( ); Manager of the Metro Line 1 ( ); Director of New Business Development & External Consultancy ( ).
